Opis:
The paper aims to answer the following questions: What are the trends in streetscape design? And how can streetscape become more resilient to climate change in the coming years? Although the research questions of exploratory nature also challenge theoretical claims, this is a hypothetical study, designed to foster a discussion about the visions of the future streetscape and new technology for an urban sidewalk. It covers a description and a cross-case comparison of an experimental product – the Climate Tile, implemented in Denmark in 2018, and a theoretical solution – the Sponge Pavement – a model system based on the structural soil foundation and permeable surface, evolved as an idea in 2018 in Poland. The cases are examples of innovations selected to describe a new type of water-permeable surfaces matching the urban context. Both solutions share common features: they are in that there is no need to place heavy equipment on the project site; they match the urban context of a dense city, being smooth, resistant and easy to clean. The comparison of the Climate Tile and the Sponge Pavement allowed determining the optimal application for the given solution. It also proved the trend towards the rainwater management-oriented direction of the development of the streetscape of the future. The study results could contribute to the discussion of the streetscape of the future. We would like to focus on the idea of the Sponge Pavement for further development in laboratory tests and as the pilot project.

Opis:
Green roofs are increasingly popular in both new and modernised buildings. They significantly reduce the outflow of stormwater from buildings and change its composition. Wherever an urbanised area is equipped with a separate sewage system, usually stormwater goes directly to the receiver without treatment, which may affect the quality of water in the receiver. The article presents results of research carried out on the green roof of a building in Lodz, Poland. During rainfall, the flow rate from the roof was measured. With the use of the US EPA software Stormwater Management Model (SWMM) a model of the green roof was created and calibrated using rainfall data from the city’s pluviometric network. Based on the measurements of the roof runoff, as well as SWMM modelling, the degree of outfall reduction was determined. Samples of roof runoff were collected to study the characteristics of rainwater, including pH, electrical conductivity, organic compounds, nitrogen, phosphorus, and suspended solids. The results were compared with the quality of runoff from a traditional roof. Except ammonium nitrogen, values of the examined quality indicators was higher in the case of the green roof but the pollution load of almost all contaminants, except phosphorus, were lower due to a significant reduction in the volume of stormwater outflow (62-91%). The quality of stormwater discharged from the green roof improved with its age.

Opis:
At present, stormwater management is one of the key issues in urban policy. This is due to the increasing urbanisation, climate change, the growing threat of extreme (weather) events and the need to protect water resources. Legislation plays an essential role in the process of project planning and implementation. The recognition of opportunities and barriers contained in these regulations forms the basis for action by the central government, local authorities and investors. The article aims to analyse legal provisions, administrative decisions and factual circumstances that provide the foundation of administrative court rulings in Poland and regard the legal possibilities of rainwater management in urban areas. The adopted research method allows for/includes the author’s interpretation and formulation of de lege ferenda conclusions. The results of analyses of both European and national legislation and case law indicate that there is a problem with the interpretation of existing legislation and the lack of legal definitions of basic equipment and solutions in the field of water law, for instance. Such legal circumstances make it difficult to make the required legal decisions, and have a negative impact on the timing of implementation and number of these much-needed projects.

Opis:
Flood risk management are considerably influenced by several factors, such as all sources of flooding, social circum-stances, policy and even the potential for local economic growth. To encourage government, business, community and other parties to continue investing in flood risk management projects, it is necessary to give understanding that the projects can also provide economic benefits through systematic predictions and assessments of costs, benefits and social values, especially on flood-affected communities. This study aims: (1) to develop knowledge and understanding on small-scale flood risk management project in Malang City, Indonesia, and; (2) to assess the economic efficiency of the project investment considering all benefits, both monetary and non-monetary. The research method is a mixed method combining quantitative questionnaires (N = 53 from 162 families) with qualitative in-depth interviews (N = 10) and field observations. The runoff discharge and the inundation depth were calculated using hydrology and hydraulic analysis, while the economic efficiency was analysed using cost benefit analysis (CBA). The results show that the community-based flood risk management system can reduce the flood risk up to 30% compared to before the implementation of that system. This system also provides direct financial benefits through the use of drainage channels for fish and vegetables farming. It causes the increase of the net social benefit about 70–90% and the net present value (NPV) greater than zero (NPV > 0). Therefore, the project investment is recommended to be proceeded.

Opis:
The main goal of this article is to investigate sustainable urban development of the Central European city (Wrocław/Poland) through an environmental engineering application of SUDS (Sustainable Urban Drainage Systems) measures to managing stormwater in city sections with various land use in the same watershed area (the Ślęża River Valley). The author presents a study made in three different parts of the city (single housing district – Oporów, multihousing district – Nowy Dwór, public service district – Stadion), which were constructed in different historical periods. The analyses were supported by city masterplan, GIS software (Quantum GIS 1.7.4) and calculations made according to up-to-date specific regulations. They demonstrate the current sustainable stormwater management scenarios for areas of different land use, historical periods and function in the city. The proposed research method aims to compare sustainable urban development of the new urban district with the quarters, which had been built before the term “sustainability” became common in water and land development practice. The conducted study can be practically used as a supportive tool for urban planning authorities in Poland. The paper investigates a novel in the Polish realities method of assessment sustainability of the area through green infrastructure application in district scale.
Celem pracy była analiza procesu urbanizacyjnego Wrocławia w kontekście zrównoważonego rozwoju poprzez symulację gospodarowania wodą opadową w skali dzielnicy. Do celów badawczych wybrano trzy charakterystyczne rodzaje zabudowy miasta z różnych okresów historycznych (Oporów – zabudowa jednorodzinna, Nowy Dwór – zabudowa wielorodzinna, Stadion – teren usługowy), znajdujące się w zlewni rzeki Ślęza. Sklasyfikowano wszelkie powierzchnie nieprzepuszczalne, tj. nawierzchnie utwardzone, pokrycia dachowe. Za potencjalne składowe zielonej infrastruktury uznano natomiast powierzchnie przepuszczalne, tj. obszary wegetacyjne, nawierzchnie przepuszczalne, zielone dachy. W obliczeniach porównawczych posłużono się wartościami współczynników spływu według polskiej normy PN-92/B-0170. Dodatkowo, w ocenie zielonych dachów ekstensywnych, wykorzystano współczynnik spływu według opracowań amerykańskich. Badanie przepuszczalności wybranych trzech obszarów wzdłuż rzeki Ślęza w granicach Wrocławia wykazało duże możliwości kształtowania zrównoważonej gospodarki wodnej tych terenów poprzez zastosowanie elementów zielonej infrastruktury.
