There many decision problems where numerous partial achievement functions are considered impartially which makes the distribution of achievements more important than the assignment of several achievements to the specific criteria. Such models are generally related to the evaluation and optimization of various systems which serve many users where quality of service for every individual user defines the criteria. This applies to various technical systems, like to telecommunication ones among others, as well as to social systems. An example arises in location theory, where the clients of a system are entitled to equal treatment according to some community regulations. This paper presents an implementation of decision support framework for such problems. This platform is designed for multiple criteria problems analyzed with the reference distribution approach. Reference distribution approach is an extension of the reference point method.

Opis:
The key objective of no-reference (NR) visual metrics is to predict the end-user experience concerning remotely delivered video content. Rapidly increasing demand for easily accessible, high quality video material makes it crucial for service providers to test the user experience without the need for comparison with reference material. Nevertheless, the QoE measurement is not enough. The information about the source or error is very important as well. Therefore, the described system is based on calculating numerous different NR indicators, which are combined to provide the overall quality score. In this paper, more quality indicators than are used in the QoE calculation are described, since some of them detect specific errors. Such specific errors are dificult to include in a global QoE model but are important from the operation point of view.

The paper starts with the discussion of the issue of objectivity versus subjectivity, stressing that while an absolute objectivity is not attainable, nevertheless trying to be as objective as possible constitutes a higher value, necessary for hard science and technology. Dangers and errors of the subjectivist reduction of objectivity to power and money attempted by the postmodern sociology of science are discussed. Then we turn to the problem of subjective versus objective decision analysis and ranking. It is shown that while all classical decision theory aims at a rational analysis and support of subjective decisions, there are important application cases, particularly in managerial problems, when the decision maker prefers to avoid specifying her/his preferences and needs decision analysis - e.g., ranking of decision options - that is as objective as possible. An approach to decision support that might be easily adapted for such objective ranking is the reference point methodology; its application is shown on examples. One of these examples is actually not an application of the methodology, but a real life problem that motivated the development of objective ranking. The examples illustrate that objective ranking might be important for management, including also management of telecommunication networks.

The reference point method (RPM) is based on the so-called augmented max-min aggregation where the worst individual achievement maximization process is additionally regularized with the average achievement. In order to avoid inconsistencies caused by the regularization, we replace it with the ordered weighted average (OWA) which combines all the individual achievements allocating the largest weight to the worst achievement, the second largest weight to the second worst achievement, and so on. Further following the concept of the weighted OWA (WOWA) we incorporate the importance weighting of several achievements into the RPM. Such a WOWA RPM approach uses importance weights to affect achievement importance by rescaling accordingly its measure within the distribution of achievements rather than by straightforward rescaling of achievement values. The recent progress in optimization methods for ordered averages allows us to implement the WOWA RPM quite effectively as extension of the original constraints and criteria with simple linear inequalities.

Opis:
In this work we shall be concerned with interactive multiple criteria decision making methods. We show how on the technical level the class of reference point methods can be reduced to the class of weight methods. Though methods from these two classes represent two different interactive decision making paradigms, the equivalence observed opens a way for a joint implementation of a pair of methods each representing a different class. This would establish a firm ground for systematic comparison of both classes of methods as well as for hybrid schemes mixing decisional tools specific for each class.

Multiple criteria evolutionary algorithms, being essentially parallel in their character, are a natural instrument of finding a representation of entire Pareto set (set of solutions and outcomes non-dominated in criteria space) for vector optimisation problems. However, it is well known that Pareto sets for problems with more than two criteria might become complicated and their representation very time-consuming. Thus, the application of such algorithms is essentially limited to bi-criteria problems or to vector optimisation problems with more criteria but of simple structure. Even in such cases, there are problems related to various important aspects of vector optimisation, such as the uniformity of representation of Pareto set, stopping tests or the accuracy of representing Pareto set, that are not fully covered by the broad literature on evolutionary algorithms in vector optimisation. These problems and related computational tests and experience are discussed in the paper. In order to apply evolutionary algorithms for decision support, it would be helpful to use them in an interactive mode. However, evolutionary algorithms are in their essence global and of batch type. Nevertheless, it is possible to introduce interactive aspects to evolutionary algorithms by focusing them on a part of Pareto set. The results of experimental tests of such modifications of evolutionary algorithms for vector optimisation are presented in the paper. Another issue related to vector optimisation problems with more than two criteria is the computational difficulty of estimating nadir points of Pareto set. The paper describes the use of diverse variants of evolutionary algorithms to the estimation of nadir points, together with experimental evidence.

The dimensioning of telecommunication networks that carry elastic traffic requires the fulfillment of two conflicting goals: maximizing the total network throughput and providing fairness to all flows. Fairness in telecommunication network design is usually provided using the so-called max-min fairness (MMF) approach. However, this approach maximizes the performance of the worst (most expensive) flows which may cause a large worsening of the overall throughput of the network. In this paper we show how the concepts of multiple criteria equitable optimization can be effectively used to generate various fair and efficient allocation schemes. We introduce a multiple criteria model equivalent to equitable optimization and we develop a corresponding reference point procedure for fair and efficient network dimensioning for elastic flows. The procedure is tested on a sample network dimensioning problem for elastic traffic and its abilities to model various preferences are demonstrated.

The paper proposes a No-Reference (NR) quality assessment measurement originally developed for H.264, used for High Efficiency Video Coding (HEVC). In particular, authors present an investigation of NR metrics to objectively estimate the perceptual quality of a set of processed video sequences. The authors take into account typical distortions introduced by the block-based coding approaches like HEVC codec. The underlying processing used for the quality assessment considers the blockiness caused by the boundaries of each coded block and the blurring as a lack of spatial details. The correlation between the NR quality metrics and the well-known and most widely used objective metric, the Video Quality Model (VQM), is performed to validate the quality prediction accuracy based on the provided scores. The Pearson correlation coefficients obtained stand for promising results for different types of videos.

Dimensioning of telecommunications networks requires the allocation of the ows (bandwidth) to given trac demands for the source-destination pairs of nodes. Unit ow allocated to the given demand is associated with revenue that may vary for dierent demands. Problem the decision-making basic algorithms to maximize the total revenue may lead to the solutions that are unacceptable, due to "starvation" or "locking" of some demand paths less attractive with respect to the total revenue. Therefore, the fair optimization approaches must be applied. In this paper, two fair optimization methods are analyzed: the method of ordered weighted average (OWA) and the reference point method (RPM). The study assumes that ows can be bifurcated thus realized in multiple path schemes. To implement optimization model the AMPL was used with general-purpose linear programming solvers. As an example of the data, the Polish backbone network was used.

Opis:
IP networks are indispensable nowadays and they are some of the most efficient platforms. The constantly growing number of users and new services in these networks – the largest being the Internet – require a satisfactory quality of service from any application they use. So, determining the QoS in real-time services is particularly important. This work shows how to quantify the suitability of reference signals for analyzing the quality of video streaming in IPTV. The assessment relies on two different algorithms: PEVQ and VQuad-HD. Three different reference signals – two real ones and an artificial one – are used in this study, and a numerical measurement system is used, which simulates mean network impairments. These measurements provide valuable information for determining the QoS of actual IPTV services in practice.
