The paper provides a discussion of diverse delays occurring in technology development, and an explanation of reasons why, when seen holistically from outside, the process of technology development might appear as an autonomous, self-determining, uncontrollable process. When seen from inside, however, the process is far from being uncontrollable. This paradox is explained by the fact that technology development contains many processes with delays, in total amounting sometimes to fifty years; when seen from outside, such a process might appear uncontrollable, even if it is very much controllable when approached internally and in detail. Therefore, the definition and types of technology creation as well as stages of technological processes are discussed in some detail in this paper. Some aspects of the contemporary informational revolution and some recent results on micro-theories of knowledge and technology creation are also reviewed. It is suggested that one of possible ways of changing the paradigmatic attitude of philosophy of technology is to invite some such philosophers to participate in the development of modern tools of knowledge civilization era, such as software development and evaluation. The conclusions of the paper stress the need of essentially new approaches to many issues in the time of informational revolution.

There are several papers available addressing the challenges for Future Internet that result from socio-economic aspects; such challenges must be obviously taken into account when constructing and developing Future Internet. This paper, however, takes an opposite view that from the dynamics of the development of Internet itself (or Future Internet) result challenges for the socio-economic development and even for the paradigm of understanding economy; such challenges must be taken into account first, then - in a feedback loop -lead to the modification of socio-economic challenges for Future Internet. This change of perspective is necessary because the analysis of socio-economic challenges for Future Internet is typically based on a classical paradigm of equilibrium economics. While useful, this paradigm is limited and has been shown incomplete, e.g., by the recent world-wide financial and economic crisis. This paper shows that the informational revolution - including but not limited to the development of Internet - has already changed the behavior of main socio-economic agents as well as of economic markets and our understanding of them; thus, new perspectives are needed. The paper also shows that a useful perspective is that not of expected benefits from Future Internet - there are many such benefits and they will surely motivate enough economic development of Future Internet - but of socio-economic threats resulting from the dynamic development of the Internet. There are several such threats and conflicts that can be foreseen: the conflict between corporatization and governance; the conflict between direct and indirect limits to freedom; the trend to- wards elitarism inherent in Internet development dynamics versus democracy; the threat of network and computer domination over people, etc. Some of such threats and conflicts are discussed in the paper.

The paper starts with the discussion of the issue of objectivity versus subjectivity, stressing that while an absolute objectivity is not attainable, nevertheless trying to be as objective as possible constitutes a higher value, necessary for hard science and technology. Dangers and errors of the subjectivist reduction of objectivity to power and money attempted by the postmodern sociology of science are discussed. Then we turn to the problem of subjective versus objective decision analysis and ranking. It is shown that while all classical decision theory aims at a rational analysis and support of subjective decisions, there are important application cases, particularly in managerial problems, when the decision maker prefers to avoid specifying her/his preferences and needs decision analysis - e.g., ranking of decision options - that is as objective as possible. An approach to decision support that might be easily adapted for such objective ranking is the reference point methodology; its application is shown on examples. One of these examples is actually not an application of the methodology, but a real life problem that motivated the development of objective ranking. The examples illustrate that objective ranking might be important for management, including also management of telecommunication networks.

In the year 2001 we celebrate the fifty anniversary of the activity of National Institute of Telecommunications under its present name (in Polish: Instytut Łączności). Although we can date earlier the beginnings of the Institute, we will not present here its detailed history that is discussed in other papers. This paper presents rather the transformation of the Institute in last years, resulting from the systemic transformation of Poland. We describe: new mission of the Institute, the results of structural changes of the Institute in last five years, an outline of long-term research programme. Finally, the paper addresses the challenges before the Institute on the verge of the new millennium.

The paper presents a reflection on the role of technology and, in particular, information technology in the era of knowledge civilization. Diverse perceptions of this era, the concepts of three civilization eras versus three waves, of a cultural platform versus an episteme of a civilization era, of a big change at the end of industrial civilization era are outlined. The first principle of cultural anthropology and the concept of cultural imperialism are recalled. The contemporary philosophy of technology is shortly reviewed. An interpretation of Die Technik und die Kehre of M. Heidegger from a technological point of view is given. It is shown that we should distinguish technology proper from the system of its socio-economic applications, and that the relation of technology proper to hard science and to socio-economic applications of technology forms two positive feedback loops; the one of socio-economic applications might be more dan- gerous in cases of social infatuation with technological possibilities or other misapplications of technology. It is shown that the technology of knowledge civilization era will differ from that of industrial era in proposing boundless number of diversified technological possibilities; thus, the Heideggerian warning against social infatuation with technological possibilities must be not only repeated, but also modified and strengthened.

Telecommunications requires multiple criteria analysis and decision support. It is shown how some basic facts from telecommunications and informational sciences can be used to formulate a rational theory of intuition, developed as a complement of multiple criteria decision support. This paper presents a method called creative space used for integrating various approaches to knowledge creation and based on SECI spiral, I5 system and rational theory of intuition. Questions of supporting new technology creation by constructing specialized creative environments similar to decision support environments are also indicated.

The paper presents a comparison of two ways of multiple criteria ranking of social penetration of information society technologies (ICT): the traditional one and the socalled objective ranking, illustrated on the example of Network Readiness Index. It is shown that objective ranking stresses a balanced development more than the traditional one. Another issue presented in this paper is the concept of dynamic ranking, a systematic presentation and prediction of the change of ranking in time. This is illustrated on the example of regions of three European countries: Finland, Italy and Poland.

The paper concentrates on the issue of classification of empirical probability distributions (histograms), which is useful both in management situations and in event detection or event mining. While existing approaches to event detection concentrate on the use of selected moments or other characteristics of empirical probability distributions, we postulate that full empirical distribution preserves more of needed information then selected moments of this distribution, thus multiple criteria classification of distributions can be most effective in event detection.

The paper addresses the issue of multiple criteria rankings of infrastructural projects (buildings, roads, etc.). Although the amount of literature devoted to this subject is considerable, all methods proposed produce subjective rankings, dependent on a direct or indirect definition of weighting coefficients applicable to subsequent evaluation criteria. Infrastructural projects are usually selected and approved collegially, however, by a group of decision makers with preferences that may potentially differ significantly. Therefore, an objectified ranking, independent from subjectively defined weighting coefficients, is needed for infrastructural projects. Such a ranking is proposed, analyzed and applied by the authors of this paper. This ranking depends originally only on the multiple objective evaluation data, i.e. the values of evaluation criteria related to decision scenarios or alternatives. Such an approach does not render a fully objective ranking, since one of this kind does not exist at all. Even the choice of the ranking method is a subjective decision, but it is objectified to the extent possible. The paper presents several examples of multiple criteria evaluation of infrastructural projects, derived from literature, and compares subjective rankings published in literature with objectified rankings that are independent of weighting coefficients.

Multiple criteria evolutionary algorithms, being essentially parallel in their character, are a natural instrument of finding a representation of entire Pareto set (set of solutions and outcomes non-dominated in criteria space) for vector optimisation problems. However, it is well known that Pareto sets for problems with more than two criteria might become complicated and their representation very time-consuming. Thus, the application of such algorithms is essentially limited to bi-criteria problems or to vector optimisation problems with more criteria but of simple structure. Even in such cases, there are problems related to various important aspects of vector optimisation, such as the uniformity of representation of Pareto set, stopping tests or the accuracy of representing Pareto set, that are not fully covered by the broad literature on evolutionary algorithms in vector optimisation. These problems and related computational tests and experience are discussed in the paper. In order to apply evolutionary algorithms for decision support, it would be helpful to use them in an interactive mode. However, evolutionary algorithms are in their essence global and of batch type. Nevertheless, it is possible to introduce interactive aspects to evolutionary algorithms by focusing them on a part of Pareto set. The results of experimental tests of such modifications of evolutionary algorithms for vector optimisation are presented in the paper. Another issue related to vector optimisation problems with more than two criteria is the computational difficulty of estimating nadir points of Pareto set. The paper describes the use of diverse variants of evolutionary algorithms to the estimation of nadir points, together with experimental evidence.

The paper starts with a discussion of the concept of knowledge engineering, in particular ontological engineering. Consequently, the paper presents assumptions accepted as a basis for a group research on a radically personalized system of ontological knowledge mining, relying on the perspective of human centered computing and combining ontological concepts of the user with an ontology resulting from an automatic classification of a given set of textual data. The paper presents a pilot system PrOnto that supports research work in two aspects: searching for information interesting for a user according to her/his personalized ontological profile, and supporting research cooperation in a group of users (Virtual Research Community) according, e.g., to a comparison of such personalized ontological profiles. The paper concludes with suggestions concerning diverse applications of ontological engineering tools and future work.
