The paper refers to telematics theoretical basis, especially transport telematics. European and international institutions responsible for standardization in the aforementioned areas have been characterized. Furthermore, author has presented standardization publications on telematics and transport telematics. The European Commission and many state administrations in the world attach a great importance to the use of telematics systems in transport. This requires designing and manufacturing devices using the advanced telecommunication and IT technologies. Some states have already implemented the telematics systems in transport, which control now such functions as: vehicles fleet management, urban traffic management and road toll collection. Implementation of the autonomic systems in the European states and lack of possibilities to cooperate with other systems caused the European Commission to conduct, since 2000, a wide spread activities on interoperability of the telematics systems and introduction of legal regulations (decrees, directives). Interoperability and building telematics systems architecture brings about the necessity to develop standards concerning, among the others, technical, safety solutions as well as data transmission protocols between the system elements and it environment solutions. At present in Poland, telematics applications are not used to a sufficient degree, to effectively manage the vehicles' fleet, or at least for urban traffic management, and when they are used, and then they are developed without taking into consideration appropriate interoperability. These applications in the future may provide quick and precise information and allow to safely managing the urban traffic. In the forthcoming years, they will be further improved by using Galileo system, whose localizing precision will be better than that of GPS. To meet these challenges, the international and European institutions have been characterized in this paper, which conduct standardizing activities in telematics and transport telematics. In addition, the fundamental, already developed standards for the aforementioned areas have been presented.

Opis:
Transport telematics systems integrate information technology with telecommunications for their use in various transport systems. Thanks to the use of advanced technical solutions and modern telecommunications and IT systems, it is possible to implement additional innovative services. They can be used to rationalize the process of using and maintaining means of transport. Modern vehicles are equipped with telematic on-board systems. Such solutions combine various electronic devices used in the vehicle. For this purpose, bus solutions are used, thanks to which it is possible to control individual systems and devices. It is also possible to use the transmitted data to detect negative exploitation phenomena during vehicle use (e.g. glazing phenomenon, work in the upper engine rev range with too low coolant temperature, intensive work compressor of the high air pressure system being a symptom of inability of pneumatic systems). This is possible because the data being sent has a specific information resource. Thanks to this, to can be concluded about the loss of the exploitation potential of the vehicle. This approach will be used to rationalize the technical service of the vehicle fleet, with regard to profiling. Using exploitation data, received via a telematic interface from vehicles, it is possible to profile the rolling stock. It consists in distinguishing individual sets of vehicles due to certain reliability and exploitation properties. This approach allows for the specification of the rolling stock exploitation, giving the opportunity to rationalize the use and exploitation. The publication presents the author’s graph of the exploitation process taking into account the profiling of the vehicle fleet. The application of the presented approach will contribute to the improvement of the value of certain vehicle reliability and exploitation indicators.

Transport has always been a fundamental impulse for the development of civilization. Issues related to the regularity of operation of technical systems, in the last decade have become important issues being considered from both the point of view, as well as economics. Today the major threat in the operational reliability constitutes intensification of the machine and equipment use leading to excessive degradation. In automated manufacturing processes where the material handling operations are realized by the cranes, the safety as both devices and operating people constitute important factor. The main purpose of the article was focused on the set of issues including the material handling devices (MHD) reliability shaping problem especially presents work in progress towards development the MHD condition assessment system with using telematic approach. In the article author, special care was enclosed to MHD devices with strength human factor interaction and relatively large construction, so the overhead travelling crane was chose. The object of the statement constitutes an attempt of collecting the knowledge concerning a possibility of use modern measurement systems to monitoring crane bridge deflection. All tests and considerations were conducted on the double girder overhead travelling crane with hosting capability 1000 kg and bridge span 8000 mm.

The paper refers to some problems of a top-of-the-range driving simulator that have been implemented in 27 EU members by Directive 2003/59/EC. The truck simulator from France, Finland, Germany and USA have been stressed. The Mark III Motion-Based Driver Training Simulator combines a fully operational truck cab with the latest digital simulation technology to create life-like training scenarios that improve driving behaviour and skill. Renault has built the simulator, which can offer several truck configurations (tractor, rigid, articulated) with different engine and equipment types. Additionally the TRUST 3000 simulator for Truck Driving Training and BUS 3000 simulator for Bus Driving Training were stressed. A top-of-the-range simulator may play the main role in many training areas, it is clear that the particular requirements of the driving industry must be considered in order to develop optimal cost-effective systems. Preliminary analysis shows that simulation can have a beneficial contribution in the areas of fuel efficient driving, emergency situations, poor weather driving skills, and learning the handling characteristics of different types of load. Authors have determined requirements on a top-of-the-ange driving simulators.

This paper presents the idea of the Local Area Navigation Systems (LANS) for automotive application in combination with standard GNSS navigation systems. The navigation system is based on four components: the widely available GPS, pseudolites located in areas where GPS signal is obstructed (tunnels, parking lots, city canyons), GPRS communication and supervisory informatics system. In this kind of system, reliable positioning is crucial. This article covers basic aspects of GPS single point positioning commonly used in navigation applications. Some information about differential positioning (DGPS/RTK) is also provided. A strong pressure is put on the application of pseudolite, its design and possible usability. This article presents authors own pseudolite design and the idea of pseudolite application to increase road safety in areas where standard GNSS signals are not available. The pseudolite presented in this paper is in the stage of development and testing. It is a device designed at the University of Warmia and Mazury in Olsztyn in cooperation with Canadian Center for Geodetic Engineering, University of New Brunswick, Canada. Different approach to the navigation in harsh environment is to move the source of the navigation outside of the vehicle and place it inside of the obstructions. It is much more efficient way to use in vehicles standard GPS receivers augmented with signals from the pseudolites, when the satellite signals are unavailable.

Transport has always been a fundamental impulse for the development of civilization. The first fully automatically controlled vehicles for industrial application (previously called driverless vehicles) was design in 1954 year. This has been achieved more than 60 years ago. Unmanned Ground Vehicles are a whole family of autonomous vehicles use modern tools with all power today available electronics for navigation task and decision making process on the base artificial intelligence and (AI) algorithms. At present time a problem of the realization a fully reconfiguration navigation system working in real time mode for UGV vehicles is the subject of the research for many scientific units of the entire scientific world. The object of the statement constitute AGV short historical outline with actual trends marking. The special authors' attention was focused on the solutions dedicated for so-called e-tools functionalities implementing in modern AGV vehicles. The main purpose of the article was focused on the set of issues involving the most problems in the whole material handling (MHD) family devices with any autonomous factor. The article is focused on the localization problem, trajectories founding, path planning, scheduling, workspace with environment mapping and AGV control issues. Described methods and tools are connected with chosen artificial intelligence solutions dedicated or adapted for autonomous vehicles' needs.
