Refining, petrochemical and energy industry are examples of influence on all environment components. Uncontrolled imposing new stricter burdens and legal requirements may cause the lack of expected results in reducing their impact on the environment. Moreover, effects may be counterproductive. Simultaneously, companies have to balance between legislative challenges, social expectations and technical possibilities, paying special attention on Corporate Social Responsibility (CSR), sustainability and biodiversity. During the Fifth Refinery Forum in Brussels, representatives of the European Commission admitted that legislation laid down within the European Union in the years 2000-2012 lowered the competitiveness of European refining industry. This status is proven by the analysis of refining industry prepared by The Directorate-General for Internal Market, Industry, Entrepreneurship and SMEs, and Joint Research Centre [1]. Weakening demand for fuels, lack of opportunities for increasing the capacity of European refineries (permanent shutdowns) and shale revolution cause a number of challenges including environmental. Therefore, it is necessary to take into account all factors mentioned above, and an integrated approach to environmental and climate protection in the face of changing legal regulations becomes crucial. This article proposes a new integrated, model approach to all issues connected with environmental protection in refining, petrochemical and energy complexes. In simple words, such complexes require maintenance shutdowns, repairs, overhauls. In addition, in the process various forms of energy is used and converted, so we can talk about the “exploitation of high thermodynamic machine”.

Warsaw has the most developed public transportation system in Poland and, therefore, the longest network of bus only lanes. The studies show a significant number of their violations made by individual vehicles, mostly because of complex traffic conditions and lack of physical separation from the other road lanes. This situation leads not only to road traffic law violations, but also mainly to disturbance in regularity and efficiency of bus connections. According to similar solutions implemented in other cities, Motor Transport Institute designed a concept bus lane enforcement system for Warsaw, which comprises the analysis of state-of-the-art law regulations on using monitoring systems in Poland, as well as operational and technical conditions for implementing the designed system and the concept of the system and system architecture itself. During the research, Motor Transport Institute conducted a complex audit of the bus lanes, in result of which the desired locations for ANPR camera points were identified. The article thoroughly describes the Polish law regulations on ANPR cameras location and confronts is with the actual needs regarding specific urban road sections. It also presents the methodology adopted for localizing the camera points. As a result, several examples of proposed locations are presented and discussed in terms of their compliance with the regulations, necessity for changing the traffic system on the specific road section and efficiency in bus lane enforcement.

The paper refers to some standardization and interoperability problems of European Electronic Toll Service (EETS) implementation in European Union. The EETS in the European Union member states is not interoperable due to differences in charging concepts, technology standards, classification and tariff structure, legal and institutional backgrounds. European Commission has taken bold steps to address that issue. The first one was Directive 2004/52/EC of the European Parliament and of the Council 0/29 April 2004 on the interoperability of electronic road toll systems in the Community. The second was decision to launch Europe's own Galileo system. The third was EC decision from 6 October 2009 based on Research Charging Interoperability (RCI) and Common Electronic Fee Collection System for a Road Tolling European Service (CESARE) projects. EETS will be available within three years for all road vehicles above 3.5 tones or allowed to carry more than nine passengers, including the driver. It will be available for all other vehicles within five years. Motor Transport Institute researches in mentioned matters have been presented. With regard to future expansion and development, the satellite-based toll collection system will be a better solution, especially with regard to flexibility when it comes to extending toll collection to every road category, every category of vehicle and, what's more, in terms of cost efficiency in implementation and operation.

The article refers to some problems of infrasound and infrasound noise and their influence on the behaviour of drivers of mechanical vehicles and machine operators. Infrasound waves act on the entire human organism. They induce resonance vibrations of the chest, abdominal membrane and digestive organs. That causes respiratory system problems, and with a prolonged exposure leads to the digestive system disorders. Furthermore infrasound causes feeling of tiredness, discomfort, and drowsiness; it decreases psychomotor perception and sight sharpness. Motor Transport Institute has carried out research on infrasound noise. Measurements were taken using SVANTEK SVAN 945A register on correction curves A, Lin and G as well as dynamic characteristics Fast and Slow. Measurements were made only in the driver work place, recording level of sound pressure for 30 seconds. Tests were carried out on 5 buses (M3 category), 10 vehicles of N3 category (saddle tractors and hgvs), 3 HGVs N1 category and 2 vehicles of category M1. Research results confirm high infrasound noise levels in the case of M3 category vehicles. They would remain at about 110 division sign 115 dB level, according to correction curve G with relatively low level of interior noise of about 66 division sign 74 dB according to correction curve A, and at the speed range of 70 to 90 km/h. The level of infrasound noise reaches lower values of about 100 dB in the vehicles of N3 and N1 category. During the research, an importance of road surface condition, was established, adding up to 7 db, but in extreme cases even up to 10 dB, causing momentary increase of infrasound noise even to 125 dB.
W referacie przedstawione zostały problemy, dotyczące infradźwięków i hałasu infradźwiękowego oraz ich wpływu na zachowania kierowców pojazdów mechanicznych oraz operatorów maszyn. Fale infradźwiękowe działają na cały organizm ludzki. Wywołują one drgania rezonansowe klatki piersiowej, przepony brzusznej i organów trawiennych. Powoduje to zaburzenia systemu oddychania, a przy dłuższym działaniu prowadzi do chorób układu trawienia. Ponadto infradźwięki powodują uczucie zmęczenia, dyskomfortu i senności, obniżają sprawność psychomotoryczną i ostrość widzenia. Badania, dotyczące hałasu infradźwiękowego, prowadzone były przez Instytut Transportu Samochodowego. Pomiary przeprowadzono za pomocą rejestratora firmy SVANTEK - SVAN 945A na krzywych korekcyjnych A, Lin oraz G oraz charakterystykach dynamicznych Fast oraz Slow. Pomiary wykonano jedynie w miejscu pracy kierowcy, zapisując przez 30 sekund poziom ciśnienia akustycznego. Badaniom poddano 5 autobusów (kategoria M3), 10 pojazdów kategorii N3 (ciągniki siodłowe oraz samochody ciężarowe), 3 samochody ciężarowe kategorii N1 oraz 2 samochody kategorii M1. Wyniki badań potwierdzają wysokie wartości poziomów hałasu infradźwiękowego w odniesieniu do pojazdów kategorii M3, utrzymujące się na stałym poziomie tzn. Około 110 division sign 115 dB wg krzywej korekcyjnej G przy stosunkowo niskim poziomie hałasu wewnętrznego 66 division sign 74 db wg krzywej korekcyjnej A w zakresie prędkości od około 70 do około 90 km/h W pojazdach kategorii N3 oraz N1 poziomy infradźwięków osiągają niższe wartości na poziomie 100 dB. W trakcie badań stwierdzono istotny wpływ stanu nawierzchni jezdni, dochodzący do 7 dB - a w skrajnych wypadkach nawet do 10 db, powodujący chwilowy wzrost hałasu infradźwiękowego (wartość maksymalna) nawet do 125 dB.

Most of road accidents are caused by human error. To study these errors road safety researchers developed selfreported measures. DBQ (Driver Behaviour Questionnaire) is one of the most frequently used tools for studies carried out in scope of traffic psychology. It has become an international standard which is used by driver behaviour researchers, yet it is still quite unknown in Poland. The questionnaire describes aberrant behaviour of the drivers in two basic dimensions: errors and violations. The main purpose of following article is to present the theoretical principles underlying the human error model, structure of this tool and polish adaption of the questionnaire. Polish version of the DBQ has 32 items in total. Another aim of the study was to investigate the factorial structure of the DBQ presented in previous studies. The reported data included a sample of 467 drivers. Reliability coefficients were calculated for each scale and their value were around .80 representing high overall reliability. Our analysis indicates that the DBQ construct was fairly congruent with the one presented in the Swedish study. Behaviours were classified due to their factor loadings in following dimensions – violations, mistakes, inattention and inexperience. Seven behaviours have different factor loading, which indicates different psychological mechanism underlying these aberrations. Issues related to these findings are discussed.

This paper refers to some problems with digital video recording of picture during driver training and examination process for obtaining driving license. Since 10 April 2006 year, all examining institutions must use video and audio recording devices in Poland. The legal regulations in force do not clearly determine the functional requirements and technical parameters for video recorders; hence the actual devices used do not meet user requirements. There is main influence on the picture quality have the optical system of the camera. Considerable influence on the quality has an aberration errors. Aberration leads to blurring of the image produced by an image-forming optical system. Aberrations fall into monochromatic and chromatic classes of optical errors. Monochromatic aberrations produced without dispersion. These include the aberrations at reflecting surfaces of any coloured light, and at refracting surfaces of monochromatic light of single wavelength. This paper describes all types of aberration. Charge-coupled device (CCDs) used as main part of the digital cameras, however, there is now a well-established alternative, the CMOS image sensor. Both CCD and CMOS image sensors, described this paper, capture light using a grid of small photo sites on their surfaces. This paper describes advantages and disadvantages of both transducers. The authors have made an attempt to determine camera parameters, their location and quality of the picture. In mentioned case the objective and subjective picture validation methods and sample pictures from the cameras will be presented.
