The work contains the proposal to solution of one aspect of the marine power plant management problem with o, which is the allotment of operating tashs to operators in engine room. Frequent causes of ship detentions by port authorities are abnormalities of marine power plant functioning. Each extended ship lay time inport results in a was te of ship operating time thus costs rise to ship owners. This is connected with improper marine power plant management. In order to avoid this, a ship engineer should have at his disposal a computer aided system supporting him in managing the marine power plant. Such a system can be worked out on the condition that a mathematical model, which represents the decision - making proces s ofan engineer has been built. This workpresents approach to the problem ofone aspect in engine room managing what is operating task scheduling for the staff. The chief engineer is responsible for all engine room operating processes. He must make the plan for all activities to secure his correct operation. The use separately of several mathematical methods is not so effective, as then, when they are the put-upon in frames in coherent system and conduct as a consistent procedure. The main problem In this paper was create the mathematical model of system to assigning operational tasks in engine room, which would permitted to choice the optimum variant of tasks schedule.

This article presents the concept of rescue airboat with the elements of a laboratory stand. The boat consist of a hull made of composites, reinforced by replaceable, 30 mm thick, polyethylene boards. The boards will protect the boat hull and will provide low value of friction parameter and protection against effects of fire exposure and dangerous liquids. The final optimal shape of the boat’s hull will be achieved by numerical simulations. The boat will be equipped with electronic steering, communication and lighting systems as well as sophisticated navigation system (GPS and a module for checking depth of the water). Due to special catches on board, it will be possible to install folding seats for passengers as well as platforms for transportation of goods. Our evacuation boat should present higher parameters of safety and more functionalities than standard evacuation boats providing possibility to move even over short segments of roads and terrain out of the water. The propulsion system will be mounted above the board and will consist of pushing engine with power of 600 KM and three blades propeller. The airflow will be directed properly by two or three moveable surfaces. The research element of the project will be constructing special equipment to measure linear and angular speed and acceleration parameters, as well as position of boat and depth of water below.

Over one million people die each year on the roads and about 20-50 million are injured. Traffic safety is a global problem that needs interdisciplinary scientific approach to develop methodology for safety studies that will lead to valid conclusions and in the end to suitable preventive measures. It is difficult to define what a safe and unsafe behaviour is. Transportation research tries to find relation between significant variables and traffic safety in the triangle of interaction between human, vehicle and environment. Raw accidents data excludes ex-ante evaluations and is insufficient due to the rare frequency and difficulty with investigating causes. There is still lack of consensus between researchers on usage of the traffic safety indicators and their cut-off values. Article presents different methods for measuring driver behaviour and objective behavioural indicators that are commonly used as traffic safety measures e.g. time to collision, post-encroachment-time, deceleration rate, time headway, red-light violations, lane deviations, gap acceptance and others. The aim of the paper is to provide general framework for exploring valid and reliable variables in the traffic safety studies.

Refining, petrochemical and energy industry are examples of influence on all environment components. Uncontrolled imposing new stricter burdens and legal requirements may cause the lack of expected results in reducing their impact on the environment. Moreover, effects may be counterproductive. Simultaneously, companies have to balance between legislative challenges, social expectations and technical possibilities, paying special attention on Corporate Social Responsibility (CSR), sustainability and biodiversity. During the Fifth Refinery Forum in Brussels, representatives of the European Commission admitted that legislation laid down within the European Union in the years 2000-2012 lowered the competitiveness of European refining industry. This status is proven by the analysis of refining industry prepared by The Directorate-General for Internal Market, Industry, Entrepreneurship and SMEs, and Joint Research Centre [1]. Weakening demand for fuels, lack of opportunities for increasing the capacity of European refineries (permanent shutdowns) and shale revolution cause a number of challenges including environmental. Therefore, it is necessary to take into account all factors mentioned above, and an integrated approach to environmental and climate protection in the face of changing legal regulations becomes crucial. This article proposes a new integrated, model approach to all issues connected with environmental protection in refining, petrochemical and energy complexes. In simple words, such complexes require maintenance shutdowns, repairs, overhauls. In addition, in the process various forms of energy is used and converted, so we can talk about the “exploitation of high thermodynamic machine”.

Most of road accidents are caused by human error. To study these errors road safety researchers developed selfreported measures. DBQ (Driver Behaviour Questionnaire) is one of the most frequently used tools for studies carried out in scope of traffic psychology. It has become an international standard which is used by driver behaviour researchers, yet it is still quite unknown in Poland. The questionnaire describes aberrant behaviour of the drivers in two basic dimensions: errors and violations. The main purpose of following article is to present the theoretical principles underlying the human error model, structure of this tool and polish adaption of the questionnaire. Polish version of the DBQ has 32 items in total. Another aim of the study was to investigate the factorial structure of the DBQ presented in previous studies. The reported data included a sample of 467 drivers. Reliability coefficients were calculated for each scale and their value were around .80 representing high overall reliability. Our analysis indicates that the DBQ construct was fairly congruent with the one presented in the Swedish study. Behaviours were classified due to their factor loadings in following dimensions – violations, mistakes, inattention and inexperience. Seven behaviours have different factor loading, which indicates different psychological mechanism underlying these aberrations. Issues related to these findings are discussed.

Article describes advanced high class research simulator of passenger car with complete inside equipment including adjustable driver seat, steering wheel, dashboard, gear selector, accelerator pedal, brake and clutch, parking brake etc. Simulator is based on six axis motion platform and original vehicle cabin adapted from Opel Astra IV body, purchased by Motor Transport Institute. Furthermore, simulator is equipped with dedicated devices which allow conducting research on driver's behaviour which is not possible to conduct in real traffic situations due to the safety issues. Researcher can record parameters related to driver's activities, which could be next analyzed and combined with data received from other external instruments. AS1200-6 can be used also for drivers training in dangerous conditions e.g. learning how to react to the abnormal behaviour of other road users or pedestrians and learning how to drive in different weather conditions. This paper gives an overview of the hardware and software components as well as of the research possibilities that are aimed at making transportation safe and clean. The results of the research are very important especially for the road safety. The simulator enables simulation of dangerous traffic situation in the safe virtual environment.

Article describes projects currently carried out in Europe, which were aimed at evaluating the implementation effects of Pan-European eCall system that is based on GSM technology. For this purpose there were performed pilot implementations and socioeconomic evaluation of system components in terms of profits and costs. Research projects, which were carried out in: Germany, France, Finland, Sweden, Netherlands, Austria, Czech Republic and Hungary demonstrated the possibility of reducing the number of casualties and severe injuries as a results of traffic accidents by shortening the time needed by emergency services on the road for rescue actions. Paper presents a summary describing European research projects results and it underlines most important benefits of eCall implementation and important. It also includes important eCall facts and events. Article shows that development of new rescue solutions has an impact on decreasing negative effect of road collisions. In summary article describes major requirements that are needed to introduce eCall system in all EU membership countries, requirements include emergency number network, devices in vehicles and architecture.

Paper describes security system mounted in the cash transport vehicle that was developed in "Pancermet" project. Consortium consists in addition to the Motor Transport Institute, another nine entities which represent science, vehicle producers and military. The system fulfils the new legal requirements in this area, and consists of the inside/outside video monitoring module and selective door locking mechanism. Every device was designed in accordance with safety and security principles. The video monitoring module includes four video cameras, audiovideo recorder and smoke detector. Selective door lock module cooperates with on-board CAN network that allows selective doors locking with usage of the dedicated touch panel installed on the vehicle's dashboard. The module continually monitors the CAN network which allows also to gain information about opening and closing of every door and status of the lock. Information at touch panel screen, is continuously refreshed, allowing keeping control over all doors, for driver and transporting manager. Article describes also general description about communication with door locks in CAN network and problems encountered during modules development and their solutions. In article there were presented used devices which allows preparing the system for cash transport vehicle.

Paper describes possibilities to use advanced vehicles simulator combined with additional supporting research devices for measuring drivers' behaviour. Analyzing drivers' behaviour with driving simulators is a rapidly growing field of research, which also demands the interdisciplinary approach from different science disciplines like psychology and simulation engineering. Paper presents modern research methods in transport safety researches and devices that are used to understand better driver's behaviour inside the driving simulator, e.g. Vienna Test System and mobile eye-tracker. Paper also explains a problem of simulator sickness that frequently occurs during the studies inside the driving simulators. Main advantage of using simulators is possibility to achieve full standardization of research conditions. Visualization system based on set of four projectors and cylindrical screen with 200 degrees of vision range, which allows to completely cover the range of sight of the driver to enhance driving reality. The view in the car mirrors is presented on three LCD screens which sizes are very close to the mirrors used in real car mirrors. The scenery generated by computer simulation is moving according to the car speed in the simulation. Similarly to the passenger car simulator, simulator of truck and bus is build based on visualization system which is composed of cylindrical screen, with two hundred degrees of horizontal range of view. Simulator gives the ability to trace functioning of few different types of vehicles.

The paper refers to some problems of worldwide applications in electronic toll collection systems for motorways and expressways. According to Directive 2004/52/EC, these systems should use one or more of the following technologies: satellite positioning, mobile communications using the GSM-GPRS standard (reference GSM TS 03.60/23.060) and 5.8 GHz microwave technology. Authors have analyzed systems, which meet these requirements, especially the states as follows: The United State of America, Japan, Taiwan, Austria, Czech Republic, France, Norway and Germany. As a result of the analysis, it has turned out that only system using satellite positioning technology and mobile communications (GSM/GPRS) is the best toll solution of unique capabilities and this kind of technologically sophisticated system should be implemented in Poland. Author will present the initial structure of GSM/GPS based Toll Collection System for Poland. This type of system has many advantages. The first is absence of the need for new road infrastructure (gantries), operators can keep using the existing infrastructure. System works without toll booths, extra lanes, speed restrictions or complex structures along toll roads. The second is much greater flexibility in defining or changing payment by simply redefining the “virtual” toll areas. It means ability to adapt easily and quickly to changes in charge parameters (road classes, vehicle types, emission levels, times slots etc). The third is the systems ability to support other value-added services on the same technology platform.

Driving is an extremely complex behaviour that is also very difficult to measure. Recently, were conducted research which main purpose was quantification of chosen driving parameters to identify dangerous behaviours. For these research modern apparatus for psychophysiology reactions were commonly used, and experiments were made with the use of the driving simulator. Despite such possibilities, most of the researches over road traffic safety are still conducted with the use of self-reported questionnaires or with subjective evaluation of specialists. During driving process one of the most important aspect is a proper observation of road and its environment. Correct perception is necessary for proper reaction of driver for occurring events. Drivers attention is absorbed not only by the road, other road users and traffic infrastructure, but also by road environment elements like buildings, billboards and advertisements could attract his attention. A key to understand drivers’ behaviour seems to be measurement of his visual activity. To measure it, eye tracking instruments could be used, which allows to track drivers eyeball movements during driving. In Motor Transport Institute were recently conducted studies on drivers’ visual behaviour and indication of some which could be potentially dangerous. There were also indicated some differences over population in visual search strategies. These studies led to identification of some undesirable behaviours which could led to accidents. Following paper presents briefly process and results of chosen Motor Transport Institute research with use of a high-class driving simulator and mobile eye-tracker. Also apparatus parameters and used simulation scenarios were described.

In the last decade evolution of the requirements for training and professional competences of ship’s crewmembers, including ship engineers can be observed. Despite the implementation of training programs according to IMO requirements in maritime training centres, a different level of competence of young people beginning their professional career on ships in the engine department is observed. The article discusses general conventions, goals, and effects of the "BS Cadet Program" training program, introduced by one of the larger German ship-owner to improve the competencies of crewmembers at the operational level, who will take duties of the watch engineer in the ship engine room soon. General idea of this training program is reducing the time of the path career what is a standard in most shipping companies. Such idea in this program is utilised by directly merging theoretical knowledge with professional practice on special prepared training vessel. The work present also comparison of the acquired knowledge verification results of training participants with the results of engine cadets from last semester of the UMG Faculty of Engineering. The comparison includes computer exercises of Marine equipment and machineries (UNITEST Company – CBT) also genera ship and engine room knowledge checked by written test called “Final Test” carried out on the end of 3 months training.

The paper refers to some standardization and interoperability problems of European Electronic Toll Service (EETS) implementation in European Union. The EETS in the European Union member states is not interoperable due to differences in charging concepts, technology standards, classification and tariff structure, legal and institutional backgrounds. European Commission has taken bold steps to address that issue. The first one was Directive 2004/52/EC of the European Parliament and of the Council 0/29 April 2004 on the interoperability of electronic road toll systems in the Community. The second was decision to launch Europe's own Galileo system. The third was EC decision from 6 October 2009 based on Research Charging Interoperability (RCI) and Common Electronic Fee Collection System for a Road Tolling European Service (CESARE) projects. EETS will be available within three years for all road vehicles above 3.5 tones or allowed to carry more than nine passengers, including the driver. It will be available for all other vehicles within five years. Motor Transport Institute researches in mentioned matters have been presented. With regard to future expansion and development, the satellite-based toll collection system will be a better solution, especially with regard to flexibility when it comes to extending toll collection to every road category, every category of vehicle and, what's more, in terms of cost efficiency in implementation and operation.

The article describes some algorithms for collision detection used in modern cars airbag systems. While controlling the activation of airbags and other passive safety systems, installed in modern vehicles, the algorithms must operate in the early stage of accident, because for operating effectively it is necessary to run control systems early enough, for example filling airbags before the body of the driver or passenger reaches the zone of airbag. These algorithms could be applied into the on-board eCall modules, but they would require calibration. Detection of the collision that activates eCall system must be made on the basis of measurable signals or observable events, which intensity can be relatively clearly linked to the probability serious injury of the driver and the passengers’ of the vehicle. A table summary presented in this article contains a description of the collision detection algorithm along with a brief description of the method of detection and description of the used methodology. A frequently used method is to evaluate the gradient of the change of speed - the parameter ..V, or its combinations with different parameters, such as the derivative of acceleration, displacement, and energy of the collision. Each of the algorithms has been briefly described. The whole of article is summarized with the conclusions arising from its content.

In order to avoid it, a ship engineer should have disposal computer aided at his system supporting him in the managing of the marine power plant. Such a system can be worked out on the condition that a mathematical model, which represents the decision – making process of an engineer has been built. One element of the decision making process in managing the marine engine room is to determine how important is each of the tasks which the operators have to do. This estimation is the base to choose the most important tasks and make optimal schedule with them. The present work shows the approach to the rating method of operating tasks using AHP method. Based on practice, a hierarchic structure of factors influencing tasks validity in the engine room operating process was made. Next, a preliminary questionnaire was conducted, which put questions to the experts as chief engineers next. This enabled to define numerical values of suitable coefficients influencing on the validity of operating tasks. The equation contains this all coefficients permit to determinate numerical values of an operating task’s validity in given engine room operating processes.
