Opis:: The aim of this article is to determine the size of the effect on the development of Polish metropolises and large cities imposed by the decision on conditions for construction and land management as well as local spatial management plans. This aim was achieved by:– verification of spatial policy pursued by the largest Polish cities– description of conditions which authorities of Polish cities take into consideration while conducting a particular spatial policy.The article mainly analyses the ways of pursuing spatial policy at a city level, which primarily comes down to the analysis of urban plans records and shape of decision on conditions for construction and land management as well as opinions of the representatives of the municipalities. As a result of on-going research a hypothesis have been placed: the decision on conditions for construction and land management negatively influences the city’s spatial order.

Opis:: The objectives important from the point of view of environmental protection can be implemented in different ways, using different management tools. Therefore, it should be noted that it fully seems reasonable to assume that some of the important goals in terms of environmental protection will be achieved through spatial management tools. The main objectives of this article are to determine how the spatial management system at local and regional level in Poland is carried out in relation to the environmental protection as well as to assess the current state of affairs in this area and to propose some changes. Particular attention was paid to the direct instrument of spatial management, which is the local development plan.

Opis:: Municipal authorities should implement measures aimed at balanced development: in the ecological, economic and social range. An important role in this context is played by the procedure of the assessment of the environmental impact and the decision on the environmental conditions. The aim of this article is to identify the role that the decision on the environmental conditions issued by the municipal executive authorities plays in the regional and local development management. In order to achieve this aim, an attempt to explain the described above issues has been taken.

Opis:: Gminy wiejskie stanowią przeważającą większość jednostek samorządu terytorialnego (JST) w Polsce – na 2478 wszystkich gmin aż 1563 stanowią gminy wiejskie [Powierzchnia i ludność… 2015, s. 9]. Na obszarach wiejskich mieszka ogółem 39,7% mieszkańców Polski [Rocznik demograficzny 2015, s. 79]. Bez względu na wielkość i charakter gminy ich zadania własne, w tym obejmujące zarządzanie rozwojem i zarządzanie dziedzictwem, są takie same. Tymczasem wiele z gmin wiejskich to najmniejsze samorządy, które nie posiadają dużych zdolności rozwojowych, przez co nie są w stanie skutecznie wpływać na podniesienie jakości życia swoich mieszkańców. Problemem jest nie tylko niski potencjał finansowy tych gmin, ale przede wszystkim niski potencjał instytucjonalny (objawiający się m.in. ograniczonymi, eksperckimi 67 zasobami kadrowymi) [Ocena… 2012, s. 42]. Taki stan rzeczy ma istotny, negatywny wpływ na bieżące zarządzanie rozwojem lokalnym, w tym na zarządzanie dziedzictwem.
Cultural heritage is one of the endogenous factors, which is gaining importance in the development processes. Heritage management thus becomes part of the local development management. Barriers to heritage management can be formulated for any type of commune, but in rural communities they are particularly difficult to eliminating, because of the low institutional capacity. The paper indicates the barriers in the management heritage, especially in rural communities. It also identifies the possibilities of eliminating these barriers in the local development policies.
