Forwarding companies are an integral part of supply chains and an intermediary between the carrier and the customer. The aim of the article is to provide information on the forwarder's position in the transport market. In connection with the procurement of transport, we focus on comparing transport performance in selected European countries. We take a closer look at the impact of the COVID-19 pandemic on transport performance in France. The transport of goods is a risk area that has various negative effects on transport companies. In this article, we provide an overview of criminal activity in France, focusing on the specific types of risk involved. As the frequency of each potential risk occurrence is an important factor, it is necessary to make a codification of the overall threats facing the company, their consequences and the likelihood of their occurrence. These risks can be prevented by making the right decisions. For the carrier, the easiest risk prevention is route planning. The effect of choosing a safer transport route on the size of the risk is described in the article.

This manuscript is focused on the matter concerning the emissions of the greenhouse gases produced by the road freight transport mode. Those emissions influence the ozone layer structure and help to create the greenhouse impact causing the global warming, i.e. issues particularly related to the weather change aspects as well as extreme weather occurrences. In the first part of the paper, the calculation approaches, energy consumption examination as well as evaluation of emissions of the greenhouse gases created by the transport modes operation are performed by the EN 16258:2013 standard. The research chapter outlines the implementation of the approach technique to particular consignment on a specific transport section, while the sum of the energy consumption and greenhouse gases emissions production per pallet of goods weighing 1000 kg is specified. The resulting values form the fundamentals for declarations of energy consumption and greenhouse gas emissions. The proper and precise examinations of energy consumption and emissions production can help to identify the share of external costs for specific transport modes quite accurately. This ensures that such costs are fairly carried by the individual producers thereof.

The contract of carriage in road freight transport is regulated by the Convention on the Contract of Carriage in Road Freight Transport (CMR Convention). This Convention provides for a single accompanying document - the CMR consignment note. It is one of the most important documents in road freight transport. Since the adoption of the Convention, this paper document has accompanied the goods throughout the transport. Given that time goes on and everything is being modernized, digitized is no different in the case of a consignment note. In 2008, an Additional Protocol was adopted, which allows the use of an electronic consignment note instead of a paper consignment note. The aim of this paper is to analyze the most important document in road freight transport in its paper and electronic form. Another aim is to compare the paper and electronic consignment note, to explain the advantages of its introduction and also to explain why it is not widely used in modern times.

The price for the transport is determined by the carriers based on the costs incurred when the carriers transporting. Carriers are currently able to identify variable costs, the height of which changes with the change in the realized output and also fixed costs, which are dependent on the operating time of the means of transport. Carriers have the differences in the cost of the shipment for each destination they judge through the differences in charges for the use of the road network. It is also necessary to consider the possibility to backhaul transportation the vehicle for concrete transportation. The aim of this article is to verify the hypothesis, whether the change of the transport route is affected at the carrier's expense and in case, that is to quantify the impact of the transport route to the price for the transport carried out. We assume the effect of changing the shipping route also changes over time, therefore, the goal of the contribution is to identify changes the impact of the shipping route on the price within one week and to identify whether changes are developing in individual countries in the same process. Research is conducted on the basis of a situation survey in 19 European countries over a period of more than 3 months.

Opis:
The paper outlines problems of employment and social issues of transport policy in the EU. The aim of the contribution is to highlight the existing problems regarding of driver remuneration in the road freight transport sector. It identifies differences in the social field of drivers by hypothesis testing and points to the fact that in the western part of the EU, the driver profession is significantly higher in the wage than the middle and eastern parts of the EU. Individual states are putting pressure on wage increases in international road transport by national regulations to reduce the competitive pressure of lower prices for carriers located in the central and eastern parts of the European Union. These problems occurring on the road freight market are mainly due to the inconsistent payroll burden and the different levels of average wages across EU Member States.

The article presents an analysis of the current risk of accidents resulting from road freight transport. This includes calculations that led to the numerical characteristics of the risk caused by the movement of trucks. The characteristics of the threat are presented, taking into account the circumstances of time (day, week, month). The significance of this risk increases with the persistence of a strong and sustained upward trend in road freight transport in Poland. The growth rate of truck traffic for the last 10 years is almost two times higher than passenger car traffic. Estimation of risk indicators and risk of fatalities was based on an analysis of the collection of accident extracted for this purpose. The event analysis period covers the years 2010-2011 and the numerical values were referred to classical measurements of drivers' working lives. The calculations made it possible to show not only the participation of this category of vehicles in the creation of a substantial part of the accident risk. First of all, they showed a changing nature of this participation and indicated periods of time when there is a concentration of the accident risk and the highest indicator of the mortality risk in accidents involving trucks.
Dokonano analizy aktualnego zagrożenia wypadkowego, które wynika z drogowego transportu ładunków. Przeprowadzono obliczenia, które pozwoliły na liczbową charakterystykę zagrożenia, spowodowanego ruchem samochodów ciężarowych. Charakterystykę tego zagrożenia przedstawiono z uwzględnieniem okoliczności czasu (doba, tydzień, miesiące). Znaczenie tego zagrożenia rośnie wraz z utrzymywaniem się silnej i trwałej tendencji wzrostu drogowego transportu ładunków w Polsce. Tempo wzrostu ruchu samochodów ciężarowych za ostatnie 10 lat jest prawie dwa razy większe niż w ruchu samochodów osobowych. Estymacja wartości wskaźników zagrożenia oraz ryzyka ofiar śmiertelnych została przeprowadzona na podstawie analizy wyodrębnionego do tego celu zbioru danych wypadkowych. Okres analizy zdarzeń obejmuje lata 2010-2011, a wartości liczbowe odniesiono do klasycznych miar czasu aktywności zawodowej kierowców. Przeprowadzone obliczenia umożliwiły pokazanie nie tylko udziału tej kategorii pojazdów w tworzeniu istotnej części zagrożenia wypadkowego. Przede wszystkim pokazano zmienny charakter tego udziału oraz wskazano okresy czasu, w których występuje koncentracja zagrożenia wypadkowego oraz są największe wartości wskaźnika ryzyka śmierci w wypadkach z udziałem samochodów ciężarowych.

The issue of creating international legislation capable of regulating the sphere of forwarding has been considered for quite a long time. The actively expanding volume of services provided by freight forwarders and the increasing blurring of its role and area of responsibility create problems in the mutual understanding of the participants in the client– forwarder – third party chain. The main obstacle to the implementation of an international legislative act is the difference in the laws and customs of individual countries. To identify these differences, the authors analyzed such factors as the range of services provided by the forwarder, the conditions of access to the forwarding market, the type of representation used by forwarders in the contract and the definition of the boundaries of the forwarder’s responsibility to the client. The analysis was carried out by studying national legal acts regulating the field of forwarding, as well as the general conditions of forwarding applied by members of national associations of forwarding and logistics in countries with a civil law system. The greatest difference was revealed in the field of conditions of access to the forwarding market, while the functionality of the forwarder, the types of representation used and the limits of responsibility of forwarders from different countries did not indicate any big differences. The result of the work is the conclusion that there are no critical differences in the work of freight forwarders of countries with a civil law system that can hinder the unification of forwarding conditions.

The social legislation is a current and political issue in the field of road freight transport. Working conditions for drivers in the EU (including Switzerland, Norway, Liechtenstein, and Iceland) are governed by Regulation (EC) No 561/2006. Regulation (EC) No 561/2006 - known as the Driving Time Regulation - lays down rules on driving times, breaks and rest periods for drivers of lorries and buses to improve working conditions and road safety. A number of new amendments to this regulation were adopted on 15 July 2020. The aim of this paper is to present the most important changes adopted compared to the previous version of the Regulation. The paper deals with the adopted changes in the following areas: weekly rest periods, secure parking areas, vehicles which are transported by ferry or train and exceeding driving time which may jeopardize road safety. The main purpose of this paper is to summarize and inform researchers, practitioners and all interested parties about the adopted changes in the Regulation, as well as the transport companies responsible for planning and scheduling the working time of drivers and also for preventing unpleasant experiences resulting from possible compliance with the conditions of the Regulation. The adopted changes in Regulation are also illustrated in the figures and table to better understand the differences.
