    Opis:
    The article is an attempt to scientifically explain the role patriotism holds in the life of the Polish society. Special attention has been paid to young citizens, born after 1989, who understand and respect the value of the socio-systematic changes in Poland different than their parents generation. Based on their own questionnaire study the Authors are also trying to describe the way of perceiving this phenomenon: how much is it just an emotional bond with the homeland, country, state, region, city, society, and how much is it a practical action for the good of the country or local society? The article also includes the overview of different views on patriotism in the theoretical approach. The phenomenon of patriotism is being considered in the context of the wider issue: national/European identity, hierarchy of values or citizen activity.

    Opis:
    Public participation, understood as activity being aimed at involving citizens and nongovernmental organizations into the public life, into decision-making processes, the forming of public policies and into the performance of public tasks, is one of key elements of the Good Governance conception. Also in Poland it is possible to observe increasing an interest in solutions, having a positive effect on a quality and the effectiveness of governing the public sector in last years. Specially solutions based on increasing the level of efficient use the civil potential. Amongst numerous of legislative projects, such initiatives appear as: increasing the influence of citizens on using public funds; using available instruments of the participatory democracy (e.g. public consultation, referendum); creating forums of the public debate; increasing the access to public information; improving the information and the opinion exchange between citizens and the authorities; creating or bringing into play functioning of support units of the local self-government and the institution of the civil dialogue; and the like. However, implementing and practical using of proposed instruments of the public participation are coming across a number of problems: lack of interest, lack of the support or resistance of political environments; administrative barriers; imprecise rules of functioning of non-governmental organizations, financial-property condition of the NGO’s sector. It is main conditioning of the public participation and causes of delays and impediments in for her functioning and the development.

    Problemem badawczym artykułu jest przedstawienie budżetu partycypacyjnego jako nowoczesnego narzędzia rekonstrukcji przestrzeni miejskiej w małych miastach i obserwacja ich funkcjonowanie przed i w warunkach pandemii COVID-19. Artykuł skupia uwagę na wybranych miastach województwa świętokrzyskiego w latach 2019-2020. Główna hipoteza pracy zakłada, że czas pandemii COVID-19 utrzymał problem frekwencji związany z udziałem ludności miejskiej w budżecie obywatelskim w Polsce. Aktywność społeczności lokalnej w odbudowie przestrzeni miejskiej przy pomocy budżetu partycypacyjnego, wymaga wieloletniej pracy władz lokalnych, poszerzania wiedzy o jej funkcjonowaniu i korzyściach płynących z udziału w jej tworzeniu i realizacji. Podstawą metodologiczną artykułu jest analiza stosowanych w Polsce metod budżetu partycypacyjnego oraz narzędzi interakcji ze społeczeństwem w celu ich upowszechnienia. W artykule wykorzystano również dane lokalne dotyczące realizacji budżetów obywatelskich w miastach województwa świętokrzyskiego, archiwalne i dostępne w ramach statystyki publicznej.
    The research problem of article is to present participatory budgeting as a modern tool for reconstruction of urban space. They focus benefits of them in small cities and observes its functioning before and in the conditions of pandemic COVID-19. Article indicates the cities of the Świętokrzyskie region in the years 2019-2020 as the subject of particular interest. The main hypothesis of work assumes that the COVID-19 pandemic time only exacerbated the attendance problem related to the participation of urban population in the participatory budget in Poland. Activity of local society in the reconstruction of urban space with help of a participatory budget, requires many years of work of local authorities, expanding knowledge about its functioning and the benefits resulting from participation in its creation and implementation. The methodological foundation of article is analysis of methods of participatory budgeting used in Poland and tools of interaction with society in order to disseminate them. The article also uses local data on implementation of participatory budgets in cities in the Świętokrzyskie region, archival and available as part of public statistics.

    The article asserts the main views on public activity and its behavior as a result of the mobilization influence. The specifics of this impact on social groups and individuals are considered.     Political science research on the civil activity are mostly concentrated on the quantitative approach, the results of such research allow for determining the scale of a phenomenon, comparing the situation on the defined areas, they also provide the possibility to observe tendencies and changes. The aim of the article is to present the use of qualitative methods in the completed research on the civil activity of secondary school students in Kraków, where focusing on the part of a reality allowed for observing the group in context and better understanding of the phenomenon. The article presents basic fortes and weaknesses of the quantitative and qualitative studies, as well as possibilities of secondary data analysis. The analysis results of the study conducted using the observation and interview (individual and group) methods and preliminary conclusions, which can be useful for quantitative research preparation for the 13–16 age group have been presented in the article. The realization of both quantitative and qualitative research does not, however, give a certain answer for all the research questions and brings many new challenges.

    W artykule przedstawiono budżet obywatelski jako narzędzie nie tylko konsultacji społecznych, ale także szczególną formę referendum lokalnego wpływającą na przebudowę przestrzeni małych i średnich miast. W tym przypadku skupiono się na wybranych miastach województwa opolskiego w latach 2019–2021. Szczególnie tak małe samorządy w Polsce nie mają obowiązku tworzenia tego typu narzędzi partycypacji społecznej. Dzięki temu łatwiej jest im z niego zrezygnować lub ograniczyć jego funkcjonowanie w reakcji na zawirowania zewnętrzne wynikające z takich zjawisk jak pandemia Covid-19 i obecnie galopująca inflacja czy wojna na Ukrainie. Główna hipoteza pracy zakłada, że budżety obywatelskie na Opolszczyźnie charakteryzują się ograniczonym i słabnącym zainteresowaniem mieszkańców, zarówno zgłaszaniem projektów, jak i głosowaniem. Władze lokalne natomiast dążą do stopniowego ograniczania możliwości finansowych dostępnych w ramach tego narzędzia partycypacji społecznej. W tym przypadku weryfikacja powyższych hipotez służy zarówno teoretycznej, jak i praktycznej analizie zachowań władz lokalnych w zakresie kształtowania i realizacji budżetu obywatelskiego. Do analizy i weryfikacji postawionych hipotez wybrano próbę 5 z 36 miast i miasteczek województwa opolskiego, liczących powyżej 20 000 mieszkańców. mieszkańców, gdzie w latach 2019–2021 funkcjonowały budżety obywatelskie. W artykule wykorzystano dane lokalne na temat wykonania budżetów obywatelskich w miastach objętych analizą, a także dane archiwalne i dane dostępne w ramach statystyki publicznej.
    The article presents the civic budget as a tool not only for public consultations, but also a special form of a local referendum influencing the reconstruction of the space of small and medium‑sized cities. In this case, it focuses on selected cities and towns of the Opolskie Voivodeship in 2019–2021. Especially such small local governments in Poland are not obliged to create this type of social participation tools. As a result, it is easier for them to give up on it or limit its functioning in response to external turbulences resulting from such phenomena as the COVID-19 pandemic, and currently galloping inflation, or the war in Ukraine. The main hypothesis of the work assumes that civic budgets in the Opole region are characterized by a limited and weakening interest of the inhabitants, both in submitting projects and voting. Local authorities, on the other hand, strive to gradually reduce the financial possibilities available under this social participation tool. In this case, the verification of the above hypotheses serves both theoretical and practical analysis of the behavior of local authorities in the field of shaping and implementing the civic budget. For the purposes of analysis and verification of the hypotheses, a sample of 5 out of 36 cities and towns in the Opole region, with more than 20,000 inhabitants, was selected. residents, where civic budgets operated in 2019–2021. The article uses local data on the implementation of civic budgets in the cities covered by the analysis, as well as archival data and data available as part of public statistics.

    Bronisław Geremek was one of the architects of the main political changes in Poland and Middle Europe. He contributed to the peaceful democratic changes and implementing the socio-political democratic rules of cooperation to the Polish society. Manifesting the active attitude was in his opinion a duty, which resulted from the Polish intelligence tradition, but it was also connected with his own experience - he treated political activity as first and foremost service to the people in the name of the values timeless for the collective. This outline is a presentation of political reflection fundaments of Bronisław Geremek, based mainly on the press interviews conducted between 1988-2008.

    Nowadays civil socjety is often identified with the idea of participatory democracy, which is a voluntary participation in public life. The political transformation was a break through time giving the Polish women and men the opportunity to Fully participate in building a democratic state. This study will present selected issues concerning the functioning of the civil society in Poland after 1989. The starting point for consideration will be the results of research conducted among non‑governmental organizations that operate in the Mazovia Voivodeship.
