Opis:: A large amount of road accidents recorded in Poland and consequently an increasing number of the death and juries are the justifications of the claim that this problem is a significant threat to public health and social issue of ever greater importance. Therefore compensation of personal injuries caused by road accidents based on compulsory third party liability insurance of motor vehicle owners came into considerable prominence. This paper aims at analysing how compensation agencies are caring out the claiming process of the damages for those directly and indirectly injured in road accidents.

Opis:: Wraz ze wzrostem ilości pojazdów wzrasta ilość wypadków komunikacyjnych w krajach rozwijających się. Jest to już druga, po malarii, przyczyna śmierci w Ghanie. Wypadki z udziałem pieszych stanowią one największy odsetek ofiar śmiertelnych w wypadkach komunikacyjnych. Niedostateczne oświetlenie dróg oraz brak infrastruktury dla pieszych są przyczyną zwiększonej ilości ofiar śmiertelnych wśród pieszych. Zwiększenie widoczności pieszych na drodze oraz zwiększenie nacisku na edukację z zakresu bezpieczeństwa ruchu drogowego wpłynęłoby na zmniejszenie ilość wypadków drogowych z udziałem pieszych.
As the number of vehicles increases, the number of transport accidents in developing countries increases. Accidents are the second cause of death in Ghana after malaria. Pedestrian accidents remain the main problem in Ghana, as they represent the largest percentage of deaths in traffic accidents. The death rate among pedestrians was 3 times higher than among vehicle users. Insufficient lighting of roads and lack of infrastructure for pedestrians are the cause of an increased number of fatalities among pedestrians. Increasing the visibility of pedestrians on the road and increasing the emphasis on education in the field of road safety could reduce the number of road accidents involving pedestrians.

Opis:: In order to eliminate the environmental aftermaths of transport accidents with oil products the cycle of laboratory researches and field tests on the study of factors affecting the processes of migration of oil products in different types of soils was conducted. Comparison of convergence of the data on migration of oil products obtained in the laboratory conditions and field tests with the results of mathematical simulation of filtration processes in the same conditions is performed. In the process of development of recommendations on application of sorbents for cleaning up of soils from oil products a wide spectrum of industrial wastes and natural materials was investigated, the optimization of cleaning processes is conducted. The kinetics of cleaning up of soils from light oil products by means of thermoconvection is studied. The estimation of degree of renewal of the cleaned soils is executed by the biological testing.

Opis:: We have carried out scientific research defining the ways of toxic loads migration, which polluted the environment as a result of transport accidents. We have defined the most important factors influencing the character of migration in the most widely spread soils of Ukraine and assessed the risk of toxicants penetration into the air, surface water sources or underground water carrying horizons. On the basis of the research we have worked out a number of proposals concerning organizational measures and technical decisions aimed at overcoming negative ecological consequences caused by these accidents. Wastes of some productions or accessible natural materials as well as up-to-date adsorbents and composites are considered to be the most suitable and perspective for the solution of these problems.

Opis:: Bezpieczeństwo jest jednym z głównych warunków funkcjonowania transportu. Najwięcej uwagi poświęca się technicznym aspektom bezpieczeństwa. Jednak wypadki w transporcie mają więcej źródeł, którymi przede wszystkim są: czynniki ludzkie, czynniki organizacyjne, czynniki techniczne oraz czynniki środowiskowe. Dane statystyczne wskazują, że główną przyczyną wypadków i katastrof w transporcie są błędy popełniane przez człowieka. Tym samym eliminacja lub ograniczenie błędów ludzkich może istotnie wpłynąć na poprawę bezpieczeństwa w transporcie. W artykule poruszono problematykę niezawodności człowieka w kontekście zapewnienia bezpieczeństwa. Zdefiniowano pojęcie niezawodności człowieka, podano klasyfikację błędów popełnianych przez człowieka oraz przeprowadzono analizę przyczyn tych błędów. Główny nacisk położono na przedstawienie i ocenę wybranych metod jakościowej i ilościowej analizy niezawodności człowieka (ang. Human Reliability Analysis, HRA), takich jak: THERP, ASEP, HEART, SPAR-H, ATHEANA, CREAM.
Safety is one of the main conditions for the functioning of the transport. The most attention is paid to the technical aspects of transport safety. However, accidents in transport are caused by many different factors and these primarily are: human factors, organizational factors, technical factors and environmental factors. Statistical data indicate that the main cause of accidents and disasters in transport are human errors. Thus, the elimination or reduction of their number could significantly improve the safety in transport. In the article the issues of human reliability in the context of ensuring safety are discussed. Additionally, the classification of human errors was given and an analysis of the causes of these errors was conducted. The main emphasis was put to present and evaluate of the selected methods of qualitative and quantitative Human Reliability Analysis (HRA), such as: THERP, ASEP, HEART, SPAR-H, ATHEANA, CREAM.

Opis:: The paper presents an analysis of the impact of the physical phenomena occurring during the movement of a vessel in shallow water on the number of accidents on inland waterways. On the basis of data on the accidents on German waterways it has been established that the phenomenon of ship squatting significantly contributes to accidents connected with the suction of the vessel to the bottom of the waterway. Such failures are the cause of over 35% of all the accidents on inland waterways. Another factor increasing the probability of a failure is the negative impact of the waves produced by the movement of the vessel and of the screw race. The size of squatting and the intensity of the negative impact of the waves and the screw race depend on the sailing speed and the waterway restrictions.

Opis:: Each day more than 3,000 people are killed in the transport system worldwide, most of whom are victims of road accidents. Poland, just like the other EU countries, experiences a disproportion between the number of road accidents and other transport accidents. Each mode has a different safety management system with different databases, transport infrastructure authorities and accident investigation bodies, systems for tracking the movement of vehicles, trains and ships. Although significantly dissimilar, transport modes and their safety management systems can be improved through integration and the use of good national and international practice in the entire transport sector. This is in line with the European Union's policy, which in its 2001 White Paper encouraged member states to undertake work on a European methodology of independent transport safety investigation. ZEUS Project with its aim to build a structure of integrated transport safety system in Poland is an example of the work. International experience shows that an independent investigation agency working across all modes of transportation can most effectively improve safety. An intermodal agency provides economy of operation, transfer of safety lessons between different modes of transportation, the advancement of new and innovative investigation techniques and the ability to focus on key issues of concern in all modes. It is therefore suggested that serious consideration be given to a unified independent agency wherever it is feasible.

The article discusses the issues of road transport safety. The methods of preventing and limiting the effects of road accidents as well as the concepts of the safety improvement model have been presented, as well as suggestions for some solutions for the coming years that may significantly improve the situation on roads. The concept proposed in the article was based on a statistical analysis of road accidents and cause-and-effect analyzes of selected road accidents in the Drawsko District in the West Pomeranian Voivodeship.

Opis:: The safety of road users is one of the most important elements of the functioning of every socie5ty. The data published by the European Commission shows that on roads in the EU in 2017 was 25.3 thousand deaths occuried in road accidents. To reduce the number of road accident victims, threats in this area should be identified and appropriate solutions implemented. The article presents factors in traffic accidents, elements of human mentality which have a significant impact on driving a vehicle, factors influencing a driver’s action in traffic and correlation of the system of safety management including the procedure of risk management. The article presents partial results of international scientific research carried out in Poland, Czech Republic and Slovak Republic. In the survey participated respondents from ten cities. Opinions were obtained from 642 people on the subject of individual personality factors determine the behaviour of vehicle drivers. Furthermore were presented respondents´ answers regarding legal changes relating to the proposal penalties for drivers participating in road traffic under the influence of alcohol and drugs. The article has been prepared within the frames of realizing a research project called „Simulator supporting police officers’ training in the implementation of activities during a road accident” no. DOB-BIO9/06/01/2018, which has received funding from the Polish National Centre for Research and Development.

Opis:: Problem modelowania (przewidywania) liczby wypadków drogowych na poszczególnych odcinkach dróg (sekcjach) pojawił się w rozważaniach naukowców około 30 lat temu. Przez ponad ćwierć wieku do przewidywania liczby wypadków drogowych w zależności od różnych czynników ruchu drogowego stosowano bardzo różne modele oraz sposoby estymacji. W pracy opisano procedurę modelowania wypadków drogowych z zastosowaniem pakietu LIMDEP w zakresie regresji Poissona i jego podstawowych modyfikacji.
The relationship between traffic accidents and traffic conditions has been the subject of research for about 30 years, mainly in the last 20 years. Researchers have developed many different models, types, conditions and functional forms depending on available data, local conditions and purpose. Nowadays the models based on Poisson distribution or its modifications are most widely used. In the paper there have been presented accident analysis procedure using LIMDEP package.
