The aim of the article is to present, in a short and a synthetic form, self-governments as new actors on the international arena. Discussed are the genesis and the development of this new international activities being undertaken by local residential areas such as the “twinning movement” and the programme for establishing “sister cities”. Briefly described are the key international organizations focused on the local self-governance. Discussed is also, in a relative detail, is the cooperation of the Polish self-governance entities with local self-governance partners within the international sphere. The author concludes by attempting to define the scope and importance of the international cooperation of local self-governance entities in general and its impact on the individual participating partners.

The main aim of this article is to identify current issues in the field of local government in Poland, especially the local political elites in the context of their political affiliation. The decentralization process and the gradual transfer of the responsibilities of the national regional and local dimension has led to the development of self-government. This in turn enabled the participation in the process of governance every citizen of the inhabited area. Recent local elections show that localism is a relative term and greatly simplified. Each of the local politician has own connections with a specific option. Those behavior leads to a kind of self-governance crisis that manifests itself among other things: a decrease of public trust, low voter turnout and increase the sense of social alienation.

The article describes the functioning of Youth District Councils in Warsaw. These councils function in most city districts (16 councils in 18 districts). For the sake of research, 8 Youth District Councils were chosen. In general, 8 adult tutors of the Councils were interviewed individually, as well as more than 30 young councillors, among them 8 Council presidents. The gathered research material allowed to explore the diffi culty of the Council functioning in Warsaw. According to its principle, the council is supposed to function as a consulting and advisory organ. Yet the interviews and activity analysis of the councils prove that they mainly focus on organisational tasks. The article indicates the main obstacles and the weaknesses of Youth District Councils. The Author describes the fi elds that need intervention of offi cials who are in charge of designing and realising youth policy.

The paper concentrates on the right to self-determination of indigenous peoples on the basis of the Nisga’a Nation. The author analyzes the most important provisions of the Nisga’a Final Agreement, in particular those envisaging self-determination of the Nisga’a Nation. Then the author briefly examines the Nisga’a Constitution which may be regarded as a means to implement the Nisga’a Final Agreement. It shows how the Nisga’a selfgovernance model fits into the provisions on self-determination of indigenous peoples. The thesis of this paper is that the Nisga’a self-governance is consonant with international legal standards expressed in the UN Declaration on the Rights of Indigenous Peoples. Nisga’a selfgovernment model is much more than just cultural autonomy: it actually amounts to political autonomy. This subject is worth exploring because it may serve as a pattern to be followed with reference to other indigenous peoples, not only in Canada.

The paper presents the results of a research on the student councils in Warsaw high schools. School principals, their deputies, student council supervisors and representatives of student council board were interviewed. The aim of the study was to find the features, problems and way of functioning of student councils inside the school community. Research has shown two faces of student self-governance. One is connected with activities for the community, not only at school, but also local, in which the supervisor is a guide, and the pedagogical council supports and contributes to greater motivation in activities, the other shows student council as frustrated fake who follows the guidance of a director or supervisor and has no strength or desire to encourage the school community to get involved in self-governance activities. It is crucial to select and train proper student council supervisors that can attract active pupils and support them to lead their own colleagues with student council.

The 5th French Republic was established aft er a period of parliamentary instability of the 4th Republic. It emerged from the concept of Charles de Gaulle, who presented its main ideas in his speech in Bayeux in 1946. As researchers indicate, the Constitution of the 5th Republic of 1958 met a wave of criticism after it came into force. For some it meant the introduction of the authoritarian political system in the state; others saw it as a system that will stabilize the situation in France and will prompt its development. It must also be noted that, although the French constitution has been amended a few times, its structure has never been questioned – even when some politicians changed their political stance and electorate. It is also worth pointing out that the critics of the existing political system focus on the excessive centralization of power in the executive bodies and on the minor role of public opinion in the formation of state ss policy. It should be noted here that until the constitutional reform of 2008, only the executive branch had initiated a referendum.

The subject of this article is self-government and self-governance in socio-political and ecclesial practices. In addition, it covers the content behind these concepts, the interrelationships that occur between them, as well as the factors that influence their formation and realization. The authors in the first part point out selected contexts of self-governance and local government in contemporary socio-political practices, while in the second part, they point out selected contexts of ecclesial collegiality and synodality in contemporary Catholicism. Within the framework of the article, self-governance and the forms of self-government presented are recognized as a value in themselves and a significant element through which there is an independent and therefore real influence on the representation of their interests and the resolution of issues by those concerned themselves. In addition, they serve to build a sense of socio-political and religious cohesion and integration. Therefore, both issues are socially, politically and religiously important, which in a way is due to the concern for their need, implementation and proper development. Hence, in the modern world, both in socio-political and ecclesiastical practices, self-government and self-governance play man important role because they mean independence and freedom of action from interference from other authority, especially state authority, and freedom of decision-making in various aspects.

W społeczeństwie obywatelskim, samorządność jako forma organizacji społecznej zajmuje jedną z centralnych pozycji. Warunkiem realizacji misji rozwojowej samorządu jest uczestnictwo obywateli i ich współodpowiedzialność za kształt lokalnego życia społecznego. Ostatnio coraz popularniejszą formą partycypacji staje się budżet obywatelski, powodujący bezpośrednie zaangażowanie mieszkańców w proces podejmowania decyzji dotyczących wyboru zakresu zadań publicznych w ramach wyznaczonej puli środków i przejęcia części odpowiedzialności. Celem prezentowanej analizy jest ukazanie dynamiki zaangażowania obywateli w konsultacje, w sprawie kształtowania tej części budżetu miasta na zadania lokalne mieszczące się w kompetencjach samorządu lokalnego, jaką jest budżet obywatelski. Przyjęta hipoteza badawcza zakłada, że budżet obywatelski jest coraz bardziej popularną formą konsultacji, bowiem w swej formule daje mieszkańcom poczucie sprawstwa i podmiotowości w wyrażaniu swoich opinii i preferencji. Empiryczną podstawą analizy są sprawozdania z realizacji budżetu obywatelskiego miasta Radomia od początku jego powstania oraz literatura przedmiotu. Budżet obywatelski jest znakomitym narzędziem edukacji o samorządności, jest elementem konkretnej filozofii funkcjonowania samorządu jako wspólnoty władz i mieszkańców danej jednostki terytorialnej, współdziałających na rzecz jej rozwoju. Przykład miasta Radomia wskazuje, że budżet obywatelski wspomaga, uzupełnia, a niejednokrotnie zastępuje lub zwiększa skuteczność działania administracji publicznej. Przeprowadzone analizy mogą być wskazówką przy doskonaleniu realizacji budżetu Mazowsza.
In civil society, self-government as a form of social organization occupies one of the central positions. The condition for the implementation of the development mission of self-government is the participation of citizens and their co-responsibility for the shape of local social life. Recently, the participatory budget has become an increasingly popular form of participation. Its goal is to directly involve residents in the decision-making process regarding the choice of the selection of public tasks within the designated pool of funds and to assume partial responsibility. The purpose of the presented analysis is to show the dynamics of citizen involvement in consultations on the formation of that part of the city budget on local tasks falling within the competence of local government, which is the civic budget. The adopted research hypothesis assumes that the participatory budget is an increasingly popular form of consultation, because in its formula it gives residents a sense of empowerment and subjectivity in expressing their opinions and preferences. The empirical basis for the analysis are reports on the implementation of the participatory budget of the city of Radom since its inception, and literature on the subject. The participatory budget is an excellent tool for education on self-governance – it is an element of a specific philosophy of functioning of local government – as a community of authorities and residents of a given territorial unit, cooperating for the benefit of its development. The example of the city of Radom indicates that the participatory budget supports, complements and often replaces or increases the effectiveness of public administration. Conducted analysis can be a guideline for improvement of budget implementation in Mazovia.

The independence of the entities of territorial self-government (of the bodies of these self-governing associations) should assume corporateness and self-governance as both the basic and intended features of territorial self-government. As the members of relevant territorial corporations, commune (district, province) inhabitants should have the legal ability to emphasise that territorial self-government derives “from” a territorial corporation, should create opportunities for acting “through” this corporation and “for” the corporation and its members. The legal remedies serving this end include the relatively unresearched and undeveloped measure of corporate and self-governmental complaints (that can be filed with the court by a member of a specific territorial corporation in regard with the in/activity of their home territorial self-government entity).

Przedmiotem artykułu jest opis koncepcji rządzenia opartej na interakcji zachodzącej pomiędzy państwem a społeczeństwem. W tekście przedstawiono najważniejsze podejścia do definiowania terminu „rządzenie” oraz dokonano analizy złożoności i dynamiki nowoczesnych społeczeństw, eksponując znaczenie interakcji społecznych dla jakości rządzenia. Rozważania te stały się podstawą dla konceptualizacji trzech trybów socjopolitycznego rządzenia tj. samozarządzania, współzarządzania oraz zarządzania hierarchicznego.
The article discusses the concept of governance based on interactions that subsist between the state and the society. The Author reviews key approaches to defining the term governance and analyses the complexity and dynamics of modern societies with special focus on the importance of social interactions to the quality of governance. These remarks constitute the basis for the conceptualisation of three modes of socio-political governance, i.e. self-governance, co-governance and hierarchical governance.

Artykuł przedstawia w bardzo skrótowej i syntetycznej formie samorządy terytorialne jako nowych uczestników sceny międzynarodowej. Omówiono w nim genezę oraz ewolucję tej formy aktywności wspólnot terytorialnych, prezentując formy współpracy partnerskiej, takie jak ruch twinning oraz siester cities, charakteryzując najważniejsze organizacje międzynarodowe samorządów terytorialnych, względnie szczegółowo opisując współpracę międzynarodową polskich jednostek samorządów terytorialnych. Zwieńczeniem publikacji jest propozycja określenia roli, jaką współpraca międzynarodowa samorządów terytorialnych pełni na arenie międzynarodowej oraz wobec aktywnych na tej arenie wspólnot terytorialnych.

The author offers an international law perspective on a specific issue of self-determination of indigenous peoples. The article begins with the definition of indigenous peoples, then proceeds to self-determination in general. The last section examines the forms of indigenous selfdetermination and its meaning for indigenous peoples. Indigenous peoples have a right to self-determination which allows them for control over their destiny, their livelihoods, their culture and customs. It may be realized, most of all, in the form of autonomy or self-governance. As such, self-determination allows indigenous peoples to participate in decision making in matters that affect their rights.
Autorka analizuje prawo ludów tubylczych do samostanowienia z perspektywy prawa międzynarodowego. Artykuł zaczyna się od wyjaśnienia definicji ludów tubylczych jako podmiotu prawa do samostanowienia. W kolejnej części analizie poddano prawo do samostanowienia w ogólności, po czym wskazano formy samostanowienia ludów tubylczych i jego znaczenie dla tych ludów. Ludy tubylcze mają prawo do samostanowienia, które pozwala im kontrolować ich przeznaczenie, sposób życia, kulturę i zwyczaje. Można to osiągnąć przede wszystkim w formie autonomii lub samorządności. Jako takie samostanowienie pozwala ludom tubylczym uczestniczyć w podejmowaniu decyzji w sprawach mających wpływ na ich prawa.

Opis:
Radom in the 18th century was a small town, but untill 1763 it was the seat of the Crown Treasury Tribunal, therefore it played an important role for the nobility. Stanisław August Poniatowski’s reign took away from Radom a “tribunal city” status, however in the local level it strenghtened the town’s role by establishing local dietines in it. Since the 16th century Sandomierz Voivodship, part of which was the Radom District, confered together in Opatów. Convocation Diet, establishing separate land court for the Chęciny, Opoczno and Radom Distriucts, pointed Radom as a place of the judicial officials’ elections. In 1768 an attempt to establish there deputy dietines was also taken. The 1791 reform intended in Radom envoy dietines and reducted the elective dietines constituency to the Radom District itsef. New law regulations were however in force for a few months only. In the examined period Radom was also a place of assemblies not expressed in the law, resulting from the events of the Confederacy of Bar (1769), Confederacy of Targowica (1792) and the Kościuszko Uprising (1794). In general, Radom was a place of six dietines’ sessions and three assemblies during the 1765–1794 period.
Osiemnastowieczny Radom, choć był miastem stosunkowo niewielkim, do 1763 r. był miejscem obrad Trybunału Skarbowego Koronnego, przez co odgrywał istotną rolę w życiu szlachty. Panowanie Stanisława Augusta odebrało Radomiowi status „miasta trybunalskiego”, na szczeblu lokalnym wzmocniło jednak jego rolę poprzez ustanowienie lokalnych sejmików. Od XVI w. województwo sandomierskie, którego częścią był powiat radomski, obradowało wspólnie w Opatowie, sejm konwokacyjny, wprowadzając odrębny sąd ziemski dla powiatów chęcińskiego, opoczyńskiego i radomskiego, miejscem elekcji jego urzędników naznaczył jednak Radom. W 1768 r. podjęto też próbę ustanowienia w Radomiu sejmików deputackich. Reforma z 1791 r. przewidywała z kolei w mieście obrady sejmików poselskich z jednoczesnym zmniejszeniem okręgu sejmików elekcyjnych do samego powiatu radomskiego. Nowe prawo obowiązywało jednak zaledwie kilka miesięcy. W analizowanym okresie w Radomiu odbywały się także zjazdy nieprzewidziane prawem, a związane z konfederacją barską (1769), konfederacją targowicką (1792) i insurekcją kościuszkowską (1794). Ogółem na przestrzeni lat 1765–1794 w Radomiu zebrało się sześć sejmików i trzy zjazdy.
