Opis:
Subject and purpose of work: The article concerns own contribution of local government units involved in the Regional Operational Programmes. The aim of the research is to assess the amount of own funds in the projects implemented under the ROP Materials and methods: The article analyses the secondary data obtained from the Local Data Bank, the data from the programme documents and available literature. Results: As the study has shown, no significant differences were found in the disbursement of funds in different years. However, in the perspective 2014-2020, the amount of local governance units contribution is higher. Conclusions: The regional distribution of the local government units resources in the particular regional programmes is strongly related to the total amount of the entire programme, but there is a noticeable variation between the perspectives. Still, local governance units own resources outweigh the national contribution.

Opis:
State of the environment and environmental infrastructure is one of the factors determining the quality of life of residents in a given territory. The main objective of the Regional Operational Programme for the Lower Silesia voivodeship for 2007-2013 was to increase the level of living in Lower Silesia, and to improve the competitiveness of the region while respecting the principles of sustainable development. Implementation of this objective was to be achieved through the implementation of the objectives assigned to individual priorities. The aim of the priority IV Environment and Ecological Safety was the improvement of the environment, preventing its degradation and conservation of biodiversity and natural assets of Lower Silesia, as well as the improvement of safety in the region through counteracting natural and technological risks and eliminating their effects and to support active in this range of emergency services. Objective of the study is to show how the implementation of projects funded under Priority IV contributed to improve the environment and infrastructure for environmental protection. For this purpose, will be compared with the results of completed projects statistics regarding the state of the environment and environmental infrastructure in the region. The analysis will be carried out in the various environmental components that correspond to the thematic focus of the various activities carried out under Priority IV. The analysis will therefore be conducted in the area of waste, water and wastewater management, air quality, flood protection infrastructure, restoration of degraded land, protect the environment from natural and technological risks and to protect biodiversity.

The paper discusses difficulties connected with obtaining public fund for the realization of programs of educational opportunities equalization (competition and non-competition versions). The comparative studies have been prepared on the basis of two latest legislative solutions: program of assistance for children and youth from former State Agricultural Enterprises; regional programs of educational opportunities equalization. The article also includes the financial results of assistance forms accumulation in both competition and non-competition. The potential value of the obtained financial support highlights the threads of increasing the differences in the access to education. Promotion of the competition in the realization of the program of educational opportunities equalization will increase the existing territorial differences.

In the essay ‘… przez Wierzenicę będę jechał, a nigdy przez Wiedeń’ a new tourist track has been described. The track includes 12 antique wooden churches of Puszcza Zielonka (the Green Wilderness) in the Wielkopolska Province. The project has been funded by the Integrated Regional Operational Programme. The unquestionable pearl on the new track is the St. Nicolas Church in Wierzenica regarded as one of the oldest churches in the Wielkopolska region. There are a lot of valuable pieces of fine arts there donated by Cieszkowski Family. The Poznan Archdiocese’s Archives set the church as a good pattern to be followed for it keeps on renovating and redecorating its relics. Przemysław Kompf, the parish-priest of the church, is considered to be a really good organizer and an animator for social and cultural life in the area.

The aim of the article is the analysis of quantitative data describing groups of agricultural producers operating under the conditions of Poland's membership in the EU. Their number was analyzed according to the creation periods, i.e. in the years 2004-2013 and 2014-2017, the type of activity broken down into plant products and animal products, paid out amounts under measure 142 - Agricultural Producers Group [measure 142] of the Rural Development Programme. The voivodship dominating the market in terms of absorption of support and the degree of market concentration were determined using the Herfindahl-Hirschman index [HHI]. In terms of region, the phenomenon of significant diversification of farmers' participation in horizontal integration processes within agri-cultural producer groups was observed. Most groups of agricultural producers were established in the Wielkopolskie voivodship, and the least in the Małopolskie voivodship, where it is the most fragmented in the country. High activity of farmers in establishing agricultural producer groups implied obtaining high amounts of support from EU funds. Farmers from the Wielkopolskie, Dolnośląskie and Opolskie voivodships achieved a dominant position on the market in the absorption of funds as part of the 142 PROW action among all voivodships in Poland. In total, they acquired nearly half of all funds [47%]. The degree of market concentration in terms of absorption of EU funds determined using the Herfindahl-Hirschman index was moderate, as it amounted to 1220. It was therefore a level that did not threaten the competition processes in applying for EU support for agricultural producer groups.

Opis:
EU funds are an opportunity for many players to develop their business and expand the range of services conducted. Sometimes, however, projects carried out by beneficiaries are a breach of rules, as in accordance with article 8 paragraph 3 of Commission Regulation (EC) No 800/2008, it is assumed that any assistance to entrepreneurs under the regulation may be granted only in case the act exerts the so-called incentive effect. Hence it can be concluded that the incentive effect is a kind of guarantee that the support is essential and necessary for the subject, and without it, the investment would not be executed. The concept of the incentive effect has not been given its legal definition, but in practice it is assumed that the effect is met if the beneficiary before the investment (the applicant for funding) does not take actions related to the investment for which they request funding. However, some beneficiaries are not aware of the fact that the work undertaken or activities related to the planned investment infringe the principle of incentive and exclude the possibility to obtain funding. Often, controlling procedures against managing and intermediate bodies, as well as implementing institutions, find their final act in court. Processing the complaint, administrative courts make the interpretation of the case, with special attention to when and in what circumstances violation of the incentive effect may have occured and whether the managing authority has made a fair and impartial evaluation of the project, implementing transparent rules.

W artykule została omówiona istota koncepcji rozwoju regionalnego opierając się na innowacjach, zgodnych z inteligentnymi specjalizacjami. Jego zasadniczym celem była ocena tego, czy wyłonione w regionach inteligentne specjalizacje będą miały decydujący wpływ na możliwość uzyskania finansowania przez beneficjentów w ramach regionalnych programów operacyjnych wybranych województw. Weryfikowana była teza, że w pewnych przypadkach władze regionalne nie koncentrują się na kierunkach rozwoju, określonych w dokumentach strategicznych.
The article presents the essence of smart specialisations and the purpose of their definition in EU member states. The author conducted an analysis of ROP priority axes under which financing could be provided for actions consistent with the adopted specialisations. The principal aim of the article was to evaluate the degree of convergence between support of projects on a regional level and the provisions of strategic documents where directions for region’s development based on smart specialisations are defined. Thus, the validity of the thesis which says that regional authorities sometimes fail to focus on adopted directions associated with allocated funds, could be verified.

The study contains an analysis of the opportunities for supporting projects in the area of tourism within the Regional Operational Programme of Mazovia in 2007–2013 (ROP MV). The aim of this paper is to present the possibilities of obtaining EU support for activities related to the development of tourism in the Mazowieckie Voivodeship, and to summarise the status of implementation of the sixth priority ROP MV. The paper used data from the Mazowsze EU Programmes Unit, which acts as the Intermediate II (IPII) for ROP MV in Mazovia

The implementation of the sixteen regional operational programmes will also contribute to the realisation of the goals envisaged by the Lisbon Strategy, the Strategic Guidelines of the Community 2007-2013, as well as National Strategic Reference Framework 2007-2013 regarding enhanced competitiveness of an economy based on knowledge and enterprise, which should create new jobs. Thanks to enhanced competitiveness an improvement in public administration is expected to occur, which will contribute to a higher living standard in regional communities. It is worth emphasising that the implementation of regional operational programmes hinges on a correlation with horizontal policies of the EU, that is Nature 2000, sustainable development, equal opportunities, energy policy and information society. In summary, in the years 2007-2013 all regions in Poland will have a real opportunity toimprove their functioning, and as a result raise the standard of living of its inhabitants. Regional operational programmes serve as tools which, if used well, will lead to a major improvement in the condition of public administration.

Artykuł jest poświęcony ocenie przygotowań administracji regionalnej w Polsce do implementowania Zintegrowanego Programu Operacyjnego Rozwoju Regionalnego 2004-2006. Prace organizacyjne są opóźnione, głównie za sprawą braku uzgodnień między Polską a Komisją Europejską, a także niezbędnych rozwiązań prawnych i organizacyjnych na szczeblu centralnym. Przedstawiono szereg rekomendacji, które mogą poprawić niedoskonałości organizacyjne. Jednocześnie postulowana jest gruntowna przebudowa systemu administracyjnego niezbędnego do wdrażania funduszy europejskich w regionach po roku 2006. Autor zaproponował kierunkowe propozycje zmian tego systemu.
Article assesses the administrative capacity of the regional institutions in Poland for implementation of the Integrated Regional Development Operational Programme 2004-2006. Organizational works has been delayed, mainly because of slowing down of the negotiation between Poland and European Commission, lack of required legislative framework and postponement of decisions on central government level. Author presents recommendations for improvement of pace and quality of administrative works in Polish regions. The main conclusion is also importance for general rebuilding of administrative regional framework for future implementation of European funds after 2006. The basic directions for this reform are recommended.

Polityka Unii Europejskiej nakłada na Polskę obligatoryjne cele związane ze wzrostem produkcji energii pochodzącej ze źródeł odnawialnych (OZE). Realizacja inwestycji OZE wymaga wysokich nakładów finansowych, czemu sprzyjać mogą środki wdrażane w ramach Regionalnych Programów Operacyjnych. W pracy przedstawiono cele polityk krajowych oraz regionalnych wobec województwa zachodniopomorskiego w zakresie inwestycji w sektor energetyczny. Analizie poddano podział środków strukturalnych na realizację priorytetów inwestycyjnych dotyczących rozwoju odnawialnych źródeł energii w Regionalnym Programie Operacyjnym Województwa Zachodniopomorskiego. Dokonano również porównania planowanych nakładów inwestycyjnych w zakresie rodzajów OZE zaplanowanych w woj. zachodniopomorskim w odniesieniu do pozostałych województw.
The policy of the European Union imposes obligatory goals on Poland, related to increasing the production of energy derived from renewable sources (RES). Realising the RES investments requires considerable financial efforts, which can be supported by the resources provided within the Regional Operational Programmes. The article describes the goals of domestic and regional policies towards the West Pomeranian voivodeship in terms of investments in the energy sector. An analysis of the distribution of structural resources for the realisation of investment priorities in relation to the development of renewable energy sources in the Regional Operational Programme for the West Pomeranian Voivodeship was conducted. A comparison of the planned investment expenditures in terms of the types of RES for the West Pomeranian voivodeship in the context of other voivodeships was made as well.

W roku 2011 uruchomiony został międzynarodowy projekt badawczy w ramach 8 Programu Regionalnego dla Morza Bałtyckiego (2007 – 2013) pn.: „Chemical munitions search and assessment” (CHEMSEA). Projekt ma zmniejszyć ryzyko związane z zatopioną po II Wojnie Światowej amunicją chemiczną w Morzu Bałtyckim. Partnerzy projektu mają wspólnie określić miejsca i wykonać mapę rejonów zagrożonych oraz przygotować wytyczne dla potencjalnych osób, które mogą napotkać takie ryzyko. Projekt jest priorytetowy z punktu widzenia Unijnej Strategii dla Morza Bałtyckiego. Liderem projektu jest Polska, w projekcie bierze udział 11 instytucji z państw nadbałtyckich, w tym Akademia Marynarki Wojennej w Gdyni. W artykule przedstawiono ogólnie zadania projektu i zakres udziału Akademii Marynarki Wojennej w Gdyni.
The year 2011 marked the commencement of an international research project within the 8th Regional Programme for the Baltic Sea (2007 – 2013) titled: “Chemical munitions search and assessment” (CHEMSEA). The aim of the project is to reduce the risk related to chemical ammunition sunken in the Baltic Sea after World War II. Project partners are to determine, through mutual cooperation, the locations of such ammunition and prepare a map of endangered regions as well as set forth guidelines for any potential persons that may encounter such a threat. The project received priority of the Union Strategy for the Baltic Sea. Poland has been assigned as leader of the project encompassing 11 institutions from the Baltic countries, including the Naval Academy in Gdynia. The article presents general tasks of the project and the related scope of activity assigned to the Polish Naval Academy in Gdynia.

W artykule przedstawiono stan wdrażania Regionalnego Programu Operacyjnego Województwa Śląskiego (PRO WSL) 2007-2013, w tym stan wdrażania projektów kluczowych. Pokazano pozytywne i negatywne aspekty procesów organizacyjnych oraz procesów finansowania kluczowych projektów.
This paper presents the status of implementation of the Regional Operational Programme of the Silesia Voivodeship (ROP SV) 2007-2013, including the status of implementation of the key projects. It shows the positive and negative aspects of organizational processes and the processes of key projects financing.

Artykuł prezentuje wyniki badania, którego celem była ocena użyteczności ewaluacji realizowanych na potrzeby regionalnych programów operacyjnych 2007–2013 (RPO). Badanymi elementami, składającymi się na użyteczność ewaluacji, były: jakość, adekwatność i wiarygodność wniosków wynikających z ewaluacji. Badanie zrealizowano w formie analizy dokumentów na reprezentatywnej próbie 71 raportów ewaluacyjnych ukończonych w latach 2008–2012. Wyniki badania pokazują, że wiele raportów nie dostarcza istotnych rekomendacji oraz nie udziela odpowiedzi na kluczowe pytania badawcze. Najczęściej w trakcie ewaluacji nie udaje się odpowiedzieć na pytanie o wpływ RPO na rozwój społeczno-gospodarczy województw. Zaobserwowana niska użyteczność dokonywanych ocen stanowi podstawę do sformułowania wniosków o negatywnych trendach w rozwoju systemu ewaluacji RPO, obejmujących nastawienie systemu na dostarczanie prostych informacji i „produkcję raportów”, a nie zaspokajanie faktycznego popytu na wiedzę.
The paper presents an analysis of usability of regional operational programmes 2007−2013 (ROP) evaluations. The elements of usability under study are: quality, relevance, and credibility of the evaluation assumptions. The study consists in desk research of a representative sample (n = 71) of the evaluation reports completed between 2008 and 2012. The results show that many reports do not contain important recommendations and do not answer key research questions. In most cases, the evaluations fail to supply an answer on the impact of ROP on the socio-economic development of regions. The limited usefulness of evaluation reports leads to conclusions about negative trends in the development of the ROP evaluation system, which is focused on providing simple information, reports production, and does not respond to actual demand for knowledge.
