This essay diagnoses the condition of contemporary liberal democracies. It assumes that the current crisis of democracy is not the result of an external ideological threat, but it is the result of the lack of a coherent vision of democracy itself. The author recognises that the key symptom of the contemporary crisis is the decreasing involvement of citizens in public life and their growing reluctance to participate in public debate. He claims that the reason for this is the increasing social polarisation. The article considers two forms of polarisation: vertical (on the line: politicians–voters) and horizontal (on the line of ideological social divisions). The first form is illustrated by Colin Crouch’s considerations, while the second one by Fareed Zakaria’s thoughts. What finds its manifestation in both cases is the phenomenon of citizens’ resignation from participation in the public debate; in the first case it is because of the lack of faith in the effectiveness of this type of opiniongiving mechanism, while in the second case it is because of the lack of recognition of other political and ideological options in society. These reflections are concluded in the postulate that the basic task facing democracy today is to maintain the public sphere as open as possible, i.e. not excluding any ideological position in advance. This kind of conclusion is illustrated with the concepts of Chantal Mouffe (political perspective) and Helmuth Plessner (philosophical-anthropological perspective).

The question of discrimination, as far as it is considered in the field of philosophy, cannot be perceived as a problem which can be effectively combated. Even the most precise diagnosis of human nature will not restrain people from defining others as evil and inferior. The most universal and spacious conventions, declarations, cards or bills will not solve the problem either. They can be regarded as an example of applied philosophy at most. On the other hand, we should pose the question what the world would look like if political pragmatism were the main obligatory rule. Thus, the situation finds us between philosophical wishful thinking about a global order free from discrimination and macro – or micropolitical pragmatism.

Research background: Starting from the concept of "post-colonial cultural dependence" and its significance for the contemporary Ukrainian society, imaginary geography is analyzed by describing the representations of the characteristics of countries, regions, places, and people living in these territories. Imaginary geography as a cultural structure implies material consequences. In the context of this paper, it is necessary to provide representations of potential migrants about the characteristics of the host countries, including details about population and the real economic, social and political opportunities after migration. The association between imaginary geography and migration in the expectations of postcolonial cultural dependence has been  hardly analyzed before. Purpose of the article: The purpose of this paper is to analyze the effect of post-Soviet cultural dependence on migration expectations of the Ukrainian population from the postcolonial study perspective. Methods: The methodology is composed by two elements: a synthesis of neo-institutionalism and social constructivism. The paper hypothesizes that macro and meso level discourses in the emigration environment might have an impact on aspirations through perceptions of "migratory imaginations" and "geographical imaginations". Findings & Value added: Findings are based on the cross-national study on external migration conducted within the EUmagine project. The findings show a strong correlation between migration expectations and perceptions of Ukrainians and post-Soviet cultural dependencies. In addition, the country represents a "post-imperial borderland" that results in the political split of the Ukrainian society. Our results might contribute to the establishment of connections between the imaginary geography of the Central, Western, and Southeastern regions of Ukraine and their migration expectations and orientations.

One of the central notions of the post-Yugoslav literature is the status of democracy in national states formed after the breakup of Yugoslavia. From the perspective of the exile, not only as banishment, but also as a liberating outside view into the once common social, cultural and political space, the post-Yugoslav writers question the social democracy praxis in their former home states comparing it to the social practices in the states of their current residence. In her books of essays, Dubravka Ugrešić ironizes different forms of social ideology in Croatia from the beginning of nineteen-nineties. Her writing recognizes the standards of European democracy accompanied with the ideological view into the questions of social rights, religion and language as the stumbling block of modern society. Ugrešić describes democracy as a notion hiding different things: the praxis of ruthless capitalist exploitation, loss of media freedom, media manipulation, the censorship of corporate capitalism, production of lies, modern slavery... (Don’t take it personal, 2014), validating in her essays the importance of literature in disclosure of autocracy masked as democracy.

Liberal capitalist democracy is a universal socio-political project of our age. But this project is in crisis and in decline. The current crisis of democracy caused by the Darwinist spirit of the late capitalist order only proves that democracy is an instrument for strengthening the dominant positions of the ruling liberal elites. In other words, democracy, in particular liberal democracy as a hegemonic form of the contemporary global democratic project, functions as a formal ideological-instrumental framework for the reproduction of the dominant position of a ruling class serving the interests of the few, not the many. In this way, anti-democratic sentiments among the masses are fuelled almost everywhere in both Western and non-Western cultures where political elites have assumed a formal democratic mask. Furthermore, the existing crisis of the Western liberal democratic project has given crucial benefits for the revival of anti-elitist populism in the contemporary world. The goal of this paper is to critically examine the fate of democracy in modern times as well as to shed light once again on the crisis of the liberal conception of democracy, including its concomitant pathologies, resistances, and political and social consequences.

In 2015, the United Nations (UN) decided on 17 sustainable development goals. Goal 16 focused on peace, justice and strong institutions and on the importance of democracy for global sustainable development. This study explores the status of democracy in Europe and highlights tendencies of authoritarianism in some post-communist states. This happens in a global context of resurgence of autocratization. Although the European Union (EU) continues to be a solid liberal democratic order, challenges in post-communist Europe exist, especially in Hungary as a new authoritarian state within the EU.

Artykuł poświęcony jest zagadnieniu wprowadzania zasad reżimu demokratycznego do życia politycznego Japonii po zakończeniu II wojny światowej. Zamierzeniem autora była próba określenia sposobu i poziomu zakorzeniania się wartości demokratycznych w świadomości społeczeństwa japońskiego. Dlatego też autor stara się określić wpływ wartości demokratycznych na postawy społeczne Japończyków w omawianym okresie czasu. W tym celu zostaje dokonana analiza kilku kluczowych dla zrozumienia problemu płaszczyzn: aksjologicznej, normatywnej i instytucjonalnej. Autor ukazuje także wpływ wewnętrznych postaw społecznych w Japonii manifestowanych w zakresie kultury politycznej na konwersję zasad i wartości demokracji i proces demokratyzacji.
The article describes the problem of democracy in Japan as an external political system introduced after the end of World War II. The author tries to explore how deeply democratic values were rooted in Japanese society in the first decade after the war. The key objective of this article is to analyse how Japanese democratic values functioned at that time, how they influenced political attitudes and if they were coherent. There are three basic dimensions of the author’s considerations: axiological, normative and institutional. To achieve this, the author describes democratic values, internal elements of Japanese political culture and the democratisation process as a single complex process.

The paper is enriched by a short outline of history of Polish women struggle for equal rights in especially political and economic dimensions. Importance of commemoration and acknowledgment of history of Polish women struggle is seen as crucial to post-1989 Polish reality in which terms such as democracy, freedom, equality, justice had to be re-invented/re-defined.

The article investigates the historical background of Russia’s socio-political transformation in the age of presidential republic, the Russian society’s present state and modernization prospects. Since the Horde Russia would be effected by the oriental despotism. The Russian modernization historically took place under the Western civilization’s influence but its instruments were mostly despotic and essentially anti-European. The Russian historical drama is that the social base of its modernization had been exterminated during the Bolshevik Revolution and Stalin’s dictatorship, and by now, in the train of the ongoing post-communist transformations, is still in germ. In contrast to the American Great Power doctrine where democracy serves as an important tool, Putin’s Russia has chosen the absolute priority of state and corporate interests over rights, freedoms and interests of its citizens. The author concludes that the fundamental problems and challenges, which had confronted the Russian modernization a quarter century ago, have remained unresolved. The most important of them are the key political actors’ unwillingness to act within the democratic rules, the values foundation friability, the lack of democratic consciousness and political culture. Since the annexation of Crimea and the start of the hybrid war in Donbas Russia’s socio-political transformation has found clear imperial meanings and would rely henceforth on the Eurasian space’ resource self-sufficiency with the strictly authoritarian state ideology and elements of the mobilization economy.

The article presents the circumstances of introducing the institution of ombudsman (called the defender of civil rights) in 1987 and its role during the political transformation in Poland. This independent from other authorities institution which was responsible only before the Diet was not known in other socialist countries. It is significant that the first election of ombudsman in 1987 were conducted just two years before the political transformation and the change of the regime in Poland. This was the way the Communist Party wanted to secure its influence, but the first person – Prof. Ewa Łętowska – chosen for this role, occurred to use the independence legally granted for this institution.The problem highlighted in the further part of the article, is the role of the ombudsman in the transitional period, after the fall of communism. Should it act in accordance to the legal acts adopted in the former political system (and not yet derogated), even though these acts were no longer compatible with the principles of the democratic state of law or should it act independently, what would be in conflict with the rule of acting within the law. Finally, the ombudsman, as well as the Constitutional Court, adopted the principle of the protection of acquired rights, under condition they were acquired without infringement of the principle of citizens’ equality before the law (so which were not obtained as the privileges granted for the narrow group of people).After the transformation, from 1991 the role of the ombudsman was not only to act in case of the violation of civil rights but also to act preventively, each time when it occurs that the projected legal act may infringe the civil rights granted in the Constitution or in the other legal acts equally for every citizen regardless their ideological or religious background. The basis of the ombudsman’s activity should be constituted by the universal human values.The ombudsman is elected by the Diet for 4 years and cannot be called off before the end of the mandate period, except three, listed situations. The person chosen should stand out with great professional experience and deep knowledge of law, high authority and moral qualifications, as well as great sensitiveness to the social problems.The ombudsman can act through judicial means, as the requests to the Constitutional Court or to the Supreme Court and the demand of the interpretation of legal act. He can exercise also legislation initiative and administrative control.At the beginning of its functioning, in 1991-1993, the institution of ombudsman was the aim of political attacks, especially by Catholic groups, who wanted their interest to be represented in the first place. Nevertheless, the ombudsman seems to strengthen its independence and neutrality and in the effect, after 1993 it gained the due respect and authority of one of the most important institutions in the democratic state of law.

The film is one of few examples of political documentaries produced in Poland after 1989. It is not limited to merely outlining the political argument over General Jaruzelski’s decision to impose martial law. Although it concerns events in Polish history, it is not a historical documentary, as it brings forth present-day political conflicts that have arisen around historical events. Trying to reconstruct this current political argument, Zmarz-Koczanowicz reaches for a method developed in the 1970s by the so-called “Kraków School” led by Krzysztof Kieślowski. ^e “talking heads” method was meant to help documentary filmmakers in the Polish People’s Republic reach what the person in the street actually thought and avoid the distortions of propaganda. For Kieślowski, however, the overriding aim was conciliation and an attempt to understand both sides of the political barricade - the authorities and the vox popu- li. His attitude, according to the terminology suggested by Chantal Mouffe, was a post-political one striving for an agreement through a rational dialogue. Zmarz-Koczanowicz’s aim, however, is different: she is intent on showing a clash of different hegemonies that do not strive for consensus. Their agonistic argument, played out in the political register, rather than a moral one, is a guarantee, according to this Belgian philosopher of politics, that democracy will continue to exist.

Reaching back to the sources and the meaning of essential European values is of great importance to creating the vision of democracy and freedom. This applies also to values such as fraternity. The root thereof is found in pre-ancient poetry, later in the reflection of early philosophers – especially of the Sophists and the Stoics. Fraternity stands for the common descent, background, and heritage of humans. Descriptions of social reality nowadays reveal various forms of discrimination, e.g. on account of passing over the imperative of fraternity. A guarantee of only majority decision-making without common kindness as defined by C. Znamierowski and without fraternity will not make a system democratic. In such circumstances, the righteousness of legal acts is also debatable.

W potocznym rozumieniu wiedza i demokracja to zjawiska i praktyki społeczne, które powinny się wzajemnie wspierać i warunkować. Społeczeństwa wiedzy nie da się jednak w pełni pogodzić z ustrojem demokratycznym. Wytwarza ono różne ideologie oraz inspiruje działania, które pozostają ze sobą w sprzeczności i nie zawsze dobrze służą demokracji. Nie ma w tym nic osobliwego, bo wiedza opiera się demokratyzacji, co najlepiej widać w szkolnictwie wyższym. Można jednak i trzeba likwidować bariery dostępu do wiedzy - i temu właśnie ma dziś służyć demokracja.
Knowledge and democracy are commonly viewed the social phenomena and practices which should support each other and should be mutually dependent. However, a knowledge society cannot be fully reconciled with the democratic system as the latter produces ideologies and inspires actions that are mutually contradictory and do not always do a good service to democracy. However, there is nothing peculiar about it since knowledge is based on democratisation, and this is best exemplified in tertiary education. However, one may, and must, eliminate barriers preventing access to knowledge, and this is the purpose that democracy today needs to serve.

The chapter examines the problems resulting from employing the perspective of media reform in relation to the development of post-socialist media systems in Central and Eastern Europe. The perspective of media reform is normatively rooted both in normative (value) expectations and in narrow focus on regulatory success, ahistorical and descriptive. The chapter substitutes this approach with the media systems approach, which allows for a broader analysis of media system dimensions in their historical context, as well as in terms of their relationship to each other. Several examples of failed reforms, a consequence of the misunderstanding of the media system and the misfit with the type of regulatory model employed, are examined. The chapter finally questions whether the relationships between main media system dimensions are still valid in conditions of digital networked media and increased media commercialization. As one example of this it questions the present “health” of the normatively expected relationship between journalistic professionalism and the market-oriented media in terms of the contemporary developments in “predatory” media and citizen journalism.

The article analyzes the specificity and distinctiveness of authoritarian regimes operating in a global network of complex and multidimensional international relations. The author of the article asks the question: to what extent the dynamically changing paradigm of authoritarian ideology is responsible for the occurrence of various types of tensions, rivalries, and antagonisms caused by authoritarian regimes, the effects and consequences of which affect not only national and regional political conditions but also cause severe international repercussions? The applied research method allows exposing the complex particularity of authoritarian regimes in the context of the multidimensional dynamics of recent geopolitical changes. It is crucial when a number of modern ideological trends often downplay the brutal nature of many authoritarian systems and even treat the “authoritarian model” – especially in the form of socialist autocracies – as a “specific historical phenomenon” trying to resolve many complex and multiple political and economic issues.
Podstawowym celem artykułu jest ukazanie specyfiki reżimów autorytarnych działających w globalnej sieci zawiłych i wielowymiarowych stosunków międzynarodowych.
