Opis:
Digital transformation in the railway industry is an important element in the development of railways and should benefit commuters, railway operators, infrastructure managers and rolling stock manufacturers. The process of digitization applies to two domains, i.e. customer service and railway companies’ operation. This paper aims to present previous efforts regarding the use of digital technologies in customer relations and in the field of operations and maintenance, which translates into the quality of services provided. This paper highlights important concepts of this domain with respect to passenger and freight transport, infrastructure, railway rolling stock and railway traffic management. It is also argued that the process of digitization needs properly trained staff. Examples of innovative initiatives of Polish and European railway companies are covered.

Over the last years various attempts to legitimate technology in education have been observed. Beginning from the examples of simple digitization of schools books through „iPad school” initiative in the Netherlands till dedicated closed tablet solutions in the USA. At the end of 2014 first adaptive learning solutions were introduced. The Knewton's system using knowledge graph started giving recommendations for learners on what questions should they work next, provided learning analytics and instructions predicting future results. In 2015 cognitive computing and artificial intelligence systems that use natural language processing and machine learning entered the market. IBM started working on a comprehensive solution for personalized learning. The practical implementations of those system can not only improve students' outcomes but also help to close skills gaps and rise employability. This article presents solutions that are being unlocked right now showing examples of newly created value of technology in education.

The article presents the results of examining the changes that have occurred in connection with the digitization of banking in Poland and its impact on this segment. The data is taken from the National Bank of Poland, the Polish Financial Supervision Authority, and the Prnews.pl website. A descriptive, statistical and Pearson correlation method were used. The results indicate an increasing share of customers using banking products in a digital way. The number of both website and mobile applications customers is growing. Despite the general increase in the number of people using banks, the number of bank branches as well as the employees working them has decreased. Mobile applications may soon become the main sales and service channel for banking products, the number of customers of banks using them regularly increases. In fact, the rise in digitization for banking and the decrease in the number of branches and employees are strongly correlated. The increasing usage of online and mobile banking is influenced by convenience, availability, and a reduction in the time customers spend on purchasing and servicing their products. Banks are interested in developing these types of services in order to both meet the changing needs of customers and to save on operating costs.

Celem artykułu jest prezentacja wyników badań dotyczących cyfryzacji podatkowej oraz poznanie opinii małych przedsiębiorstw, w tym świadczących usługi finansowo-księgowe, na temat korzyści i problemów jakie wywołują w ich jednostkach procesy związane z wdrażaniem technologii cyfrowych do rozliczeń i raportowania podatkowego. Dla realizacji wskazanego celu postawiono następujące pytania badawcze: 1: Czy cyfryzacja i transformacja cyfrowa dotyczą małych przedsiębiorstw? 2: Czy małe przedsiębiorstwa, w tym biura rachunkowe, ponoszą nakłady związane z cyfryzacją w obszarze podatków? 3: Czy mali przedsiębiorcy, w tym świadczący usługi finansowo-księgowe dostrzegają korzyści i problemy związane z cyfryzacją w obszarze podatków, a jeżeli tak, to jakie? Przeprowadzone badania wykazały, że podatki są jedną ze sfer aktywności przedsiębiorstw, w której zachodzą znaczące zmiany związane z wdrażaniem wielu rozwiązań cyfrowych. Cyfryzacja podatków obejmuje zarówno procesy gromadzenia i przetwarzania danych podatkowych, jak i sposobu wymiany informacji między przedsiębiorcą a organami podatkowymi, organami kontroli podatkowej i innymi instytucjami publicznymi oraz – w przypadku biur rachunkowych – z klientami. Wdrażanie rozwiązań cyfrowych wymuszają regulacje prawne i wynikające z nich nowe obowiązki nakładane na przedsiębiorców przez państwo. W pracy przedstawiono wyniki badań empirycznych wskazujące, że cyfryzacja podatków ma w opinii małych przedsiębiorstw i biur rachunkowych szereg zalet. Obowiązki w zakresie wdrażania rozwiązań cyfrowych w obszarze rozliczeń podatkowych i raportowania są również dla badanych podmiotów przyczyną problemów i obaw.
The aim of the article is to present the results of research on tax digitization and to find out the opinions of small businesses, including those providing financial and accounting services, on the benefits and problems that are caused in their units by the processes associated with the implementation of digital technologies for tax billing and reporting. In order to achieve the indicated goal, the following research questions were posed: 1: Does digitization and digital transformation affect small businesses? 2: Do small businesses, including accounting offices, incur digitization-related expenditures in the tax area? 3: Do small businesses, including those providing financial and accounting services, perceive benefits and problems associated with digitization in the tax area, and if so, which ones? The survey showed that taxation is one of the spheres of business activity where significant changes are taking place due to the implementation of many digital solutions. Tax digitization encompasses both the processes of collecting and processing tax data, as well as the way information is exchanged between the entrepreneur and tax authorities, tax inspection bodies and other public institutions, and – in the case of accounting offices – with clients. The implementation of digital solutions is enforced by legal regulations and the resulting new obligations imposed on entrepreneurs by the state. The paper presents the results of empirical research indicating that the digitization of taxes has a number of advantages in the opinion of small businesses and accounting offices. The obligations to implement digital solutions in the area of tax accounting and reporting are also a cause of problems and concerns for the surveyed entities.

Vogt-Spira Gregor, Latin: Back to the Future? Some Reflections on Latin and Literacy in the Digital Age (Łacina: powrót do przyszłości? Kilka refleksji nad łaciną i kwestiami literackimi w epoce digitalizacji).This paper argues that Latin meets the challenges of this day and age so that its preservation actually has a well-founded place within European countries and societies. The argumentation starts by the observation that Latin gathers a number of additional values as an alterity training, a cognitive training, a linguistic training or a socially integrative effect, values, which are remarkably not bound to a specific culture. Above all, digitization and the modern cybernetic world is seen as a central challenge, digitization with its enormous quantitative increase in reading and writing activity also transforms the user profile in a way that complements it, a factor to which educational institutions have yet to come up with a conclusive response. Referring to this development, Latin has the particular significance of imparting the standards of an elaborate written form into the composition and decoding of texts. Furthermore, Latinity itself is considered to be one of the key factors that have shaped modern-day Europe, and the later Latin-language literature is seen to be a comprehensive component of each country’s respective national literature and culture. To conclude, the ancient European custom is brought into focus that, practically, antiquity serves as a vehicle for legitimizing modernization.

Digital city security is one of the most important elements that should accompany technological implementation in local government. The purpose of the article is to present the key areas of smart city development and the need to implement high-quality cyber security that slowly for sustainable growth of urban spaces. The paper uses research areas including monographic, observational and individual case method. The author emphasizes that only the symbiosis of technological growth and cyber security can permanently change the urban fabric. Lack of adequate forms of digital security for the ever-newer technological investments, can hinder the development of cities and discourage people from investing in smart cities. Cyber security in a smart city is therefore a key point connecting public expectations with rapid development.

The concept of cyber security has become part of the reality of the late 20th and 21st centuries. This term is understood as a system that blocks threats consisting in destroying, changing and unauthorized interception of data. The importance of the cybersecurity problem was emphasized by making legal regulations in the legislation of many countries around the world, including Poland, the United States, Russia and China, and on the basis of the provisions of state associations or international organizations, which is reflected in the relevant regulations of the European Union. The concept of cyber security is multi-faceted, becoming an object of interest not only to countries or organizations, but also to individual individuals living in given communities. The progressive digitization of many areas of life, regardless of the geographical location of the country, means that the need to ensure the proper and safe functioning of this sphere of reality determines the universality of cyber security.

Automating administrative decision-making through the use of algorithms integrated into administrative procedures constitutes a major goal of both the Polish government and the EU. Notwithstanding the undeniable benefits of automated administrative decision-making, the tentative development of the law regulating administrative procedures in this regard translates into risks to important elements of administrative due process. Although a systematic regulatory approach to automated administrative decision-making is lacking, an analysis of the provisions of the GDPR concerning profiling algorithms and automated decision-making may prove rewarding, given that they may directly affect the procedural rights of parties in proceedings before national authorities. On the other hand, the imprecise language of the GDPR makes it susceptible to interpretations deeply embedded in the hitherto elaborated practices of the Polish administrative procedure. The article analyses the intersection between the GDPR and Polish administrative procedure in order to examine the potential for mutual influences between both frameworks.

In this context, eHealth refers to those applications and terminal devices that support the possibility of caring for and treating patients through information and communication technologies. The use of data analytics, for example, makes it possible to gain valuable new insights from digital health data. The article provides an analysis of the institute of digital services with an emphasis on digital services taxation.
