    The article is a part of a broader discussion about municipal development strategies based on culture and innovativeness. It analyzes the potential and constraints of the approach, indicating conditions favorable for its effectiveness. To exploit the phenomena the author uses the examples of two Colombian cities, Bogota and Medellin. Over last two decades they have been an area of huge transformation. Thanks to adapted policies, it was possible to convert their image from brutal gang-war zones to vibrating metropolis aiming at peaceful social co-existence and infrastructural investments. The chosen cases serve as a background of synthetic description of developmental strategies based on culture and innovativeness. The analysis presents factors that are advantageous for their successful implementation. It also offers several points of critics, outlining some practical, social and institutional challenges that cities willing to adapt similar solutions may come across with.
    El artículo es parte de una discusión más general sobre estrategias de desarrollo municipal basadas en cultura y capacidad para innovar. Analiza el potencial y las restricciones de este enfoque, indicando las condiciones favorables para su efectividad. Para explotar el fenómeno el autor utiliza los ejemplos de dos ciudades Colombianas, Bogotá y Medellín. Durante las últimas dos décadas estas han sido un área de gran transformación. Gracias a las políticas adaptadas, fue posible convertir su imagen de zonas de brutal guerra entre mafias a vibrantes metrópolis aspirando a una coexistencia social pacifica e inversión en infraestructura. Los casos escogidos sirven como trasfondo para la descripción sintética de estrategias de desarrollo basadas en cultura y capacidad para innovar. También ofrece varios puntos críticos, delineando algunos retos prácticos, sociales e institucionales que las ciudades que deseen adaptar soluciones similares pueden encontrar.

    Opis:
    The article carries out a reflection on practical, theoretical and methodological problems faced by social science researchers investigating armed conflicts. Based on Colombia’s ongoing internal war, the paper will discuss the difficulties in data collection (including source selection and information extraction), data sharing and the limitations of exiting theoretical language. It will also exploit other related factors such as the fragmentation of sociological research and the growth of publications regarding the conflict, violence, and the peace processes initiating in Colombia. In the presented article, the author analysis both governmental and non-governmental reports and also outlines several key cultural and political issues affecting data collection and their further publication in Colombia.

    Artykuł jest częścią szerszej dyskusji na temat strategii rozwoju terytorialnego opartych na kulturze i sztuce. Analizie poddana została polityczna wizja Antanasa Mockusa realizowanej podczas dwóch kadencji, które pełnił on na stanowisku mera kolumbijskiej stolicy (1995 i 2001). Mockus – ekscentryczny matematyk, filozof i profesor Uniwersytetu Narodowego – podjął próbę przekucia swoich akademickich refleksji w narzędzia społeczno-politycznej reformy miasta. Bogota lat dziewięćdziesiątych była miejscem od dawna zmagającym się z konsekwencjami przeciągającego się konfliktu zbrojnego, narkoterroryzmu oraz ulicznej przemocy. Poprawa tej sytuacji miała się dokonać m.in. przy pomocy sztuki i performance’u, które zostały użyte jako środki zachęcające mieszkańców do zaangażowania w życie stolicy oraz sposób na przemianę normatywno- moralną miasta. Ten swoisty eksperyment socjotechniczny promujący pozytywne wzory współżycia społecznego, był próbą walki z naczelnymi problemami stolicy. W artykule zaprezentowano teoretyczne koncepcje Mockusa oraz praktyczne przykłady ich zastosowania. Przedstawiono efekty implementacji zastosowanej w Bogocie strategii rozwoju, wraz z krytyką podejścia wskazującą idące za nią wyzwania i bariery.
    The article is a part of a broader discussion about municipal development strategies based on art and culture. It analyzes the policies adapted in Bogota by Antanas Mockus – twice a mayor of the Colombian capital city (1995 and 2001). This eccentric mathematician, philosopher and professor at the National University decided to change his academic ideas into tools of urban socio-political transformation. Bogota of the 90th was a place that for years had been tormented by consequences of a brutal armed conflict, narco-terrorism and waves of common crime. To normalize the dramatic situation Mockus decided to turn the city into a unique social experiment combining (quasi)artistic incentives with normative change and participatory stakeholding. By theatrical and performative means he tried to show the importance of cultural regulations and thereby transform people’s mindsets in order to help out tackling corruption, violence and social disorder. The analysis presents both Mockus theoretical vision and practical examples of its implementation. It also offers several points of critics, outlining some practical, social and institutional challenges of the approach.
