In the literature there are many methods of measuring the eff ectiveness of an employee. However the majority of them focuses on the quantitative nature of the work and evaluate it in this sense. In response to the search for a convenient method of analysis of the eff ectiveness of employees, whose work is qualitative, it has been determined that usage of a method DEA is recommended. Mostly because its measurement should allow the recognition of effi ciency in a qualitative way. Based on a study of groups of the accountancy offi ces from Tricity, an eff ectiveness scheme analysis of generically similar employees is presented. The inference is based on a innovative survey, which allows evaluation of work for each employee in the sample. The aim of the analysis is the justifi cation for the choice of the DEA method. It is also to show its opportunities with respect to measuring the eff ectiveness of the accountancy offi ces employees, as representatives of a group whose work is diffi cult to measure. The issue of measuring the eff ectiveness of the accountancy offi ces encouraged an attempt to identify the characteristics of eff ective units, which could help to stimulate effi ciency features. The conclusions are potentially desirable from the point of view of the employer and could help in the verifi cation at the level of recruitment. view of the employer and could help in the verifi cation at the level of recruitment.
W literaturze spotyka się wiele metod pomiaru efektywności pracownika, większość z nich skupia się jednak na ilościowym charakterze pracy. W odpowiedzi na poszukiwania dogodnej metody analizy efektywności pracowników, których praca ma charakter jakościowy, udało się ustalić, iż metodą taką jest metoda DEA. Na podstawie ankiety i badania grupy księgowych ukazany zostanie schemat analizy efektywności podobnych rodzajowo pracowników. Przedstawione wnioskowanie bazuje na autorskim badaniu ankietowym opisującym ocenę własną pracy każdego badanego. Celem analizy jest uzasadnienie wyboru metody DEA i ukazanie jej możliwości względem pomiaru efektywności reprezentantów grupy pracowników umysłowych. Zagadnienie mierzenia efektywności pracowników biur rachunkowych oraz próba wskazania cech jednostek efektywnych pozwoliły dodatkowo na wydzielenie cech stymulujących efektywność. Wnioski wskazują, że kontrola efektywności pracowników biur rachunkowych jest możliwa. Po zapoznaniu się z wynikami można zauważyć, że metoda DEA jest dobrą metodą do analizy efektywności pracowników umysłowych w skali przedsiębiorstwa lub grup pracowników.

Rosyjski urzędnik Arkady Andriejewicz Tołoczanow (1830–1897) przybył do Królestwa Polskiego w 1864 r. w związku z akcją uwłaszczenia chłopów przez carat jako współpracownik Komitetu Urządzającego. W 1866 r. został wicegubernatorem radomskim, w latach 1872–1879 był wicegubernatorem suwalskim, od r. 1881 pełnił obowiązki gubernatora łomżyńskiego, od r. 1883 – radomskiego. W 1888 r. został powołany na stanowisko prezesa Dyrekcji Głównej Towarzystwa Kredytowego Ziemskiego w Warszawie, na którym pozostał do śmierci. A. Tołoczanow był bibliofilem, miłośnikiem literatury i sztuki. Najbardziej jest znany dzięki swojemu księgozbiorowi, który przekazał w testamencie Uniwersytetowi Warszawskiemu. Współcześnie jego dar jest uważany za jeden z najważniejszych, jakie otrzymała w swych dziejach Biblioteka Uniwersytecka w Warszawie. Mimo iż historia tego księgozbioru i jego skład były dość szczegółowo opisane jeszcze w 1959 r. przez Marię Brykalską, biografia A. A. Tołoczanowa, zwłaszcza połowa jego życia, którą spędził w Rosji, pozostawała przez długie lata praktycznie poza zakresem badań. Jednakże postać A. Tołoczanowa jest bardzo ciekawa i stanowi jeden z tych nielicznych przykładów urzędników carskich na ziemiach polskich, którzy zostawili po sobie dobrą pamięć, co zdarzało się dość rzadko. W artykule, przede wszystkim na podstawie rosyjskich archiwaliów mówiących o życiu i działalności A. Tołoczanowa, jest przedstawiona jego biografia. Najcenniejszy materiał w tym stanowi jego korespondencja z wybitnym językoznawcą i działaczem społecznym przełomu XIX i XX wieku Janem Baudouinem de Courtenay.
Arkady A. Tolochanov (1830–1897) arrived in the Kingdom of Poland in 1864, as a Russian government offi cial delegated to work in the special commission to implement the new tsarist law that granted to the peasants the land they hitherto cultivated. In 1866, he was appointed deputy governor of the Radom Governorate. During the years 1872–1879, he was deputy governor of the Suwałki Governorate, to be promoted to governor of the Łomża Governorate in 1881. In 1883 he moved back to Radom as its governor. In 1888 he received the post of the president of the Central Directorate of the Land Credit Company in Warsaw, at which position he remained until his death in 1897. A. Tolochanov was a bibliophile and an enthusiast of literature and fi ne arts. He is best known for his book collection, which he donated as a legacy to the Imperial University of Warsaw. Today, his donation is considered one of the most important of the gifts received by the University Library. Although, this collection was described in considerable detail by Maria Brykalsa, as early as in 1959, the biography of Tolochanov, in particular the fi rst part of his life, the one spent in Russia, has remained virtually unknown. Nevertheless, Tolochanov deserves more thorough enquiries, because he was an interesting personality, and belonged, unfortunately, to the rare exceptions among tsarist government officials who left positive recollections with the Poles. The article, based predominantly on Russian archival materials, discusses Tolochanov’s biography. Most interesting, among the new materials discovered by I. Troyak, is the correspondence of Tolochanov with Jan Baudouin de Courtenay, a prominent Polish linguist and social activist of the turn of the 19th century.

Przedmiotem rozważań jest problematyka oczekiwań osób w okresie późnej dorosłości wobec kompetencji i funkcji usługodawców-pracowników socjalnych, słabych i mocnych stron usług świadczonych przez pracowników socjalnych w zależności od wieku (kobiety do 75. roku życia i powyżej 75. roku życia), wykształcenia i doświadczenia. Obok syntetycznych rozważań, zwią-zanych z literaturą przedmiotu, artykuł zawiera wyniki badań empirycznych, przeprowadzonych na grupie kobiet w wieku późnej dorosłości uczęszczających na zajęcia Uniwersytetów Trzeciego Wieku. W wyniku przeprowadzonych badań okazało się, że w zależności od wyodrębnionych charakterystyk oczekiwania te są bardzo rozbudowane: od kompetencji obejmujących sprawność fizyczną pracowników socjalnych, po wymagania dotyczące ich przedsię-biorczości i towarzyszenia podopiecznym w spędzaniu ich wolnego czasu i uczestnictwa w kulturze.
The subject of considerations is issues related to expectations of people in the time-period of their late adulthood towards the competences and functions of service providers being welfare offi cers, weaknesses and strengths of the services provided by welfare offi cers depending on the age (women up to 75th year of their life and above 75th year of life), education and experience. Besides the synthetic considerations connected with the literature on the subject, the article comprises findings of the empirical surveys carried out on the group of women at the age of late adulthood attending classes of the Third Age Universities. In result of the carried out surveys it appeared that depending on the singled out features, expectations are highly expanded: from the competences covering welfare offi cers’ physical effi ciency, to the requirements related to their enterprise and accompanying those in their charge in spending their leisure and participating in their culture.

There is a twofold crisis in Europe: While mass migration is a serious challenge to the whole EU, we also have member-states striking at the EU itself. Our research shows that Hungary, with its overwhelming political communication, became the first post-socialist EU member state to run official anti-Western propaganda since the end of the Cold War and it seems that other CEEcountries will follow its lead. The campaign does not go against Brussels directly: the real message is hidden between the lines. We analyzed 644 pro-government articles on migration issues. The research shows that anti-Brussels narratives were strikingly frequent, and a new “war vocabulary” propaganda campaign started, stating that the EU is fighting against Hungary, so Hungary has to strike back

The proclamation of the Martial Law in Poland on 13 December 1981 caused a storm of protest in the West. Although some West European governments did not completely condemn Jaruzelski’s attempt to end the Polish crisis in an internal and ‘peaceful’ way, most Western societies reacted fi ercely on the delegalization of Solidarność, the arrest of thousands of its militants, and the return of repression. Dozens of committees were founded at both sides of the Atlantic Ocean by Western sympathizers, Polish migrants and even Solidarność members who were coincidentally kept abroad by the Martial Law. All these organizations tried to support the underground trade union in Poland by informing the public opinion of their country, lobbying at local and national authorities, and raising money to assist Polish victims and their families. In order to coordinate these actions, several umbrella organizations were set up. In many countries, Western trade unions created special forums on a national level. Polish migrants from their side, met in Zurich in December 1981 and in Brussels in January 1982, and decided that each country should have one coordinating offi ce. In some countries, this ambition of unifi cation was realized, but in other countries, ideological differences and personal tensions between local leaders were too big. Moreover, these committees could not be integrated by a Group of Delegates to the National Convention of the ISTU ‘Solidarity’ Currently Abroad, that was founded in Paris in February 1982 by delegates to the First (and only) National Congress of the NSZZ Solidarność (September 1981). However, when some leaders of the Polish underground created the Temporary Coordinating Commission (TKK) on 22 April 1982, and ordered their compatriots abroad to make a single representation in the West, a Coordinating Office Abroad of NSZZ Solidarność (Biuro Koordynacyjne NSZZ Solidarność Za Granicą) was founded in Oslo in July 1982. At first sight, the position of this Coordinating Office looks very favorable. As it was created with the official support of the TKK and was allowed to act as the offi cial intermediary between the leadership of Solidarność in Poland and foreign governments and institutions, it had an enormous advantage on most other exile organizations, that usually deal with problems of legitimacy, such as internal divisions and external recognition. Moreover, it could profi t from a very opportune climate: the events in Poland were followed in the West with a lot of attention and sympathy. However, the question presents itself whether these apparent trump cards were so permanent and useful as they seem to be on the face of things. Could the Coordinating Offi ce indeed narrow the gaps between all the different groups within the Polish emigration? Was the Western support really that widely spread and that continuous? Were there differences between countries, ideological groups and types of partners the Coordinating Office collaborated with (e.g. trade unions, human rights organizations, national governments, international organizations…). Finally, was the Coordinating Offi ce able to profi t from the support and to convert it in real influence? And if so, on which fi elds, at which moments and to what extent could it get a grip on events? These are the main questions that will be dealt with in this article.

Opis:
The subject of this study is the characteristics of Polish law enforcement authorities in the fi eld of preventing and combating the crime of traffi cking in human beings. The author points out that, based on existing legal regulations in Poland, the foremost burden related to prevention and prosecution activities of this type of crime lies within the scope of duties of the prosecutor’s offi ce, the Police, and the Border Guard. Thus, the article is devoted to a concise description of the indicated entities in terms of their legal instruments which make it possible to effectively implement the tasks and duties imposed by law and regulations upon the institutions. In the author’s assessment, the key role in the system is played by the prosecutor, who is the only authority sanctioned to make decisions on initiating the investigation and entrusting its conduct in its entirety or the indicated scope to other authorities, primarily the Police or the Border Guard. The prosecutor’s special role also results from the fact of being solely entitled to draw up and support an indictment in court in cases involving traffi cking in human beings. Nevertheless, according to the author, in practice, the main responsibility to carry out procedural and operational activities in this category of cases lies with the Police and Border Guard. The author points out that, at present, the Polish law enforcement system has appropriate instruments, both at the legal and institutional levels, ready for the effective prevention of and combat against crimes of human traffi cking. However, bearing in mind that the phenomenon of human traffi cking has, in principle, a cross-border dimension, the article highlights the aspect of international cooperation between the relevant institutions established to detect and prosecute these crimes.

The article presents issues concerning juvenile prisoners of three special camps in Kozielsk, Starobielsk and Ostashkov. The author draws attention to the lack of definition of the legal status of minors after 1918, and thus — the lack of provisions on ensuring the safety of children in the international standards governing the treatment of prisoners of war in force during World War II and internal legal acts of the Soviet Union. The article emphasizes that the participation of children in armed conflicts was regulated as late as ten years after the outbreak of World War II in international humanitarian law, adopting on 12 August 1949 “The Geneva Convention relative to the Protection of Civilian Persons in Time of War” (Fourth Geneva Convention), under which children are entitled to special treatment or protection measures. The provisions of conventions protecting children during the war included, among others, regulations concerning the creation of special zones and sanitary facilities, evacuation from the besieged zone, provision of necessary food and clothing, provision of medical and hospital care, education or transfer to a neutral country. The author notes that the Fourth Geneva Convention does not contain a provision on special protection and care for juveniles, and that children during warfare are classified exclusively as civilian population. The circumstances of the Soviet captivity of minors after September 17, 1939, their stay in and leaving the camps, the reasons for selection, after which they were left alive and not included in the “death transports”, described in the article, make it possible to determine the number of rescued and murdered.

Opis:
Free radicals in synthetic melanin and melanin from Sepia officinalis were studied by electron paramagnetic resonance (EPR) spectroscopy. The effect of time of ultraviolet (UV) irradiation on free radicals in these melanins was tested. The samples were exposed to UV during 15, 30, and 60 minutes. EPR spectra were measured with microwaves from an X-band (9.3 GHz) in the range of microwave power of 2.2–70 mW. The performed EPR examinations indicate that high concentrations (~1021–1022 spin/g) of o-semiquinone free radicals with g factors of 2.0039–2.0045 exist in all the tested samples. For nonirradiated samples, free radical concentration was higher in natural melanin than in synthetic melanin. UV irradiation caused the increase of free radical concentrations in synthetic melanin samples and this effect depends on the time of irradiation. The largest free radical formation in the both melanins was obtained for 60 min of UV irradiation. Free radical concentrations after the UV irradiation of melanins during 30 min were lower than during irradiation by 15 min, and probably this effect was the result of recombination of the radiatively formed free radicals. EPR lines of the tested samples broadened with increasing microwave power, so these lines were homogeneously broadened. The two types of melanins differed in the time of spin-lattice relaxation processes. Slower spin-lattice relaxation processes exist in melanin from Sepia officinalis than in synthetic melanin. UV irradiation did not change the time of spin-lattice relaxation processes in the tested melanins. The performed studies confirmed the usefulness of EPR spectroscopy in cosmetology and medicine.

Opis:
Undercover police operations are used for the most serious crimes when the possibilities of other operational methods have been exhausted. The specifi city of this non-standard tactic of police operations is associated with many threats to the participating offi cers who work undercover. This study aims to examine the threats accompanying secret operations conducted in Poland and determine the extent to which the UCO’s experience infl uences the risk assessment and behaviour of policemen participating in such operations. Empirical research was conducted using a diagnostic survey method. The research results do not unequivocally confi rm the relationship between the experience of undercover policemen and risk estimation. However, they allow for inference about their behaviour during undercover operations.

Th e aim of the article is to present the attempts undertaken by King John Casimir to make equal the powers of Lithuanian hetmans and thus to limit the authority of the Lithuanian grand hetman. To this end, the king, alongside with his legal attempts, appointed to the office of Lithuanian fi eld hetman Wincenty Korwin Gosiewski, closely associated with the royal court. Attention also is paid to negative consequences of King John Casimir’s actions for the combat and operational capacity of the Lithuanian army.
Celem artykułu jest pokazanie podejmowanych przez Jana Kazimierza Wazę prób zrównania kompetencji hetmanów litewskich, a tym samym ograniczenia władzy hetmana wielkiego. Król, oprócz podejmowania inicjatyw o charakterze prawnym, starał się osiągnąć zakładany cel przez nominację na funkcję hetmana polnego ściśle związanego z dworem Wincentego Korwina Gosiewskiego. Opis:
The ruling under review deals with an issue that has long been present in doctrine and jurisprudence. The commented judgement is yet another statement of the Supreme Court concerning the jurisdiction of the court in cases relating to civil claims of reinstated officers. However, the analysed judgement is signifi cant because it determines not only the jurisdiction of common courts (which has already been confi rmed in previous case law) but also determines the character of the benefit granted under Article 42 paragraph 5 of the Police Act. The interpretation of this provision adopted by the Supreme Court opens the way for reinstated officers to seek compensation from the State Treasury over the limit specified in this provision,

Opis:
The main task of this publication is to present the psychological care and psycho-education system in the Polish Police. The aim of the mental health care system is to provide help and psychological support to police officers and police employees, and to relieve their tensions caused by negative external factors, called stressors. This help and support is necessary due to the fact that the profession of a police officer is considered a ‘high-risk’ job, one of the most stressful in the world and resulting in many difficult experiences, burdens and problems in the psychological sphere. Persistent mental disorders are often the cause of somatic diseases. Police officers on duty are confronted with many difficult situations, stressful events and they are exposed to numerous challenging and risky situations, which in consequence are the cause of the professional stress in officers. This, in turn, leads to psychological tensions and various ailments, somatic and mental illnesses. The article presents a number of factors that occur in the external service that are sources of work stress. Reference has also been made to the fact that a very common source of this stress is an inappropriate management process within the Police. The reason for numerous tensions are often conflicts between superiors and subordinates. However, the key to the publication is the description of the functioning of the mentioned system. The history of its creation is the first step in its presentation here. The organisational structure of the system, the relatively full range of tasks assigned to officers, the organisation of their work, as well as the catalogue of events requiring their intervention and the forms of psychological assistance have all been presented. The paper also focuses on the psycho-education system — the one carried out directly by police psychologists, and this performed in a broader sense, called the psychological education which is carried out by the lecturers and management of the Police. As part of this psychological education process, future and current managers are equipped with a wide range of psychological knowledge. It is necessary for managers at various levels to be the first to provide the necessary psychological support and ‘first aid’ to their subordinates in cases of occupational stress and psychological load caused by service conditions. The conclusion shows that a well-functioning system of psychological care and psycho-education has a positive impact on the mental condition of police officers and employees, on their level of satisfaction with police service, and indirectly on the quality and effectiveness of the police work.
