The text analyzes usefulness of various scientific ways of describing cities for the political science research. These ways are verified in context of the study of electoral behaviour, urban elites and city development. The article points the problems related to definition of a city, especially in comparative research. It shows traps associated with identifying “city” with an administrative unit. The conclusion suggests the use of node metaphor as the most appropriate way of describing the city and its connections with the environment.
Celem artukułu jest analiza użyteczności badań politologicznych różnych sposobów naukowego opisu miasta. Sposoby te są oceniane przez pryzmat badań nad zachowaniami wyborczymi, elitami miejskimi, funkcjonowaniem i rozwojem miast. W pracy wskazano problemy, jakie – szczególnie w badaniach porównawczych – rodzi sama definicja miasta. Ukazano też pułapki związane z utożsamieniem miasta z jednostką administracyjną. W konkluzji zaproponowano wykorzystanie metafory węzła jako najbardziej adekwatnego sposobu opisu miasta i jego powiązań z otoczeniem.

The article aims to identify the problems faced by urban and regional communities and to provide implementable approaches derived from the economic base theory (EBT). This review essay discusses (often critically) the relevance of EBT to urban and regional research. The article seeks to explore the theoretical implications of the limitations and challenges of basic and non-basic sectors development. The author explored how EBT can increase our understanding of economic processes. A presentation of EBT is followed by a description of the functional structures of cities and regions. The study focused on the evaluation and the application of EBT. The results confirm that EBT has longstanding importance in spatial planning. Although EBT is a simplified abstraction of reality, it can be a helpful platform for the effective implementation of regional (urban) strategies. The original contribution of this paper is to open up the perspective for further research on EBT.
Celem artykułu jest identyfikacja problemów rozwojowych społeczności miejskich i regionalnych oraz przedstawienie możliwych rozwiązań na gruncie teorii bazy ekonomicznej. Artykuł stanowi teoretyczny esej przeglądowy, spełniający funkcje idiograficzną i eksplanacyjną oraz ukazujący (często krytycznie) znaczenie teorii bazy ekonomicznej dla badań miejskich i regionalnych. Przeprowadzone badania własne miały dać odpowiedź, w jaki sposób teoria bazy ekonomicznej wyjaśnia funkcjonowanie gospodarki regionalnej (miejskiej). Przedstawiony został model bazy ekonomicznej oraz różne metody jej pomiaru, a następnie opisana struktura funkcjonalna miast i regionów. Wyniki badań potwierdziły, że teoria bazy ekonomicznej, chociaż jest uproszczoną abstrakcją rzeczywistości, może być użyteczną platformą dla zrozumienia specyfiki analiz rozwojowych i oceny konkurencyjnych strategii miejskich i regionalnych. Artykuł może stanowić asumpt do dalszych pogłębionych badań nad koncepcją bazy ekonomicznej.

Urban transport system’s efficiency and capacity is one of the most important competitiveness factors. Sustainable mobility is one that meets the needs of society to move freely, gain access, communicate, trade and establish relationships without sacrificing other essential human or ecological requirements today or in the future. This concept should become a priority while planning the cities development nowadays. The aim of the paper is to present the basic idea and solutions as far as the promotion and implementation of this concept is concerned. Based on the available documents and data and also survey research, the paper presents sustainable mobility in agglomerations with a special emphasis on Gdynia. The research has been carried out among the Gdynia city inhabitants and dealt with their preferences as far as the traffic organization at representative locations: Al. Jana Pawła II i na Skwer Kościuszki is concerned.

This paper focuses on an African street experienced as profoundly contradictory. It departs from Adeline Masquelier`s observation that this landscape is an object of both fascination and terror, and a space of both fear and desire. The street offers jobs, goods and economic opportunities, but it can also lead to isolation, marginalization and fatalities. The paper is based on field research undertook in Omdurman in 2013 and granted by the Ministry of Science and Higher Education.

Some consider the multiculturality of Wrocław to be its obvious and socially legitimised “property”, whereas others view it as controversial and refutable construct. In the paper, we would like to investigate the multiculturality of the Lower Silesia’s capital taking into account its internal differentiation, which is mostly due to the adjudicating authorities – city authorities, its citizens and researchers - as well as observable dynamics. Hence, we propose to inspect the following: firstly, the real differentiation of the social structure of Wrocław’s inhabitants and its transformations related mostly to the influx of Ukrainians, who change the ethnic cityscape; secondly, the politics of municipal authorities regarding the promotion and strengthening of the city’s image as the multicultural, open and tolerant “meeting place”, as well as initiatives inscribed therein and other observable, contradictory events; thirdly, the evaluation of Wrocław’s multiculturality and its selected aspects performed by the city’s inhabitants and revealed in the research on this phenomenon in 2011 and in two editions of Social Diagnosis of Wrocław (2014 and 2017).

The interiors of reconstructed extensive blocks of the historic Main Town in Gdańsk are nowadays degraded areas, full of cars, with “holes” after never-finished archaeological excavations. It is not surprising that inhabitants avoid them. These are NON-PLACES. This situation prompts social movements to act. The first step towards the change was the interdisciplinary and transdisciplinary project of revitalization of one of the backyards. The main issue was to find a way of its development accepted by users, economically justified and based on the cultural heritage of this unique city. This was noticed by the dwellers, the media and the local government as well. The second step – the implementation of the project – is in progress. Based on this example, the question could be asked how to improve public participation in development process to make it more inclusive and effective. The aim of the paper is to assess if Design Thinking methodology could help to strengthen dialogue in urban space. The project of development of the backyard in the Main Town in Gdańsk can be an example that it might be the relevant method of solving problems in cities in the participatory way.

The article contains a synthetic review of the most important subjects and directions of research in the field of the history of cities and townspeople in pre-partition Poland (to the end of the eighteenth century) based on scholarly publications from the last ten years. The author characterises the attitude of contemporary historians of cities towards questionnaires and research methods worked out in the second half of the twentieth century in the area of socio-economic history. He also outlines the prospects for the further development of Polish urban historiography, emphasising the importance of taking inspiration from the achievements of cultural anthropology and the cooperation of historians with representatives of other humanistic disciplines.

Opis:
This article proposes a model of urban space research that is related to processes of consultation and participation, and thus leads to changes. The author refers here to new concepts of knowledge about the city and urban competences, such as Colin McFarlane’s proposal of learning the city. Based on the analysis (adopting the perspective of critical urban studies) of an example of a city centre revitalisation project (Project CENTRE in Poznań), the text calls for changing the research model (scientific, scientific-participatory, diagnostic, consultative), so that it enables the acquisition of anticipatory knowledge through a collaborative process. Anticipatory knowledge is here understood as the knowledge that can be applied not only to address the status quo (conflicts over the rights to the city, economic and demographic conditions), but also to predict and thus consider changes in the future (for example climate change). Learning encompasses the processual, embodied and situated nature of knowledge about the city, which is necessary in today’s conditions of urbanised environment and its ongoing transformation. As such it turns into a political concept where to have the knowledge of the city (finally recognised as a living environment) means to know how to ensure that city management conditions are more just and fair.

Artykuł opracowany został na podstawie wypowiedzi autora na posiedzeniu Plenarnym Komitetu Architektury i Urbanistyki PAN w Warszawie w dniu 25.09.2010 roku i stanowi próbę określenia zakresu dyscypliny naukowej: architektura i urbanistyka, jej stanu w porównaniu z poziomem światowym oraz jej silnych i słabych stron. Autor stwierdza, że dyscyplina ta ma duże szanse rozwojowe w Polsce i za granica. Barierami jej rozwoju są ograniczenia formalno-prawne i niski budżet na rozwój naukowy.
The paper was prepared on hand of the author's presentation at the Plenary Meeting of the Architecture and Urban Planning Committee of Polish Academy of Sciences in Warsaw, held on 25-th of September 2010 and is a trial to define the range of the scientific discipline of architecture and urban planning in Poland, it's state of art in comparison to the world level and it's strong and weak features. Author concludes, that this discipline has big development chances in Poland and abroad. The development barriers consist of formal and legal prescriptions and Iow budget for financing the scientific development.

Badania postulatów przewozowych dotyczących podróży miejskich w Gdyni opierają się na 30 latach doświadczeń. W tym czasie zrealizowano 14 tur badań marketingowych zorganizowanych przez Katedrę Rynku Transportowego Uniwersytetu Gdańskiego (wcześniej Katedrę Ekonomiki Transportu) oraz Zarząd Komunikacji Miejskiej w Gdyni. W artykule przedstawiono ewolucję metodologii tych badań, w szczególności w zakresie doboru próby badawczej, identyfikacji najważniejszych postulatów przewozowych oraz ich hierarchizacji, a także warunków uznania za spełnione wybranych postulatów przewozowych. Na podstawie analizy przeprowadzonej w artykule udowodniono tezę, że w hierarchii postulatów przewozowych następują zmiany pod wpływem oddziaływania określonych uwarunkowań po stronie popytu i podaży, przy czym w ramach tych postulatów można wyodrębnić względnie stałą grupę uznawanych za najważniejsze i mniej ważne.
The study on transportation postulates regarding the urban travels in Gdynia is based on 30 years of experience. At that time 14 rounds of marketing research organized by the Department of Transportation Market of University of Gdansk (formerly the Department of Transport Economics) and the Urban Transport Authority in Gdynia were completed. The article presents the evolution of the methodology of these studies, particularly in the field of the selection of research sample, the identification of the most important transportation postulates and their hierarchy, as well as the conditions for recognition the transportation postulates as full field. The analysis carried out in the article proves the thesis that the hierarchy of transportation postulates changes under the influence of specific conditions of the demand side and the supply side and that the postulates can be divided into relatively two constant groups considered as most important and less important.

Liczne archiwa parafialne skrywają po dziś dzień pisane świadectwa duszpasterskiej posługi wielu pokoleń kapłańskich. Archiwalia te są także doskonałym odwzorowaniem ich wiernej służby Kościołowi. Wśród dokumentów archiwalnych znajdują się również i takie, które wskazują na szerokie zainteresowania pozaduszpasterskie kapłanów, jak w przypadku ks. Karla Urbana (1864-1923) – proboszcza parafii w Sadowie w dekanacie lublinieckim na Górnym Śląsku. Ten mało dziś znany badacz śląskich dziejów pozostawił po sobie sporo prac historycznych, zarówno tych opublikowanych, jak i nadal pozostających w rękopisie. Jednym z jego przedsięwzięć było zebranie oraz opisanie najstarszych pieczęci kościelnych i gminnych wszystkich miejscowości na historycznym obszarze ziemi lublinieckiej: miast, wiosek, kolonii, a nawet przysiółków na dawnym pograniczu północnych ziem Górnego Śląska i południowo-zachodnich rubieży dawnej Rzeczypospolitej. Dzięki pozostawionym przez niego notatkom i skorowidzom, a także dzięki zachowanej korespondencji dotyczącej tegoż projektu, w artykule przedstawiono genezę powziętego przez ks. K. Urbana przedsięwzięcia i odtworzono jego żmudny warsztat pracy. Ponadto charakterystyce poddano dwa nieukończone rękopisy duchownego, które miano wykorzystać do zamieszczenia wyników jego naukowych badań w jednym ze śląskich periodyków historycznych. Po latach dzieło ks. Urbana posłużyło do wydania monografii poświęconej pieczęciom z terenów ziemi lublinieckiej, opublikowanej w 2012 roku.
Numerous parish archives still conceal written testimonies of the pastoral ministry of many generations of priests. These archives are also an excellent representation of their faithful service to the Church. The archival documents also include some that indicate the priests’ wide-ranging extra-pastoral interests, as in the case of Rev. Karl Urban (1864–1923) – the parish priest of Sadów in the Lubliniec deanery in Upper Silesia. This little-known researcher of Silesian history has left behind a considerable number of historical works, both published and still in manuscript. One of his undertakings was to collect and describe the oldest church and communal seals of all localities in the historic area of the Lubliniec region: towns, villages, colonies and even hamlets on the former borderland of the northern lands of Upper Silesia and the southwestern frontiers of the Commonwealth. Thanks to the notes and scrapbooks he left behind, as well as the surviving correspondence regarding the project, the article outlines the genesis of Rev. K. Urban’s undertaking and reconstructs his painstaking workshop. In addition, two unfinished manuscripts of the clergyman were characterized, which were to be used to include the results of his scientific research in one of Silesia’s historical periodicals. Years later, Rev. Urban’s work was used to publish a monograph on seals from the Lubliniec area, published in 2012.

Więcej uwagi należy też poświęcać idei inteligentnego miasta, autonomicznym systemom wsparcia transportu drogowego i zwalczaniu niekontrolowanego rozlewania się obszarów miejskiej zabudowy, a ogólnie rzecz biorąc wykorzystywaniu w sektorze transportu sześciu kluczowych technologii innowacyjnych, obejmujących: zaawansowane materiały, mikro- i nanoelektronikę, nanotechnologię, fotonikę, biotechnologię przemysłową i innowacyjne procesy produkcyjne. Podniesienie statusu finansowego polskich uczestników europejskich programów badawczych przyczyniłoby się do wzrostu konkurencyjności polskiego przemysłu, którego innowacyjność obecnie nie wytrzymuje konkurencji nie tylko krajów azjatyckich, ale i europejskich. W artykule skoncentrowano się na omówieniu wybranych innowacji z zakresu ekomobilności miejskiej (konsultant wyboru środka transportu, pojazdy o napędzie alternatywnym, miejskie wypożyczalnie samochodów elektrycznych, promocja ruchu rowerowego, chodniki ruchome), które stanowić mogą dla polskich przedsiębiorców i naukowców inspirację dla ich dalszego udoskonalania oraz tworzenia nowych produktów i usług.
For wider participation in international research projects we have to concentrate on the issues referring to three main challenges facing Europe and the world. They are: climate change, safety & security and aging of population. More attention should be paid to the smart city idea, V2X connectivity and urban sprawl. Generally speaking, we have to pay more attention on using in transport sector six Key Enabling Technologies (indicated by the European Commission): advanced materials, micro- and nanoelectronics, nanotechnology, photonics, industrial biotechnology and advanced manufacturing. Upgrading of the Polish scientists financial status could increase competitiveness of Polish industry which at present is not innovative enough to compete with Asian as well as European companies. The article concentrates on some innovations in the field of urban eco-mobility (Smart Eco-travel Planner, alternative propulsion vehicles, municipal electric cars sharing systems, cycling promotion, moving sidewalks) for inspiring Polish entrepreneurs and scientists in further improvements and creation of the new products and services.

The manuscript deals with the subject of determining the optimal delivery routes in terms of supplying urban distribution centers when minimizing the distance traveled in a particular region for the purpose of addressing city logistics issues using the specific Operations Research method, namely the Clarke-Wright method. Thus, the main paper objective is to examine the issue: what are the optimal transport journeys from the specific object among individual customers in a certain region in order to execute minimum transport performance? First two sections of the manuscript specify the relevant concepts regarding the issue of distribution tasks and vehicle routing problem, and presents data and methods in relation to this research study. The most significant part of the article models the individual routes to determine the optimal interconnections of urban distribution center and their supply from one logistics service center in a regional logistics network at a city logistics scale when applying the Clarke-Wright method. The last sections of the elaborated research study evaluate the major findings and discuss the possible future initiatives in the topic addressed.
