The goal of the article is to define the Ship Traffic and Port Operation Information Critical Infrastructure Network. In first step, the basic information about EMSA are introduced. There are two main information systems for safety of the ships: SeaSafeNet and THETIS, which are presented in details. Furthermore, the ship information systems operated in Poland are introduced and described. These systems are: PHICS, MarSSiES and DGPS. Besides, the port operation systems in Baltic Sea Region are presented. According to the knowledge the 166 Ship Traffic and Operation Information Critical Infrastructure Network components are proposed.

This study aims to improve an earlier safety analysis of port and maritime transportation systems in two cases. The first case does not consider outside impacts and the second case operates under the assumption that they are impacted by their operation processes. New and original suggestions on separate and joint system safety and operation cost optimization are also described and future research is also outlined. Probabilistic modeling methods are used as the research methods. The proposed research procedures enable the determination of the safety function and risk function for the port oil terminal critical infrastructure and the maritime ferry technical system in both examined cases, based on the strictly exact statistical data about their operation processes and on the improved approximate evaluations of their components safety parameters through expert opinion methods that originate directly from the users of these systems. Other proposed practically significant safety and resilience indicators are the mean lifetime up to the exceeding of a critical safety state, the moment when the risk function value exceeds the acceptable safety level, the intensity of ageing/degradation in both cases, the coefficient of operation process impact on system safety, and the coefficient of system resilience to operation process impact in the second case. As a result of this research, it is originally found that the proposed cost optimization procedures and the finding of the corresponding system safety indicators deliver an important possibility for the system total operation cost minimizing and keep fixed the corresponding conditional safety indicators during the operation. It was also established that the proposed system safety optimization procedures, and corresponding system operation total costs, deliver an important possibility for the system safety indicators maximization and keep fixed the corresponding system operation total costs during the operation.

Opis:
Widespread use of innovative technologies in all spheres of life has brought the maritime transport industry, in particular, the process of ship navigation, to a completely new qualitative level. Various navigation systems recently introduced and used only as additional devices have gradually become an obligatory element of shipboard equipment and navigation complexes of modern vessels, extending their functionality and capabilities. The human factor influence caused by automation of ship operation processes becomes a separate challenge. Risks to shipping safety and consequences of breach of safety standards for crew, vessel and cargo are far from being a full list of the problems to be solved. This paper offers an overview of general issues of ensuring the level of safety of shipping, by examining the concept of "vessel safety", considering its individual sides, features, as well as constituent aspects of the concept, systematization of the vessel safety structure to develop solutions toward improving the integral safety and optimization of decision-making in emergencies. Achievement of the general purpose of shipping safety thus means the realization of ways of reducing the influence of the human factor on several accidents and an estimation of the degree of influence of a set of factors on a ship during operation.

W opracowaniu przedstawiono funkcjonowanie oraz eksploatację portu gdańskiego i wydzielonej dla potrzeb gospodarki cywilnej części portu gdyńskiego w czasie II wojny światowej. Po wybuchu wojny, we wrześniu 1939 r. rozwiązano Radę Portu i Dróg Wodnych, sprawującą dotąd administrację nad portem gdańskim, a jej kompetencje powierzono komisarzowi państwowemu dla portów i dróg wodnych przy namiestniku Rzeszy Niemieckiej w Gdańsku. Komisarz państwowy przejął także administrację nad wyodrębnionym w styczniu 1940 r. dla potrzeb gospodarki cywilnej tzw. sektorem ekonomicznym w porcie wojennym Gdynia. Z początkiem 1940 r. oddano zarząd nad portem gdańskim i częścią cywilną w porcie gdyńskim utworzonemu przez namiestnika Rzeszy Niemieckiej oraz miasto Gdańsk towarzystwu akcyjnemu Gdańska Spółka Portowa z ograniczoną odpowiedzialnością (Danziger Hafengesellschaft mit beschränkter Haftung – “Dahag”). Realizowane podczas wojny inwestycje oraz uzupełnianie wyposażenia technicznego w obydwu portach usprawniły ich działalność oraz poprawiły zdolność przeładunkową. W sumie obroty towarowe wspólnoty portowej Gdańsk-Gdynia w okresie wojny były jednak mniejsze od wielkości przeładowywanych do momentu jej wybuchu. Pomimo wysiłków, podejmowanych przez władze spółki „Dahag,” zespół portowy Gdańsk–Gdynia nie stał się dominującym w południowej strefie Bałtyku ośrodkiem przewozów tranzytowych ze Skandynawii do państw Europy środkowej do czego, poza sytuacją wojenną, przyczyniła się także konkurencja innych portów niemieckich.
The study presents the functioning and operation of the port of Gdańsk and the civilian-economy zone of the port of Gdynia during World War II. After the outbreak of the war, in September 1939, the Harbour and Waterways Council, which had so far administered the port of Gdańsk, was dissolved, and its powers were entrusted to the State Commissioner for Harbours and Waterways working under the Reich Governor of Gdańsk. The State Commissioner also took over the administration of the so-called economic sector at the naval port of Gdynia. At the beginning of 1940, the management of the port of Gdańsk and the civilian part of the port of Gdynia was handed over to the joint stock company “Danziger Hafengesellschaft mit beschränkter Haftung” – “Dahag” established by the Reich Governor and the city of Gdańsk. The investments made in the two ports and the new technical equipment they received improved their operations and cargo handling capacity. However, the cargo turnover of the Gdańsk–Gdynia port complex during the war was smaller than the volumes handled before the outbreak of the war. Despite the efforts made by the authorities of “Dahag,” the Gdańsk–Gdynia port complex never became a hub for transit transport from Scandinavia to Central Europe in the southern part of the Baltic Sea, which, apart from the war, was due to competition from other German ports.

Opis:
A method for reliability optimization, which is relevant for critical infrastructure activity governed by operational processes, is presented and applied to a port oil terminal. The optimal values for the reliability and resilience indicators related to the operation, are determined for this critical type of infrastructure. Simple suggestions regarding optimized infrastructural operation strategies are formulated and implemented towards reorganizing the port oil terminal processes in order to maximize its lifetime in defined reliability states.

The paper is devoted the optimization of operation process and minimization of operation cost for Baltic Port and Shipping Critical Infrastructure Network (BPSCIN) at variable operation conditions related to the climateweather change. For this network, the optimal transient probabilities that minimize the mean value of the total operation costs are found. Finally, cost analysis of BPSCIN operation impacted by climate-weather change is presented in case the BPSCIN is non-repairable and in case it is repairable after exceeding its critical safety state.

The main aim of the paper is the adaptation of the known methods for safety modelling related to the operation process for Baltic Port and Shipping Critical Infrastructure Network. To realize this goal, the description of the four critical infrastructure networks, i.e. Baltic Port, Shipping, Ship traffic and port operation, and finally Baltic Port and Shipping are provided. The basic notations for operation process and multi-state CIN safety analysis for them are introduced. Furthermore, the Baltic Port and Shipping Critical Infrastructure Network safety function and its risk function are proposed. The practically significant critical infrastructure network safety indices like mean lifetime up to the exceeding a critical safety state, the moment when the risk function value exceeds the acceptable safety level, the component and critical infrastructure network intensities of ageing/degradation and the coefficients of operation impact on component and critical infrastructure network intensities of ageing are presented for four CIs considered in the paper.

The paper introduces some possible manoeuvres of the ferry „Gryf” in difficult hydro and meteorological conditions, in which standard methods do not permit execution of mooring and unmooring. Brief characteristics of the ferry m/f „Gryf” have been presented. Typical and most often met extreme hydro and meteorological conditions have been described for ?winouj?cie and Ystad. Examplary techniques of manoeuvres have also been presented for both ports of operation.

Modeling the safety of critical infrastructure free of outside impacts is presented, and basic safety indicators are defined. The safety of the port oil terminal critical infrastructure free of any outside impacts is examined based on critical infrastructure safety statistical data provided by the operators. Its safety function and other safety indicators are identified and predicted. Furthermore, the safety and resilience indicators for the critical infrastructure of the port oil terminal impacted by its operations are determined, and the results are compared to its indicators obtained without considering operation impacts

The continuing surge in commercial vessel sizes is putting increasing pressures on the world’s port authorities to adopt effective expansion strategies to ensure that their asset is able to meet growing capacity demands. Among the key challenges is to assure that correct strategic planning and operational measures are adopted to guarantee safe and efficient traffic not only through its shipping channel, but also at the port berthing facilities. DHI and FORCE TECHNOLOGY have collaborated to develop a novel physics-based vessel traffic management system named NCOS ONLINE. It is capable of taking into account of any relevant vessel constraints such as under-keel clearance (UKC), maneuverability and berth configuration that may constrict the movement of vessels through the channel or operability at berth, facilitating scenario planning and capacity assessment of proven unparalleled accuracy. The system incorporates the accuracy of high-end Full Mission Bridge Simulators with regards to vessel response under power and at berth. The underlying computational engines uses a powerful 3D panel method for vessel response calculations in combination with highly detailed environmental data such as wind, waves and hydrodynamics (water level and currents) simulated by use of MIKE Powered by DHI’s recognized and scientific based computational models. The modular and integrated framework-based system has already been adopted by numerous port authorities, terminal operators and pilots worldwide for strategic port planning, design and 24/7 operational vessel traffic management. The paper focus on presenting the underlying equational framework and validation of the underlying physical response engines and provide a brief introduction to how they are integrated and operated through a series of user-friendly web dashboards.

Opis:
Briefly characteristic of m/f „Polonia" ferry has been presented. For the port of Ystad, topographical, hydro and meteorological conditions have been described. Moorings of the “Polonia” ferry at the port of Ystad have been discussed. Researches based on experts’ questionnaire and statistical methods of analyses have been exemplified. Finally there are some conclusions concerning improvements of ferries manoeuvres safety.
