Opis:: The archivist’s profession has been shaped by its relations with historic sciences. In the 19th century, where first archival institutions were founded, they attracted numerous historians. It was them who primarily joined the ranks of archives’ personnel and contributed to their development. It constitutes a foundation for the traditional archival methodology, the perception of archives themselves and the self-identification of their employees. Nowadays, the world is changing more rapidly than ever before affecting the archives. Polish state archives influenced by both techno-logical and cultural revolutions are faced with a difficult choice for further advancement of their scope and activities. This article outlines the principle reasons behind the discernible changes in the Polish archival realism. The authors try to answer the question of what these changes are, in which spheres of archival work take place and on what levels. They also prepare a portrait of an employee of the modern state archive in Poland and describe the transformations in the consciousness, self-esteem and intellectual and professional condition of archivists. They confront this picture with the situation in Ukrainian archives operating in a similar geographical area, although with the experience of the realities of the Soviet Union and a different systemic path after 1991. This comparative study was based on an analysis of the scientific literature on Polish and Ukrainian archivists and the results of research conducted by the authors among employees state archives.

Opis:: Usługi informacyjne archiwów to pojęcie, które dotąd w archiwistyce nie funkcjonowało. Próbę jego zdefiniowania i określenia zakresu wymuszają zachodzące zmiany społeczne. W dobie formowania się społeczeństwa informacyjnego szczególnej wagi nabiera szybki i efektywny dostęp do informacji. W tekście analizie poddane zostały wprowadzone przez informatologów definicje usług informacyjnych, akty prawne międzynarodowe i polskie, a także piśmiennictwo archiwistyczne.
Archival information services is a concept that has not yet been operationalized in archive studies. An attempt to define it and delineate its scope results from the requirements imposed on archives by the social changes which are currently taking place. In the era of the formation of information society, fast and effective access to information becomes particularly important. The text analyses the definitions of information services, which were introduced by information scientists, international and Polish legal acts, as well as archival literature.

Brak wskazówek dotyczących zasad przeprowadzania kontroli archiwalnych w zakresie dokumentacji elektronicznej, w różny sposób gromadzonej, wytwarzanej i przechowywanej w jednostkach organizacyjnych będących pod nadzorem archiwalnym, powodował wyraźną różnorodność w zakresie weryfikacji i opisu danych zgromadzonych w trakcie kontroli archiwalnych. Artykuł zawiera przykłady problemów zgłaszanych przez środowisko archiwalne oraz próbę analizy wytycznych dotyczących przeprowadzania kontroli postępowania z dokumentami elektronicznymi.
The emergence of legal acts on the computerisation of public administration in Poland, the spread of electronic documentation and various types of IT tools and electronic document management systems have not always improved the performance of office activities and the documentation of cases. The lack of guidance on the rules for archival audits of electronic records, which are collected, produced and stored differently in the organisational units under archival supervision, has resulted in a marked diversity in the verification and description of data collected during archival audits. The article includes examples of problems raised by the archives community and attempts to analyse guidelines for carrying out controls on the handling of electronic documents.

Opis:: Artykuł jest próbą analizy i zdefiniowania pojęcia kancelarii zbiurokratyzowanej jako przedmiotu badań. Przez ostatnie sto lat kancelaria była przedmiotem ożywionego zainteresowania nauki polskiej najpierw na potrzeby archiwistyki, a ostatecznie także dyplomatyki i historii administracji. Autor analizuje zjawisko kancelarii pod względem organizacji czynności kancelaryjnych, funkcji organizacji oraz jako system obsługi dokumentowej (system kancelaryjny). Ważnym punktem odniesienia do rozpoznania tego przedmiotu badań jest teoria cyklu życiowego dokumentu. Podsumowaniem rozważań jest zarys modelu monografii kancelarii.
The article is an attempt to analyze and define the concept of a bureaucratic office as a subject of research. Over the last hundred years, the office has been a subject of lively interest of Polish science, first for the needs of archival science, and finally also for diplomacy and history of administration. The author analyzes the phenomenon of the office in terms of the organization of office activities, the functions of the organization, and as a document service system (the office system). An important point of reference for recognizing this subject of research is the theory of the document life cycle. The summary of the considerations is the outline of the monograph model of the office.

Opis:: Zmieniające się regulacje prawne, rozwój nowych, ale niejednorodnych, narzędzi wspomagających zarządzenie dokumentacją oraz rosnąca ilość wytwarzanej dokumentacji elektronicznej sprawiły, że archiwa państwowe stanęły m.in. przed koniecznością stworzenia odpowiednich metod przeprowadzania kontroli archiwalnych. Celem niniejszego artykułu jest ocena stopnia szczegółowości danych dotyczących elektronicznego zarządzania dokumentacją, w tym wytwarzanej i gromadzonej dokumentacji elektronicznej, zawartych w protokołach kontroli archiwalnych. Określone zostaną także zmiany zakresu protokołowanych danych. Jako cezurę początkową obrano rok 2011 – moment wejścia w życie rozporządzenia Prezesa Rady Ministrów z 18 stycznia 2011 r., które – po pierwsze – zdefiniowało system EZD, a po drugie – uregulowało możliwość elektronicznego zarządzania dokumentacją w organach administracji rządowej zespolonej w województwie, organach samorządu województwa, organach powiatu, organach gmin i związków międzygminnych oraz urzędach obsługujących te organy. Rok 2019 nie jest datą kończącą obowiązywanie rozporządzenia, ale z uwagi na wybuch pandemii COVID-19, zmieniającej obraz polskiego przedpola archiwalnego, uznano go za odpowiednią cezurę zamykającą artykuł.
Changing legal regulations, development of new, but disparate tools supporting records management, as well as the growing volume of electronic documentation produced, among other things, have made it necessary for state archives to develop appropriate methods for conducting archival audits. The purpose of this article is to assess the granularity of data regarding electronic records management, including electronic records produced and collected, as reflected in protocols from archival audits. Changes in the scope of logged data will also be addressed. Year 2011 was chosen as the starting point – it marks entry into force of the Prime Minister’s Ordinance of January 18, 2011, which defined the EDM system and regulated the possibility of electronic documentation management in consolidated government administration bodies on the voivodship level, voivodship self-government bodies, county bodies, bodies of municipalities and inter-municipal unions, as well as offices serving such bodies. Year 2019 is not the expiration date for the regulation itself, but due to the outbreak of the COVID-19 pandemic, which arguably changed the landscape of the Polish archival foreground, it was considered an appropriate concluding point for the article.

Opis:: The article considers the current state and development of the legislative base of the Republic of Kazakhstan, which regulates the creation, transfer, recording and preservation of electronic documents, determining the status of the certification center, the form of state control in the field of electronic documents and digital signatures, ensuring the safety of electronic documents, the functioning of electronic archives, etc. Based on the analysis of normative legal acts adopted in recent years, their main characteristics are determined, and existing both solved and unsolved legal problems in this industry are identified. The issues of state control and separation of powers between state bodies whose competence includes state regulation in the field of electronic document management and electronic archives are considered.

The list covers the years 2001-2010. The theses are arranged in chronological and alphabetical order by the annual date of the final exam and the name of author's work in a given year. The information included in the catalogue comes from the UsosWeb system. Additionally, this article presents the tables; the first one contains data on the number of graduated students along with their supervisors, and the other one the number of the written works in different years. As the catalogue is an archival aid, the author also included currently valid rules for the use of theses in the Archive of Nicolaus Copernicus University.
