    The article refers to the issue of transformation of the 1990s in Central and Eastern Europe in the face of the problem of implication of the assumptions of the social market economy. The first part of the article compares the paradigms of Keynesian economics, neoliberal economics and social market economy. This part discusses the main assumptions of these trends, their differences and similarities as well as the consequences they have brought to economic systems. In the next part the authors present the problem of the Washington Consensus and the changes introduced to the Polish economy. The discussed content aims to indicate the difficulty of implementing classic principles of the social market economy in Poland.The aim of the article is to verify the thesis that social enterprises can be an alternative to the systemic market economy. In the article, social enterprises were defined as entities that are locally rooted, and are part of the process of endogenous local development.

    Opis:
    The main aim of the paper is to present important factors influencing present and future shape of the European Union. Among many important factors three of them have been chosen: globalization, collapse of the Washington consensus, as well as the shift in the international order. Author tried to show in which way the impact of those factors influences different spheres of the EU, starting with the most important issues (like an optimal model of the European integration) and coming to the economic and social matters. It was underlined that this kind of influence is reciprocal – it means that the European Union has also possibilities to change interational situation, and its ability with this regard depends on the EU’s effectiveness and performance as an international organization.

    Brazylia jest przykładem kraju, który w ciągu dwóch dekad zupełnie zmienił spojrzenie na rolę państwa w kształtowaniu polityki gospodarczej. W latach 90. XX w. rządzący starali się wprowadzać reformy rynkowe zgodnie z zasadami konsensusu waszyngtońskiego. Dziesięć lat później zasady wolnego rynku zostały połączone z aktywną działalnością państwa. W niniejszym artykule przedstawiono zmiany, jakie dokonały się w systemie społeczno- gospodarczym Brazylii, a także scharakteryzowano działania podejmowane przez państwo od początku lat 90. XX w. aż do końca prezydentury Luiza Inácio Luli da Silvy. W opracowaniu zaprezentowano również przyczyny zmiany sposobu prowadzenia polityki gospodarczej.
    Brazil is an interesting example of a country that has changed its view of the role of the state in creating economic policy in last two decades. In the 1990s, the rulers tried to introduce market reforms in accordance with principles of the Washington Consensus. Ten years later, principles of the free market were combined with the active activity of the state. This article presents changes that have taken place in the socioeconomic system of Brazil and characterized actions taken by the state from the beginning of the 1990s until the end of the presidency of Luiz Inácio Lula da Silva. The following considerations also present reasons for changing the way of conducting economic policy.

    The debate over the state and the market and their mutual relation-ship has always been linked, both in Europe and Latin America, with the discussion on development strategies. The author makes a critical assessment of this debate from the early twentieth century till today. The second part discusses the experiences of the welfare state, the European variant of modern capitalism, its successes and crises and their readings for Latin America to finally question the place of social cohesion in the European-Latin American relations.
    El debate sobre el Estado y el mercado y su relacionamiento mutuo fue siempre vinculado, tanto en Europa, como en América Latina, a la discusión sobre las estrategias de desarrollo. El autor hace un balance crítico de este debate desde el comienzo del siglo veinte hasta nuestros días. En la segunda parte se discute las expe-riencias del Estado Benefactor, la variante europea del capitalismo moderno, sus éxi-tos y crisis, y sus lecturas para América Latina para, finalmente, preguntarse por el lu-gar de la cohesión social en las relaciones europeo-latinoamericanas.

    Globalizacyjne procesy zachodzące w gospodarce światowej ujawniły zarówno pozytywne, jak i negatywne skutki w sferze gospodarczej, politycznej, społecznej i kulturowej. Neoliberalny nurt w teorii ekonomii, stanowiący podbudowę globalizacji, zawiera sprzeczności, które są konfliktogenne i przyczyniają się do narastania niezadowolenia w wielu społeczeństwach, zwłaszcza w krajach o niższym poziomie rozwoju. Zidentyfikowanie tych sprzeczności może być punktem wyjścia do poszukiwań nowego paradygmatu w ekonomii, który mógłby nadać inną jakość rozwojowi współczesnych społeczeństw. Wydaje się, że świeże i krytyczne oceny zjawisk globalizacyjnych mogą powstać tylko na gruncie nowej teoretycznej perspektywy – perspektywy wykraczającej poza wymiar ekonomiczny, poszerzonej o ogląd z pozycji nauk socjologicznych, nauk politycznych, psychologii i etyki. Artykuł podejmuje próbę takiego szerszego spojrzenia i położenia teoretycznych podwalin pod konstruktywną krytykę ładu ekonomicznego panującego w obecnym stadium kapitalizmu.
    The globalization processes taking place in world economy have brought both positive and negative effects in a number of key aspects: economic, political, sociological, and cultural. Some perceive that the neoliberal strand in economic thought, providing the theoretical underpinning for globalization, is characterized by contradictions that provoke conflicts and cause dissatisfaction in many societies, notably in less developed countries. Having identified these contradictions, we might be able to propose a new paradigm of economic thought in the hope of giving a different quality to the development of modern societies. It seems that new and critically fruitful insights into globalization can only arise from a new theoretical perspective that transcends economics as such and incorporates sociological, political, psychological and ethical outlooks. The paper sets out to provide such a broader outlook in exploring globalization issues and to lay foundations for a constructive criticism of the capitalism of today.
