    The Association of South-East Asian Nations (ASEAN) represents the world's second most influential regional integration project after the European Union (EU). Its fiftieth anniversary in August 2017 prompted extensive commentary on the achievements of this important regional grouping as well as on the challenges and opportunities that it confronts as it begins its second half-century. This article draws on those commentaries to present a stock-take of ASEAN at fifty from a liberal perspective. While acknowledging ASEAN's achievements over the last fifty years, it highlights the daunting challenges that threaten the grouping's efficacy and cohesion, with attendant implications for wider regional architecture in the Asia-Pacific region. From rising nationalism to the constraints of the 'ASEAN Way' and the slow progress of the ASEAN Economic Community, the 'centrality' of the organisation for its member states is in question. External pressures posed by turbulent geopolitical tides make ASEAN's hard-won 'centrality' in wider Asia-Pacific affairs an even more contested concept. There are nonetheless opportunities for ASEAN to avert a mid-life crisis and revitalise regional integration. ASEAN's best chance of doing so is to apply liberal approaches to regional order in ways that will strengthen rules-based institutions, collective security, political dialogue, economic openness and tolerance of differences.(original abstract)

    In the Russian Federation, interregional cooperation is limited, which negatively affects regional development and contributes to growing regional disparities. The goal of this research is to gain better understanding for slow and inconsistent development of interregional relations in Russia. The main hypothesis is that the lack of proper coordination and communication between the federal and regional levels of government, between regions themselves, as well as between regional authorities and other stakeholders in regions’ development is one of the key problems that hampers development of interregional cooperation in contemporary Russia. Retrospective, statistical, and content analysis were used to test this hypothesis. The analysis of the federal policy toward regional development since 1990 has shown gradual increase in centralisation of authority. The regional policy stimulated interregional competition and dependence on federal investments and subsidies. Nevertheless, the study of strategic plans of Siberian regions shows that with proper coordination and communication between interested parties some of the problems inhibiting interregional cooperation can be resolved. Better coordination, in turn, requires improvement of the institutional infrastructure. The findings are relevant for policy makers and scholars in the field of regional development. Further research is needed concerning the most efficient forms of coordination institutions.

    The six founders of the European Economic Community, later the European Union, did not differ substantially in terms of an economic level. Therefore the issue of policy and the problems connected with a regional development started to be discussed along with the development of the economic integration and the enlargement of Communities with another countries, which were much different economically from the founders. The European Regional Development Fund (ERDF ) was established at the Copenhagen summit in 1975 and the resources were distributed into member states. The subsequent enlargement of the Community in 1986 with Spain and Portugal contributed to signing the Single European Act (SEA), which created the basis for a new structural policy and its reform in 1988, and the binding rules were additionally enlarged in the European Union Treaty from Maastricht. The EU Treaty signed on 07.02.1992 in Maastricht in the Netherlands established the European Union and came into force on 01.11.1993. Poland, after entering the European Union on 01.05.2004, taking into consideration the experience from the absorption of the pre-accession funds for ten years, i.e. since 1994, since the first days after the accession used well the EU resources and the Lubuskie Voivodship led the way within this range in Poland. Therefore the regional development was supported by the structural funds orientated first of all to infrastructure and the protection of natural environment. The assistance programme of the European Union for the countries of Central and Eastern Europe – Phare had its edition since 1994 in the Lubuskie Voivodship as Phare Cross Border Cooperation CBC – the Programme of Poland – Germany Cross Border Cooperation was mainly used for the implementation of investment projects on the Polish-German borderland. This experience was implemented in the effective use of the support within the Integrated Operational Programme of Regional Development in 2004–2006. Over 80 million euros granted for the Lubuskie Voivodship were orientated mainly to road, council and social infrastructure and the cross border cooperation was financed by the Community Initiative Interreg III A, whose objective was to support the integrated and sustainable development in the economic, social and cultural area on the Polish-German borderland.

    W artykule przedstawiono analizę współpracy pomiędzy lokalnymi instytucjami w miastach europejskich, które wyłaniają się pod wpływem rozporządzeń wspólnotowych ustanawiających przepisy ogólne w sprawie funduszy strukturalnych, zwłaszcza w okresie programowania 2000-2006. W szczególności artykuł analizuje istniejące formy współpracy w dwóch europejskich miastach: w Krakowie, mieście z nowego kraju członkowskiego Unii Europejskiej, i w Glasgow, ze starego kraju członkowskiego UE.
    This paper analyses various forms of cooperation between local institutions in European cities, which emerge from the impact of European regulations laying down general provisions on structural funds, mostly in the programming period 2000-2006. More specifically, the paper addresses the issues of whether mobilization around EU-funded projects contributes to the emergence of new forms of cooperation or whether actors benefiting from EU funds are based on pre-existing local networks and relationships. Cooperation among institutions is analysed from two perspectives: ‘top down’ (decision making processes around EU projects) and ‘bottom up’ (mobilization to benefit EU funds). Specifically, this paper analyses existing forms of interactions between actors within two European cities: Krakow (from a new member state) and Glasgow (from an old member state).

    Artykuł prezentuje sąsiedzkie relacje państw nadbałtyckich w obszarze szeroko pojętej współpracy gospodarczej. Osiąganie różnych celów państw po okresie drugiej wojny światowej zasadniczo odbywa się, i zgodnie z futurologicznymi przewidywaniami najprawdopodobniej odbywać się będzie, z wykorzystaniem metod i narzędzi pozamilitarnych. W związku z tym przyczyn najdłuższego okresu pokoju w historii Europy należałoby upatrywać między innymi w obszarach gospodarczych i biznesowych. Wspólne interesy, zarówno pomiędzy państwami, jak i przedsiębiorstwami, a często między poszczególnymi obywatelami różnych państw, którzy koncentrują swoje wysiłki na realizacji celów gospodarczych i wypełnianiu funkcji zaspokajania potrzeb różnych grup odbiorców, są najlepszym sposobem na kształtowanie zaufania i bezpieczeństwa, co w sposób ekstrapolacyjny może dotyczyć także regionu Morza Bałtyckiego. W związku z powyższym głównym problemem badawczym artykułu jest poszukiwanie odpowiedzi na pytanie: Jakie znaczenie dla budowy bezpieczeństwa i zaufania w regionie Morza Bałtyckiego ma współpraca gospodarcza?
    The article presents the neighbouring Baltic states relations in the wider area of economic cooperation. Achieving different objectives by countries after World War II has been done and probably will take place, in principle, with use of non-military methods and tools. Therefore, the reasons for the longest period of peace in European history should be seen inter alia in the areas of economy and business. Common interests, both between countries and companies, and often between different nationalities, who focus their efforts on achieving the economic objectives and carrying out their functions to meet the needs of different beneficiaries are the best way of building confidence and security, which may also apply to the Baltic Sea region. Therefore, the main research problem in the article is finding answers to the question of the importance of economic cooperation to building security and confidence in the Baltic region.
