The goal of the paper is to review selected imputation techniques. Special attention is paid to methods implemented in some packages working in the R environment. Opis:
Building teams has a fundamental impact for execution of research and development projects. Often the success of the project depends on the competence of employees implementing these projects. Therefore, it becomes essential to build the team where skills complement each other in terms of knowledge, personality and practical skills. On the other hand an important element is the process of assessing the candidate. The person dealing with recruitment often bases its decisions on intuition / subjective impression and they tend to be unreliable. The article presents a proposal to use Fuzzy AHP and TOPSIS methods in team building for R&D projects on the basis of employees skills using for this process the most well-known tool, namely spreadsheet.

In our paper, we give the simulation results concerning the multiple-comparison procedures, especially their error measures, such as FWER and FDR. We compare the powers of four popular multiple-comparison procedures, applied to three standard statistical models. All of our simulations were carried out by using the R-project package.

Celem podjętych i przeprowadzonych badań była predykacja wielkości emisji CH4 z sektora rolniczego w Polsce na podstawie wielkości produkcji zwierząt gospodarskich. Prognozy prowadzono z wykorzystaniem sieci Flexible Bayesian Models. Poziom istotności analizowanych parametrów rozpatrzono w oparciu o testy Kendalla i Spearmana.
The aim of the study was the prediction of CH4 emissions from the agricultural sector in Poland on the basis of livestock production. Projections were carried out using the Bayesian Flexible Models network. The level of significance of the analyzed parameters were considered based on the Kendall and Spearman tests.

In this paper, an approach to evaluate R&D projects in telecommunications is presented. These Project have particular features that cannot be properly incorporated by classical evaluation methods. Supervised classification covers a number of data mining methods based on training data. These methods have been successfully applied to solve multi-criteria complex classification problems in many domains, including economical issues. In this paper we discuss features of some supervised classification methods based on decision trees and apply them to the direct marketing campaigns data of a Portuguese banking institution. We discuss and compare the following classification methods: decision trees, bagging, boosting, and random forests. A classification problem in our approach is defined in a scenario where a bank’s clients make decisions about the activation of their deposits. The obtained results are used for evaluating the effectiveness of the classification rules.

Introduction/background: The automotive sector is one of the most important industries for many industrialized countries. More than 20,000 parts per vehicle are sourced from suppliers from all over the world. Innovation projects in the automotive sector are the most complex and increasingly implemented in an open innovation model, i.e. with the participation of designers from multiple companies (R&D organizations, OEM, component suppliers, raw material suppliers). R&D projects driven by technology developments such as autonomous driving, electrification, in-car connectivity and multimodality are leading to a transformation of the industry (the largest since the invention of the car in 1885). The application of ITC (including the use of Industry 4.0 solutions like blockchain) means a new level of management of R&D projects carried out in an open model and control of the value creation chain throughout the product life cycle. Aim of the paper: The aim of the article was to introduce the concepts of inter-organizational innovation project management, project risk management, project management using ITC. Materials and methods: The research method used was: a systematic literature review. Results and conclusions: The article sought to confirm the thesis that automotive corporations are the forerunners of new solutions in the management of inter-organizational innovation projects.

One of the key issues in the management of R&D projects is tracking the process of their implementation, and the PR of the development of created solutions. The information about the current progress of the project and the identification of risks in different spheres of its implementation provides the possibility to take appropriate corrective actions on a continuing basis. This article presents a systemic approach and a practical application of a complex assessment of the maturity level of implementation and commercial potential in tracking and predicting the development of innovative technological solutions developed through R&D projects. It presents prediction capabilities for the development of technological solutions based on the analysis of evaluations using the example of tracking research projects conducted within the framework of the Strategic Programme, „Innovative Systems of Technical Support for Sustainable Development”. The article proposes directions for further research, which, in the process of predicting the development of solutions, factors in various aspects occurring at the design stage, preparation for the implementation, and commercialization.

The main aim of the paper is a statistical analysis of changes in household income distribution at the regional level in Poland taking into account the impact of government spending on social assistance. Various linear models (incorporating relations for spline functions) and the vector autoregression models (VAR) were used in the research. The linear models formulated for voivodships (NUTS 2) contained a dichotomous variable with values dependent on the existence of social programmes introduced by the Polish government in 2016. An independent variable representing expenditure per capita on social assistance specified for the national level was also used. The results for these models were compared with the findings of both microsimulation studies obtained on the basis of the Household Budget Surveys (HBS) and the total assessment of the social programmes, and they indicate a significant influence of social assistance expenditure on the amounts of available income. The calculations were conducted using data from the Statistics Poland databases: Local Data Bank (and in particular, data from the Polish HBS for the years 2000-2018) and from the Macroeconomic Data Bank, and from the annual reports on the implementation of the state budget. They were performed by means of the R-project environment and R-commander overlay, using the lm function as well as the vars module for the R-project environment. The study also involved using the Gretl package.
Głównym celem artykułu jest analiza statystyczna zmian rozkładu dochodów gospodarstw domowych w Polsce na poziomie regionalnym z uwzględnieniem wpływu wydatków rządowych na pomoc społeczną. W badaniu wykorzystano modele liniowe, które zawierają relacje wykorzystujące funkcje sklejane, oraz wektorowe modele autoregresyjne (VAR). Modele liniowe dla województw zawierały zmienną dychotomiczną o wartościach zależnych od funkcjonowania programów socjalnych wprowadzonych przez polski rząd w 2016 r. Wykorzystano również zmienną niezależną określającą wydatki na pomoc społeczną per capita na poziomie kraju. Wyniki dla tych modeli zostały porównane z podobnymi miarami wyznaczonymi w badaniach mikrosymulacyjnych na podstawie badania budżetów gospodarstw domowych oraz z łączną oceną programów społecznych. Wskazują one, że wydatki na pomoc społeczną mają znaczący wpływ na wartości dochodu rozporządzalnego. Do obliczeń wykorzystano dane z baz GUS: Banku Danych Lokalnych (w szczególności dane z badania budżetów gospodarstw domowych za lata 2000–2018) oraz Banku Danych Makroekonomicznych, a także dane z co-rocznych sprawozdań z wykonania budżetu państwa. Użyto środowiska R-project oraz nakładki R-commander z zastosowaniem funkcji lm, jak również modułu vars dla środowiska R-project. Posłużono się także programem Gretl.

W artykule przedstawiono główne zadania realizowanego przez Konsorcjum Naukowo-Przemysłowe „Zgazowanie węgla” Projektu Strategicznego NCBiR pt.: „Opracowanie technologii zgazowania węgla dla wysokoefektywnej produkcji paliw i energii elektrycznej”. M.in. zaprezentowano koncepcję procesu tlenowego zgazowania węgla w skali pilotowej, opartą na prowadzeniu procesu w reaktorze ciśnieniowym (CFB) i wykorzystaniu w tym procesie ditlenku węgla w charakterze surowca, jak również rozwijanego w ramach Projektu NCBR procesu podziemnego zgazowania węgla kamiennego.
This paper presents the main tasks of the strategic NCBiR Project: “Development of coal gasification technology for high--efficiency fuel and power production” implemented by the Scientific-Industrial Consortium. The project presents, among others, the idea of the oxygen gasification process, conducted in a pressure reactor on a pilot scale with the use of carbon dioxide as the gasification agent as well as the idea of underground hard coal gasification process developed within the framework of the NCBiR Project.

Building teams has a fundamental impact for execution of research and development projects. The teams appointed for the needs of given projects are based on individuals from both inside and outside of the organization. Knowledge is not only a product available on the market but also an intangible resource affecting their internal and external processes. Thus it is vitally important for businesses and scientific research facilities to effectively manage knowledge within project teams. The article presents a proposal to use Fuzzy AHP (Analytic Hierarchy Process ) and ANFIS (Adaptive Neuro Fuzzy Inference System) methods in working groups building for R&D projects on the basis of employees skills.
Budowanie zespołów ma podstawowe znaczenie dla realizacji projektów badawczych i rozwojowych. Zespoły powołane na potrzeby określonych projektów oparte są o osoby z wewnątrz i z zewnątrz organizacji. Wiedzy nie można traktować tylko jako jeden z produktów dostępnych na rynku, ale także jako zasób niematerialny, który wpływa na procesy wewnętrzne i zewnętrzne. Tak więc jest to niezwykle istotny potencjał dla firm i naukowych ośrodków badawczych, który ma wpływ na skuteczne zarządzanie wiedzą w zespołach projektowych. W artykule przedstawiono propozycję wykorzystania metod Fuzzy AHP (Analytic Hierarchy Process) i ANFIS (Adaptive Neuro Fuzzy Inference System) w budowaniu, kompletowaniu zespołów do realizacji projektów B + R na podstawie kwalifikacji pracowników.

Opis:
Agricultural greenhouse gases emissions are mainly produced in direct emissions from plant and animal production as well as those associated with land use changes. Studies attempt to describe the variables correlated with agricultural greenhouse gas emissions using linear regression. The analysis covered two groups of independent variables such as the main crops and livestock. The analysis included the last 20 years and variables were set using Pearson’s linear correlation. The resulting model concerns 87.5 % of the variability of agricultural greenhouse gases emissions, by cattle, horses, and rye. The study was conducted using the statistical package R-Project.
Emisje rolnicze głównych gazów cieplarnianych to ważniejsze bezpośrednie emisje wytwarzane w produkcji roślinnej i zwierzęcej, jak również te związane ze zmianami w sposobie użytkowania gruntów. W badaniach podjęto próbę opisu zmiennych skorelowanych z rolniczymi emisjami gazów cieplarnianych z wykorzystaniem regresji liniowej. Do badań przyjęto dwie grupy zmiennych niezależnych, tj. główne uprawy oraz zwierzęta hodowlane. Analizie poddano okres ostatnich 20 lat. Korzystając z testu Pearsona, wyznaczono liniowe korelacje między zmiennymi. Otrzymany model w 87,5 % wyjaśnia zmienności rolniczych emisji GHG zmiennością udziału bydła, koni oraz żyta. Badania prowadzono z wykorzystaniem pakietu statystycznego R-Project.

The paper presents a method of simplified evaluation based on the concept of the threshold (minimum) value of economic effects, i.e. the value covering capitalised project expenditures constituting the basis for estimating the rate of economic efficiency for different variants of R&D project implementation. The usefulness of the proposed method was assessed using the example of a research unit conducting advanced research and development activity in the area of technical solutions and their deployment in the field of electro-technical equipment and systems. The proposed method of assessing the economic potential can be used for the preliminary assessment of the project in the phase of the preparation of the project concept, when the research unit seeks to select project variants, as well as in the subsequent phases of the project implementation (at the designated checkpoints of the R&D project), when the research unit is focused on effectively managing the research process, making the decision on the continuation or termination of research activity.
W artykule przedstawiono metodę uproszczonej oceny opartej na koncepcji wartości granicznej (minimalnej) efektów ekonomicznych, czyli wartości pokrywającej zaktualizowane nakłady na projekt, stanowiącej podstawę szacowania stopy efektywności ekonomicznej dla wariantów realizacji projektów B+R. Oceny przydatności proponowanej metody dokonano na przykładzie jednostki badawczej prowadzącej zaawansowane prace badawczo-rozwojowe i wdrożeniowe nad rozwiązaniami technicznymi w dziedzinie urządzeń i systemów elektrotechnicznych. Proponowana metoda oceny potencjału komercyjnego może być stosowana zarówno w ramach oceny wstępnej projektu, jak i w fazie przygotowania koncepcji projektu, gdy podmiot badawczy stara się wybrać warianty realizacji oraz po poszczególnych etapach realizacji projektu (w punktach kontrolnych projektu B+R), gdy podmiot badawczy stara się skutecznie zarządzać procesem badawczym rozstrzygając o kontynuowaniu lub wstrzymaniu prac badawczych.

The purpose of this article is to determine the main conditions for the profitable production of motorboats in Poland by taking into account the implementation of an R&D project. Theoretical considerations were made for the analysis of the main considerations based on the VT Sport case study. A descriptive analysis was carried out, indicating the market conditions for the functioning of enterprises producing motorboats, including electric boats. The effects of the implementation of the R&D project for the production of electric motorboats were indicated. Results were obtained for defining changes in the business model through the use of the R&D project, and a critical discourse on the effectiveness of electric propulsion of motorboats was carried out.

Its manufacturing base will continue to shrink, and therefore future growth and social welfare will rely increasingly on knowledge-intensive industries and services, and ever more jobs will require a higher education qualification. Human resources are a core determinant of quality in higher education and research. Universities must therefore work to enhance their human potential, both qualitatively and quantitatively, by attracting, developing and keeping talent in teaching/research careers. Excellence may only emerge from a favourable professional environment based in particular on open, transparent and competitive procedures. Research and development (R&D) has proven to be a crucial factor in shifting the world’s technological frontiers, while at the same time facilitating new technological and scientific innovations. This paper will focus on R&D at the Institute for Nanomaterials, Advanced Technologies and Innovation at the Technical University of Liberec, Czech Republic. After a description of a literary search in the introduction, the specific real situation at this institute is mentioned, i.e. the number of submitted and solved national and international projects, statistics on research and development sources, and of course human resources at the institute. In the conclusion, the reader will be able to get a picture of how to increase the institute competitiveness in international collaboration.
