The present article tackles the topic of the status of young people in the multicultural environment. The status of the young people from the indigenous minority determined by them is compared with the evaluation of the minority status by the young people from the majority living in the same environment. This topic is considered relevant for the quality of “intercultural milieu” and the identity of the society living in the particular environment. The objective of the article is to show the changes of the minority status by comparing the opinions in that matter recorded in the years before joining the EU and those expressed in 2010. We consider consequences of the changes in “intercultural approaches” in the particular environment within the integration processes in the EU. The way of presenting the topic is based on the theory of „groups of mutual reference”. The results of the study presented in the article refer to the dimensions of valued resources and opportunities, and in particular opinions of young people considering their availability for the minority, which illustrates the position of group members and their status and prestige. Further, there is a comparison of opinions of young people from minority and majority groups concerning access to resources and opportunities for the indigenous minority group. This shows positioning of the minority, and at the same time establishes the position of majority in the particular environment. The opinions comprise a lot of information about relationships and ways of communication in the society, that is “interculturalism”: “«Status» is a relative position of an individual and thus it depends on the fact who the others are” (Sowa, 1962, p. 59).

For centuries there has been Polish-language education in Lithuania which results from the centuries-long presence and tradition of the Polish national minority in this country. Polish education in Lithuania has its successes, but also problems that arise from the political and cultural specificity of the issue. On the one hand, it should be noted that in no other country (except Poland) there are as many state-run schools with Polish language of instruction as in Lithuania, on the other – it must be said that currently Polish-language education in Lithuania has become the source of many tensions in Poland and Lithuania inter-state relations. Polish education in Lithuania was a problem for the communist authorities of Soviet Lithuania, and now – for the authorities of independent Lithuania, which undertake both assimilation and integration activities concerning several thousand students and teachers of these schools. The first part of the article presents the situation of Polish-language education in the period of Soviet Lithuania between 1945 and 1990, marking the desperate struggle of parents and teachers to maintain the Polish language of teaching in these schools. The second chapter analyses the issue during the years of independent Lithuania – between 1990 and 2017, emphasizing the revival of Polish education in 1990–2000 and the persistent pursuit of the Polish minority society in Lithuania of ensuring education in Polish and maintain the existing state. The third chapter examines the indicator of higher education of the Polish minority in Lithuania against a national background, signifying that it was twice lower than the national average throughout the whole period. Moreover, it presents the funding of universities by ‘student basket’ model and proportion of school graduates with Polish language of instruction in this model and assesses the prospect of solving the problem.

In the article the author is trying to show the process of complicating national structures and the evolution of the national identity on the area of the borderland. These changes are happening in progressing social, cultural and political transformations which touched these areas upon last decades. An Ukrainian minority in podlaskie voivodeship is a subject of these transformations. Within the last decades this population was subject of intense and characteristic identity transformations. It is interesting to trace the evolution of the national identity of Ukrainian minority in podlaskie voivodeship and simultaneously state that this proces still didn’t end. The article is leaning on two rounds of own examinations as well as researches conducted in the past by historians and linguists concerning areas of today’s podlaskie voivodeship.

I write the way teachers and minority leaders describe their own ethnic group situation. Diagnosis included in their utterances is defnitely pessimistic, expressing anxiety about Lithuanian community, there- fore I ask questions on social functions of said schools. Is not defending minority against assimilation and polonisation their main purpose?

At the turn of the 20th century, Macedonia was a region still controlled by the waning Ottoman Empire, though intensely coveted by the neighbouring Balkan states, which deployed national propaganda movements in Macedonia, in preparation for future territorial annexations. It is this author’s contention that the “Macedonian question” thus engendered gives rise to several overlapping triadic configurations of interlocking, interacting and mutually monitoring nationalisms, as per the analytical model put forth by Rogers Brubaker. Working on this premise, and after adjusting Brubaker’s model to account for the specific relational settings of the Macedonian question, this author proceeds to draft a case study of a specific triadic configuration, among several operating in fin-de-siècle Macedonia: namely, the one arisen out of the mutual monitoring and interaction of a Romanian nationalizing nationalism, a Greek nationalizing nationalism, and two Aromanian (or Vlach) minority nationalisms.

This paper is dedicated to Lithuanians, one of the smallest national minorities in Poland. It characterises the Lithuanian community, which densely populates the Podlasie region in three clusters (Puńsk, Sejny, Suwałki). The study presents the last century’s history of the Lithuanian education and culture, including differences between the Puńsk and Sejny centres. Lithuanians’ strong sense of national identity is closely connected with their mother tongue, culture and traditions. The minority’s community nature is evidenced by the high prestige and broad scope of use of the native dialect. The functions of the primary and secondary languages are clearly specifi ed by the Lithuanian- or Polish-speaking recipient. The transformations occurring in the Southern Aukštaitian dialect are aimed at unifi cation of the Sejny and Puńsk dialects in younger people’s speech and creation of a regiolect. Interference under a strong infl uence of the Polish language is noticeable at all levels of the primary language.

This article discusses the development of state policy concerning national minorities in Poland after 1989 from the perspective of its internationalization and the Europeanization of its legal foundations, i.e., guaranteed legal status for minorities and the nature and scope of minority rights. The thrust of the article is that Europeanization of Poland’s national minority policy progressed in several stages and that the process ofEUaccession was not the only impulse for this progression. Initially, Europeanization focused on regulation of the status of minorities by means of bilateral treaties with Poland’s neighbours which included special “minority clauses.” The next stage was connected with the EU accession process. In this stage, protection of minorities was one of the most important political criteria against which candidate progress was evaluated (the so-called Copenhagen criteria) and it ended with the acceptance of international documents (mainly European Council documents) concerning the protection of minorities. The last stage concluded with the passing and implementation of a special minority act in 2005. Paradoxically, external factors (the influence of international institutions) had the greatest impact on the Europeanization process in the early 1990s. Later developments were apparently more influenced by internal factors, especially the need to regulate the legal status of such minorities as the Silesians and the Kashubians.

Objective of this paper is to show the situation of Belarusian education from 1944 to 2016, i.e. in the times of rough and frequent politically motivated changes. It had negative impact on fate of schools with Belarusian teaching language, which are places of building national identity, sustaining seperate tradition, culture and language. In period from 1944 to late 80’s, Polish authorities had not developed particular strategy towards minority, thus their situation in PRL were unstable. As a result, initial growth of education nearly ended on completly liquidation in the 80’s. New chances for Polish Belarusians were creating with government transformation after 1989. Since this time situation of Belarusians and their education in Poland are stable.

The article is devoted to such a pressing problem as separatism. It is revealed that separatism is a problem of the past, but the author emphasizes that the XXI st century will be the century of identification factor increasing that will influence the nationalistic issues. It is underlined that nationalism is the basis of the separatism movements that can lead to military conflicts and genocide. It is emphasized that the separatism could be catalyzed not only by inner factors but also by outside ones, especially nowadays, when the structure of the world is being changed by the influential actors of the foreign affairs.

The article shows the characteristic features of the Polish immigration to Austria. A description of the emigration to Austria as well as detailed statistical information concerning the number of foreigners, among them Poles, in the second half of the twentieth century are presented in the article. Moreover, it focuses on the results of the research which was conducted amongst the Poles staying in Austria. The research concerned the strategy which was adapted with reference to the departure and the time of stay of the Poles in Austria and the attitude taken towards the integration with the environment. There is a difference in the approach towards emigration life depending on the time of departure. People who left their countries in the 1970s were planning mainly a temporary stay, however, because of favourable currency rates they prolonged their stay. Seeing the advantages of living in Austria, they usually did not plan to return to their homelands. Those who had been persecuted in Poland or stayed abroad illegally, closed their way of return. Thus if they had not been planning to emigrate to more distant countries, they integrated quickly in the new environment. People who left their homelands in the 1990s live in two worlds, working in Austria while spending and investing back in Poland. People who have recently left their countries of origin, have been driven mainly by non-economic reasons, for instance they went to study. They are not attached to certain places but they choose the place of living so as to find better professional opportunities. Finally, some remarks are included concerning the efforts to acknowledge the Poles as the national minority in Austria.

The article analyses the issue of election activity of the Polish inhabitants of the Zaolzie region (the Czech Republic) in the 1990-2018 period referring to national elections (Lower Chamber of Parliament, Senate, President of the Czech Republic) as well as local and regional elections. The theoretical section offers analyses of national and ethnic minorities as (collective) political actors. The empirical part provides an in-depth analysis of the votes in particular elections, taking into consideration the communes with a significant rate of Polish inhabitants as well as those communes there the Polish ethnos was rather scarce. The ethnic affiliation has been considered as a vital independent variable of the choices made, however, other variables explaining election behaviour have also been indicated.

Opis:
For centuries Central and Eastern Europe has been the scene of frequent changes of borders and numerous ethnic conflicts. Contemporary ethnic diversity of this region is much smaller, however, the growing nationalisms of the various societies, mutual mistrust, and the temptation of politicians to use ethnic issues in the regional geopolitical competition pose a real threat to the stability and peace in Central and Eastern Europe. The dynamic political, legal, social and economic changes which have been taking place in this part of Europe for three decades now, which overlay its clear civilization division into the Latin and the Byzantine parts and are intensified by historical animosities, must have had an impact on the situation and the perception of minorities. In contrast to Western Europe, the contemporary ethnic diversity of Central and Eastern Europe is primary the consequence of various, often centuries-old historical processes (settlement actions, voluntary and forced migrations, border changes, the political and economic expansion of particular countries), and in the ethnic structure especially dominate the indigenous groups, migrants, particularly from the outside of the European cultural circle, are of marginal importance. Moreover, national minorities are usually concentrated in the border regions of countries, often in close proximity to their home countries, becoming – often against their will – element of the internal and foreign policies of neighbouring countries. The main aims of the article are to explain the threats to peace arising from the attempts to use minorities in inter-state relations and regional geopolitics as well as engaging minority groups into ethnic and political conflicts (autonomy of regions, secession attempts) and still the very large role of history (especially negative, tragic events) in the shaping of contemporary interethnic relations in Central and Eastern Europe. However, the varied ethnic structure typical for this region does not have to be a conflict factor, on the contrary – it can become a permanent element of the identity and cultural heritage of each country.

The non-Polish population made up almost one third of citizens of the 2nd Republic of Poland. The distribution of groups of this population, its attitude to statehood and the fulfilment of civil duties were one of the main problems of Poland in the years 1918-1939. This situation was also reflected in the military service of non-Polish soldiers. Complications resulting from this fact led to the introduction of the extraterritorial draft system in the Polish army, which means that the stationing of formations was not tied to the recruitment base of the given territory. As a result of this solution, soldiers from other territories of Poland and other nations, including Byelorussians, Czechs, Lithuanians, Germans, Tartars, Ukrainians and Jews, served also in the 12th Regiment of the Infantry of the Wadowice Land stationing in Wadowice and Kraków. Apart from its own reserve forces and other supplementary forces, the Wadowice regiment trained also, among others, a contingent for the Border Protection Corps – a formation created to defend the eastern borders of Poland and for some guard and service units. This article describes elements of the system of conscription of non-Polish recruits into the 12th Regiment of the Infantry and the intended role of individual groups in formations concerned. It contains also chapters that describe the behaviour of non-Polish soldiers and training-related and organisational complications resulting from the large numbers of these soldiers in relation to Poles.
