The article presents the essence, goals and instruments of soft (informal, non-statutory) spatial planning, developed in the countries of Western Europe and relatively new in Poland. It targets areas with fuzzy borders (soft spaces) and areas between administration tiers. The article presents conceptual issues and non-formal planning tools used in Western Europe. The planning approaches which are generally described as “soft” are characterised by non-formalised and non-binding procedures, and by their focus on achieving a consensus. In the first part of the article presents the conceptual issues and further informal planning instruments used in Western European countries at diferent spatial scales The following section presents deficits of spatial planning of metropolitan areas and against this background - the legitimacy of creating informal plans in Poland, using Metropolia Poznań as an example

Presented results are part of a broader study on the metropolitan region as the space of recreational penetration. It employed diagnostic survey and the tool used was the questionnaire prepared by the authors. The purpose of the following paper is to characterize selected aspects of physical recreation only of inhabitants with disabilities of the Poznań metropolis. It presents below only the results concerning the basic information of physical recreation of this social group, without the analysis of the conditionality of the participations in this kind of leisure time activities. The study results indicate that the participation of people with disabilities in physical recreation near and away from their place of residence is low. Respondents prefer weekend activity near their place of residence and the forms of recreation are not very diverse. They usually use small recreation and sports facilities or they use outdoor infrastructure. Enhanced involvement of people with disabilities in physical recreation together with personalized, adjusted to a given dysfunction offer is required.

Krakow is one of the most recognizable Polish tourist destinations, has been included in the tourist metropolitan regions. The Old Town in Krakow and the Wieliczka Salt Mine were included in 1978 to the first World Heritage List of Culture and Nature. Krakow was the European Capital of Culture in 2000. It belongs to the UNESCO Creative Cities Network, was in 2013 honoured as the UNESCO City of Literature, and the European Gastronomic Academy chose Kraków as the European Capital of Gastronomy Culture in 2019. Tourism in Krakow has a very important economic function. In 2018, Krakow has been visited by as many as 13.5 million people, including over 3 million guests from abroad. In the same year, tourists spent almost PLN 6.5 billion during their stay in Krakow, and the GDP generated by the tourist industry in Krakow is over 8% of the city's total GDP. Tourism gives Krakow 29 thousand permanent jobs, and taking into account multiplier effects, generates over 40,000 of them. In the article, the authors describe the importance of tourism for the city's economy, analyse the size of tourism, income from tourism and employment in tourism, as well as changes in the perception of the tourist offer of the city in the opinion of tourists over the last 10 years. They pay attention to changes in the theme of arrivals and satisfaction related to their visit in Krakow.

The urbanisation and suburbanisation processes are considered to have a detrimental impact on the environment. Increasing the share of the impervious surfaces is one of their main negative effects, particularly in and near the cities, affecting the water relations of basins. It also results in new catchment boundaries formation and, in many cases, changes in the physiographic parameters affecting the accuracy of hydrological and hydraulic calculations of small suburban catchments. This study is an attempt to delimit the catchment boundaries located in the suburban area of Poznań city, Poland, in three variants: according to the Raster Hydrographical Map of Poland and Raster Topographical Map of Poland, digital elevation model, and rainwater sewage system. The analyses were conducted with ArcGIS software, and the results were additionally verified with geodesic measurements on site. This work focuses mainly on the impact of anthropogenic pressure on the catchment shape and the course of its boundaries. The analyses were conducted on the Rów WB stream catchment located in the Skórzewo village, Dopiewo municipality, which stands out within the Poznań Metropolitan Area as the area where the suburbanisation process is the most intensified. This study proved that the agrotechnical and drainage works performed in undeveloped, agricultural areas affected catchment shape and size as much as suburbanisation itself. According to the authors, the suburban catchment boundaries should be regularly updated due to the intensity of the new investments development and additionally verified on site.

Krakowski obszar metropolitalny (KOM), wyznaczony w Planie zagospodarowania przestrzennego województwa małopolskiego, składa się z 51 gmin, które spełniają kryteria określone miernikami zawartymi w planie. Akces do obszaru metropolitalnego – w postaci podpisanego przez przedstawicieli danej gminy porozumienia – był wyrazem woli tej gminy, a nie został wymuszony nakazem administracyjnym. Fakt ten trzeba uwypuklić, ponieważ dobrowolność akcesu ma swoje implikacje w funkcjonowaniu KOM. Społeczno-gospodarcze zróżnicowanie gmin może bowiem wpłynąć na interpretacje samego pojęcia „obszar metropolitalny”, jak i na ogólna akceptacje idei rozwoju regionu oraz na decyzje całej aglomeracji. Artykuł analizuje różnice w poziomie rozwoju społeczno-gospodarczego gmin przynależnych do KOM oraz przedstawia Wpływ tej struktury w zakresie realizacji usług publicznych w gminach, przy uwzględnieniu całego obszaru metropolitalnego Krakowa. Podkreślić należy, że nie wszystkie działania gmin w sferze usług publicznych są zgodne z idea KOM – sytuacja ta wynika z dużego rozmiaru krakowskiego obszaru metropolitalnego, oddziaływania semiformalnych grup interesów i lobby, a  także z braku więzi między większością gmin KOM.
Krakow’s Metropolitan Area (KOM), as delineated in the Malopolskie Province Spatial Development Plan, is comprised of 51 municipalities which meet the criteria required by the indicators included in the Plan. Once categorized as a municipality that fits KOM’s criteria, each municipality official had the opportunity to sign an agreement that would confirm their desire to be part of KOM. This decision is completely voluntary as no administrative writ has been imposed. The freewill of this choice is worth underlining because it reflects upon the effectiveness of KOM. The socioeconomic variation between KOM municipalities may significantly affect the interpretation of the notion “metropolitan area,” its general approval, and the decisions made by the participating municipalities, which are not always congruent with KOM’s needs. The main goal of this article is to analyze differences in the level of municipalities’ socio-economic development and to identify the benefits of KOM adherence. This research compares public services fruition and utilization in the municipalities with those in Krakow’s Metropolitan Area as a whole. KOM’s municipalities are very diverse as far as socio-economic development is concerned, something mainly shaped by natural environment conditions, various economic developmental goals (connected with existing economic and social potential) and the available technical infrastructure equipment. The present activities by the municipalities’ governments concerning public services are not in accordance with the ideals offered by KOM. This situation results from the large size of Krakow’s Metropolitan Area, semiformal groups of interest lobby and a lack of genuine bonds between most of KOM’s municipalities.

Idea of freepublic transport system is often presented as a mean of counteraction of the adverse, spatial, social and economic consequences of metropolisation process. A Belgian city of Hesselt, where inhabitants don’t pay for public transport journeys since 2007, is presented as an example to follow and supporting this thesis. Few other examples of the free public transport system in operation incline to reconsider the balance between benefits and costs of described solution. In the article there were presented definitions and a taxonomy of terms related to the free public transport system and reviewed Polish legal requirements for operation and development of the public transport system. The importance of the toll level in the public transport is analyzed in the paper in the context of the operation of the transport system in developing metropolitan area. In the summary there is presented considerations of the applicability and value of the free public transport for Gdańsk Metropolitan Area.

Obszar metropolitalny jest regionem, którego rozwój zależy od wielu różnych czynników, począwszy od tych środowiskowych, społecznych i gospodarczych aż po wszystkie rodzaje warunków politycznych i administracyjnych. Proces wzrostu metropolitalnego jest ściśle związany z procesami globalizacji i jest najbardziej widoczny w krajach, które przystąpiły do gospodarki światowej w ostatnich dziesięcioleciach. W artykule analizie poddano obszar metropolitalny miasta Gwatemala (Area Metropolitalna del Ciudad de Guatemala – AMCG), który obejmuje osiem gmin. Jest to optymalna wersja zasięgu tego obszaru, która najczęściej podawana jest w literaturze. Przedstawiono analizę barier stojących przed Guatemala City obszaru metropolitalnego, a  także próbę określenia możliwości, które mogą pomóc AMCG rozwijać się szybciej i w sposób bardziej wszechstronny. Wskaźniki, które poddano analizie dotyczą: poziomu rozwoju społecznego, dostępności usług, dostępu do transportu publicznego, jak również potencjału regionu turystycznego. Określa ono gminy, które mogą stać się częścią AMCG w przyszłości, jak również te, które są juz częścią obszaru metropolitalnego, ale musza zostać poddane społecznej lub gospodarczej transformacji.
A metropolitan area is a region whose development is determined by an array of different factors ranging from environmental, social, and economic factors to all types of political and administrative conditions. The process of metropolitan growth is closely associated with globalization processes and is most clearly apparent in countries that have joined the global economy in recent decades. The article is based on a demarcation where the AMCG includes eight boroughs. This is the optimal version that is found most often in the literature. The paper includes an analysis of barriers facing the Guatemala City metropolitan area as well as an attempt at identifying opportunities that could help the AMCG develop more rapidly and in a more comprehensive manner. A number of indicators have been taken into consideration. These include the level of social development, the availability of services, access to public transportation, as well as the region’s tourist potential. The paper identifies boroughs that may become part of the AMCG in the future as well as those that are already a part of it but need to undergo social or economic transformation.

The objective of the article was to re-define the bipolar metropolitan area within the area of the Kujawsko-Pomorskie region (NUTS 2). Concentration of metropolitan features, as well as socio-economic situations of its communes (NUTS 5) in 2011, and also the dynamics of communes’ development in the period 2009-2011 were considered in the procedure of delimitation. Bydgoszcz and Toruń, as the economically strongest cities in the region, were established as the dual core of the bipolar metropolitan area. It was assumed that the determined metropolitan area would cover the best developed and the fastest developing communes which met the following criteria of a metropolitan area: neighbourhood, continuity, compactness, maximum distance and population. The development levels of the communes were determined with the use of syn-thetic measure. Its values were calculated considering the economic (e.g. the amount of income) and also social (e.g. unemployment) aspects of regional devel-opment, as well as features typical of metropolitan areas, such as: well-developed sectors of R&D, knowledge-based economy and serving superior services. In the research, linear arrangement methods classifying as taxonomic tools of multivari-ate data analysis was applied. The metropolitan area resulting from the research (BipOM) slightly differs from the Bydgoszcz-Toruń Metropolitan Area (B-TOM) which was formally ap-pointed in 2005 and composed all of the communes located within the area of the Bydgoski and Toruński districts (NUTS 4). Chełmża and Koronowo, as the less developed communes of the districts, were excluded from the new metropolitan area, while the communes of Ciechocinek, Nakło and Unisław, belonging to the neighbouring districts of the region, were included in the BipOM due to their significant level of regional development and its dynamics. Furthermore the Inowrocław district (bordered on the BipOM) was identified as the prospective candidate for the BipOM, due to the fact that its communes demonstrate a high potential for regional development.

Aim/purpose – The conceptualization of the estimation of spatial dysfunctionality costs. Design/methodology/approach – An innovative method of estimating costs due to spatial dysfunctionality was proposed, including costs directly incurred and the time lost. Findings – A modern system of integrated planning requires costs projections that justify the necessary changes in space and convince the public and competently independent territorial authorities in the metropolis to take them accordingly. The dysfunctionality of space exposes a society to high costs. On the example of the Cracow Metropolitan Area, costs only from commuting to work amount to PLN 114.7 billion (2018-2030). Research implications/limitations – The results of research indicate the geographical directions in which the investments of public authorities operating in the metropolitan area should concentrate. For the accuracy of the projections presented, it would be essential to increase the frequency and scope of Central Statistical Office research on commuting to work. Originality/value/contribution – The presented study is part of a few Polish studies in the field of estimating the costs of spatial phenomena – especially in terms of mobility costs. The proposed method of the research attempts to fill the gap in estimating the costs of commuting by taking into account the costs of car amortization. Thus far, research in the field of travel costs has focused merely on fuel costs.

The aim of the article is to analyse the problem of spatial planning in the Wrocław district, especially regarding the evaluation of the purpose of land in municipal studies of the conditions and directions of spatial development. The analysis of purpose is significant with respect to its impact on real estate value and the forming of the relation between supply and demand on the market. The purpose of land designated for various types of development and construction is decided by local administration and municipal councils. This, however, does not ensure adherence to principles of sustainable development, as showcased by summing up the methods of land allocation in the district. It has been determined that according to the status for the end of 2012, 34% of land in the Wrocław district has been developed for housing, 26% for services and 18% for economic activity.

Celem artykułu jest zobrazowanie potencjału rozwojowego oraz funkcjonalnego Obszaru Metropolitalnego Gdańsk–Gdynia–Sopot. W pierwszej części opracowania dokonano analizy pojęciowej terminu „obszar metropolitalny”. W kolejnej przedstawiono najważniejsze przejawy procesu metropolizacji, uwypuklając potencjał prezentowanego obszaru, funkcje metropolitalne oraz wiodące kierunki rozwojowe.
Metropolitanization is one of the most important determinants of the modern development model. Metropolitan areas play an important role in creating development in the contemporary, globalize world ( innovations, new directions in the economy’s development). The purpose of the article is to identify the function and development potential of metropolitan areas on the example of the Gdańsk–Gdynia–Sopot Metropolitan Area. In the first part of the study, a conceptual analysis of the term ‘metropolitan area’ was made. The next part presents the development potential of the presented area and shows the most important manifestations of the metropolitanization process. Leading development directions of the Gdańsk–Gdynia–Sopot Metropolitan Area were indicated. Existing and developing metropolitan functions are depicted.

Celem artykułu jest wskazanie ekologicznych możliwości zarządzania przestrzenią metropolitarną poprzez ujawnienie niepożądanych efektów zjawiska rozlewania się przestrzeni zurbanizowanej dla człowieka i środowiska. W artykule podkreślono problemy wynikające z wielopodmiotowości aglomeracji i obowiązującego systemu planowania przestrzennego oraz zaprezentowano aktualny stan planowania przestrzennego w obszarach metropolitarnych.
Because of the unrestrained development of residential areas and other urban forms of land use, metropolitan areas should become the grounds for urgent planning activities leading to improvement of the functional-spatial structure. The current approach to urban spatial management planning, which is of a purely investment character, does not create the obligatory fundaments to implement the principles of sustainable spatial development. Voivodship authorities should become the most important coordinators for development management in Poland’s metropolitan areas. The spatial policy of a metropolitan area should fulfill an integration role. Spatial management plans for metropolitan areas should become an important tool for coordination of spatial metropolisation processes.

Opis:
The main sources of waste generation are: industry, municipal sector, and agriculture. Municipal waste is solid and liquid waste that arise in households, public utilities (trade, services, handicrafts) and municipal services (e.g. street cleaning and maintenance of green areas). The main aim of this paper are the analysis of the flow of municipal solid waste in Łódź Metropolitan Area, its composition, presentation of the process towards a more selective waste system, and the extraction of biodegradable waste from the MSW. The article is based on a report prepared within the Horizon 2020 project REPAiR “Resource Management in Peri-urban Areas: Going Beyond Urban Metabolism”.

The aim of the article is to characterize activities undertaken in order to ensure the position of Poznań among European metropolises and to work out the principles of spatial development of the Poznań Metropolitan Area. The primary aim is to explain whether the authorities of the voivodeship and the city itself fulfilled the conditions necessary to strengthen the development of this area. We assume that the development of the Poznań Metropolitan Area is determined above all by the features of this territory – the existing path of growth of its metropolis, suggested solutions concerning internal organization, ability to create strategic goals and cooperation between territorial units within the area as well as co-operation with the region’s authorities.The Poznań Metropolitan Area has been developing for more than a decade. This area is characterized by intensive daily flows of people, commodities and information. Moreover, cooperation links are gradually formed in the economy, more intensive in the central zone. This area is the location of activities which supplement the metropolitan functions of Poznań as well as potential investments. Unfortunately, functional integration within the metropolitan area is insufficient and re-urbanization has not brought any spectacular effects so far.Activities of the authorities of Wielkopolskie Voivodeship and of the city of Poznań foster the development of the Poznań Metropolitan Area. All the strategies of regional development formulated so far have underlined the significance of the Poznań metropolis for the maintenance of the level of its competitiveness. Strategic aims of the development of the voivodeship, the Poznań Agglomeration and the city of Poznań are not contradictory. They take into account the importance of the development of the Poznań Metropolis in the plan of spatial development of the e. The plan of spatial development of the Poznań Metropolitan Area has already been prepared The main threat to the metropolitan path of development of Poznań and sustainable growth of the Poznań Metropolitan Area, including its central zone in the form of the Poznań Agglomeration, may be difficulties in a sufficiently fast implementation of the formulated strategic goals. Organizational and financial difficulties in implementation of successive projects may be responsible for the fact that the proposed visions of development of the Poznań Metropolis will remain impossible to attain.
