Pogranicze jako obszar transgraniczny to specyficzne miejsce prowadzenia działalności gospodarczej. Funkcjonujące tam przedsiębiorstwa mają możliwości współdziałania z partnerami pochodzącymi z sąsiadującego kraju. Transgraniczne współdziałanie gospodarcze jest coraz częściej wspierane przez programy współpracy transgranicznej. Celem artykułu jest zaprezentowanie specyfiki pogranicza oraz wskazanie możliwości, jakie tworzą programy współpracy transgranicznej w zakresie budowania trwałych relacji gospodarczych między firmami. Ponadto przedstawiono ideę klastra transgranicznego wraz z przykładem jako formę transgranicznego współdziałania gospodarczego.
Borderland as the cross-border area is a specific place of business. The existence of the businesses have opportunities to work with partners coming from a neighboring country. Cross-border economic cooperation is increasingly being supported by crossborder cooperation programs. The article presents the specificity of the border, create opportunities for cross-border cooperation programs and characterized the idea of crossborder cluster with an example as a form of cross-border economic cooperation.

The article explores the issues related to cross-border cooperation in the Neisse-Nisa-Nysa Euroregion as an example. In the last decade the development of cross-border cooperation in the context of economic integration and internationalization processes becoming increasingly import ant for Ukraine, which follows the Western vector of integration. Systematic development of cross-border cooperation is not possible without considering all of its components and levels. The article highlights a vision of complicated economic phenomenon – the cross-border cooperation of enterprises, which combines the two important economic categories – cross-border cooperation and entrepreneurship by its self. There considered the fact that cross-border cooperation is an important tool for economic development and competitiveness increase of enterprises, located in border areas.

The six founders of the European Economic Community, later the European Union, did not differ substantially in terms of an economic level. Therefore the issue of policy and the problems connected with a regional development started to be discussed along with the development of the economic integration and the enlargement of Communities with another countries, which were much different economically from the founders. The European Regional Development Fund (ERDF ) was established at the Copenhagen summit in 1975 and the resources were distributed into member states. The subsequent enlargement of the Community in 1986 with Spain and Portugal contributed to signing the Single European Act (SEA), which created the basis for a new structural policy and its reform in 1988, and the binding rules were additionally enlarged in the European Union Treaty from Maastricht. The EU Treaty signed on 07.02.1992 in Maastricht in the Netherlands established the European Union and came into force on 01.11.1993. Poland, after entering the European Union on 01.05.2004, taking into consideration the experience from the absorption of the pre-accession funds for ten years, i.e. since 1994, since the first days after the accession used well the EU resources and the Lubuskie Voivodship led the way within this range in Poland. Therefore the regional development was supported by the structural funds orientated first of all to infrastructure and the protection of natural environment. The assistance programme of the European Union for the countries of Central and Eastern Europe – Phare had its edition since 1994 in the Lubuskie Voivodship as Phare Cross Border Cooperation CBC – the Programme of Poland – Germany Cross Border Cooperation was mainly used for the implementation of investment projects on the Polish-German borderland. This experience was implemented in the effective use of the support within the Integrated Operational Programme of Regional Development in 2004–2006. Over 80 million euros granted for the Lubuskie Voivodship were orientated mainly to road, council and social infrastructure and the cross border cooperation was financed by the Community Initiative Interreg III A, whose objective was to support the integrated and sustainable development in the economic, social and cultural area on the Polish-German borderland.

Research background: Integration and globalization processes encourage activities for the development of border regions. For the north-eastern regions of Poland and the Kaliningrad region, cross-border neighbourhood enables regions to cooperate and provides an opportunity for economic and social recovery. Purpose of the article: The present article aims to analyse areas of cross-border activity taking place on the Polish-Russian borderland, based on the opinions of the inhabitants of the Kaliningrad region. Taking into account the rapidly changing political and economic conditions, as well as social relations, the following areas of Polish-Russian cross-border cooperation have been examined: economic activity, tourism, social activity, scientific cooperation, neighbourly relations. Methods: The study presents the results of the author?s own research carried out using standardized interviews with 1,022 inhabitants of the Kaliningrad region. As the research instrument, a self-designed interview questionnaire. The adopted time frame encompassed four stages of the functioning of Polish-Russian cross-border cooperation, each of them different due to political, eco-nomic and social conditions. The sample was selected using the quota method. The correspondence analysis was used for statistical tools. Findings & Value added: The suspension of local border traffic has significantly limited the development of cross-border cooperation. The Polish-Russian relations, encumbered with high risk and uncertainty, have led to a considerable decrease in cooperation between border areas. The level of risk results not only from mutual relations between Poland and Russia, but is also a consequence of political and economic relations between the European Union and the Russian Federation. In the long term perspective, local border traffic may be open and similar conditions for the functioning of cross-border cooperation may occur. Therefore, knowledge about the activity of cross-border residents of Polish-Russian border regions will be useful in counteracting the undesirable effects that may occur.

Opis:
The publication presents the point of view on economic relations with one Russian region bordering Poland–Kaliningrad Oblast. This is the point of view of the author, who has been dealing with the practical coordination of the co-operation for many years, and who has been currently dealing with this part of the international relations from the scientific. The difficult situation in the Polish-Russian border regions is described by the presented data related to trade in the recent years. Other aspects of cross-border cooperation which affect the economic development of border regions are also presented. From the point of view of border regions, the current situation is not favourable. For many years there have been attempts to create conditions for the economically weaker border regions, being also the peripheries of the Eastern border of the European Union, to develop better. This aim was to be achieved by, among others, local border traffic, as well as the Interreg programs: Poland–Lithuania– Russia and the currently developed Poland–Russia. In the present political situation, the voice of the regions bordering with the Russian federation is not particularly taken into consideration. But, in the long term, considering the socioeconomic development of border regions and common problems resulting from them being neighbours across the border, it should be noticed.
Данная статья предоставляет взгляд на специфику экономических связей с единственным российским регионом имеющим границу с Польской Республикой–Калининградской Областью Российской Федерации. Это точка зрения автора, который много лет способствовал практиче- ской реализации сотрудничества, а в нынешнее время продолжает изучать эту проблематику. О непростых условиях экономического сотрудничества на польско-российском пограничье свидетельствуют представлены автором показатели по торговле за последние годы. В статье показаны также и другие аспекты трансграничного сотрудничества, которых влияния на экономическое развитие приграничных районов нельзя игнорировать. С точки зрения приграничных регионов это ситуация не самая благополучная. Многие годы по обеим сторонам границы вырабатывались действия, благодаря которым менее развитые приграничные районы могли бы поднимать уровень развития так общественногo, как и экономическогo. Это цель должна была реализоваться тоже в рамках действия малого приграничного передвижения. Этой цели способствовали принципы программы Интеррег Польша–Литва–Россия или ожидаемой ныне программы Польша–Россия. В нынешних политических обстоятельствах нацеленные на экономическое развитие аргументы приграничных регионов отказываются как не самые убедительные. Однако в долгосрочной перспективе, учитывая общественную и экономическую обстановку – общие проблемы возникающие в приграничном регионе должны учитываться.

Polish regions bordering with regions of the other EU Member States are currently facing new development challenges. Inter alia a perspective of joint activities within the European Groupings of Territorial Cooperation is wide open. In this setting the article presents experiences of a study over cross-border cooperation potential concerning Silesia Region (Poland) and Moravian-Silesian Region (The Czech Republic). The areas under scrutiny are: transportation, tourism, economy, energy sector, culture, human capital linked to education and HEI cooperation, environment.
