The article applies dynamic multi-dimensional methods of relative taxonomy in an attempt to evaluate disparities in development of technical infrastructure in rural areas between the provinces of Poland. The results show that although the indices that describe the level of infrastructure development have been rising between 2004 and 2012, regional inequalities have remained high. Moreover, some of the provinces least developed in 2004 have not taken advantage of the opportunities provided by the EU accession to develop technical infrastructure in rural areas and boost their attractiveness.

The state of the technical infrastructure determines the degree to which the quality requirements of products are met and has a significant impact on occupational safety. The purpose of this study is to build a universal model for supporting quality management, which allows the effective implementation of a wide-ranging research path supporting the evaluation of the relationship between the degree of modernity of product processing technology and the quality of the final product and the level of occupational safety. The developed model is verified by its implementation in one of the turning stations. A practical test of the quality management support model confirms that the practice of conducting analyzes of the level of modernity of infrastructure with its application contributed to identifying critical machine components, examining factors affecting the quality of technological operations, reducing uncertainty and the risk of risky events, and conducting activities in line with the concept of continuous improvement. The course of action detailed in the model makes it possible to determine the relationships that exist between key categories of factors and critical product defects, and accidents and near-misses. This allows for the proposal of adequate improvement measures. Further studies concern the implementation of the model at other workstations in the foundry company.

Opis:
Because of the need of introducing ecologically clean transport technologies, activities bound up with using electric propulsion in motor vehicles operating in public transport are undertaken. Technical and operational possibilities of introducing electric–powered buses to the communal public transport are shown in the article. The operation of that kind of fleet requires appropriate technical infrastructure involving charging electric-powered urban transport. Simultaneously, former experiences show strong mutual connection between technical sphere and organizational system of communal public transport in agglomerations. Hence, essential significance among other things is given to the layout of the functioning bus lines network and the organisation of bus operations on the lines (timetable). The models of the technical, organizational, economical and ecological links enabling optimal choice of type of bus propulsion were worked out, with the aim of solving this problem rationally.

Problematyka dotycząca infrastruktury jest istotna dla każdego podmiotu funkcjonującego w przestrzeni społeczno-gospodarczej. Zgodność poglądów na temat pojęcia i interpretacji infrastruktury ułatwia komunikację w obszarze decyzyjnym. Dlatego wymiana poglądów na ten temat przyczynia się do ich ujednolicenia, umożliwia również poszukiwanie racjonalnych rozwiązań. W artykule podjęto próbę określenia infrastruktury i możliwości jej klasyfikacji. Przedstawiono autorski pogląd na temat potencjalnych zagrożeń i interpretację infrastruktury, dzieląc ją na infrastrukturę techniczną i zasoby. Wskazano na potrzebę wyróżnienia w infrastrukturze technicznej trzech składowych z ich opisem. Następnie zaproponowano podział infrastruktury ze względu na możliwości zaspokajania potrzeb podmiotów. Na koniec odniesiono się do pojęcia infrastruktury krytycznej i zaproponowano nowe do niej podejście.
Issues relating to infrastructure are essential for every company operating in the socio-economic situation. Consensus of views on the concept and interpretation of infrastructure facilitates communication in the decision-making area. Therefore, the exchange of views on this subject contributes to their unification allowing the visitors to search for rational solutions.This paper attempts to identify the infrastructure and capabilities of its classification. Presents the author's views on the potential risks and interpretation facilities, dividing it into technical infrastructure and resources. The need of awards in the technical infrastructure of the three components of their descriptions. Then the proposed distribution infrastructure, the potential to meet the needs of stakeholders. Finally, reference is made to the concept of critical infrastructure and proposes a new approach to it.

Produkcja rolnicza, zwłaszcza produkcja zwierzęca, związana jest z zużywaniem dużych ilości wody oraz wytwarzaniem znacznych ilości zanieczyszczeń, zagrażających środowisku naturalnemu. Produkcja rolnicza uzależniona jest zatem od stanu publicznej i wewnętrznej infrastruktury technicznej. Liczne badania wskazują, że stan wyposażenia polskiej wsi w infrastrukturę techniczną diametralnie odbiega od standardów ilościowych UE, podobnie jak poziom techniki i technologii obiektów oraz urządzeń infrastrukturalnych. Stanowi to barierę rozwoju produkcji rolniczej w świetle konieczności zachowania standardów i wymogów środowiskowych zgodnych z zasadami UE. W pracy dokonano oceny stanu wybranych elementów infrastruktury technicznej obszarów wiejskich w Polsce, warunkujących rozwój produkcji rolniczej. Ocenę tę przeprowadzono w toku analizy technicznej, ekonomicznej i społecznej. We wnioskach wykorzystano wyniki badań wykonanych w IBMER.
The Agricultural and particularly animal production is associated with a large water consumption and production of a large amount of pollutants hazardous to natural environment. Agricultural production is thus dependent on the status of public and internal technical infrastructure. Numerous studies point out that Polish rural areas are equipped with technical infrastructure to a degree that is far from the EU standards, similarly as it is the case with the technique and technology of objects and infrastructure facilities. This is an obstacle to the development of agricultural production, which should meet the standards and environmental requirements of the EU. Within this work we evaluated the status of the existing elements of technical infrastructure in rural areas in Poland which might determine the development of agricultural production. The evaluation was based on technical, economic and social analyses. In conclusions we used the results obtained in IBMER.

Przedstawiono potencjał techniczny wybranych gmin województwa podkarpackiego. Na podstawie analizy strategii i planów rozwoju gmin zobrazowano priorytetowe plany inwestycyjne samorządów w sferze infrastruktury technicznej. Wyodrębniono główne zdania realizacyjne, które podzielono na stopnie ważności. Stwierdzono, że niedobory w zakresie inwestycji infrastrukturalnych spowodowane są wysokimi nakładami finansowymi. W podsumowaniu wskazano na ważną rolę infrastruktury, od której zależy tempo procesów rozwojowych gmin.
The technical potential of the selected districts in the Podkarpacie province has been shown in this article. Priority investments plans for local authorites have been depicted in the technical infrastructure sector on the basis of a strategy analysis and a district development plan. The main completion views, which have been divided into extents of importance, have been distinguished. It has been found that infrastructure investments deficits are caused by considerable financial outlays. In conclusion the significant role of infrastructure, the pace of the district development processes depends on, has been shown.

This article is an attempt to show changes which concern social state of inhabitants living in Biebrza National Park communes, in terms of their equipment of water supply and sewage system and accessibility to basic educational facilities, such as primary and junior high schools. Multi-indicator characteristics was performed for time interval equal to 13 years (from 2001 to 2014), with 3–5 year step, i.e: 2001, 2004, 2009, 2014. Information was based on statistical data of Central Statistical Office, available in Local Data Bank (LDB). The assessment of socio-spatial availability has been based on the measures showing the given indicator in relation to the area or the number of population. The conducted analysis allowed to show differences in life quality of inhabitants living in communes where development highly depend on environmental factors. Except for actual state, attached graphics show the rate of change for socio-technical infrastructure, which is basic for sustainable development.

W pracy analizowano znaczenie wyposażenia infrastrukturalnego dla rozwoju przedsiębiorczości na obszarach wiejskich województwa małopolskiego. Analizą objęto gminy wiejskie powiatów suskiego, tatrzańskiego i gorlickiego, łącznie 32 gminy. W artykule przedstawiono także rozwój przedsiębiorczości obszarów wiejskich wybranych gmin w latach 2002-2005 z uwzględnieniem poszczególnych sekcji działalności gospodarczej. Przeprowadzona analiza wykazała, że wraz ze spadkiem poziomu przedsiębiorczości wiejskiej spada również siła zależności jej rozwoju od wyposażenia w infrastrukturę techniczną. Natomiast im mniejsza dostępność mieszkańców analizowanych gmin do obiektów handlowych i turystycznych tym jest słabszy poziom przedsiębiorczości (r > 0,4).
The paper analyses importance of infrastructural development on entrepreneurship in rural areas of the Province of Małopolska. Total of 32 villages from Suski, Tatrzański and Gorlicki counties were included in the analysis. The paper presents also growth of entrepreneurship in rural areas of the selected villages in the period of 2002 to 2005, as related to various branches of economic activity. The analysis shows that a decrease of rural entrepreneurship level is directly reducing growth intensity dependence from the technical infrastructure equipment On the other hand, the lesser accessibility of the analyzed village residents to commercial or tourist objects results in wekaer enterpreneurship level (r > 0,4).

In the article the idea of the “Smart City” is analysed mainly from the view point of technology. The author presents in the first part of the paper the brief review of technical issues connected with implementing the concept of “Smart City” into practice. These review is illustrated in the second part of the paper by some practical results, which are treated as a background for formulating a research problem which is tried to be presented in the third part of the paper: the problem of recognizing needs in the complex field of activities, assessing these needs and - basing on results of such an assessment - designing some integrated solutions that should be used in management of the identified resources. The final part of the paper contains some conclusions and introduces directions for further research.

W pracy określona została wartość nadwyżki bezpośredniej oraz wyposażenie techniczne gospodarstw rolnych. Dokonano także oceny nakładów bezpośrednich i produkcji końcowej brutto w badanych obiektach. Badania dotyczyły 30 gospodarstw powiatu miechowskiego. Średnia wartość nadwyżki bezpośredniej z produkcji roślinnej wyniosła 1,68 tys. PLN*ha-1. Natomiast z produkcji zwierzęcej jedynie 1,03 tys. PLN*ha-1 UR.
The study presents the value of standard gross margin as well as technical infrastructure of agricultural farms. Assessment of direct inputs and gross final production in the researched objects was carried out. The research covered 30 farms of miechowski powiat. Average value of standard gross margin from plant production was 1.68 thousand of PLN*ha-1. Whereas, from animal production only 1.03 thousand PLN*ha-1 of arable land.

Artykuł przedstawia rozwój oraz stan sieci kanalizacyjnej na terenie ośmiu gmin wiejskich powiatu koszalińskiego w latach 004–2013. Podstawą analizy były dane z roczników statystycznych GUS – Ochrona Środowiska oraz Banku Danych Lokalnych, a także z raportów z wdrażania Krajowego Programu Oczyszczania Ścieków Komunalnych. Przeprowadzona analiza wykazała niejednorodny stopień uzbrojenia gmin powiatu koszalińskiego w sieć kanalizacyjną i oczyszczalnie ścieków, różny przyrost sieci kanalizacyjnej w czasie, a także różnice w udziale ludności powiatu, korzystającej z sieci i oczyszczalni ścieków. W ostatnich latach widoczny jest wyraźny przyrost ludności powiatu, korzystających z oczyszczalni ścieków oraz z sieci kanalizacyjnej. Obserwuje się przy tym tendencje do wzrostu ilości ścieków, oczyszczanych w wysokosprawnych technologiach.
The article presents the development and condition of the sewage system in eight rural communities in the Koszalin County in the years 2004 – 2013. The basis for the analysis was data from Statistical Yearbook from Central Statistical Office – Environment Protection and Local Data Bank, and from National Programme for Municipal Waste Water Treatment implementation reports. The study showed a heterogeneous state of development of the sewage network and wastewater treatment plant (WWTP), different growth of network, as well as variability in the share of the county population using the sewage network and WWTP. In last years the increase of Mount of people who use the WWTP and sewage network is clearly seen. Moreover, the tendency for increasing amount of sewage treated in high performance technologies is observed.

Przedstawiono wyniki badań zależności pomiędzy poziomem rozwoju otoczenia obszarów wiejskich a poziomem rozwoju wielofunkcyjnego tych obszarów. Zwrócono szczególna uwagę na występowanie efektu opóźnionego oddziaływania infrastruktury na poziom wielofunkcyjności. Efekt opóźnionego oddziaływania stwierdzono w przypadku dostępności sieci kanalizacyjnej, natomiast w odniesieniu do gęstości sieci dróg oraz dostępności sieci wodociągowej wystąpiło zjawisko wyprzedzającego rozwoju wielofunkcyjnego względem rozwoju infrastruktury.
The paper presents results of the research on dependence between the level of rural area environment development and the level of multifunctional development in these areas. Special attention was given to the occurrence of the effect of delayed infrastructure impact on the multifunctionality level. The delayed impact effect was found in case of sewerage system availability, whereas the effect of multifunctional development being ahead of the infrastructure development occurred with reference to road net density and sewerage system availability.

Oceniono stanu i kierunki rozwoju wybranych elementów infrastruktury technicznej w gminie Biecz oraz porównano je z oczekiwaniami mieszkańców. Stwierdzono, iż większość sołectw nie jest objęta siecią wodociągową i kanalizacyjną. Rozwój infrastruktury technicznej powinien więc nastąpić głównie w tym kierunku. Both status and growth trends of selected technical infrastructure components within Borough of Biecz were evaluated and compared with the expectations of inhabitants. It was confirmed that a majority of villages do not have water supply lines and sewage systems. Therefore the development of technical infrastructure should be going in this particular direction. Research has shown that the aspirations of the borough administration are basically consistent with the expectations of the residents.
