This article addresses an integrated safety and security analysis approach of hazardous industrial plants and systems of critical infrastructure. Nowadays due to new hazards that emerge there are opinions among experts that these issues require an integrated approach in life cycle, from the design concept, through the design and operation of the plant, to its decommissioning. It is proposed to start from an interesting methodology known as the security vulnerability analysis (SVA) developed for hazardous plants of chemical industry. It is based on rings of protection concept to secure widely understood assets. This concept seems to be compatible with layer of protection analysis (LOPA), which is consistent with functional safety concept of the control and protection systems including cyber security aspects. It is outlined how to use these approaches in an integrated way for safety and security analysis of hazardous industrial plants and systems of critical infrastructure.

Opis:
In this paper, an attempt has been made to present National Maritime Safety and Security Systems. Such systems have been established as a result of close cooperation of national maritime services and ships themselves. Such systems operate in national maritime areas of particular states, regardless of EU membership. The history of the development of above mentioned systems is much longer than the history of the International Maritime Safety and Security System. However, the organizational and functional structure of these systems has been scarcely presented in the shipping literature . Therefore, the main objective of this paper is to bring these issues closer to the public attention.
W artykule podjęto próbę przedstawienia Narodowych Systemów Bezpieczeństwa Morskiego i Ochrony Żeglugi. Systemy te są wynikiem skoordynowanego funkcjonowania służb morskich państw oraz załóg okrętów. Tego rodzaju systemy funkcjonują na obszarach morskich państw, bez względu na to, czy są one członkami Unii Europejskiej czy też nie. Wspomniane systemy mają nieporównanie dłuższą historię niż Międzynarodowy System Bezpieczeństwa Morskiego i Ochrony Żeglugi. Niemniej jednak historia ich rozwoju, a zwłaszcza struktura organizacyjno-funkcjonalna, nie znalazła prawie żadnego odzwierciedlenia w literaturze przedmiotu. Dlatego też głównym założeniem artykułu jest wyeliminowanie podstawowych zaniedbań w tym względzie.

The article presents the problem of safety and security in school from the perspective of a student. The scope of the phenomenon and the types of aggression and violence experienced by students from their peers and teachers were described. Psychological and sociological research showing the general upward trend of aggressive behavior and violence, as well as student rights to the protection and regulating its functioning in school were presented. It was indicated the necessity of system solutions for dealing with the phenomena of aggression and violence in schools and the need for the introduction of prevention programs in schools.

Opis:
The International Atomic Energy Agency (IAEA) estimates that 10 million shipments of radio-active materials are transported annually. Each shipment is made up of either a single package or a number of packages transported from one location to another. The vast majority of these shipments, some 95%, relate to non-fuel cycle transports such as the transport of smoke detectors, and cobalt sources for medical purposes. Only 5% relate to nuclear fuel cycle transports. This study investigates the safety stability aspect, harmonized regulation based transportation, sustaining shipment aspect for the transportation of radioactive materials by ships. Consequently the originality of this paper appears the alignment of existing maritime rules and regulations with the IAEA regulations in order to provide easy understanding and usage for the establishment of code of safe and secure practices for seafarers with the countermeasures and harmonized regulations that are practically implemented by the navigation officers and Master.

The article presents the problem of safety and security in school from the perspective of a teacher. The scope of the phenomenon and the types of aggression experienced by teachers and other school staff are described. Psychological and sociological research, and legal provisions on aggression and violence against a teacher are presented, as well as examples of aggressive behaviors in schools and system solutions for dealing with them. It is identified the need for a clear school system of social conduct standards and penalties for dangerous behaviors, as well as intervention procedures in emergency situations, taking into account the actions in the event of aggression or violence against a teacher.

Maritime Safety and Security on board ships very much depends on well trained crews. That is why training and exercising emergency response procedures as well as efficiency in reliable management are extremely necessary. On the other hand research as well as technological development in safety and security, tools and other kinds of technical and organizational systems contribute to further improvement and guarantee high levels of safety and security in maritime transportation. Simulation facilities are essential for both exercising and training but also for research and technological development. This paper introduces the innovative concept of a safety and security training simulator (SST7) and describes research work related to the implementation of training scenarios. Selected results of a case study will be presented. A shorter version of this paper was originally presented at the International Conference on “Marine Navigation and Safety of Sea Transportation” at Gdynia in June 2013.

W artykule dokonano identyfikacji składowych bezpiecznego środowiska pracy posiłkując się wynikami badań, dotyczących oczekiwań pracowników wykonawczych. Stwierdzono, że istnieją przesłanki do poszerzenia obszaru tego środowiska, rozpatrywanego jak dotąd głównie przez pryzmat bhp, o aspekty psychospołeczne, dotyczące odpowiedniego kształtowania warunków i bezpieczeństwa zatrudnienia oraz atmosfery pracy i współdziałania, co sprzyja wzrostowi dobrostanu zatrudnionych, a przez to ich zaangażowania.
The paper identifies components of a safe working environment drawing from results of research into blue collar workers’ expectations. It was found that the environment, instead of taking the traditional work-safety-and-hygiene perspective, might be extended with psycho-social elements creating the desired conditions and security of employment, work atmosphere and cooperation, which contributes to employees’ well-being as well as increases their commitment.

This article tries to show the relationship between one important set of deficiencies included in the Paris Memorandum of Understanding on Port State Control procedures, propulsion and auxiliary machinery, the importance of this set of deficiencies for the PSC inspection and also its importance for the Maritime Safety. The maintenance of the propulsion and auxiliary machinery systems has become less important that it deserves, that means while the ship sails everything is supposed to be properly maintained, this is the most extended policy in the Companies and accepted and supported by the Owners. This article studies the deficiencies included in the category propulsion and auxiliary machinery detected by the Port State Control Officers (PSCO) of the Paris MOU area, and tries to demonstrate how important they are in these inspections. At the same time can be seen the professional profile of the PSCO’s as well as the assessment made by them of those areas included in this set of deficiencies.

Wydarzenia, które rozpoczęły się w grudniu 2019 r. w chińskiej prowincji Hubei, gdzie wykryto wirusa COVID-19, i które objęły swoim zasięgiem niemal cały glob, zmienią również paradygmaty bezpieczeństwa w komunikacji lotniczej. Celem artykuły jest przegląd dostępnych technologii w celu detekcji zagrożeń w transporcie lotniczym, w tym czynnika biologicznego. Pandemia koronawirusa nie osiągnęłaby swoich rozmiarów w tak szybkim czasie bez udziału komunikacji lotniczej, jako transmitera przemieszczających się pomiędzy wszystkimi kontynentami zarażonych ludzi. Pomijając skutki ekonomiczne dla branży lotniczej, wydaje się, że ochrona pasażerów przed czynnikiem biologicznym będzie koniecznym elementem transformacji systemów ochrony. O ile branża lotnicza poradziła sobie skutecznie z zagrożeniem terrorystycznym wprowadzając i ciągle rozwijając nowe technologie, o tyle czynnik biologiczny wykazał jej bezradność w jego detekcji i przeciwdziałaniu rozprzestrzeniania. Co ważne czynnik biologiczny jest jednym z możliwych do zastosowania w przeprowadzeniu aktu terroryzmu (tzw. bioterroryzmu).
The events that began in December 2019 in the city of Wuhan, the capital of Central China’s Hubei province, where a virus called COVID-19 was detected, and which, as of the date of this paper, has spanned across almost the entire globe, will undoubtedly change the safety paradigms in air communication. The goal of this paper is to review the technologies that are available for the detection of threats in air transport, including biological agents. The coronavirus pandemic would not have reached its severity in such a short time without the participation of air communication as a transmitter of infected people traveling between all the continents. Apart from the economic consequences for the aviation industry, whose activity in many countries came to a complete standstill during the pandemic, this came about through the decision of governments. It seems that the effects of this pandemic will be far-reaching in security regarding the protection of passengers from biological agents, and will be a necessary element of security system transformation. It should also be emphasised that while the aviation industry has successfully coped with the terrorist threat by introducing and constantly developing new technologies, the biological factor has revealed an almost total helplessness in its detection and prevention of its spread. More importantly, the biological factor is one of many possibilities to carry out an act of terrorism (so-called bioterrorism).

An increase in the complexity of systems onboard ships in the last decade has seen a rise in the number of reported maritime cyber-attacks. To tackle this rising risk the International Maritime Organization published high-level requirements for cyber risk management in 2017. These requirements obligate organisations to establish procedures, like incident response plans, to manage cyber-incidents. However, there is currently no standardised framework for this implementation. This paper proposes a Cyber Emergency Response Procedure (CERP), that provides a framework for organisations to better facilitate their crew’s response to a cyber-incident that is considerate of their operational environment. Based on an operations flowchart, the CERP provides a step-by-step procedure that guides a crew’s decision-making process in the face of a cyber-incident. This high-level framework provides a blueprint for organisations to develop their own cyber-incident response procedures that are considerate of operational constraints, existing incident procedures and the complexity of modern maritime systems.

The paper presents the statistic data analysis of total losses of the fishing vessels. The emphasis is put on the total losses caused by the insufficient stability of considered ships. The research is focused on the fishing vessels, which are relatively small ones in marine industry, so they are most affected by the wind and rough sea. The correlation between type of the vessel, its size, the shape of its hull and the capsizing statistic is presented. The regularities noticed in course of statistic analysis allows to formulate the suggestions regarding the influence of some hydrodynamic phenomena on the safety of fishing vessels and the number on their total losses at the sea.
