Purpose – The purpose of the paper is to indicate the role of a cluster and a cluster-based policy in the process of regional development management as the tools serving the achievement of positive development effects in the region. Research method – The analysis was based on the review of domestic and foreign literature sources devoted to clusters, as well as the documents and the assumptions of the cluster policy at the EC level and the national and regional level, the participant observation as a member of research and implementation and advisory project teams in the field of cluster management and cluster policy in Poland and in the region. Results – A cluster can be used at any stage of the strategic management of regional development as an element of strategic analysis, as one of the key consultants in the process of regional development strategy projection, and ultimately as a tool for implementing the assumptions of regional development strategy. Originality / value – The proposed dual model of cluster policy in the Podlaskie Voivodeship using detailed assumptions, including developed clusters as a tool for managing regional development as a part of the cluster-based policy.

Bezpieczeństwo energetyczne kraju jest jedną ze składowych bezpieczeństwa narodowego. Obecnie z uwagi na rangę zagadnienia stało się ono źródłem szczególnego zainteresowania. Do działań przyczyniających się do zwiększenia bezpieczeństwa energetycznego zaliczyć należy zastosowanie odnawialnych źródeł energii (OZE). Celem artykułu jest podjęcie próby odpowiedzi na pytanie, czy na podstawie ogólnodostępnych danych GUS możemy skutecznie przewidywać kształtowanie się produkcji energii z odnawialnych nośników.Realizacji celu dokonano dwuetapowo. W pierwszym sporządzono prognozy wybranych cech charakteryzujących produkcję energii elektrycznej z odnawialnych źródeł energii dla okresu 2021–2023 na podstawie danych z lat 2000–2018, a w drugim dane pierwotne uzupełniono o okres 2019–2020. Jako narzędzia badawcze wykorzystano metodę wyrównywania wykładniczego Holta oraz metodę średniookresowego tempa zmian. Otrzymane wyniki porównano. W toku badania pozytywnie zweryfikowane zostały obie hipotezy: Województwa Polski charakteryzują dynamiczne zmiany w zakresie zróżnicowania produkcji energii z odnawialnych źródeł energii, co przekłada się na znaczną zmienność pozycji zajmowanych w rankingach dla wybranych cech je charakteryzujących. Dynamiczne zmiany z zakresie produkcji energii elektrycznej z odnawialnychźródeł energii powodują, że sporządzanie prognoz kształtowania się tego zjawiska należy uznać za poznawcze. Otrzymane wyniki pozwoliły ocenić jakość i skuteczność prognoz sporządzanych na podstawie dynamicznie zmieniających się informacji statystycznych. Obliczenia wykonano w programie Statistica. Źródłem pochodzenia danych był Bank Danych Lokalnych.
The country’s energy security is one of the components of national security. Currently it has become a source of special interest. The use of renewable energy sources (RES) is one of the measures contributing to the increase in energy security. The aim of the article is to attempt to answer the question whether, on the basis of publicly available data from the CSO, we can effectively predict thedevelopment of energy production from renewable carriers.The goal was achieved in two stages. In the first one, forecasts of selected features characterizing the production of electricity from RES for the period 2021–2023 were made, based on data from 2000–2018, and, in the second, the original data was supplemented with the period 2019–2020. Holt’s exponential smoothing method and the medium-term rate of change method were used as research tools. The obtained results were compared.In the course of the study, both hypotheses were positively verified: Polish voivodeships are characterized by dynamic changes in the diversification of energy production from RES, which translates into a significant variability of positions occupied in the rankings for selected features characterizing them. Dynamic changes in the production of electricity from RES mean that the preparation of forecasts of this phenomenon should be considered cognitive. The obtained results made it possible to assess the quality and effectiveness of forecasts prepared on the basis of dynamically changing statistical information. The calculations were made in the Statistica program. The source of the data was the Local Data Bank.

Cele polityki energetycznej UE wynikają bezpośrednio z teorii zrównoważonego rozwoju. Pojawiają się również stanowiska, że występuje zależność pomiędzy zużyciem energii elektrycznej a wzrostem gospodarczym. Należy również mieć na uwadze, że znajomość długoterminowych prognoz, między innymi zapotrzebowania na energię elektryczną jest istotnym czynnikiem w planowaniu przyszłych źródeł wytwarzania. Celem artykułu jest prezentacja wyników dynamiczno-prognostycznej analizy zużycia energii elektrycznej w województwach Polski. Badana kategoria określona została za pomocą jedenastu zmiennych. Jako narzędzia badawcze wykorzystano metody wyrównywania wykładniczego Holta oraz średniookresowego tempa zmian. Okresem badawczym były lata 2000–2023. Źródłem pochodzenia danych był Bank Danych Lokalnych. Skonstruowanie rankingów kształtowania się tych cech w przyszłości pozwoliło na wskazanie nierówności. W toku badań postawiono dwuczłonową hipotezę, w świetle której większość ba danych obiektów charakteryzuje się tendencją rozwojową. Cechuje je stałość pozycji zajmowanych w rankingach sporządzonych dla prognozowanych wartości zużycia energii w podstawowych sektorach ekonomicznych. Otrzymane wyniki pozwoliły ocenić zróżnicowanie badanych obiektów. Zdecydowanymi liderami pod względem zużycia energii elektrycznej są województwa mazowieckie i śląskie. W przyszłości zużycie to będzie nadal zróżnicowane w podstawowych sektorach ekonomicznych. W toku badań pierwszy człon hipotezy został zweryfikowany pozytywnie, a drugi negatywnie. W odniesieniu do sektorów: przemysłowego, energetycznego oraz gospodarstw domowych spodziewać się można stałości pozycji zajmowanych przez badane obiekty w skonstruowanych rankingach.
The goals of the EU energy policy result directly from the theory of sustainable development. There are also positions that there is a relationship between electricity consumption and economic growth. It should also be borne in mind that the knowledge of long-term forecasts, including electricity demand, is an important factor in planning future generation sources. The aim of the article is to present the results of the dynamic and prognostic analysis of electricity consumption in Polish voivodeships. The studied category was defined by means of eleven variables. The research tools are Holt exponential smoothing and medium-term rate of change. The research period was the years 2000–2023. The source of the data was the LDB. The construction of rankings of the shaping of these features in the future allowed for the identification of inequalities. In the course of the research, a two-component hypothesis was formulated. In light of this, most of the examined objects are characterised by a development tendency. We observe constant positions taken in the rankings prepared for the projected values of energy consumption in the basic economic sectors. The obtained results made it possible to assess the diversity of the examined objects. The leaders in terms of electricity consumption are Mazowieckie and Śląskie voivodeships. In the future, energy consumption will continue to vary across the main economic sectors. In the course of the research, the first part of the hypothesis was verified positively, and the second one – negatively. With regard to the industrial, energy and household sectors, one can expect that the positions occupied by the examined objects in the constructed rankings will be stable.

In this study I try to prove that the effects of economic development concentrate in the area of settlement which is underpinned by settlement infrastructure. Balancing the development of this infrastructure constitutes therefore the base for balancing the regional economy. Issues of sustainable development of settlement infrastructure can be divided into two aspects. The first is the effect of balancing the development of infrastructure for harmonious development of civilization subordinated to the principles of sustainable development. The second is to prevent increase in infrastructure disparities. The primary objective of this paper is analytical summary of saturation in flats and the number of seats in theaters, cinemas etc. by voivodships in Poland in the period 2006–2010. The results of the analysis indicate that the saturation in fl ats in Poland is increasing in all voivodships but in varying degrees. The number of seats in theaters, cinemas, etc. decreases or increases depending of region.

The aim of this article is to determine the size of the effect on the development of Polish metropolises and large cities imposed by the decision on conditions for construction and land management as well as local spatial management plans. This aim was achieved by:– verification of spatial policy pursued by the largest Polish cities– description of conditions which authorities of Polish cities take into consideration while conducting a particular spatial policy.The article mainly analyses the ways of pursuing spatial policy at a city level, which primarily comes down to the analysis of urban plans records and shape of decision on conditions for construction and land management as well as opinions of the representatives of the municipalities. As a result of on-going research a hypothesis have been placed: the decision on conditions for construction and land management negatively influences the city’s spatial order.

This article is devoted to the theoretical problems of regional development in the conditions of post COVID-19 management. The text mphasizes the fundamental nature of regional development as a new scientific field, which has its own accumulation of knowledge, based on social sciences and natural sciences. The article focuses on problems with clarifying the place of regional development in post-crisis management. It is accepted that regional development has an important role in managing territorial problems and achieving a pulling development of individual spatial areas. In this direction, the very functional role of regional development brings to the fore the need for targeted measures and policies of a socio-economic nature. Some aspects of the regional development of scientific research are also presented. Emphasis is placed on the connections of regional development with other scientific directions and its role for effective geo-urban development, local self-government and local communities.

Municipal authorities should implement measures aimed at balanced development: in the ecological, economic and social range. The main goal of this article is to present an analysis of the implemented actions supporting the increase of competitiveness of the SME sector within the framework of regional development policy in 2007–2013, with particular emphasis on barriers in access to EU funds by this sector of the economy. The described barriers have been identifi ed on the basis of the interviews carriedout. The obtained results confirm the most frequent opinions about problems with access to EU funds that entrepreneurs have, such as: poor information about application rules and procedures, too extensive bureaucracy and unclear guidelines regarding, among others, eligibility of expenditure.

The main objective of the study “The role of project management in the hospitality business operation” was to develop recommendations for the selection of project management standards which will allow the effective achievement of their objectives, in particular to define and adjust their management standards. The study was carried out in the period from 01/01 to 31/12/2011, while the fundamental phase of the study fell in the period from 01/08 to 30/11. A set of 5 specific objectives was used which were operationalized into 7 research questions and 5 research techniques, both quantitative and qualitative. The study used secondary data which constituted statistical and demonstrative material, as a result of which it was possible to develop a typology of projects implemented in hotel companies and compare project management standards. The above compilations were used to construct research tools in order to obtain primary data - the results of surveys and individual in-depth interviews. The study allowed the following main conclusions to be drawn: 1. The natural and cultural values of the region as well as regional and local tourist products are not perceived by hotel companies as attractive resources for creating their own offer. 2. Low propensity of hotel businesses to cooperate in integrating promotional activities for the region as an attractive tourist destination. 3. Low interest of hotel companies in the activities of sustainable development. 4. Low effectiveness of dialogue and cooperation between the hotel industry and other actors of the regional tourism market. 5. Moderate satisfaction of hotel companies with the implemented projects, there are no grounds to unequivocally state that the project was successful. 6. Hotels operating in the Łódź region conduct individual marketing activities on a small scale being focused exclusively on the promotion of their own offer. 7. Low propensity of hotel companies to establish cooperation within the tourism industry. 8. Hotel companies in the Łódź Voivodeship implement projects using few management standards. For these conclusions detailed recommendations were formulated indicating possible remedial actions aimed at reversing adverse trends or strengthening positive effects.
