Opis:
Starting from the judgement of Parmenides that there is existence but non-existence is not, the author discusses the issues of existence in Parmenides. This subject is examined not only as an ontological problem (what is existence per se), but also as an epistemological problem. Using Parmenides' thesis of the cognisability of 'non-existence', the author considers the problem of the legitimacy of the concept of 'non-existence' (how is it possible to perceive something which is not there), making use of the conception of modi existentiae (real existence, intentional existence). The problem of the complexity and simplicity of existence is also considered. Alongside the perception of existence as that which is absolutely simple, he also considers as possible the equally gentle, emergent and organicistic interpretation of the conception of existence according to Parmenides. At the same time, the contemplations in the article aim to show in what way the problem of existence as formulated by Parmenides has for centuries inspired philosophy and continues to do so.

Opis:
An effect of the revision of the secularisation thesis is an array of conceptions attempting to capture the essence of the modern transformations of religions and the shape of non-traditional forms of religiosity. The concept of '(new) spirituality', which is supposed to signal a new religious megatrend, today aspires to the role of 'universal key' to contemporary analysis of religion. The aim of this article is to attempt to clarify the meaning of this term by reconstructing the origins of spirituality - the phenomenon itself as well as the term used to describe it. The concepts used to describe this subject are ordered in the sequence religion - religiosity - spirituality, which also corresponds to the direction of religious transformations in the West. The course of these changes is presented in a three-phase model of the origins of new spirituality based on the metaphor of change of the concentration of religious material: from the solid body, via fluid form to a gaseous state. This model is diachronic in character, but is also a reflection of synchronic order (the spectrum whose poles correspond to traditional religion and new spirituality).

The article deals with folk music culture in the Silesian Beskid. Endogenous and exogenous transformations in the Beskid repertoire are related to various factors, therefore taking a definite attitude towards them may bring an ambivalent result. In the first case, according to the author, the changes may move in two directions, depending on the repertoire awareness of folk musicians. The transformation proces may be conscious when it is based on an authentic, well-known repertoire. In the case of the absence of a solid repertoire basis or being not aware of them (it is mostly true for young musicians), unreflective repeating of musical material occurs, which may result in “musical impoverishment” and even in the “loss of musical tradition”.

Transformations of independent public healthcare centres (SPZOZ) into limited companies was supposed to improve the effectiveness of the healthcare system. Until the 30th April 2014, 174 entities were subject to organisational and legal transformations, while in the years to come the number of entities that operate as companies is going to increase for sure. Considering the importance of the transformation process to the condition of medical entities, NIK has carried out the audit entitled “Activities of self-governmental hospitals transformed into limited companies”. The objective of the audit was to evaluate the impact of transformations on the number and scope of health services financed from the public funds (by the National Health Fund – NFZ), and on the financial situation of these hospitals in the years 2011-2014.

This article delivers an analysis of the most important aspects of the effect the generational change makes in shifts in religiosity and spirituality among the youth groups. Especially the so called generation Z seems interesting and significant in that regard. The characteristics of that group show that the most important factor we must include in the interpretation of data on religion is related to the consequences of the technological and cultural transformation that occurs today globally. Thus the text emphasizes the relations between the digital realm and new religiosity of youth in fields like worldview, work or everyday habits. The perspective of sociology and anthropology of religion used here allows us to take a closer look at the latest currents in youth religiosity. The outcome of that analysis shows that it is crucial to take into consideration the fact that this religiosity is today regarded in a more personalistic but at the same time socially and politcally engaged manner.

W pracy dokonano analizy zmian użytkowania zlewni Ciemnej (Trzemnej), w okresie około stu lat. Dominującą formą użytkowania terenu w obu przekrojach czasowych (koniec XIX i koniec XX wieku) były użytki rolnicze. Sytuacja ta jest typowa dla większości małych rzek położonych na obszarze Wielkopolski i Kujaw, a jest konsekwencja wielowiekowych wylesień na tych terenach. Poszczególne formy użytkowania terenu sukcesywnie zmieniały swój udział w ogólnej powierzchni zlewni co było konsekwencją rozwoju cywilizacyjnego. Odmienny charakter miały zmiany elementów hydrograficznych, gdzie na przełomie lat ’60 i ’70 XX wieku w krótkim czasie powstał sztuczny zbiornik retencyjny zmieniający całkowicie dotychczasowe warunki hydrologiczne.
This work presents an analysis of the changes in the use of the Ciemna (Trzemna) river basin during a period of about a hundred years. The primary use of the area in both time periods ( the end of the 19th century and the end of the 20th century) was the agricultural one. This is typical of the majority of small rivers in the region of Wielkopolska and Kujawy, and it resulted from centuries- long deforestation in these areas. Specific uses of the area gradually changed its share in the general area of the basin, which was an effect of civilisation development. The changes of hydrographic elements were of a different nature : at the turn of 1960s and 1970s a retention reservoir was built, which completety changed the foregoing hydrological conditions.

In the context of current integration of EU member states the author makes an attempt at examining whether assisting moral quality of European integration by ecumenical Christian communities and churches would or not constitute making their ecumenical aspirations more profound. For, on the one hand, they remain the only institutional organism capable of such moral actions and at the same time in a way called for the good of EU communities; on the other hand, their mutual engagement from the perspective of evaluation of moral quality of EU member states integration would allow not only to contribute to achieving integration aims of the western-European societies, but also – in a way simultaneously – laying more solid grounds for the created through integrated moral actions Ecumenical community.

Współcześnie urbanizacja jest coraz częstszym zjawiskiem. W wielu krajach stale wzrasta liczba miast oraz ludności miejskiej. Tematem wartym uwagi staje się więc poszukiwanie przyczyn przekształceń siedzib gmin wiejskich w miasta. Główne cele artykułu to rozpoznanie oczekiwań władz lokalnych, związanych z przekształcaniem siedzib gmin wiejskich w miasta, oraz ustalenie, w jakim stopniu ta zmiana wpływa na oczekiwane przez władze lokalne korzyści z niej wynikające. Motywacje do przekształceń oraz oczekiwane korzyści z nich płynące zostały przeanalizowane na przykładzie siedmiu gmin w Polsce: Urzędowa, Mielna, Wiślicy, Radoszyc, Otynia, Łagowa i Józefowa nad Wisłą. W tym celu dokonano charakterystyki wybranych gmin, a następnie przy użyciu wywiadu ustrukturyzowanego wskazano przyczyny zmiany siedziby gminy oraz oczekiwania władz tych miejscowości. Z przeprowadzonych badań wynika, że w większości przypadków władze lokalne oczekują głównie wzrostu prestiżu miejscowości oraz większych możliwości pozyskiwania nowych źródeł finansowania.
Nowadays, urbanization is an increasingly common phenomenon. In many countries, the number of cities and urban population is steadily increasing. Therefore, the topic of attention becomes the search for the reasons for the transformation of rural communes’ seats into cities. Local authorities are the main initiators of these changes, therefore the expectations of local authorities regarding them are also interesting. The main objectives of the article are to identify the expectations of local authorities related to the transformation of the seats of rural communes into cities and to determine to what extent this change affects the benefits expected by local authorities. Motivations for transformations and the expected benefits resulting from them were analyzed on the example of seven communes in Poland: Urzędów, Mielno, Wiślica, Radoszyce, Otyń, Łagów, Józefów nad Wisłą. For this purpose, the characteristics of selected communes were made, and then, using a structured interview, the reasons for the change of the seat of the commune and the expectations of the local authorities were indicated. The conducted research shows that in most cases the local authorities expect mainly the increase in the prestige of the town and the acquisition of new sources of financing.

The diversity of Polish voices about translation draws attention to the fundamental problems of translation: 1) the role of the translator in the process of linguistic and cultural transference; 2) the modeling impact of the receiving culture on the target text; 3) respect for the output work and culture in relation to word and text; 4) linguistic and cultural untranslatability; 5) the desire to create a discipline that “would tame” the complex nature of translation in theory and practice. Reflections upon these issues led to interdisciplinary and descriptivity in translation studies. Currently we are dealing with the situation of the repealing of faithfulness in translation as an impossible and unnecessary task. The voices of Polish translators, among others, growing over the centuries, were confirmed by this theoretical reflection. Researchers have announced it in Polish translatory reflection. They represented different methodological, phenomenological and structuralist ‑semiotic options (for example, Stefania Skwarczyńska and Edward Balcerzan in the years 1965—1981). In their reflections on translation, an essential role has been played by the adoption of two basic assumptions. The first one concerns the autonomy of a literary work, whereas the other one is about interpretation, that is, its full implementation in the process of read‑ ing. Within their borders, they pointed to the inevitability of the gradable identity of translation with respect to the original.

W powszechnym dyskursie dotyczącym przeobrażeń współczesnych miejskich przestrzeni publicznych prym wiodą rozważania nad zmianami będącymi udziałem dużych światowych metropolii. Wskazuje się na powstawanie regionów zurbanizowanych, skoncentrowanych wokół nich, oraz słabnącą, a z pewnością zmieniającą się rolę małych miast w coraz większym stopniu zależnych od ekspansywnych i silnych ośrodków miejskich. Jednak przestrzeń małych miast także podlega współcześnie istotnym przekształceniom i swoistej „hybrydyzacji”. Niniejszy artykuł omawia przykłady transformacji przestrzeni publicznych małych miast w wybranych krajach Europy Zachodniej, dające świadectwo i obraz wielowymiarowości wspomnianych przemian, stanowiących element szerszej i przemyślanej strategii rozwoju.
The common discourse on today’s transformations of contemporary public urban spaces, are dominated by reflections of changes occurring within the biggest world cities. Majority of discussions focus on the process of urban regions development while small cities’ role weakens and changes, as they are more and more dependent on the expansionist, stronger and larger ones. Nonetheless, the public spaces of small cities undergo similar modifications and are susceptible to phenomena of “hybridization”, much the same as big urban centers. The paper discusses and presents select examples of public space transformations in small Western European cities, underpinning the image and proof of the multilayered nature of these unusual changes often being results of thoughtfully planned city development strategies.

The article is a review of selected works by Janusz Mariański that are focused on the problem of modern transformations of religiousness. The author presents the theory of secularization, subjecting its classical form to criticism and confronting it with alternative theories – among others, those of pluralization and individualization of religiousness. The presented contents are compared with the conclusions drawn from J. Mariański’s research on religiousness of young people in Poland.

The article deals with the legal issue concerning the acquisition of public property by communes and the enfranchisement of the Polskie Koleje Państwowe state enterprise, which resulted from the transformation of property relations in Poland after 1989. The differences in administrative courts case law concerning the issue led to a solution provided by the Supreme Administrative Court bench of seven judges, which adopted a resolution of 27 February 2017, I OPS 2/16, and pointed out that possessing real property by the PKP state enterprise without the right documented in the way referred to in Article 38 para. 2 Act of 29 April 1985 on land management and expropriation of real estate (Journal of Laws [Dz.U.] No. 22, item 99, as amended) means that on 27 May 1990 the real property belonged to the National Councils and territorial state administration bodies of the basic level, in accordance with Article 5 para. 1 Act of 10 May 1990: Provisions implementing the Act on territorial self-governments and the Act on self-government employees (Journal of Laws [Dz. U.] No. 32, item 191, as amended). The content of the resolution, first of all the motives for drawing conclusions, inspired the author to ask a question whether the adopted resolution is based on a complete analysis of the issue and whether it is in conformity with the legislator’s intention expressed in the provisions of law. The author presents a short outline of the history of property relation transformations in Poland connected with the abolition of the principle of the uniform fund of state property and the separation of property, especially with regard to the provisions concerning the acquisition of property rights by PKP. He presents two case law approaches that made the President of the Supreme Administrative Court ask a legal question. Next, the author presents the Supreme Administrative Court stand contained in its resolution and issues that, in his opinion, raise doubts. He analyses them, inter alia, based on the content of legal acts, justification to bills and case law. The conducted analysis indicates that, in the author’s opinion, the adopted resolution is based on a cursory analysis of the examined issue and does not take into account the aspect of the purpose of the enfranchisement provisions. As a result, the article has the form of a critical gloss.
Prezentowany artykuł odnosi się do zagadnienia prawnego związanego z nabywaniem mienia komunalnego przez gminy i uwłaszczeniem przedsiębiorstwa państwowego Polskie Koleje Państwowe, co było następstwem przekształceń własnościowych w Polsce po 1989 r. Rozbieżności w orzecznictwie sądów administracyjnych w powyższym zakresie stały się asumptem do podjęcia rozstrzygnięcia przez skład siedmiu sędziów Naczelnego Sądu Administracyjnego, który w uchwale z dnia 27 lutego 2017 r. (sygn. akt I OPS 2/16) wskazał, że pozostawanie nieruchomości we władaniu przedsiębiorstwa państwowego PKP bez udokumentowanego prawa w sposób określony w art. 38 ust. 2 ustawy z dnia 29 kwietnia 1985 r. o gospodarce gruntami i wywłaszczaniu nieruchomości (Dz.U. Nr 22, poz. 99 ze zm.) oznacza, że nieruchomość ta należała w dniu 27 maja 1990 r. do rad narodowych i terenowych organów administracji państwowej stopnia podstawowego w rozumieniu art. 5 ust. 1 ustawy z dnia 10 maja 1990 r. Przepisy wprowadzające ustawę o samorządzie terytorialnym i ustawę o pracownikach samorządowych (Dz.U. Nr 32, poz. 191, ze zm.). Treść uchwały, a przede wszystkim motywy wnioskowania, skłoniły autora do postawienia pytania, czy podjęte rozstrzygnięcie oparte jest na pełnej analizie zagadnienia oraz czy jest ono zgodne z intencją ustawodawcy wyrażoną w przepisach prawa. Autor w swoim opracowaniu przedstawił krótki rys historyczny przemian własnościowych w Polsce, związanych ze zniesieniem zasady jednolitego funduszu własności państwowej i rozdziału majątku, ze szczególnym uwzględnieniem przepisów dotyczących nabywania praw majątkowych przez PKP. Wskazał dwie linie orzecznicze, które skłoniły Prezesa NSA do postawienia pytania prawnego. W dalszej części autor zaprezentował stanowisko Naczelnego Sądu Administracyjnego zawartego w uchwale oraz zagadnienia budzące jego wątpliwości, które następnie zostały szczegółowo przeanalizowane m.in. w oparciu o treść aktów prawnych, uzasadnienia do projektów ustaw oraz orzecznictwo. Przeprowadzona analiza wskazuje zdaniem autora, że podjęta uchwała oparta jest na pobieżnej analizie badanego zagadnienia oraz nie uwzględnia aspektu celowościowego przepisów uwłaszczeniowych. Powyższe skutkowało tym, że artykuł przybrał formę glosy krytycznej

Opis:
W analizie zdjęć rentgenowskich częstym problemem jest wykrycie zmian guzkowych. Celem badań jest taka modyfikacja obrazu, aby uwidocznić zmiany patologiczne na obrazie RTG. Pierwszym etapem było wykorzystanie operacji otwarcia na danym obrazie rentgenowskim. Następnie obraz poddano operacji wyrównania histogramu o wartości skalarnej 0,5. Histogram to wykres liczby występowania danych punktów szarości w obrazie. Odpowiednia modyfikacja tych punktów pozwala na poprawienie jakości obrazu. Kolejny etap to zastosowanie segmentacji na danym fragmencie płuca oraz utworzenie przestrzeni trójwymiarowej na obrazie. Badania przeprowadzono we współpracy z lekarzem radiologiem specjalizującym się w chorobach płuc. Uzyskane zbiory danych były oceniane pod względem wielkości zmian i ich liczności oraz umiejscowienia.
Detection of nodular changes is a common problem in X-ray imaging analysis. The research aims to modify the images in order to visualize pathological changes on the X-ray image. The first stage of the research was applying the opening operation on given X-ray image. Subsequently, the even operation which regarded the histogram with scalar value of 0.5, was performed. Histogram can be defined as graph informing how frequently given points of given gray level, occur in the image. A proper modification of these points enables to improve the image quality. Another stage included segmentation and the creation of three-dimensional space of the image. Research was conducted in cooperation with radiologist, specialist in the field of lung diseases. Obtained dataset was assessed in terms of size of pathological spots and their locations.

Adam Olgierd Uziembło (AOU) urodził się 3 maja 1906 roku w Kimrach nad Wołgą w rodzinie Adama (1985-1971) i Marii Jadwigi (z domu Wierzejskiej). Jego dziadek Józef Uziembło (1854-1918) był w latach 1974-1878 organizatorem kółek socjalistycznych w Kijowie, Moskwie i Warszawie. AOU wychowywał się w domu babki Katarzyny razem z dwiema siostrami stryjecznymi. Kiedy rodzice się rozwiedli - pozostał pod opieką matki i babki. W czasie I wojny światowej ojciec AOU był w wojsku austriackim, a potem w polskich legionach. W 1917 r. ożenił się po raz drugi  z Marią Janiną z domu Kalińską, z którą miał córkę Anielę (ur. 1919).           AOU znalazł się w Moskwie, gdzie po rewolucji uczył się w polskiej szkole, którą prowadziło NKWD, a uczyły w niej m.in. jego matka Maria, Maria Domrazek, Zofia Dzierżyńska (żona Feliksa), Zofia Słomnicka-Samelson i inni.  Do Polski AOU przyjechał z matką w 1920 r. Uczył się w gimnazjum im. Rejtana w Warszawie i tam zdał maturę w 1924  r., a potem do 1932 r. studiował matematykę na Uniwersytecie Warszawskim. Interesowała go logika i brał udział w seminariach profesora Jana Łukasiewicza i docenta Alfreda Tarskiego.  Studia musiał przerwać. Wojnę spędził w oflagu, a potem wstąpił do wojska. Ukończył je dopiero na Uniwersytecie Wrocławskim 1956 r. i tamże doktoryzował  się w 1962 r., a w 1968 r. uzyskał habilitację na Uniwersytecie Warszawskim.
Adam Olgierd Uziembło (AOU) was born on 3rd May of 1906 in Kimry on the Volga in the family of Adam (1985-1971) and Maria Jadwiga (née Wierzejski). His grandfather Joseph Uziembło (1854-1918)  was the organizer of the socialist circles in Kiev, Moscow and Warsaw in the years 1974-1878. AOU grew up in his grandmother Catherine's house, along with two uncle Władysław's doughters. When his parents got divorced - remained under the care of his mother and grandmother. During the World War I AOU father was in the Austrian army, and then in the Polish Legions. In 1917 he married a second time with Maria Janina (ne\'e Kalińska), with whom he had a daughter, Angela (b. 1919).           AOU was in Moscow, where after the revolution he was taught in Polish schools, which led the NKVD, and taught in it, among others, his mother, Maria, Maria Domrazek, Sofia Dzerzhinskaya (wife of Felix), Sophia Słomnicka-Samelson, and others. To Poland AOU came with his mother in 1920. He studied at the Gymnasium Rejtana in Warsaw, where he was  graduated in 1924, and then he studied mathematics at the University of Warsaw up to 1932. He was interested in logic and participated in seminars Professor Jan {\L}ukasiewicz and Associate Professor Alfred Tarski. He had to stop the study. He spent the war in a POW  camp (Oflag), then joined the army. He was graduated from the Wrocław University in 1956.  And there he received his doctorate degree in 1962. In 1968 he got habilitation at the Warsaw University.

This paper highlights selected issues concerning the new regulation of mergers, divisions, transformations and acquisitions of companies under the proposal for the new Act on Liability of Collective Entities for Acts Prohibited under the Penalty. The new While the old Act of 2002 does not create any regulation in that sphere of company law and its practical usage is marginal, the undisputed position of legal doctrine is that the rules of universal succession (for mergers and divisions), created in the fie ld of company law, cannot be transposed into the area of repressive liability of collective entities. The new Act not only changes that status, creating its own, direct regulations of succession and continuation of liability in case of mergers, divisions and transformations of collective enti- ties (companies), but also adds rules on such succession even in connection with simple and massive transactions of acquisition of companies and their assets.
