Hereby paper is dedicated to the issue of Brexit in the context of liberal theory of international relations, mainly by adoption of the qualitative method of textual examination of selected works, devoted to the abovementioned paradigm. The hypothesis of this article is a statement that liberal approach has a limited applicability to description of community disintegration mechanisms, including Brexit as their unquestionable syndrome. Existing theories of European integration, of which liberalism is one of the most influential theoretical schemes, reveal several malfunctions in exploration of Union’s decomposition processes, however, on the other hand, some of their specific components still remain valid. The above issue exposes a demand for investigating new tools and researching methods to scrutinize current trends in the European Union that would allow to review the present state of this organization in a more adequate manner.

This article aims to present an evolution of the liberal model of world politics along with the potential consequences of this change at the level of the European integration project, taking into account the tools of the school of law and economics. The work elucidates basic elements of the idea of liberal democracy, both in internal (legal and economic system) and external dimensions (attitude to supranational organisations). The liberal order described in the text is confronted with critical statements delivered by creators of the concept of illiberal democracy, according to whom crisis of the paradigm of law and international economy can be currently observed. The recession of the liberal model of global politics is manifested in the tendency to modify the constitutional framework of particular countries and the decomposition of integration processes that have been anchoring liberal order in a united Europe so far. According to the author, the above phenomenon may initiate a split in the Western world, leading to the breakdown of its political unity and the beginning of the era of uncertainty, as a prelude to the emergence of a new order on the Old Continent, the framework of which is not yet known.
Celem tego artykułu jest przedstawienie ewolucji liberalnego modelu polityki światowej wraz z potencjalnymi następstwami prezentowanej zmiany na płaszczyźnie projektu integracji europejskiej, z uwzględnieniem narzędzi ekonomicznej analizy prawa. W pracy ukazano zasadnicze elementy idei demokracji liberalnej, zarówno w aspekcie wewnętrznym (ustrój prawno-gospodarczy), jak i w wymiarze międzynarodowym (stosunek do organizacji supranarodowych). Opisany w tekście ład liberalny został skonfrontowany z krytycznymi wypowiedziami twórców koncepcji demokracji nieliberalnej, zdaniem których aktualnie można zaobserwować kryzys ww. paradygmatu prawa i gospodarki międzynarodowej. Dekoniunktura liberalnego modelu polityki globalnej przejawia się w tendencji do metamorfozy form ustrojowych niektórych państw, a także dekompozycji procesów integracyjnych, które dotychczas zakotwiczały liberalny porządek zjednoczonej Europy. Zda niem autora, powyższe zjawisko może zainicjować rozłam w świecie Zachodu, prowadząc do osłabienia jego politycznej jedności i zapoczątkowania ery niepewności, jako preludium do powstania nowego ładu na Starym Kontynencie, którego ramy nie są jeszcze znane.

The article deals with the common currency as one of the biggest challenges currently facing the European Union. Arising from the financial crisis 2008–2009 and deepened by Brexit, they ought to be interpreted and analyzed as the most important impulse to further integration, especially within the sphere of fiscal policy on supranational level. The author claims that for those EU member states which do not participate in the monetary union it is the optimal moment for the decision to join and initiate the relevant procedures. Without any decisions so called multi- or two speed Europe is to be considered as a political fact. For Poland such a scenario creates costly and uncertain position which could inhibit its activities in the common Europe.

Artykuł podejmuje problematykę wybranych źródeł kryzysu procesu integracji europejskiej oraz potencjalnych następstw załamania się tendencji zjednoczeniowych w Europie. Ukazano w nim przyczyny kontestowania projektów pogłębiania współpracy w ramach supranarodowej wspólnoty, ze szczególnym uwzględnieniem problemów dotykających rozmaite obszary procesu zjednoczeniowego. Omówione zostały konsekwencje podważania zaufania do liberalnego paradygmatu polityki światowej, jak również przyczyny imitowania i powierzchownego naśladowania zjawiska europeizacji, prowadzącego do odtwarzania dawnych podziałów centro-peryferyjnych. Przedstawiono też następstwa problematyki deficytu demokratycznego w kontekście załamania się legitymizacji prezentowanego reżimu integracyjnego. W pracy znalazły się również uwagi na temat ewentualnych konsekwencji tendencji dekompozycyjnych na płaszczyźnie uprawnień człowieczych, a także wpływu dezintegracji na poczucie bezpieczeństwa w Europie. Zdaniem autora powyższe zjawiska mogą oznaczać początek rozłamu w świecie Zachodu, prowadzący do rozbicia jego politycznej jedności, a zarazem nastania epoki lęku oraz niepewności jako preludium do objawienia się nowego ładu na kontynencie.
This article outlines selected causes of the European integration crisis and the potential consequences of the collapse of unification tendencies in Europe. It elucidates the reasons for the contestation of projects that aim to deepen cooperation within the European Union. The consequences of the declining confidence in the liberal paradigm of world politics are discussed, as well as the reasons for the superficial imitation of processes of Europeanization that lead to the reconstruction of the former centre-peripheral divisions. The relationship between democratic deficit within Europe and the decline of the integration regime’s legitimacy are also discussed. The article comments on the possible effects of disintegration tendencies in the area of civil rights, as well as the impact of disintegration on the sense of security in Europe. According to the author, the above phenomena may initiate a split in the Western world and rupture its political unity. This in turn could lead to an era of fear and uncertainty, prior to the creation of a new order on the continent.

The purpose of this article is synthetic analysis of the theories concerning the Security and Defence Policy of the European Union. Author analyses neorealist and neofunctionalist theories and marginally takes into account theory of liberal intergovernmentalism and new institutionalism theory. Neorealists argued that in order to understand CSDP, one should look at the changing nature of the balance of power and the way in which member states sought profits coming from the negotiation process, which took place between European Union and NATO. Liberal intergovernmetalists, including Andrew Moravcsik, assumed that CSDP is a factor created and driven by the domestic policy of member states, although both NATO and EU institutions influenced this process. Neofunctionalists’ hypothesis assumed that CSDP is a result of the spill-over effect – consequence of the economic integration. They demonstrated, through economic analysis, the impact of economic and monetary union on the process of development of the European security and defence policy. In neoinstitutionalist theory, the emergence of the CSDP is explained by highlighting the impact of international institutions in the foreign policy of the EU and NATO member states. Above hypotheses have the objective of finding the causes of the CSDP’s emergence, but are also an attempt to answer the question what is the CSDP. Exitisting theories do not adress the whole issue comprehensively, because they are missing implication of links between supranational, transnational and intergovernmental dimension of CSDP, indicating only the conceptualization of evolution and the role of the various bodies at different levels, particularly in the theories of neoliberalism, neoinstitutionalism and intergovernmental liberalism.

The study of external perceptions provides insights into how the European Union (EU) is actually judged as an international actor, helps shape the EU’s identity and roles, and shows how outsiders’ expectations and perceptions impact upon the EU’s foreign policy performance. This article examines how the European Union is perceived by India – one of the ten strategic partners of the European Union. It examines India’s attitudes towards the European integration movement, Jawaharlal Nehru’s perceptions of the European Community and the changed perceptions of Europe in India’s foreign policy in the post-Cold War era. It discusses the perceptions of the Indian political, business and media elites of the European Union as an international actor. In conclusion, it discusses what needs to be done to overcome the perceptional differences.

The main aim of this paper is the analysis of the opinions of the Polish society on the European integration process and introduction of the euro currency in Poland. The research problem seems to be very interesting due to the fact that before and few years after the Polish accession to the EU, people’s attitudes towards integration and European currency were very enthusiastic. The opinions of Polish electorate had radically changed by the end of 2008, when the Poles began to feel the negative results of the economic slowdown caused by the global financial crisis. The analysis was made in the context of party preferences in Poland and the data cover three periods: December 2004, December 2008 and the last quarter of 2012.

This article reflects on the issue of legitimacy and attitudes of the young generation (16–19 years old) towards the European integration. The authors decided to divide the text into two parts, the first of which consists of the theoretical and historical approach to the problem of the legitimacy of European integration and the narrative about Europe, and the second presents the main conclusions and problems identified during the work of authors with the youth, and the implementation of the international Jean Monnet Network project MoreEU: More Europe to overcome the crisis. Confrontation of these two parts has made it clear that traditional justification of the legitimacy of the integration project does not speak to the contemporary youth, and that this is precisely in this age group that we can clearly see the crisis of the legitimacy of the European Union.

System polityczny Unii Europejskiej jest przykładem rządzenia odbywającego się w silnie zróżnicowanym środowisku kulturowym, społecznym i politycznym. Jego rozwój jest nielinearny, a wyznaczenie jego granic okazuje się bardzo trudne lub wręcz niemożliwe. Traktat z Lizbony nie określił w sposób jednoznaczny dalszego kierunku rozwoju UE, a wręcz przyczynił się do pogłębienia złożoności systemowych. W sposób szczególny zjawisko to zarysowało się w obszarze rozwiązań instytucjonalnych, które kumulują wszelkie napięcia i kryzysy pojawiające się w procesie integracji. W wyjątkowy sposób do zwiększenia niespójności w systemie integracyjnym przyczyniła się komasacja zjawisk kryzysowych po 2009 roku. Jednocześnie obserwujemy specyficzne właściwości towarzyszące kształtowaniu się mechanizmów instytucjonalnych, które w odpowiedzi na powtarzające się trudności wykształciły zachowania elastyczne i odpornościowe. Efektem są przeobrażenia systemu instytucjonalnego, które kreują niejednorodne rozwiązania o tendencjach zarówno integrujących, jak i dezintegrujących system.
The political system of the European Union is an example of governance realised in a highly diversified cultural, social and political environment. Its development is non-linear and determining its boundaries turns out to be very difficult or even impossible. The Treaty of Lisbon did not clearly define the further direction of the EU’s development, and even contributed to the deepening of systemic complexities. This phenomenon is particularly visible in the area of institutional solutions that accumulate all tensions and crises that appear in the integration process. The amalgamation of crisis phenomena after 2009 contributed to an exceptional increase in inconsistencies in the integration system. At the same time, we observe specific properties accompanying the shaping of institutional mechanisms, which in response to repeated difficulties have developed flexible and resilient behaviors. The effect is transformations of the institutional system, which create heterogeneous solutions with both integrating and disintegrating tendencies.

Opis:
The European Single Market is a key factor in the process of European integration. Rudiments of its construction have been created by three founding treaties, but the most important was the Treaty of Rome (1957), establishing the European Economic Community (EEC). That treaty introduced the concept of the common market. Its construction was completed in accordance with the Single European Act adopted 30 years later. This treaty introduced the concept of the internal market, but in fact it contributed to spreading of the term single market, wrongly derived from the title of the treaty. Although the SEA imposed a deadline for the creation of the great European market at the end of 1992, it still remains unfinished. The article presents the genesis and subsequent stages of the European Single Market creation and indicates its importance for the economic growth acceleration, as well as the problems that hinder the completion of the European Single Market.

Opracowano tabele: zawierające podstawową wiedzę z zakresu filarowej struktury współpracy państw członkowskich w ramach obowiązujących traktatów, główne i pomocnicze instytucje Wspólnot i UE, ich skład, zadania i funkcje oraz terminologię działających w Europie Rad.
The author intents to publish several articles aimed at a complex presentation of impact of the EU integration including the EU law adoption on the Polish national law, and then, of professional and academic issues in land-surveying and cartography resulting from the EU law. The hereby presented publication is the first one belonging to the planned series. It brings a historical outline of EU integration, present EU institutions, Polish road to the accession and main international activities of the Chief Geodesy and Cartography Office. The following tables have been prepared: - the one containing base knowledge in area of pillar co-operation structure of member countries within a frame of binding treaties; - the one presenting main and supporting EU institutions, their composition, tasks and functions; - the one explaining the misleading naming of EU councils.

Opis:
The Finnish Basic Law is rigid and may be amended only by a special procedure. Following the Nordic tradition, this matter has been treated as a peculiar case of changing ordinary laws. It consists in deferral of the bill in the second reading until the first parliamentary session of the next term of office after the elections. The aim of the study is to determine the degree of adaptation of the Basic Law of Finland to the systemic reality in connection with the state’s participation in the processes of the European integration.
Ustawa Zasadnicza Finlandii jest konstytucją sztywną i może zostać zmieniona jedynie przy zastosowaniu procedury szczególnej. Zgodnie z tradycją nordycką materia ta została potraktowana jako szczególny przypadek zmiany ustaw zwykłych. Polega on na zawieszeniu projektu w drugim czytaniu do pierwszego po wyborach posiedzenia parlamentu następnej kadencji. Celem niniejszego opracowania jest określenie stopnia dostosowania obowiązującej Ustawy Zasadniczej Finlandii do rzeczywistości ustrojowej w związku z uczestniczeniem państwa w procesach integracji europejskiej.

The article is the result of research conducted by the authors in the project The International Cooperation for Rehabilitation and Social Integration of Refugee in Turkey and Europe supported by Erasmus+ Programme and aimed at creating an innovative model of rehabilitation and integration of refuge women (implemented by the University of Gaziantep, Turkey) based on the experiences of partner countries. The aim of the article is to analyse the specificity of mechanisms and integration models used in work with refugee women. Issues such as migration, legal status of refugee women, EU integration policy or European support programmes for refugee in the context of gender were examined using mixed research methods. The analysis was conducted from a transdisciplinary perspective: political, legal, social, anthropological and gender perspective. Artykuł jest wynikiem badań prowadzonych przez autorki w projekcie The International Cooperation for Rehabilitation and Social Integration of Refugee in Turkey and Europe realizowanym w ramach programu Erasmus+ i mającym na celu stworzenie innowacyjnego modelu rehabilitacji i integracji uchodźczyń (wdrażanego przez Uniwersytet Gaziantep, Turcja) na podstawie doświadczeń krajów partnerskich. Celem artykułu jest analiza specyfiki mechanizmów i modeli integracji stosowanych w pracy z kobietami uchodźczyniami. Zawarte w artykule zagadnienia, takie jak: migracje, prawny status uchodźczyń, polityka integracyjna UE czy programy pomocowe w kontekście kwestii gender, zostały zbadane przy zastosowaniu mieszanych schematów badawczych. Analiza została przeprowadzona z perspektywy transdyscyplinarnej: w ujęciu politologicznym, prawnym, społecznym, antropologicznym i genderowym.

Opis:
A dynamic development of politics and international European relations makes the analysis of them considerably more difficult. Current research and analytical interest in it concentrates on the process of so-called European integration. The European Union is an epitome of a specific vision of humanity and a model of a society having a specific attitude towards certain values, in particular: systems of protecting human rights, respect for religious and cultural differences and dynamic economic development. The Holy See is not only a passive onlooker of civilisation changes. Concern for common welfare and peace keeping between particular nations was, is and always will be its priority. That is why it undertakes various forms of cooperation with international organisations. One of them is an eager interest and participation in European integration processes. The key and universal value connecting international organisations and the Holy See is still an inborn human dignity, which unites integration urge of many nations.

This text considers the crisis in the context of its impact on development and disparities within structure of the European Union across various levels of its functions. The main objective of this work is to provide answers to the following questions: how many times has the European Union faced the crisis in the past; was the crisis an element that eventually strengthened or weakened the EU integration process; what decisions were made to fight the crisis; and to what extent was the crisis an element that led to disparities within the European Union? One of the goals is also to define the notion of crisis. The primary thesis of this text is a statement that crises, which affected the EU, contributed to differentiations of its policies. This is partially contrary to the concept of the European integration, developed in the 1950s, which assumed that the EU member states need to move forward at the same speed and as part of equal participation in the integration projects. Crises, however, contribute to disparities in the European integration.
