Opis:
The period of systemic transformation which started in 1989 and continued in the following years, changed themanagement of local government units, which ceased to be a tool of the central government in implementing the state’s policy. However, they have become, in a sense, independent units that use territorial marketing in the management process, whose main task is to shape the region’s competitiveness in relation to other regions within the market economy. The paper reviews the problem of shaping and developing territorial marketing. The aim is to show the importance of promotional activities in the implementation of the region’s development goals and the diagnosis of its limitations and accompanying conditions.

Współczesne organizacje – w tym organizacje publiczne musza podejmować działania służące poprawie sprawności i skuteczności działania. Funkcjonują one w dynamicznymi i nieprzewidywalnym otoczeniu, a to wymaga by poszukiwały one nowych metod i instrumentów, które umożliwią lepsze wypełnianie wszystkich funkcji zarządzania. Jednym z aspektów tych zmian jest pozyskiwanie informacji. W JST wymaga to w szczególności znacznej rozbudowy systemu rachunkowości, w szczególności ukierunkowanej na koszty, ich pomiar i racjonalizację. Są one bowiem punktem wyjścia dla myślenia ekonomicznego i stanowią podstawę podejmowania wszelkich decyzji gospodarczych.
Nowadays organizations have to take actions that will lead them to better and more efficient work. This problem is connected with local territorial units functioning too. Their functioning requires different actions and take full advantage of experiences, methods and management tools, coming from private sector. This management tools needs a lot of information. Firstly, it is significant to develop an accountancy system and increase the amount of accounts, which will allow measuring the costs and effects.

Modern land organization, as a complex of social-economic and ecological measures, is focused on rational organization of the territory of administrative-territorial units, which make a spatial base for territorial organization of state management and local self-governing. Thus, determination of boundaries of administrative-territorial units is very important, actual and responsible task of land organization. Improvement of organizational and ecological mechanisms of establishment of boundaries of administrative-territorial units through the provision of these subjects with the relevant land surveying, land planning and cartographic, soil, land evaluation materials and agreed urban planning documents is still of great importance. Legislation of Ukraine determines the dependence of land use documents (land development project regarding the establishment of (changes in) the boundaries of settlements) on the town planning documentation (the general layout of a settlement, other town planning documentation), but the mechanism of its implementation is not grounded.

Subject and purpose of work: The subject of the study is to show that the method of managing a municipality, taking into account the marketing philosophy, creates additional values for a given municipality. The purpose of the work is to show that Dobra Szczecińska Municipality, being a territorial unit, has developed a certain manner of managing and directing local resources, which, using territorial marketing, has created a unique and inimitable character of the location. Materials and methods: Scientific literature, source materials from the Municipal Office of Dobra Szczecińska as well as all statistics and studies available online were used. Literature review and analysis, as well as deductive and inductive methods were applied as research tools. Results: It has been proved that Dobra Szczecińska is a municipality with its own identity, possesses its own unique image, cares about the municipality’s product and satisfies the needs of its residents and entrepreneurs. Conclusions: The municipality was justifiably ranked 23rd in the 2016 Ranking, because the local authorities make every effort to ensure that the residents and entrepreneurs believe that they live and operate in the best place in West Pomeranian Province. The analysis of the collected material confirmed that Dobra Szczecińska municipality is rightly called a good one because it develops in accordance with the principles of sustainable development.
Przedmiot i cele pracy: Przedmiotem opracowania jest wykazanie, że sposób zarządzania gminą uwzględniający filozofię marketingu powoduje tworzenie dodatkowych wartości dla gminy. Celem pracy jest ukazanie, że jednostka terytorialna jaką jest gmina Dobra Szczecińska wykształciła pewien sposób zarządzania i kierowania zasobami lokalnymi, który wykorzystując marketing terytorialny wykreował unikalny i niepowtarzalny charakter miejsca. Materiały i metody: Wykorzystano literaturę naukową, materiały źródłowe z Urzędu Gminy Dobra Szczecińska oraz wszystkie dane statystyczne i opracowania dostępne w internecie. Jako metody badawcze zastosowano przegląd i analizę literatury, metody dedukcyjne i indukcyjne. Wyniki: Dowiedziono, że gmina Dobra Szczecińska jest gminą o własnej tożsamości, ma własny niepowtarzalny wizerunek, dba również o produkt gminny oraz zaspokaja potrzeby swoich mieszkańców i przedsiębiorców. Wnioski: Gmina słusznie została wpisana na 23 miejsce w Rankingu 2016, ponieważ władze terenu dokładają wszelkich starań, aby mieszkańcy i przedsiębiorcy uważali, że mieszkają i działają w najlepszym miejscu w województwie zachodniopomorskim. Analiza zebranego materiału potwierdziła, że gm. Dobra Szczecińska słusznie nazywana jest dobrą, bowiem rozwija się zgodnie z zasadami zrównoważonego rozwoju.

Opis:
The aim of the article is to present selected assumptions related to the concept of a smart city in the context of its role and impact on the residents. Satisfaction of the residents resulting from the improvements in their quality of life is a basic measure evaluating the activity of local authorities. Their positive attitude to the innovations is an important factor in the socio-economic changes taking place in the city. Rzeszów was chosen as an example for empirical verification. This city is a model example of implementing innovative solutions within the city. The selected areas for implementing innovative solutions in Rzeszów and the opinions of the residents on the development of a smart city are presented against the background of theoretical assumptions concerning the concept of a smart city. Under the promotional slogan “Rzeszów - Capital of Innovation”, intense activities occurred in the field of implementing smart solutions, which were appreciated both in the external environment and among the internal stakeholders, especially the residents. The residents' opinions on the innovative solutions implemented in Rzeszów are demonstrated on the basis of the results of surveys carried out in 2018 with a sample size of n = 300. The study showed that the residents have a definitely positive attitude towards implementing innovative solutions in the city. The study also indicated that there is a statistical relationship between education and the assessment of the city's activity in this area. It was observed that the higher the level of education, the more positive the attitude to the implemented innovations.

Celem artykułu jest określenie potrzeby komunikowania jednostek terytorialnych ze swoimi interesariuszami i wykorzystania w tym celu narzędzi marketingu-mix. Na treść artykułu składają się następujące zagadnienia: istota i cele marketingu terytorialnego, potrzeby i zakres komunikowania się jednostki terytorialnej ze społecznością oraz narzędzia marketingu terytorialnego jako forma komunikowania się ze społeczeństwem. Przeprowadzona analiza wskazuje, że komunikowanie się z interesariuszami na szczeblu lokalnym i regionalnym może odbywać się za pomocą narzędzi marketingu-mix, jeśli są razem stosowane i oparte na metodycznym przygotowaniu produktów publicznych. Takie podejście umożliwia komunikowanie się ze społeczeństwem i zawiązywanie współpracy, a jednocześnie zwiększanie efektywności działań marketingowych.
The aim of this article was to determine the need to communicate by territorial units with their stakeholders and to use marketing-mix tools. This study discusses the following issues: the nature and conditions of territorial marketing, needs and range of communication of the territorial unit with the community and also the tools of territorial marketing as a form of communication with the stakeholders, The analysis shows that communication with local and regional stakeholders can be made through marketing mix tools if used together and based on methodical preparation of public products. This approach allows communicating with the community and cooperation, and to increase the effectiveness of marketing efforts.
Цель статьи – определить потребность в коммуникации со стороны территориальных единиц со своими стейкхолдерами и в использовании для этого инструментов маркетинга-микс. Содержание статьи – это следующие вопросы: суть и цели территориального маркетинга, потребности и диапа- зон общения территориальной единицы с обществом, а также инструменты территориального маркетинга в качестве формы общения с обществом. Проведенный анализ показывает, что общение со стейкхолдерами на локальном и региональном уровне может осуществляться с помощью инструментов маркетинга-микс, если их применяют вместе и если они основаны на методической подготовке публичных продуктов. Такой подход дает возможност общаться с населением и налаживать сотрудничество, а заодно повышать эф- фективность маркетинговых дествий.

Głównym miernikiem przedsiębiorczości uwzględnionym w badaniach jest liczba przedsiębiorstw polskich, które formalnie zarejestrowały działalność gospodarczą w przygranicznych jednostkach terytorialnych Słowacji, oraz liczba przedsiębiorstw słowackich, które formalnie podjęły działalność gospodarczą na terenie polskich gmin przygranicznych. Analizę uzupełniono opisem branż, które reprezentują przedsiębiorstwa. Przedstawiono ponadto przykłady innych przejawów przedsiębiorczości transgranicznej na opisywanym terenie.
The aim of this article is to analyse trans-border entrepreneurial cooperation in selected territorial units of the Polish-Slovakian border. The authors estimated the number of enterprises operating on both sides of the Polish-Slovakian border and described the branches which are represented by these firms. They also presented other examples of entrepreneurship in the analysed area.

Artykuł prezentuje analizę ewolucyjnych zmian w funkcjonowaniu jednostek pomocniczych tworzonych w polskich gminach. Zawiera również rozważania dotyczące wzmocnienia ich znaczenia w ustroju wewnętrznym gminy. Przedmiotem badań jest również rola jednostek pomocniczych jako czynnika wzrostu poziomu partycypacji społecznej wspólnot lokalnych. Z uwagi na uwarunkowania ustrojowe artykuł koncentruje się jedynie na jednostkach pomocniczych tworzonych w gminach oraz miastach na prawach powiatu. Rozważania nie obejmują jednostek pomocniczych – dzielnic - miasta stołecznego Warszawy ze względu na ich specyficzny charakter prawny.
The working paper presents the analysis of sub-territorial unit in Poland from the utilitarian point of view. It also includes potential perspectives for such form of social participation in local society. The core idea consists of sub-territorial units in communities and municipalities due to the provisions of the law. The analysis excludes the sub-territorial units in Warsaw – capital city of Republic of Poland because of their unique status provided by the dedicated law. Besides that, the working paper includes the question about the problem of the local communities’ activity and participation in the public sphere.

Purpose: The aim of the article is to show the modified method of calculating the economic potential on the example of territorial units of the Upper Silesian Metropolis. Design/methodology/approach: Economic potential is a measure of a region's strength compared to other regions. In economics, potential is a substitute for socio-economic development. The methodology of calculating the modified economic potential of territorial units was discussed in the first part of the article, and an empirical example is presented in the second part. Findings: As a result of the research, strong regions were identified and the self-potential of the regions and their surroundings were compared. Research limitations/implications: The proposed modified method of potentials can be used for a comparative analysis of any territorial units. The metric that is used to measure the distance between territorial units is important. Practical implications: On the basis of the presented method, any regions or countries can be compared in terms of socio-economic development. Social implications: The method makes it possible to compare the socio-economic development of regions in terms of income and population. Originality/value: The article compares selected communes of the Silesian Voivodeship in terms of income, population and socio-economic development. A modified measure of economic potential was used.

Pojęcie potencjału wywodzi się z fizyki, jednak ma zastosowanie także w naukach ekonomicznych. W ekonomii, ekonometrii przestrzennej, rozważa się, między innymi, potencjał ludności, dochodu, analizuje się intensywność oddziaływania jednostek terytorialnych danego systemu na siebie nawzajem. Wartość potencjału zależy od elementów macierzy odległości pomiędzy jednostkami. Celem artykułu jest pokazanie sposobu obliczania potencjału ekonomicznego jednostek terytorialnych oraz zastosowanie analizowanej metodyki do pomiaru potencjału ekonomicznego organizacji. Artykuł składa się z dwóch części zasadniczych; w pierwszej omówiono metodykę badań, druga część zawiera wyniki analiz empirycznych.
The idea of potential derives from physics, however, it is also applied in economic sciences. In economics, spatial econometrics, among others, considered is the population's potential, income potential and analyzed is the intensity of mutual influence of territorial units of a given system. The value of the potential is dependent on the matrix of the distance between units. The aim of the article is to present the way of calculating the economic potential of territorial units as well as the application of the analyzed methodology in the measurement of economic potential of organizations. The article consists of two basic parts; the first one discusses research methodology, the second part includes the results of empirical analyses.

The aim of the paper is to present selected aspects of territorial unit safety in the context of the created image and its impact on the residents and external stakeholders. Under conditions of growing competition between territorial units, image becomes an increasingly important factor in gaining competitive advantage. An element of importance for the image of cities and regions is their safety, which may be a decisive factor when choosing a place of living by potential residents, choosing a location for business, tourist destination, or a location for school or academic education. Due to a growing number of different types of threats, the safety of cities, regions, as well as the entire countries, becomes a condition for their development. Rankings of image-building potential of the cities of Poland allow to conclude that one of the safest cities is Rzeszów, which is confirmed not only by safety indices but also by highly positive assessments among residents of the analysed city.
Celem pracy jest przedstawienie wybranych aspektów bezpieczeństwa jednostek terytorialnych w kontekście tworzonego wizerunku i jego wpływu na mieszkańców oraz interesariuszy zewnętrznych. W warunkach rosnącej konkurencji pomiędzy jednostkami terytorialnymi wizerunek staje się coraz ważniejszym czynnikiem zdobywania przewagi konkurencyjnej. Ważnym elementem wizerunku miast i regionów jest ich bezpieczeństwo, które może być decydującym czynnikiem przy wyborze miejsca zamieszkania przez potencjalnych mieszkańców, miejsca do prowadzenia działalności gospodarczej, celu turystycznego, czy też miejsca do nauki szkolnej lub akademickiej. Ze względu na rosnącą liczbę różnego rodzaju zagrożeń, warunkiem ich rozwoju staje się bezpieczeństwo miast, regionów, a także całych krajów. Rankingi potencjału wizerunkowego miast Polski pozwalają stwierdzić, że jednym z najbezpieczniejszych miast jest Rzeszów, co potwierdzają nie tylko wskaźniki bezpieczeństwa, ale także bardzo pozytywne oceny wśród mieszkańców analizowanego miasta.

The introduction covers the theoretical aspects of revitalisation and sustainable development, including the significant role of revitalisation programmes. The primary purpose of the study is to identify and analyse the categories of revitalisation projects in Jelenia Góra Agglomeration municipalities in the context of supporting and deepening sustainable development. Next part of the analysis outlines the establishment and functioning of Jelenia Góra Agglomeration. The presentation of revitalisation projects, carried out in the agglomeration municipalities, grouped by the order of sustainable development remains the core of the study. Five relevant orders were distinguished, i.e. social, economic, environmental, spatial and institutional-political ones. Within the framework of general conclusions it can be stated that the presented revitalisation projects, carried out by the local governments, exert an impact on the implementation of sustainable development principles and their substantive scope corresponds well with its spectrum.
W artykule przedstawiono zagadnienie odnoszące się do zrównoważonego rozwoju jednostek terytorialnych. Na wstępie poruszone zostały teoretyczne aspekty rewitalizacji oraz zrównoważonego rozwoju, z uwzględnieniem znaczącej roli programów rewitalizacji. Głównym celem opracowania jest wskazanie i analiza kategorii projektów rewitalizacyjnych gmin Aglomeracji Jeleniogórskiej w kontekście wspierania i pogłębiania zrównoważonego rozwoju. W dalszej części zamieszczono zarys powstania i funkcjonowania Aglomeracji Jeleniogórskiej. Rdzeń opracowania stanowi zestawienie projektów rewitalizacyjnych gmin aglomeracji pogrupowanych w przyporządkowaniu do ładów zrównoważonego rozwoju. Wyodrębniono pięć ładów, tj. społeczny, gospodarczy, środowiskowy, przestrzenny, instytucjonalno-polityczny. W ramach ogólnych wniosków można stwierdzić, że przedstawione projekty rewitalizacyjne samorządów mają wpływ na implementację zasad zrównoważonego rozwoju, dobrze wpasowują się swoim zakresem merytorycznym w jego spektrum.

Opis:
Cooperation between local government authorities and residents forms the basis for creating optimal living conditions for local communities. The success of such cooperation depends to a large extent on the level of knowledge of residents about the functioning of local government units. Literature studies haveshown that these important issues have been studied to a limited extent. The main purpose of the survey was to assess the level of knowledge of issues related to the budget of local government units by repre-sentatives of the 55+ generation. In addition, check the level of their activity in the work related to the preparation of the budget of the local government unit in their area of residence. The conducted surveys have shown that issues related to the activities of local government units are not foreign to the majority of representatives of the 55+ generation. However, the level of their knowledge on this subject is relatively low. It was also found that the majority of respondents believe that residents should have the opportunity to express their opinion on the budget shape of the local government unit. Unfortunately, these opinions did not coincide with the activity of the respondents in this field.

The article is devoted to strategic planning issues in communes, districts and regions. The author presents his own model procedure standard for the construction of territorial self-government unit development strategy. It was constructed based on Polish self-government experiences, professional literature, as well as research and implementation studies conducted by the author in a few dozen of Polish self-government units during the last fifteen years. The initial part of the article presents conditions to be met by such a plan. The main body describes nineteen stages of territorial self-government unit development strategy construction. Logistic support of local government units in Poland is a one of subject that, in the area of logistics considerations, occupies an even more important place. On the one hand, the question is whether logistics in LGU should be considered as an element of effective management and, on the other hand, logistic activities should be considered in terms of support. The differences in consistency and scope of logistic activities (and logistical support) at different levels of LGU have been assumed to be the basic issue. The reflections were based on theoretical assumptions about the possibilities of using logistic processes and actions in the functioning of local government units. The article has a theoretical character. The logistic paradigm has attempted to define integrated logistical support for local government units. Using the method of secondary analysis of documents and the deduction technique, the possibility of proposing the concept of vertical integration of logistic support measures in local government units was proposed. To this end, the scope of logistic support for territorial self-government units has been characterized, taking into account the voivodship, poviat and commune levels. Identification and discussion of the concept of integrated logistic support of the territorial self-government units has been identified and implemented thus realizing the purpose of the article aiming at identifying possibilities of integration of logistic support measures as a contribution to the economic and social development of Poland’s regions.
Wsparcie logistyczne jednostek samorządu terytorialnego w Polsce stanowi temat, który w zakresie rozważań o logistyce zajmuje coraz ważniejsze miejsce. Z jednej strony poszukuje się odpowiedzi na pytanie, czy logistyka w JST rozpatrywana powinna być jako element skutecznego zarządzania, a z drugiej strony czy działania logistyczne należy jednak rozpatrywać w kategoriach wsparcia. Za podstawowy problem przyjęto różnice w spójności i zakresie działań logistycznych (i wsparcia logistycznego) na różnych szczeblach JST. Rozważania oparto na teoretycznych przesłankach możliwości wykorzystania procesów i działań logistycznych w funkcjonowaniu JST. Artykuł ma charakter teoriopoznawczy. Na kanwie paradygmatu logistyki dokonano próby zdefiniowania zintegrowanego wsparcia logistycznego JST. Wykorzystując metodę analizy wtórnej dokumentów źródłowych oraz technikę dedukcji, przyjęto możliwość zaproponowania koncepcji pionowej integracji działań wsparcia logistycznego w JST. W tym celu scharakteryzowano zakres wsparcia logistycznego dla JST z uwzględnieniem szczebli: wojewódzkiego, powiatowego i gminnego. Zidentyfikowano i omówiono przesłanki koncepcji zintegrowanego wsparcia logistycznego JST, realizując w ten sposób cel artykułu dążący do identyfikacji możliwości integracji działań wsparcia logistycznego jako przyczynku do rozwoju gospodarczego i społecznego regionów Polski.
