This paper presents the results of broad analyses of current situations in the field of rural development in Bavaria and the Federal Republic of Germany. It focuses on programs and European Union legal and financial frameworks in the years 2014-2020. The author proposes many ideas or approaches that can be applicable to all rural development actors, such as politicians, local governments administrators, scientists and local communities. In addition, the author presents own experiences as a former Head of Department and Director General of the Bavarian Administration of Rural Development in the Bavarian State Ministry of Food, Agriculture and Forestry. Also, the author’s experience as a university professor is invaluable. Its conclusions evoke further research and implementation for projects in the field of rural development, for both research and teaching institutions and administration at all levels – from European Union to the municipal level.

In France, is archaeology really preventive in the sense that it is be based on a really effective predictive system (archaeology a priori) to find sustainable solutions for heritage protection? Or is preventive archaeology simply a reformulation of the rescue digging, a posteriori, and can only exist in the shadow of the dynamics of land use planning? Is there only one preventive archaeology, or are there several? On one hand, that of the major construction projects of the territorial development and, on the other, that related to the construction of small suburban single-family houses and projects of school canteens. It will thus be a question of presenting legal, financial, organizational and institutional mechanics of French archaeology. It will also be necessary to examine the consequences of the French doctrine in different fields: methodological and scientific, but also economic, political, social, identity, ecological, human and, more particularly, its influence on its key actors: the archaeologists themselves.

The article is devoted to modern methods and technologies which can be used in development of territorial socio-economic systems. Research in this sphere must serve as the basis of territorial planning. The combination of marketing and logistical technologies is the most effective and progressive in territorial development. Modern economic integration needs special attention to be paid to conserving and increasing the indicators of socio-economic development, which is a condition of attracting investments from outside. Certain factors are of high importance for economic development. These factors are logistical in their nature and include: the volume of export and import activities in the structure of gross national revenue; the duration of the period needed for formation of a private business; availability of foreign or domestic investments for financing various economic processes; the level of development of the transportation system. The experience of Singapore can serve as an example of implementing marketing and logistical technologies in effective development of the territory.

The issues of territory management indicate that security should be perceived as a state of the system that can be applied both to the area and to situations, both desirable and undesirable. Building territory security is a complex process. It is mainly based on cooperation between local environment entities participating in mutual issues of local economies and, above all, in local development. Therefore, the problem of "territorialization of security" arises, i.e. linking the success of entities ensuring security with the success of the territory and vice versa. The aim of the article is to draw attention to the development of factors influencing the territorialization of not only economic activity, but also to new factors determining the development of the territory, which manifest themselves in the obligation to ensure security.
Problematyka zarządzania terytorium wskazuje, że bezpieczeństwo należy postrzegać jako stan systemu, który można zastosować zarówno do obszaru, jak i do sytuacji zarówno pożądanych i niepożądanych. Budowanie bezpieczeństwa terytorium jest procesem złożonym. Opiera się ono głównie na współpracy pomiędzy podmiotami środowiska lokalnego uczestniczącymi we wzajemnych kwestiach gospodarek lokalnych, a przede wszystkim w lokalnym rozwoju. W związku z tym pojawia się problem „terytorializacji bezpieczeństwa”, czyli powiązania sukcesu podmiotów zapewniających to bezpieczeństwo z sukcesem terytorium i odwrotnie. Celem artykułu jest zwrócenie uwagi na rozwój czynników wpływających nie tylko na terytorializację działalności gospodarczej, ale także na nowe czynniki determinujące rozwój terytorium, a przejawiające się obowiązkiem zapewnienia bezpieczeństwa.

Innovativeness is a key determinant in territorial development. Due to the fact that this development is concentrated on a specific geographical area, it refers to the ability to introduce novel, unique solutions, but above all to make use of knowledge and create new value in a given territory. Undeniably, it has an influence not only on the creation of a competitive advantage, economic growth, and the development of strategic sectors, but also, which should be underlined, on cooperation and clustering. The need to implement innovations stems from the competitiveness of enterprises, but above all, from the need to stimulate a territory as a specific social structure. For this reason, in the current socio-economic reality, innovativeness refers to the whole community in a given territory, its history, culture, knowledge and territorial capital skills. The aim of the article was to analyse the opportunities for implementing innovative processes in order to strengthen the territorial development paradigm, which is as yet poorly understood and popularised in the economic sciences, although sometimes correctly associated with the development of socio-economic areas (regions, micro-regions). The article is theoretical in nature. The research method applied is critical analysis of the subject literature.
Innowacyjność jest kluczową determinantą rozwoju ukierunkowanego terytorialnie. Ze względu na to, że rozwój ten jest skoncentrowany na konkretnym obszarze geograficznym, odnosi się ona do zdolności wprowadzania nowości, unikatowych rozwiązań, a przede wszystkim do wykorzystania wiedzy i tworzenia nowych wartości na danym terytorium. Bezsprzecznie wpływa na tworzenie przewagi konkurencyjnej, wzrost gospodarczy, rozwój sektorów strategicznych, ale też, co należy podkreślić, na współpracę i klasteryzację. Potrzeba wdrażania innowacji wynika nie tylko z konkurencyjności przedsiębiorstw, ale przede wszystkim z konieczności pobudzania specyficznej konstrukcji społecznej, jaką jest terytorium. Stąd innowacyjność we współczesnych realiach społeczno-gospodarczych odnosi się do całej społeczności danego terytorium, jego historii, kultury, wiedzy i umiejętności kapitału terytorialnego. Celem artykułu jest analiza możliwości wdrażania innowacyjnych procesów dla wzmacniania terytorialnego paradygmatu rozwoju, słabo jeszcze rozpoznanego i spopularyzowanego w naukach ekonomicznych, choć słusznie niejednokrotnie utożsamianego z rozwojem przestrzeni społeczno-ekonomicznej (region, mikroregion). Artykuł ma charakter teoretyczny. Zastosowana metoda badawcza to krytyczna analiza literatury przedmiotu.

The article discusses the interdisciplinary approaches to the study of regional economic systems and an integrated approach to the theory and methods of spatial development in spatial progress analysis. In addition, the administrative and the reproduction approaches of scientists to the assessment of specific territorial entities are analysed. Attention is paid to the manifestation forms of the reproduction stages with a complete cycle. Examples of specific national systems’ development and political institutions are considered ed, and also the important processes directly impacting on the regionalization are highlighted. For example, economic disciplines characterize the region as spatial, socio-economic integrity, where the main processes of material production take place and the integrity of the reproduction base is preserved. The approaches of various scientific disciplines in the research on regional economic systems and specific recommendations for their development are shown.
W artykule omówiono aspekty gospodarki przestrzennej, które są częścią badań systemowych, skoncentrowanych na pomiarze efektów ekonomicznych w przestrzeni i osiąganiu ogólnej równowagi społecznej. Zwraca się uwagę na metody zagospodarowania przestrzennego, jak również na formy manifestacji etapów reprodukcji z pełnym cyklem. Dziś problemy regionalne wymagają większej uwagi, gdyż gospodarka przestrzenna staje się głównym przedmiotem stosunków gospodarczych i politycznych. W tej sytuacji ważne jest określenie specyfiki i priorytetów badań interdyscyplinarnych regionów, opartych na przewagach komparatywnych regionu, cechach jego rozwoju historycznego i kulturowego. W związku z tym artykuł bada interdyscyplinarne podejście do oceny rozwoju heterogenicznych formacji terytorialnych. Przedstawia podejścia różnych dyscyplin naukowych w zakresie zarówno badań regionalnych systemów gospodarczych, jak i konkretnych wniosków do podejmowania decyzji zarządczych.

Territorial development is one of the key issues promoted in the European Union’s regional policy. Rozwój terytorialny jest jedną z kluczowych kwestii promowanych w polityce regionalnej Unii Europejskiej. W nowoczesnej gospodarce konieczne jest uwzględnienie podejścia terytorialnego w procesie kształtowania polityki na wszystkich poziomach, a rosnące znaczenie ma poziom lokalny, który jest odbiorcą wszystkich procesów zachodzących na wyższych szczeblach. W artykule przedstawiono teoretyczne aspekty rozwoju terytorialnego w skali lokalnej z naciskiem na podejście Unii Europejskiej do tego zagadnienia.

Artykuł jest próbą identyfikacji specyfiki i znaczenia governance w obszarach miejskich. Przyjęto, że wciąż mało wykorzystywaną kategorią analizy ekonomicznej zjawisk i procesów zachodzących na terytoriach są przepływy dóbr i informacji, szczególnie w perspektywie polityki rozwoju i zarządzania usługami publicznymi. Przepływy te, ale także i ich efekty koncentrują się w czasie na określonych obszarach. Ma to niemałe znaczenie dla uruchamiania i realizacji działań z zakresu interwencji publicznej, w tym w szczególności interwencji samorządu terytorialnego. W konkluzji artykułu zwrócono uwagę na znaczenie procesu współrządzenia i współzarządzania w obszarach miejskich, traktowanego jako fundament refleksji strategicznej dla wzmacniania efektywności świadczenia usług publicznych.
The article attempts to identify the logic of governance in territorial development of urban areas. It has been assumed that the analysis of economic processes of territories needs more attention that is devoted to flows of goods and information. It is argued that the flows, but also their effects concentrate across functional urban areas and therefore challenge the actors of development policy and managerial practices within public services. The article highlights the importance of various models of governance in urban areas.

As several Western Balkans countries aspire to become members of the European Union (EU) in the (near) future, it is interesting to explore to what extent EU territorial trends are adopted in both the official national regulations and spatial planning practice. To do so, we: 1) screen EU territorial policies to elucidate the trends and principles of territorial development, 2) analyse the contents of spatial plans in Serbia and Bosnia and Herzegovina, and 3) compare the practical application of the principles such as decentralisation, diffusion of power, subsidiarity, multi-actorship, synergy, transparency, citizen participation, coordinated action (among various disciplinary bodies), and holistic strategies. The findings show the ineffectiveness of declaratively adopted EU territorial trends against place-based territorial policy approaches.

The purpose of the article is to substantiate the basic conceptual provisions for determining the territorial development of regional land use. In accordance with the purpose, the following tasks have been solved: substantiation of theoretical provisions for determining the territorial development of regional land use; determination of features of territorial development of regional land use; formation of hypotheses on the influence of spatial, urban, investment and environmental factors. Peculiarities of territorial development of regional land use are determined. Legal support is proposed. The international practices for ensuring the territorial development of regional land use are summarized, the main directions of which are: the formation and development of land relations on a long-term basis, the determination of the target and functional purpose of lands, the constant registration of cadastral information with the formation of an ecological balance of the land use and considering the peculiarities of interaction between groups of stakeholders. The system of land administration, where its functions (land ownership, valuation, use, development of land) are comprehensively implemented and interact, in the territorial development of regional land use is of particular importance. The geographic information systems are widely used as a tool for the formation, processing and application of information on the territorial development of the regional land use in modern land administration systems. The mathematical modelling of the influence of factors on the territorial development of regional land use has been carried out.

Presented paper consists of two parts: (1) experiences of spatial policy formulation on EU level and (2) preparation of new EU Territorial Agenda until 2030. In first part were elaborated milestones of previous activities on spatial policy in EU: European Spatial Development Perspective from 1999 and Territorial Agenda approved by member states in Godollo in 2011. Important element of paper was also description of changing background of spatial policy, primarily related to Lisbon Treaty introducing territorial cohesion. In XXI century crucial role was played by three generations of ESPON programme, embracing spatial pattern of European space, but also forecasting future of European territory until 2050. Catalysing role was played by the World Bank and OECD activities. In second part evidence concerning new Territorial Agenda was presented. Issue of spatial patterns of megatrends implies priorities of new Territorial Agenda. Using territorial potentials and overcoming territorial barriers gives additional impetus to EU development. Problems which should be tackled are: risk of fragmentation, growing interdependencies between places and functional mismatch. For Poland involvement in activities leading to next Territorial Agenda of EU is of key importance.

In order to ensure the territorial development of land use in the region, there is a need to change the trajectory of spatial and urban planning factors. The ways for implementation of the proposed system measures are defined in the article. For investment and environmental indicators, the integrated indicator of territorial development of land use in the region, depending on their change, is predicted. The article presents the results of forecasting the integrated indicator of land use territorial development in the region based on the growth of systemic investment factors and the results of forecasting the integrated indicator of land use territorial development based on the growth of systemic environmental factors. Practical scientific-based recommendations for ensuring the territorial development of land use in the region by applying the results of its integrated assessment and modeling are proposed. Developed recommendations made it possible to form directions and build the basis for ensuring the territorial development of land use in the region. The development of methodological recommendations for ensuring the territorial development of land use in the region is based on the results of the study of the influence of systematic spatial, urban, investment, and environmental factors on the integrated indicator of land use territorial development.

The rationale of this paper would be extracted from the fact that a regional policy, in the full European patterned comprehensive sense, was never thoroughly pursued in Romania since joining EU in 2007. Our research try to evaluate if there are any preliminary historical assets in order to ease the process of modern regionalization and further on to investigate the policies that were officially implemented in order to comply with the overall EU territorial developmental framework. Last but not least we investigate the ad-hoc approaches of several of the local public administrators in the country, innovative approaches conceived in order to mend the evident lack of consistency of governmental public policies in this area. Within this respect our endeavor is to benchmark the overall progress of the country towards genuine regional development to some recently taken steps by some local administrative bodies, steps that already proved to be lucrative for a few counties in North-Western Romania.
Uzasadnieniem niniejszego artykułu jest fakt, że polityka regionalna, w pełnym europejskim znaczeniu tego słowa, nigdy nie była dokładnie realizowana w Rumunii od momentu przystąpienia do UE w 2007 roku. Nasze badania próbują ocenić, czy istnieją jakieś wstępne historyczne atuty, które mogłyby ułatwić proces nowoczesnej regionalizacji, a następnie zbadać polityki, które zostały oficjalnie wdrożone w celu dostosowania się do ogólnych ram rozwoju terytorialnego UE. Wreszcie badamy podejścia ad hoc kilku lokalnych administratorów publicznych w kraju, innowacyjne podejścia opracowane w celu naprawienia oczywistego braku spójności rządowych polityk publicznych w tej dziedzinie. W tym kontekście naszym celem jest porównanie ogólnego postępu kraju w kierunku prawdziwego rozwoju regionalnego z pewnymi krokami podjętymi ostatnio przez niektóre lokalne organy administracyjne, krokami, które już okazały się dochodowe dla kilku powiatów w północno-zachodniej Rumunii.

Prowadzenie polityk publicznych w wymiarze regionalnym łączy wysiłki wielu poziomów rządzenia i zarządzania, przy czym – w polskim porządku prawnym – szczególną rolę odgrywa samorząd wojewódzki. Celem opracowania jest zarysowanie problematyki oceny skuteczności – terytorialnie zorientowanej – regionalnej polityki rozwoju, sformułowanej w strategii rozwoju województwa. Podstawą refleksji, jest – poza literaturą naukową i analizą treści krajowych i regionalnych dokumentów programowych – uczestnictwo autora w pracach nad przygotowaniem ewaluacji mid-term Strategii Rozwoju Województwa Małopolskiego 2011‑2020.
The paper depicts selected aspects of the evaluation of a regional development strategy. Referring to characteristics of the territorial approach to the regional policy, the author presents key features and challenges of the management of development in the times of growing influence of ICT on societies’ life. The main premise for the formulation of paper’s conclusions has been a series of debates concerning preparation of the mid-term evaluation of the Małopolska Regional Development Strategy 2011‑2020. The crucial recommendation of the author is the consideration of the institutional change in the prospective reflection on the evaluation of territorial policies.
