The article is devoted to the reform of local self-government and territorial organisation of power in Ukraine, which took place in 2014–2020, combining three important tasks: improving the system of public authority, strengthening local self-government, and streamlining the administrative-territorial system in the state. The analysis conducted in the study concerns: the main problems to be addressed by the relevant reform; the chronology of the adoption of key regulations and their role in this process; the results of the amalgamation of territorial communities; and the communities’ ability to ensure the sustainable development of territories. As a result, the article highlights the stages of the implementation of the reform of local self-government and territorial organisation of power in Ukraine, as well as outlines several unresolved issues in this area.

Ukraine has to reform the spatial organization of power, which involves alteration of the administrative-territorial division in very difficult socio-economic and political conditions. Despite a great interest in the Ukrainian decentralization reform in scientific publications and media, the influence of chosen voluntary consolidation mode on the newly formed territorial communities, including their spatial configuration, economic potential and institutional capability, remains uncovered. Trying to shed some light on the issue, the authors made an attempt to reveal advantages and disadvantages of the selected model of reform on the example of the Perspective Plan of Territorial Communities Formation in Kyiv Region.

Opis:
One of the priorities of the Ministry of National Defense is the creation of a new branch of Armed Forces – the Territorial Defense Forces (Polish: WOT). It was initiated by the establishment of the Territorial Defense Bureau, and then the Command of the Territorial Defense Forces. The process of creating brigades and sub-units of these troops is parallel to the completion of the WOT Command. The main idea of their functioning is the widespread, optional access of volunteers to serve under the so-called territorial military service. Due to the intensive formation of new structures, a high-level military education is facing a major challenge, which is taking steps to urgently fill positions both for professional officers and for officers of territorial military service with graduates. The material presented in the present paper is an attempt to analyze and propose solutions that are not necessarily final but are treated as a basis for further substantive discussion.

This article is a critical literature review in which we have drawn out of the various Marketing and Management theories as well as the work on Territorial Marketing to constitute a practical and easy to use operational tool. This tool brings together and explains a set of mechanisms and means in order to carry out an activity of a territorial nature. Thanks to a critical reading of the various marketing-management theories, we have been able to set up a toolbox composed of tools that allow us to set up a monitoring system to better understand one’s market, territorial planning tools, tools for effective activity management, Tools for action and, finally, a presentation of the various tools in service of a sound and well-founded territorial communication. This article is likely to constitute a practical booklet for public actors to successfully and easily carry out a Territorial Marketing strategy.

The period of systemic transformation which started in 1989 and continued in the following years, changed themanagement of local government units, which ceased to be a tool of the central government in implementing the state’s policy. However, they have become, in a sense, independent units that use territorial marketing in the management process, whose main task is to shape the region’s competitiveness in relation to other regions within the market economy. The paper reviews the problem of shaping and developing territorial marketing. The aim is to show the importance of promotional activities in the implementation of the region’s development goals and the diagnosis of its limitations and accompanying conditions.

Opis:
Shaping the administrative division of the country is influenced by various factors. Based on the analysis of 22 municipal divorces in Poland between 1995 and 2019 the article attempts to identify the determinant factors of these splits. The article examines environmental (economic or cultural) and political factors which may stimulate the fragmentation initiatives. The results indicate that in Poland cultural factors appear to be at least as important as economic ones. An argument of great significance in the process of a new municipality creation (both in the case of successful and unsuccessful splits) was the memory of the inhabitants about the time when they were operating as a separate municipality. In case of rural municipalities the existence of a second almost equally important population centre in the municipality was an important factor contributing to the municipal splits.

Article aims to bring out issues of territorial identity on the example of post-industrial city. Quantitative analysis of streets and squares names in Zabrze city was carried out as a basis for this analysis. Results of this analysis can be useful for further works related to elaboration of marketing strategies for the city.

The paper analyses practices of local brand construction identifying it as a process within a broader context or field of territorial marketing. It focuses on strategies carried out by formal and informal actors acting in Podkarpackie voivodeship. Territorial authorities use symbolic or material resources to construct and promote meanings among the possibly broadest number of recipients: citizens, investors or tourists. The symbolic resources used in analysed practices are different components of local cultural heritage: historical and fictional personae, important or less important past events, relics, architecture etc. Since the number of recipients is limited these processes are in fact antagonistic and are about competing between different territorial actors: villages, towns, cities, regions and states. They are understood here anthropologically as an arena of territorial marketing. The paper focuses on social events and describe how local authorities strive to build – basing on possible elements of heritage – a well appraised festivity being either vehicles of brand or the brand itself. It describes strategies the actors use to root it into the local context, to sustain its importance and recognition and do how they evaluate the effectiveness of these practices.

The issues of territory management indicate that security should be perceived as a state of the system that can be applied both to the area and to situations, both desirable and undesirable. Building territory security is a complex process. It is mainly based on cooperation between local environment entities participating in mutual issues of local economies and, above all, in local development. Therefore, the problem of "territorialization of security" arises, i.e. linking the success of entities ensuring security with the success of the territory and vice versa. The aim of the article is to draw attention to the development of factors influencing the territorialization of not only economic activity, but also to new factors determining the development of the territory, which manifest themselves in the obligation to ensure security.
Problematyka zarządzania terytorium wskazuje, że bezpieczeństwo należy postrzegać jako stan systemu, który można zastosować zarówno do obszaru, jak i do sytuacji zarówno pożądanych i niepożądanych. Budowanie bezpieczeństwa terytorium jest procesem złożonym. Opiera się ono głównie na współpracy pomiędzy podmiotami środowiska lokalnego uczestniczącymi we wzajemnych kwestiach gospodarek lokalnych, a przede wszystkim w lokalnym rozwoju. W związku z tym pojawia się problem „terytorializacji bezpieczeństwa”, czyli powiązania sukcesu podmiotów zapewniających to bezpieczeństwo z sukcesem terytorium i odwrotnie. Celem artykułu jest zwrócenie uwagi na rozwój czynników wpływających nie tylko na terytorializację działalności gospodarczej, ale także na nowe czynniki determinujące rozwój terytorium, a przejawiające się obowiązkiem zapewnienia bezpieczeństwa.

The purpose of this article is to present the basic determinants as regards the use of the Territorial Defence Force (TDF) in the national defence system. The article focuses on issues related to security and defence as well as their impact on national security, and indicates the need to establish territorial forces in order to increase military potential in any country. What is more, it describes basic tasks which TDF can perform during individual stages of armed operations. Particular attention is paid to the fulfilment of the tasks by TDF as regards purely army-related activities, both military and non-military. It is indicated that TDF is a military formation that fills the gap as regards the security of a given area or territory, and that it can supplement the operational forces, thus constituting a vital element of the national defence system.

The main aim of the paper is the theoretical analysis of the concept of the territorial heteronomy. Conclusions concerning the idea of territorial autonomy, regionalism or federalism easily can be found in the scientific literature. But they are useless to investigate and explain many political processes and political preferences in states of the Central and Eastern Europe. It is because states of this part of the continent did not have a chance to create and develop their own models of classic administration institutions in the nineteenth century, inter alia the local and regional government. Their only experience in this area is limited to the interwar period between 1918 and 1939. They have gained a new chance for a democratic division of public tasks after the collapse of the communist system in the very end of the twentieth century. But in that period they have focused more on the horizontal division of powers than on the vertical one. For that reason up till today political phenomena in the political centre have more importance than the regional policy impact attempts. The inspiration for such a research were electoral results obtained by two regional parties at elections to the Śląskie Voivodeship Assembly in 2018.

In order to increase the quality of management at the supra-local (national and provincial) level, a special system - of constant monitoring, of evaluation of regional development processes, and of regional policy's effects in the form of territorial development observatories - was created. The system of the above-mentioned observatories is designed to improve the monitoring as well as to evaluate the public policies by creating a flexible system of acquisition and aggregation of data and by the elaboration of standards of replacing them. The aim of creating of observatories is also to increase the usefulness of evaluation by using the feedback obtained in the process of the permanent collection, compilation and sharing of the data which illustrate both the course of public intervention and the development of the socio-economic situation in the areas of the strategic state intervention. In this respect, this article constitutes an attempt to compare both the scope of tasks and the areas of activity of Regional Territorial Observatories ("RTO") functioning on the territory of Poland in different provinces. This is all the more important since at the moment there are no formally defined standards for both the collection and the processing of data in the above-mentioned Observatories.

Opis:
Decentralisation in Ukraine is an important factor in the development of a democratic system of government. The reform of local self-government aims to create new relations between citizens, local authorities, and the state. The aim of the article is to conduct a comprehensive analysis of the local government reform in Ukraine and other countries in order to identify its main advantages and disadvantages as well as indicate ways to overcome the existing shortcomings in this area. The study determined that decentralisation in the country leads to democratic transformations of society based on civic initiative and responsibility, as well as provides a decent standard of living and quality services at the local level. The introduction of decentralisation can be observed in almost all areas, including administrative, political, financial, and social. This significantly affects the potential of the population and increases the responsibility of public authorities to the population. There is an increase in the level of public services with regard to economic, legal, political, social, and ethnic issues. Finally, proposals were made to make changes in the field of local self-government in order to overcome the existing problems in this area.

Key features of the Ukrainian society as an individual political nation have been characterized. The research is based on the election process at the level of the election to the Verkhovna Rada. In the research, data from parliamentary election campaigns held in Ukraine during the 21st century were used. Key markers for estimation of the population’s identity, the problem of language priority, the problem of historic memory, the issue of Ukraine’s unitary formation and its spatial and territorial integrity were determined. The arguments offered and the objective grounds of state integrity worded in the research prove separate, formed and integral nature of the Ukrainian political nation.

The goal of this article is to trace the evolution of understanding two basic concepts in linguistics, namely “dialectism” and “regionalism” with Polish dictionaries and encyclopaedias as the source materials. Excerpts from both general and highly specialised texts have been made. The presented material shows that the definitions of the analysed concepts may vary significantly from one Polish dictionary or encyclopaedia to another. It seems that neither of the definitions exhausts the issue therefore a researcher in charge of territorial differences, in a diachronic and synchronic perspective alike, will have to re-define each time the characterised concepts by means of adjusting their meaning-related scope to his or her own research needs.

This paper draws on experience from the Interreg IIIC project ProgreSDEC, covering local and regional authorities from Greece, Italy, and Spain cooperating with each other in interregional and transnational projects. It looks both at the vertical and horizontal dimensions of European integration and explains three aspects of territorial cohesion. Talking about growing awareness, it should be differentiated between awareness relating to European issues - such as the European territorial and institutional environment - to the quality of planning, and to the endogenous ‘territorial capital’. Key terms of European integrative planning are interpreted differently. The paper discusses the reading of ‘polycentricity’, ‘landscape’, and ‘governance’, in particular. Territorial governance can be looked at as an institutional approach to develop integrative planning in the context of territorial cohesion. This notably turns the attention to regions as the focus of integration, in terms of balancing sectoral approaches, bundling spacious networks, and handling the demands from different levels.

Additionally, this article indicates rather important aspects of forming soldiers’ personalities and, in consequence, also their attitudes (civic, patriotic, national defence-oriented etc.) which combine to form their professional-personal characteristics.

The article pertains to the issue of territorial marketing in creating the image of lo-cal government unit on the example of the Subcarpathian Voivodeship. The aim of this paper is to identify by which methods the region builds brand and positive perception. Analysis of the use of territorial marketing tools is conducted based on the method of research sources pertaining to the theme. It was proved that the Subcarpathian region concentrates on social capital and openness for innovations, but still needs a greater emphasis on marketing.

The purpose of the article is to analyse the elements of the anti-aircraft defence within Territorial Defence Forces. For this purpose, the author outlined the general concept and role played by Territorial Defence in the defence system of the nation, analysed the impact of the anti-aircraft defence on the military tasks performance as well as examined the localization of the anti-aircraft defence sub-units in the Territorial Defence structures and air defence system of the nation. Research findings presented by the author indicate the need to take into consideration numerous aspects, resulting from the specialist character of the air defence forces, in the process of creating Territorial Defence. The author also pays special attention to the possible participation of the air defence within Territorial Defence Forces in the multi-layered anti-aircraft defence system of the nation.

Subject and purpose of work: The subject of the study is to show that the method of managing a municipality, taking into account the marketing philosophy, creates additional values for a given municipality. The purpose of the work is to show that Dobra Szczecińska Municipality, being a territorial unit, has developed a certain manner of managing and directing local resources, which, using territorial marketing, has created a unique and inimitable character of the location. Materials and methods: Scientific literature, source materials from the Municipal Office of Dobra Szczecińska as well as all statistics and studies available online were used. Literature review and analysis, as well as deductive and inductive methods were applied as research tools. Results: It has been proved that Dobra Szczecińska is a municipality with its own identity, possesses its own unique image, cares about the municipality’s product and satisfies the needs of its residents and entrepreneurs. Conclusions: The municipality was justifiably ranked 23rd in the 2016 Ranking, because the local authorities make every effort to ensure that the residents and entrepreneurs believe that they live and operate in the best place in West Pomeranian Province. The analysis of the collected material confirmed that Dobra Szczecińska municipality is rightly called a good one because it develops in accordance with the principles of sustainable development.
Przedmiot i cele pracy: Przedmiotem opracowania jest wykazanie, że sposób zarządzania gminą uwzględniający filozofię marketingu powoduje tworzenie dodatkowych wartości dla gminy. Celem pracy jest ukazanie, że jednostka terytorialna jaką jest gmina Dobra Szczecińska wykształciła pewien sposób zarządzania i kierowania zasobami lokalnymi, który wykorzystując marketing terytorialny wykreował unikalny i niepowtarzalny charakter miejsca. Materiały i metody: Wykorzystano literaturę naukową, materiały źródłowe z Urzędu Gminy Dobra Szczecińska oraz wszystkie dane statystyczne i opracowania dostępne w internecie. Jako metody badawcze zastosowano przegląd i analizę literatury, metody dedukcyjne i indukcyjne. Wyniki: Dowiedziono, że gmina Dobra Szczecińska jest gminą o własnej tożsamości, ma własny niepowtarzalny wizerunek, dba również o produkt gminny oraz zaspokaja potrzeby swoich mieszkańców i przedsiębiorców. Wnioski: Gmina słusznie została wpisana na 23 miejsce w Rankingu 2016, ponieważ władze terenu dokładają wszelkich starań, aby mieszkańcy i przedsiębiorcy uważali, że mieszkają i działają w najlepszym miejscu w województwie zachodniopomorskim. Analiza zebranego materiału potwierdziła, że gm. Dobra Szczecińska słusznie nazywana jest dobrą, bowiem rozwija się zgodnie z zasadami zrównoważonego rozwoju.

This paper sets out to explore the contribution of JESSICA projects to enhancing the territorialcohesion of urban areas. We apply a slightly modified TARGET_TIA methodology to assess theterritorial impacts of those projects in the city of Poznań. It is found that the JESSICA projectsbrought about positive territorial effects in deprived urban areas, however, their impacts arequite varied. More exactly, the results demonstrate that projects which most closely addressedthe specific needs of the particular urban areas make the greatest contribution to improving theterritorial cohesion of a city. It is also suggested that the complexity of JESSICA projects shouldhave a higher priority in granting a JESSICA loan.
Analiza prowadzona w niniejszym artykule miała na celu wykazanie, w jakim stopniu projekty JESSICA przyczynią się do poprawy spójności terytorialnej obszarów miejskich. W badaniu wykorzystano nieco zmodyfikowaną metodę TARGET_TIA stosowaną do oceny oddziaływania terytorialnego projektów. Badaniu poddano projekty JESSICA zrealizowane w Poznaniu. Wyniki wskazują, że w przypadku wszystkich projektów można dostrzec pozytywne efekty terytorialne, jednak ich oddziaływanie jest znacznie zróżnicowane. Projekty, które były najlepiej dopasowane do specyficznych potrzeb poszczególnych obszarów miejskich, w największym stopniu wypływają na poprawę spójności terytorialnej miasta. Wniosek ten pozwala twierdzić, że owo dopasowanie projektów powinno stanowić wyższy priorytet w procesie przyznawania pożyczki JESSICA.

Functional urban areas are becoming increasingly important in urban development policies as a comprehensive approach to solving problems and addressing development goals, not only of cities but also neighboring towns. Integrated territorial investments (ITI) are a new tool of cohesion policies aimed at better achievement of socio-economic development objectives regarding urban functional areas. The purpose of the paper is to assess the use of ITIs in policies for the development of Bialystok Functional Area by analyzing strategic documents, including the Strategy of Integrated Territorial Investments of Bialystok Functional Area for the years 2014-2020. The following research hypothesis has been formulated: the financial resources in ITIs' allocation enable the city to strengthen its cooperation with the neighboring municipalities, mainly in the fields of public transport, investment attractiveness, and human capital.

Purpose – The aim of the paper is to identify the activities implemented as part of the Integrated Territorial Investments (ITI) in order to improve transport accessibility and mobility using the example of the investments undertaken in the Białystok Functional Area (BFA). The formulated hypothesis implies that in the Bialystok Functional Area support is available for various projects financed from ITI in order to improve transport mobility and accessibility. Research method – The analysis was based both on a literature review of the subject and using the Author’s own research conducted in October 2019 on the Bialystok Functional Area Association (BFAA), including the data from the IT system – SL 2014. The analysis was based on the case studies of the projects implemented within ITI funds within the frame of improving the mobility and transport accessibility in the BFA. The analysis was supplemented with statistical research and a survey which was conducted among the employees of ten BFA municipalities responsible for the implementation of transport investments. Results – The analysis demonstrated that the projects aimed at improving the mobility and transport accessibility are undertaken by the majority of BFA municipalities. These activities are varied and adjusted to the needs of specific local government units, with a high share of funding for this type of undertakings. The undertaken investments focus, specifically on the development of the bicycle paths network and the road infrastructure. The implemented projects will not solve all the transport problems of the BFA, however they constitute an important element that ensures mainly the increase of the availability of Park & Ride and Bike & Ride infrastructure and municipal public transport services. Originality /value – The integrated territorial investment is a new instrument of the European Union cohesion policy. It is specifically dedicated for the functional urban areas. Hence it is a new research topic, the study of which will be important to determine the pros and cons of the new ITI instrument and its assessment in the development of cities and their functional areas.

A comprehensive interpretation of the European Grouping of Territorial Cooperation (EGTC) requires interdisciplinary studies, with particular focus on economic aspects. An EGTC is an innovative legal instrument of the EU and an economic tool developed to improve cross-border, transnational and interregional cooperation. Fifty EGTCs had been established in Europe by the end of 2014, including 3 EGTCs in Poland. The aim of this article is to indicate and discuss the key determinants of development of such institutions, as well as to point out barriers and present proposals to overcome them. The operation of Polish groupings in view of European ones was discussed in this article. A working model describing internal and external determinants was developed. In the context of cohesion policy, it was proved that objectives and tasks of the groupings are coincident with the objectives of the European Territorial Cooperation. Previous original studies on EGTC development in Europe were used. Legal documents were analysed, a survey and interviews with directors of EGTCs were conducted in 2015.

Für den Bereich Pommerns fehlt es nach wie vor an einer heutigen Ansprüchen genügenden Gesamtdarstellung zum Verhältnis der vorreformatorischen Kirche zur Landesherrschaft. Ein kurz gefasster Überblick wie der in dem Beitrag gelieferte kann auf der Grundlage der vorhandenen Literatur und eigener Vorarbeiten lediglich die groben Entwicklungslinien nachzeichnen, um damit einer künftigen Gesamtstudie eine ebenso grobe erste Richtschnur zu liefern. Dazu wurde auf folgende Aspekte eingegangen: 1. Das Verhältnis der Landesherrschaft zum Papsttum, 2. Das Verhältnis zum Bistum Cammin, 3. Die Nutzung geistlichen Personals und kirchlicher Ressourcen durch die Landesherrschaft und 4. die Bedeutung der landesherrlichen Kirchen- und Klosterreform. Wie gezeigt wird, erlangten die pommerschen Herzöge, insbesondere Bogislaw X., im Zusammenspiel mit der Kurie, den Camminer Bischöfen und dem pommerschen Klerus, zudem durch die nachdrückliche Heranziehung klösterlicher Ressourcen für ihre Zwecke sowie auf dem Weg der Klosterreformen bereits vor der Reformationszeit wesentliche Bausteine zur Etablierung einer einheitlichen Landeskirche und eines landesherrlichen Kirchenregiments, wie es dann im Zuge der Reformation in den protestantisch gewordenen Territorien gang und gäbe war.
To date there has not appeared a work that would comply with the present-day standards and – at the same time – exhaustively describe the relation between the pre-Reformation Church and the territorial authorities in Pomerania. The present concise review, based on the existing literature and on my own preliminary research, may be treated as an introductory outline of future research and its general guidelines. The text deals with the following aspects: (1) the relations between the territorial authorities and the papacy; (2) the relations with the Kamień (German: Cammin) Diocese; (3) the use of the Church staff and resources by territorial rulers; and (4) the importance of the sovereign reform of the Church and monasteries. As it will be demonstrated, the Pomeranian Dukes, especially Bogusław (Bogislaw) X, obtained the basic conditions to establish a territorially uniform Church and to gain control of the territorial churches, which was common in the Protestant areas after the Reformation, still before the 16th century, thanks to the cooperation with the General Curia, the Cammin Bishops and the Pomeranian clergy, and by determining the use of the monastic resources for their own purposes. As it will be demonstrated, still before the 16th century the Pomeranian Dukes, especially Bogislaw X, by cooperating with the Curia, the Cammin Bishops and the Pomeranian clergy and by effective use of the monastic resources obtained the basic conditions to establish a uniform territorial Church and to gain control of it, which was common in the Protestant areas after the Reformation.

Celem artykułu jest podsumowanie dyskusji na temat zasadności funkcjonowania samorządów powiatowych w Polsce, genezy ich restytucji reformą z 1998 roku, a także prezentacja wyników badań dotyczących wydajności i efektywności powiatów oraz opinii małopolskich samorządowców na ten temat. W dyskusji nad „reformą powiatową” prof. Kieżun określił powiaty mianem przykładu znanego w teorii organizacji i zarządzania jako patologiczne zjawisko „fikcji organizacyjnej”. Wskazał on także na niewystarczające wyposażenie administracji powiatowej w narzędzia (głównie finansowe) niezbędne do samodzielnego funkcjonowania i rozwoju. Po dwudziestu latach funkcjonowania – na nowo – administracji powiatowej w Polsce wydaje się zasadne podjęcie dyskusji nad jej efektywnością, ale także sensem istnienia w obecnym kształcie. W podsumowaniu zaproponowano możliwe kierunki zmian organizacji terytorialnej Polski, jakie z punktu widzenia skuteczności polityki rozwoju mogą być – zdaniem autora – dokonane.
The aim of the article is to summarize the discussion on functioning of poviats in Poland, the genesis of their restitution in 1998, as well as the presentation of research results on the poviat administration efficiency and effectiveness and the opinion of local government officials from Malopolska Voivodeship. In the discussion on the „poviat reform” prof. W. Kieżun referred to poviats as an example known in the theory of organization and management as the pathological phenomenon of „organizational fiction.” He also pointed to insufficient equipment of the poviat administration in the tools (mainly financial) necessary for independent functioning and development. After twenty years of functioning of poviat it seems to be reasonable to discuss its effectiveness, but also the sense of existence in its present shape. In the conclusions, possible directions of changes in territorial organization of Poland, which from the point of view of the effectiveness of development policy could be applied, are proposed.

This paper presents the results of broad analyses of current situations in the field of rural development in Bavaria and the Federal Republic of Germany. It focuses on programs and European Union legal and financial frameworks in the years 2014-2020. The author proposes many ideas or approaches that can be applicable to all rural development actors, such as politicians, local governments administrators, scientists and local communities. In addition, the author presents own experiences as a former Head of Department and Director General of the Bavarian Administration of Rural Development in the Bavarian State Ministry of Food, Agriculture and Forestry. Also, the author’s experience as a university professor is invaluable. Its conclusions evoke further research and implementation for projects in the field of rural development, for both research and teaching institutions and administration at all levels – from European Union to the municipal level.

An especially significant area in the activity of territorial self-government units is the execution of investment undertakings. However, it requires taking into account various factors influencing their launch and performance. Investment expenditure enables a reduction in differences as far as the development of territorial self-government units is concerned. The scale and range of investment activity pursued by territorial self-government units depend on the financial standing of these entities and it is budget analysis that serves the purpose of its examination. Finance is the key element of functioning of territorial self-government units and the basic marker of practicability and success of each investment. The article aims at presenting financial conditioning related to the budgetary situation of territorial selfgovernment units in Poland and their impact on the execution of investments by these entities. Thus, the parameters that were characterised were investment expenditure, own revenue, budgetary result and operating surplus in the years 2007-2015. The research procedure made use of non-reactive methods, namely the method of analysis of official documents and the historical and comparative method.

In France, is archaeology really preventive in the sense that it is be based on a really effective predictive system (archaeology a priori) to find sustainable solutions for heritage protection? Or is preventive archaeology simply a reformulation of the rescue digging, a posteriori, and can only exist in the shadow of the dynamics of land use planning? Is there only one preventive archaeology, or are there several? On one hand, that of the major construction projects of the territorial development and, on the other, that related to the construction of small suburban single-family houses and projects of school canteens. It will thus be a question of presenting legal, financial, organizational and institutional mechanics of French archaeology. It will also be necessary to examine the consequences of the French doctrine in different fields: methodological and scientific, but also economic, political, social, identity, ecological, human and, more particularly, its influence on its key actors: the archaeologists themselves.

The article discusses some legal and socio-territorial problems of reforming local government and the territorial organization of power in Ukraine, especially in the context of the formation of self-governing territorial communities. The need to make appropriate amendments to the Constitution of Ukraine regarding the planned reform, and to adopt the new Law On Local Self-Government, is emphasized. The article describes the criteria for the competencies of territorial communities while focusing on their compliance with future plans for the formation of the territories of communities. The number of united communities by region of Ukraine from 2015 to March 2018, their respective areas, and the number of inhabitants are analyzed. A general rating of the regions of Ukraine regarding the process of the formation of united communities is derived. The level of coverage by united communities of the territory of the districts of Ukraine is analyzed. The author of the article concludes that the process of forming self-governing territorial communities should be approached comprehensively and a number of measures are proposed to solve these problems.

The paper explores and explains the fragmentation process in Croatian local government during the transition period from 1990 onwards. Special focus is given to the emergence of new municipalities (municipal splits/ secessions) that occurred after the new two-tier local government system was established in 1993. Excessive fragmentation of territorial structure at the beginning of the 1990s was a systematic and centrally driven reform that was meant to break with the inherited local government model and break up its territorial structure as radically as possible. While the initial overhaul in 1993 was mostly the result of conscious policy implemented in a top-down manner, subsequent municipal splits were mostly the outcome of local initiatives and lobbying, and were predominantly shaped by local, primarily economic factors, whereas political and cultural factors were of secondary importance. The national institutional context, including criteria and procedural rules for splits, were quite liberal during this whole period, with a moderate tightening-up trajectory. The number of municipalities finally stabilised in 2006, since when there have been no more splits.

Georgia can be characterised by its turbulent history, centuries-old traditions, and a great ethnic diversity. This makes it necessary to include historical determinants, in addition to geopolitical and economic factors, when making a regional analysis of its territory and contemporary governance issues. Five stages of the development of the present territorial division of Georgia are distinguished. They have been identified by means of an analysis of key events (critical junctures) of significance in the formation of its historical regions. Additionally, their influence at each of the three levels of the current territorial division of independent Georgia is discussed, in particular in the context of territorial governance.

In the literature on democratization and autocratization, one of the areas which clearly shows a gap in the theoretical framework is a very important territorial dimension of theseprocesses. This article is aimed at proposing the theoretical approaches based on two main pillars, which can be used in studies on democratization and autocratization at the subnational levels. The first one refers to democracy and changes of political regimes (approaches to democratization / autocratization and more static issues of the quality of democracy and local democracy). The second one refers to the territorial politics, accounting for the multilevel and network governance as well as theories of decentralization. Eventually, the author also presents possible preliminary directions of research, within which the territorial politics can be either an independent, alternatively intervening variable (studies on causes of changes regarding the political regime) or a dependent variable (analysis of effects of these changes).

Michał Kulesza, Jerzy Regulski, and Jerzy Stępień are three co-authors of polish self-government reform (1990 – 1998). The author of the article searches their roles as experts as well as politicians in shaping self-government system. Final conclusion is as follows: although they were “scientific owners” of the problem, their important part in resolving it was more political (bureaucratic) than professional. The matter of their professional role was generally out of question. Practically, the most difficult task was not the shape of future self-government system but the implementation of it. Key in resolving this problem was the political position of aforementioned co-authors, their participation in bureaucratic power, and openness for lobbying. It is a meaningful lesson for the future reformers, each and every one of them.

The aim of this article is to analyse the organisation and functioning of Norwegian territorial defence (nor. Heimevernet) by showing its specificity and place in the national security system. The content of this study was intended to bring the reader closer to information on the functioning of this type of formation and answer the question posed during the research, that is, how does the territorial defence system work, which is connected to the entire defence system of the state in the military layer, i.e.: the organisational structure of the formation, the role of the formation in the national defence strategy, the organisation of the recruitment system and the training of candidates for service, as well as the civil level through the close cooperation of individual elements of the territorial organisation of military administration, Heimevernet territorial units with local government bodies at all levels in the Nordic strategic culture, and whether the conclusions of the study would provide a benchmark in the implementation of some solutions to the Polish concept of building a territorial defence system. This scientific article has been prepared on the basis of the available local literature on the Norwegian defence system, and on the basis of the research material collected in preparing the thesis.

The aim of the paper is to assess the impact of the territorial division on the finances and activity of Polish local government units (LGUs). The basis for such an assessment was both an analysis of changes in the administrative division and an analysis of statistical data. The authors have drawn some conclusions concerning changes in the administrative system. The most important recommendation is to decrease the number of local government units, which would lead to reducing disparities in their financial capacity. Although the paper focuses mainly on the basic LGU (municipality), it also mentions the problem of powiats and voivodeships in the current shape.

The efficiency-driven trend towards amalgamation characterising local government reforms in Europe seems to have escaped Romania, which displays a significant increase in the number of local governments post- 1989. This is the result of rural first-tier local governments splitting into smaller units. The paper examines objective factors and subjective motivations that have shaped the behaviour of both national and local actors in dealing with territorial reform. First, it explores the rationale and rationality of a central government initiative to facilitate municipal splits against a set of criteria derived from the literature. Second, it examines the municipal splits occurring between 1991 and 2018 against alternative or concurring explanations developed in the literature based on economic, socio-cultural and political elements. The paper argues that in the highly charged political context of the post-communist countries it is reasonable to expect a dominance of subjective rather than objective factors in decision-making on territorial reform.

The article is devoted to modern methods and technologies which can be used in development of territorial socio-economic systems. Research in this sphere must serve as the basis of territorial planning. The combination of marketing and logistical technologies is the most effective and progressive in territorial development. Modern economic integration needs special attention to be paid to conserving and increasing the indicators of socio-economic development, which is a condition of attracting investments from outside. Certain factors are of high importance for economic development. These factors are logistical in their nature and include: the volume of export and import activities in the structure of gross national revenue; the duration of the period needed for formation of a private business; availability of foreign or domestic investments for financing various economic processes; the level of development of the transportation system. The experience of Singapore can serve as an example of implementing marketing and logistical technologies in effective development of the territory.

The purpose of the chapter is to present the territorial brand as a specific market value and to indicate the possibility of co-creating this value by the most important group of recipients of the territorial offer, that is, by the residents. Selected methods of territorial brand measurement were presented, taking into account its various features and the most important indices defining the value of territorial brands were indicated. Special attention was paid to the possibilities of co-creating territorial value by the local community, and especially the so- called opinion leaders. It was emphasised that in the process of co-creating the brand’s value by the residents, a dialogue with stakeholders is of key importance, meaning interactivity, deep involvement, ability to listen, or empathic understanding of stakeholder’s experience by local government representatives. The residents in the process of creating the brand’s value, thanks to their knowledge and commitment, become specific carriers of promotional messages and their attitude strengthens professional image-building activities, which in turn strengthens the value of the territorial brand.
