    Opis:
    The aim of this article was to review the most used systems supporting waste management in communities of the provinces of Silesia regarding to innovativeness of the functions offered within them. On the market there can be distinguished many systems dedicated to communities, which more or less are able to meet the demands of their users. Many of them only, in a small area, supports the management process of the waste system, offering only functions related to the accounting and finance service, or only creating reports. It is difficult to find software that would allow communities a comprehensive way for efficient and effective management, and would improve communication between all entities involved in the system. To meet market realities and requirements of users, software producers need to continuously improve innovation of their products.
    Celem niniejszego artykułu był przegląd najczęściej stosowanych systemów wspomagających zarządzanie gospodarką odpadami w gminach województwa śląskiego pod kątem innowacyjności oferowanych funkcji. Na rynku znajduje się wiele systemów informatycznych dedykowanych gminom, które w mniejszym lub większym stopniu są w stanie sprostać wymaganiom ich użytkowników. Wiele z nich jedynie w niewielkim obszarze wspomaga proces zarządzania systemem gospodarki odpadami, proponując jedynie funkcje związane z obsługą księgowości i finansów czy tworzeniem raportów. Trudno znaleźć oprogramowanie, które w sposób kompleksowy pozwoliłoby gminom na sprawne i skuteczne zarządzanie, a także usprawniłoby komunikację pomiędzy wszystkimi podmiotami uczestniczącymi w systemie. Aby sprostać realiom rynku i wymaganiom użytkowników, producenci oprogramowania powinni stale podnosić innowacyjność swoich produktów.

    Opis:
    The article deals with the problem of ship’s ocean route programming. For masters during planning the ocean most convenient route lots of factors are very important such as among others: current, forecast weather, criteria and restriction, speed and fuel characteristic of ships on waves and wind and so on. These elements when are properly identify and adopted allow the master for making an effective ship’s course and speed decision. The aim of research is to show how the SPOS system is treated during the ocean’s ship route. 39 captains of PŻM ships during the year of 2014 answered on 9 questions of questionnaire which were concerned the degree of utilization of SPOS (Ship Performance Optimization System) during the operation of their ships. All the masters confirmed that they use of SPOS system as a browser weather, while only 25.6% of masters confirmed that they also use the SPOS system as a tool in planning the route. They also repeatedly pointed out, however, that SPOS has some of limitations such as not limited information about ice cover or tropical cyclones, etc. In conclusion, it can be assess that the SPOS system is satisfactorily used on ships as a browser forecast, but does not work well in planning the trip by navigators.

    In general, the production processes are more and more complex. This is the result of more and more sophisticated materials used, the pressure to save them as well as other production resources (ecological perspective), also the tendency to buy mobile products lighter and less power consuming than before. In previous years using highly specialized technology was very costly for the company. Nowadays, this situation is possible to be changed because of emerging types of modern micro-controllers and variety of compatible sensors. Some of those micro-controllers are more power saving, some are more powerful in terms of computing power. The common denominator is that both purchasing them as well as programming is possible for ordinary person, a hobbyist building DIY projects. This sheds new light to the professional usage of modern micro-controllers-based solutions that can become possible to offer comparable level of precision at the fraction of cost. The authors recognized the strong potential in modern micro-controllers and made the research among professionals in the area of production companies. The outcome of research showed that the professionals share the opinion of the authors. Therefore, the outbreak of usage of such inexpensive solutions in professional applications is expected. However, the research showed, that there is possible to find single situations, where usage of modern micro-controllers may be limited, for example in the company targeted to produce hand-made products or handicraft (manufacture).

    Klastry postrzegane są jako siła napędowa każdej gospodarki. Dlatego też stymulowanie ich rozwoju stało się istotnym elementem polityki w Unii Europejskiej, jak również w Polsce. Głównie z tego względu struktury klastrowe stały się obiektem szczególnego zainteresowania władz publicznych różnego szczebla i swoistym paradygmatem współczesnej polityki rozwoju regionalnego. Dokonująca się transformacja systemu gospodarczego wyznacza jednocześnie nową rolę i kompetencje jednostek samorządowych miasta czy regionu. Pomimo nadania temu problemowi wysokiej rangi, polska polityka w tym zakresie napotyka wiele czynników ograniczających. Celowość angażowania się administracji publicznej w rozwój inicjatyw klastrowych jest bezsporna. Powinna ona polegać głównie na stymulowaniu środowisk biznesowych do podejmowania różnorodnych form współpracy, kreowaniu odpowiednich instrumentów wsparcia. W polityce regionalnej jest to rola stricte jakościowa, wiążąca się z koniecznością redefiniowania roli samorządów terytorialnych. Cele postawione w niniejszym artykule mają dwojaki charakter: poznawczy orazpraktyczny, bazujący na przeprowadzonych badaniach empirycznych. Większość kluczowych wniosków może zostać odniesiona nie tylko do badanego regionu, ale także do innych regionów kraju.
    Clusters are perceived as the driving force of every economy, which is why the stimulation of cluster development has become a key element of European Union policy and Polish government policy. For this reason, clusters have become a focal point for officials at all levels of government and a sort of paradigm of modern regional development policy. Poland’s transition from socialism to capitalism has created a new role and level of responsibility for local governments – both municipal and regional. Despite this elevation in status, cluster growth policy in Poland still suffers from the presence of multiple limiting factors. The purpose behind the involvement of local government officials in cluster initiatives is indisputable. Such involvement should include the stimulation of business activity via efforts to work together and via specific support instruments. This represents a qualitative change in the area of regional policy – with a strong redefinition of the role of local government. The paper serves a dual purpose: 1) cognitive purpose, 2) practical purpose. The latter is based on empirical research. Most of the research conclusions are applicable not only in the study area, but also in other regions of Poland.
