Opis:
The aim of this paper is to develop a container ship traffic model for port simulation studies. Such a model is essential for terminal design analyses and testing the performance of optimization algorithms. This kind of studies requires accurate information about the ship stream to build test scenarios and benchmark instances. A statistical model of ship traffic is developed on the basis of container ship arrivals in eight world ports. The model provides three parameters of the arriving ships: ship size, arrival time and service time. The stream of ships is divided into classes according to vessel sizes. For each class, service time distributions and mixes of return time distributions are provided. A model of aperiodic arrivals is also proposed. Moreover, the results achieved are used to compare port specific features.

The study adopted ex post facto design. Using ship traffic, vehicle traffic, berth efficiency, turnaround time as input explanatory variables and output factors as average throughput to compare the pre concession and post concession. The six Nigerian ports: Tincan Island Ports, Apapa Port, Port of Delta Warri, Calabar Port, Rivers Port and Onne Port were sampled. It is observed that year 2014 is the most efficient year out of the 36 operation years in terms of output maximization with constant levels of inputs under the study period with score 1.0 respectively serving as 32 times benchmark for other years. It is observed from that Tin Can Island Port was technically efficient in the operation years of 1980, 1981, 1985, 1995, 1997, 1998, 2009, 2013, 2014 and 2015 with score 1.0. However, the most efficient operation years are 1998 and 2013 while the most inefficient year is with efficiency score 1.0. The post-concession years that the port was technically inefficient are 2006, 2007, 2008, 2010, 2011 and 2012.

Opis:
This article presents a dedicated kinematic method of determining a safe fairway bend width with a specific turn angle and arc radius as the function of ship parameters and prevailing navigational conditions on the fairway. The assumed approach takes into consideration monoeuvring and navigational components of the safe fairway bend width. The method is based on an analysis of the results of numerical tests conducted on a model representing all physically possible movements of ship's centre of gravity in the bend. The developed method was initially verified on the Ińskie bend, part of the Świnoujście-Szczecin fairway.

Traffic congestion is a wide problem in many tourist destinations. Airports are usually distant from the city centers. Hence, road and rail traffic are widely used to connect airports and city centers. In this paper, we propose zero-emission solution for connection between airport and the center at the example of Croatian city Split. Since Split has become a popular tourist destination, the number of vehicles during summer season increases. As a measure to decrease air pollution, in this paper the marine traffic by electric vessels is proposed for the route Split – airport. Seven all-electrical vessels are presented with their technical characteristics. The idea is to have zero emission transfers by sea from the center of the Split to the airport. The criteria for minimum cruising speed is set to 13 knots, which ensures that one crossing takes 30 minutes and makes it competitive with other forms of transport.

Artykuł ten zawiera odwołanie do orzeczeń Izby Morskiej w Gdyni w sprawie, w której pilot morski przyczynił się do spowodowania wypadku w gdańskim porcie. Analizie poddano również rolę pilota morskiego w zapewnieniu bezpieczeństwa żeglugi w porcie.
This article deals with the influence of the maritime pilot on safety of navigation. The role of the pilot is somewhat marginalized, although his activity is directly related to ensuring the safety of navigation in sea ports, protection of the marine environment and minimizing the risk of collision with ships and port infrastructure. Pilot services have been entrusted to private entrepreneurs who meet certain legal requirements and are subject to supervision by the maritime administration. The article contains a reference to the decisions of the Maritime Chamber in Gdańsk in a case, in which the maritime pilot contributed to an accident in the port of Gdańsk and the analysis of these decisions in the context of the role of the pilot in the safety of navigation in port.

Opis:
Collision risk measurement is an essential topic for ship collision prevention. Many risk measures, i.e. DCPA/TCPA, etc., decouple the ship traffic into several pairs of ships and then evaluate the risk in each pair. This kind of measurement loses some information of the entire traffic and might include some biases in risk measurement, especially in multiple-ship scenarios. In this article, Imminent Collision Risk Assessment (ICRA) is extended, which formulates collision risk as a ratio of reachable maneuvers leading to a collision and all reachable maneuvers (velocities). Two groups of scenarios have been simulated to show the ICRA is suitable for assessing the collision risk in multiple-ship scenarios. Moreover, two improvements have been introduced: (1) a generalized velocity obstacle algorithm is introduced to collect the maneuvers leading to collisions, which considers ship dynamics; (2) the constraints of forces are considered in the formulation of reachable maneuvers. As a result, the proposed measurement helps one ship assess the risk of approaching obstacles which are difficult to avoid the collision in terms of own-ship’s dynamics and kinetic constraints.

Current maritime transportation and shipping is characterized by rapid technological developments effecting the basic concepts of operating ships and even changing traditional paradigms of controlling ships. The e-Navigation concept of the International Maritime Organization (IMO) specifically aims at more comprehensive and reliable support of the human operators on-board and ashore. However, autonomous unmanned ships remote controlled or even autonomously navigating are expected to come soon. In this paper, selected operational aspects of maritime traffic merging conventional and unmanned remote controlled ships in coastal areas are discussed. Furthermore, some preliminary results of experimental simulation studies into a future scenario of maritime traffic are presented and preliminary conclusions in respect to job profiling and training requirements are discussed.

This paper presents results of an analysis of the operating and maneuvering parameters (length, width, draft, main propulsion power and maneuvering equipment, and windage area) of the Ro-Pax ferries over 150m in length. The analysis takes into accounts all ferries operating in the Baltic Sea in 2017. The work also includes route analysis of the collected Ro-Pax units. The influence of port infrastructure is also discussed. The mean optimal Baltic Sea Ro-Pax ferry and its parameters for short term and long term forecasts are presented. This paper may be used as a primary guideline for the determining the optimal Ro-Pax ferry dimensions size for the Baltic lines in terms of preliminary ship design.

W artykule przeprowadzono analizę kolizji statku pasażerskiego „Celestyal Crystal” z chemikaliowcem „STI Pimlico” w Cieśninie Dardanele, 27 czerwca 2015 roku. Dokładny opis poważnego wypadku morskiego w aspekcie prawideł MPZZM oraz analiza manewru ostatniej chwili uwzględniają większość czynników wpływających na bezpieczeństwo żeglugi. W publikacji przedstawiono również szczególne znaczenie systemów rozgraniczenia ruchu (TSS) oraz komunikacji ze służbą kontroli ruchu (VTS) na akwenach uznanych za trudne nawigacyjnie ze względu na ograniczoną szerokość toru wodnego i duże natężenie ruchu statków.
The article presents analysis of the collision between passenger ship „Celestyal Crystal” and chemical tanker „STI Pimlico”in the Çanakkale Strait’s Traffic Separation Scheme on 27 June 2015. The detailed description of accident in the aspect of the COLREG rules and the analysis of the last chance manoeuver shows majority of the factors influencing on the safety in navigation. The role of Traffic Separation Scheme (TSS) and communication with Vessel Traffic Services (VTS) in narrow passages with high traffic density were also presented.

Opis:
The traffic density is a basic characteristic of marine traffic for some navigational area. In the case of narrow channels such as Strait of Split (Splitska vrata), apart from the traffic density, the number of simultaneous ship passages is also important as well as ships characteristics. Based on such data, additional navigational safety guidelines and regulations may be planned for the observed area. The purpose of this research is to determine the number of simultaneous ship passages via Strait of Split for a certain period of time. Collected AIS data in SPNMEA format was decoded by AIS Decoder online program to csv file. For five randomly selected days in the summer period, based on AIS data, the number of simultaneous ship passages was determined and ships information presented.

Port approaches are high-traffic areas with limited manoeuvring space. Navigation in such areas requires the analysis of large amounts of information, which can impede decision processes. One solution may be the development of decision support systems dedicated to these areas. This paper presents an attempt to build a navigation decision support system operable in the approach area leading to the port of Świnoujście (Poland), with ship domain implemented as a safety criterion. Assumptions for a decision support system to be used by sea-going vessels in port approach areas are formulated and discussed. Specific features of these areas, such as traffic density, bathymetry, available manoeuvring space and legal limitations are taken into account. The source and scope of information available to the ship have been analysed. The scope of decision support has been defined. A ship domain has been proposed as a safety criterion. Approach areas leading to the port of Świnoujście have been investigated on the basis of real Automatic Identification System (AIS) data. Vessel movement processes in the chosen area were analysed. Ship domains in various parts of the area were determined. The first results concerning criteria for navigational safety assessment are presented. The conducted studies showed significant differences in the size of domains. A case study was performed on a decision support system operable in the approach area leading to Świnoujście.

Liquefied natural gas (LNG), as one of the main sources of clean energy, has witnessed great growth in marine transportation in recent years. Due to the potential catastrophic consequences in case of a vessel traffic accident, the guidelines of the design of an LNG Port and the regulation of traffic management require that a mobile safety zone be set up for the transit of an LNG carrier, that is, a moving safety area around the carrier that excludes other ship traffic. To study the impact of a safety zone on channel capacity, this paper has presented a mathematical model to calculate the impact ratio of a large LNG ship on channel capacity considering different speeds and sailing modes. As a case study, an approach channel to a new LNG port that was developed in Yueqing bay, Zhejiang province, East China, has been analyzed during the concept design of the port with the aim of receiving ships with a capacity of 145,000 m3 . Based on the model, the impact ratio on the whole channel and the segmented channel when a carrier arrives at and leaves the berth has been calculated. The methodology can support the job of port design and vessel traffic management to improve the capacity, efficiency and safety of a waterway.

This article aims to analyse the statistical parameters of waterways forming the entrance to the port and the construction of a model for determining the optimum parameters of the entrance to the port. It has been analyzed parameters of the entrances to the 100 selected global ports, based on the analysis it was examined the interdependence between certain parameters and the impact they have on the maximum size of the ship which can enter to the port. This analysis allowed to develop a model, which can possible to be applied to the entrance of initial port design.

Safe shipping is essential for society and different measures are taken to improve maritime safety, for example through implementation of traffic separation schemes, radar surveillance and traffic management concepts. But how can maritime safety be measured to determine the effects of those implementations? In this study, a real-time maritime safety index for a ship is developed, taking into account both the probability of grounding and the probability of collision. The index is developed using fuzzy integrated systems and validated in ship handling simulator scenarios. It uses numerical data from the simulator as an input to assess the present traffic situation from the perspective of a specific ship and outputs a comprehensive index. This paper describes the concept of sea traffic management as proposed and evaluated in the EU funded STM Validation project, the motivation for developing a maritime safety index, the numerical input variables and model properties and also validates the feasibility of the approach.
