    Opis:
    The paramount thesis of the article is that the issue of democratic legitimation should address the mutual interrelations between social, institutional and legal orders. The normative deficit of modern democratic polities stems from the overwhelming blindness to discursive justifications of political decisions and, in consequence, from the disregard for the necessity of enhancing moral-democratic competencies of citizens themselves. Menwhile, the moral democratic competencies condition the possibility of the widen participation of the citizenry and its empowerment. The second part of the article consists of the presentation of the idea of political philosophy as public philosophy. With reference to B. Williams two essential questions are addressed: the question of the identity of public philosophy (What is public philosophy?), and the question of the audience of public philosophy (Who is being addressed and for what purpose?). A realistically utopian character of public philosophy is stressed.

    While many people all over the world become conscious about serious defects and inefficiencies of the prevailing political systems based on representative democracy, alternative solutions for more just and inclusive systems of governance continue developing. Alternative forms of democracy based on the idea of civic participation and deliberation have more and more followers, who are willing to implement innovative participatory and collective decision making practices in various areas and at various organizational levels. However, the strife for greater self-governance, reinforcement of citizens role in political decision-making processes and establishment of bottom-up control over public expenditures is often considered as a merely utopian project, especially by those who benefit most from the current status quo. In this article, I examine the fundamental ideological challenges for the new egalitarian approaches and argue that instead of making dichotomous distinction between utopianism and realism, realistically utopian approach is the most desirable.

    Opis:
    A relevant problem in political philosophy and political theory is the distinction between political and utopian arguments. The boundary between these two types of argumentation may be blurred, which leads us to the point when we often deal with contaminations of both ways of thinking in individual positions. This involves, for example, presenting a utopian argument as a political argument and vice versa. The main purpose of the article is to organize these issues by applying the argumentation model developed by Stephen Toulmin to the analysis of both theoretical approaches. The three main problems of this work are: 1) the distinction between political and ethical arguments; 2) identifying the proper structure of political argumentation; 3) evaluation of the coherence of the idea of a realistic utopia (proposed by John Rawls).
    Ważnym problemem na gruncie filozofii politycznej i teorii polityki jest rozróżnienie między argumentami politycznym a utopijnymi. Granica między tymi dwoma typami argumentacji bywa niewyraźna, co sprawia, że nierzadko mamy do czynienia z kontaminacją obu sposobów myślenia w poszczególnych stanowiskach. Polega to na przykład na przedstawianiu argumentu utopijnego jako argumentu politycznego i vice versa. Celem głównym artykułu jest uporządkowanie tych kwestii poprzez zastosowanie modelu argumentacji zaproponowanego przez Stephena Toulmina do analizy obu podejść teoretycznych. Trzy główne problemy pracy są następujące: 1) rozróżnienie argumentów politycznych i etycznych; 2) właściwa struktury argumentacji politycznej; 3) ocena spójności idei utopii realistycznej (zaproponowanej przez J. Rawlsa).
