This paper present the data for monitoring forest conditions and forest resource management by a local community adjacent to the Doi Laung Wildlife Sanctuary, Huaimai Sub-district, Song District, Phrae Province, Thailand. This study uses quantitative forest surveys, interviews, discussions, and descriptions of the historical context of public participation in forest management including a detailed assessment of field conditions. The findings of a forest resources inventory show that (1) from the three sampled areas, Doi Laung Wildlife Sanctuary has highest richness, followed by village #16 and #14, and (2) Huaikhon #16 implied the process of framework to maintain a healthy condition and response to community needs with collective management. The conceptual model assessment that links key group indicators and drivers is presented based on previously developed assessment models. The framework focuses on the best way to provide forest management, forest fire prevention, and firefighting as well as monitoring of Check-dam construction and other activities that support the recovery of the forest community. This paper demonstrates the general of an environmental assessment framework to applying organize environmental information to facilitate policy decision making for the sustainable development.

It can be said that management could be a process of working out responses to various changes, both external and within internal states of the organization or country. A process which is unstable, full of unpredictable changes is particularly dynamic, especially an importance of management process can be appreciated when, when changes to the environment take place, such as a tangle of events typically occurring during a crisis. The decisions taken are reactions on the external and internal circumstances. It might happen that the actions show time inertia, which often occurs during natural disasters. In these situations, control settlement and tools in organization should be optimized for future instances. For this reason, the person responsible for the execution of the tasks in a crisis, in author’s opinion, should be at the same time leader. Leadership is a process in which a commanding person imposes his will and intention to subordinates or entities, and among his actions he: plans, organizes, motivates and controls the actions of subordinate forces, often searching for an optimum in a dynamic, not entirely predictable reality.

Józefów city was founded in the late XIX century as a summer resort and is situated of the Warsaw agglomeration. The attractive location (part of the city takes a forest green and parks) and a convenient public transport to Warsaw causes influx of new residents which means that the whole area of the city is under the pressure of a rapid urbanization, often without respecting rules of the spatial order. These conditions make that the planned city development is a big challenge.

The rapid urbanisation of the world leads, among others, to dynamic development of metropolitan areas. The functional relationships between territorial units which make up a metropolitan area mean that the preparation of economically, spatially and environmentally coherent strategies needs to be coordinated at the metropolitan level in order to prevent negative effects of metropolisation and to ensure sustainable development of such an area. This in turn requires that the approach towards managing development shifts in favour of governance and integrated strategies. The paper aims at assessing whether the integrated planning and management is used in metropolitan areas in Romania. The desk research method was applied to analyse Romanian legislation for metropolitan areas, integrated strategies for the development of metropolitan areas and reports on their implementation. Interviews with representatives of selected associations of metropolitan areas provided additional valuable insight.
Zachodzące na świecie procesy gwałtownej urbanizacji prowadzą między innymi do dynamicznego rozwoju obszarów metropolitalnych. Powiązania funkcjonalne między jednostkami terytorialnymi wchodzącymi w skład obszaru metropolitalnego powodują, że w celu zapobiegania negatywnym skutkom metropolizacji i zapewnienia zrównoważonego rozwoju takiego obszaru należy koordynować na poziomie metropolitalnym przygotowanie spójnych gospodarczo, przestrzennie i środowiskowo strategii. To z kolei wymaga zmiany podejścia do zarządzania rozwojem w kierunku współrządzenia i zintegrowanego planowania rozwoju. Celem artykułu jest ocena, czy zintegrowane planowanie i zarządzanie jest stosowane w obszarach metropolitalnych Rumunii. W badaniach wykorzystano metodę desk research, w ramach której przeanalizowano rumuńskie ustawodawstwo dotyczące obszarów metropolitalnych, zintegrowane strategie rozwoju obszarów metropolitalnych oraz raporty z ich realizacji. Cennym uzupełnieniem informacji były wywiady z przedstawicielami wybranych stowarzyszeń obszarów metropolitalnych.

In the presented forest planning system, decisions are being made at several stages related to the management planning units: catchment area, stand and forest management unit. Management operations are planned with regard to the development phase of a stand and no its age. The main goal of this article is to understand possible simplistic methods of assessing personnel risk at start-up companies. The author aims to prove the hypothesis that small and medium sized companies do not require sophisticated personnel risk assessment tools in order to mitigate their personnel risk. Thus, this article aims to understand strategies and KPIs that can be implemented in order to address potential stuffing problems without the need of hiring additional experts specialized in big data analysis methods. The author analyses theoretical approaches towards HR planning and aims to suggest strategies that can be implemented by middle-sized companies for their planning purposes. This paper describes a case study of a German IT start-up and its workforce planning strategy. The article presents ways for planning, implementing, and controlling workforce‒planning solutions at companies with flat and not well-established structures that need effective and efficient solutions.

Opis:

The paper presents the evaluation of building conditions and its role for spatial planning. On the basis of valorization of the geological environment within the city limitsthree areas differing in terms of the building conditions were identified: an area with poor building conditions (~ 16.4 km2), area with average building conditions (~ 13.4 km2), and area unde with good building conditions (~ 7.2 km2). The valorization was based on an analysis of archival materials, including predominantly: cartographic studies (geological map, hydrogeological map, geoenvironmental map), archival boreholes and geological documentations. Areas with poor building conditions should be identified and described in the spatial planning documents. Construction operations in areas with poor building conditions should be conditioned by the introduction of relevant records to planning documents, to rectify negative impacts on the health and lives of people, as well as on the environment.

Community self–reliance, which is guaranteed in article 165 of the Polish Constitution of 2 April 1997, does not preclude judicial review in relation to the resolutions of the municipal council, which is made in relation to the determination of land use and ways of its development in the zoning plan. The possibility of such control gives the complaint, which must be filed under article 110 of the Act of the Local Government of 8 March 1990. This raises the question of whether any property owner may bring an action on a resolution of the municipal council, taken in connection with the fixing of land use. At issue is primarily a possibility effectively to challenge a resolution on the study of conditions and directions of spatial management. Besides, it was necessary to draw attention to the possibility of using an application as a tool for land owners that are not covered by the boundariesdrawnup and enacted local plans. Also pointed to the problem of complaints by the successors of property owners who have acquired ownership of the entry into force of the resolution of the municipal council.

Zintegrowane zarządzanie zasobami wodnymi na terenach zurbanizowanych (ang. IUWM – Integrated Urban Water Management) jest częścią europejskiej polityki wodnej opierającej się na zasadach zintegrowanego zarządzania zasobami wodnymi (ang. IWRM – Integrated Water Resources Management), która zakłada m. in., że zlewnia hydrograficzna stanowi podstawowy obszar wszelkich działań planistycznych i decyzyjnych. Z kolei system planowania przestrzennego w Europie opiera się na granicach administracyjnych, co utrudnia holistyczne podejście do zarządzania zasobami wodnymi w granicach zlewni. Zatem w celu realizacji IUWM niezbędna jest dobra wola polityczna, właściwe zarządzanie i spójna polityka wodna. Niniejsza praca koncentruje się na problemach zarządzania zasobami wodnymi w Poznańskim Obszarze Metropolitalnym (POM), a jej głównym celem jest analiza dokumentów planistycznych i strategicznych pod kątem ich podejścia do problemów IUWM oraz wskazanie potencjalnych rozwiązań. Według delimitacji zaproponowanej przez Wielkopolskie Biuro Planowania Przestrzennego POM obejmuje 45 gmin wraz z Poznaniem. W jego skład wchodzi 15 miast powiatowych i 15 pozostałych miast. Powierzchnia POM stanowi ok. 21% powierzchni województwa wielkopolskiego. Szczegółowe analizy dotyczyły zlewni Skórzynki zlokalizowanej na terenie miasta Poznania oraz gmin wiejskich Tarnowo Podgórne i Dopiewo. Zlewnia Skórzynki zajmuje 21% powierzchni swojego recypienta – Potoku Junikowskiego. Potok Junikowski został określony jako silnie zmieniona część wód i jest zagrożony nieosiągnięciem celów środowiskowych. Ze względu na silne zmiany morfologiczne przewiduje się dla niego derogacje czasowe z powodubraku możliwości technicznych oraz dysproporcjonalne koszty związane z renaturyzacją cieku (obszar silnie zurbanizowany). W pracy wykorzystano dokumenty z trzech poziomów planowania (lokalnego, regionalnego i krajowego), koncentrując się przede wszystkim na miejscowych planach zagospodarowania przestrzennego, które są aktami prawa miejscowego i decydują o przeznaczeniu i sposobie zagospodarowania przestrzeni. W pracy przeanalizowano łącznie 38 obowiązujących planów miejscowych uchwalonych w latach 1995–2012 o łącznej powierzchni 165 ha. W planach dominowało przeznaczenie na budownictwo mieszkaniowe. Często jednak dopuszczano jednocześnie jako funkcję uzupełniającą nieuciążliwe usługi. Tylko 40% z analizowanych planów uwzględniało wskaźnik powierzchni i biologicznie czynnej. Wykonane analizy potwierdzają, że dokumenty planistyczne i strategiczne na poziomie krajowym uwzględniają zasady IWRM, pomimo braku jednoznacznej definicji tej polityki. Problemy mogą się jednak pojawić na etapie implementacji. Jednym z nich jest brak ustawy metropolitalnej, która mogłaby złagodzić konflikty pomiędzy gminami w strefie suburbanizacji a rdzeniem ośrodka metropolitalnego – głównym ośrodkiem miejskim.

The purpose of this article is to present the author’s concept of the integrated planning system. I the fi rst part the axiological aspects of spatial planning as well as the public interest in land use are discussed. Also, the theoretical evidence for integrated planning in market economy is described and the specifi city of integrated planning approach. In the next part of this paper general assumptions of the changes recommended for the implementation in the spatial planning system are described. On the basis of the application of computer aided process planning (CAPP) system in mechanical manufacturing enterprise, the concept of process planning information model (PPIM) is proposed based on process planning databases. This paper provides a CAPP database developed in own research, clarifying how PPK and PPIM in CAPP database are related both to each other and to related fields, the technology database of process planning knowledge discovery is modeled based on object-oriented model-driven technology, and the process planning knowledge discovery script is designed.

In respect to planning phase of the cooperation between ICT firms and city government for Smart City concept realization there is a research gap in up-to-date studies. Most important motivation for the author in preparing the article was making the first step to fill this research gap and try to realize the article’s aim by determining and putting together recommendations for cities on how to plan their cooperation with ICT firms for realization of Smart City concept. Methodology comprised: review of the Polish and foreign literature and newspaper’s report and deduction on such a basis leading to formulating set of recommendations for city government. Literature review started with more general aspects of: Smart City management and cooperation management systems. Next Literature review was on: introductory elements of city government and ICT firms cooperation and ICT firms perspective on the cooperation with city government for Smart City. On the top of that examples of some cities which cooperate with ICT firms were evoked. Findings of the article are the set of eight recommendations for cities and their cooperation with ICT firms in realization of Smart City concept. The cities should prepare reports on current state in various ICT aspects and social effects. The city government should use comprehensive planning method comprising planning: activities directed on increasing the attractiveness of city for big ICT firms, special events creating ICT image of a city, involvement of local ICT firms, restructuring city office, determination of legal and organizational forms of cooperation with ICT firms, common strategic goals proposal, methods of building trust and establishment of communication rules. The boundaries of one research article of rather preliminary character limited the scope of a study so that outside of this scope remained among others theme of the role of manufacturing firms. In the future the studies should be developed on: creation of a comprehensive model of planning the cooperation between city government and ICT firms for Smart City, next phases after planning and the role of innovative manufacturing firms in the process.
W odniesieniu do fazy planowania kooperacji pomiędzy firmami ICT a władzami miasta dla realizacji koncepcji Smart City występuje luka badawcza w dotychczasowych badaniach. Najistotniejszą motywacją dla autora w przygotowaniu artykułu było uczynienie pierwszego kroku by tę lukę badawczą wypełnić i spróbować zrealizować cel artykułu poprzez określenie i zestawienie rekomendacji dla miast co do tego w jaki sposób mają planować swoją kooperację z firmami ICT w realizacji koncepcji Smart City. Metodologia objęła: przegląd polskiej i zagranicznej literatury i artykułu prasowego oraz dedukcję na tej podstawie prowadzącą do sformułowania zestawu rekomendacji dla władz miasta. Przegląd literatury rozpoczęto od bardziej ogólnych aspektów: zarządzania Smart City oraz systemów zarządzania kooperacją. Następnie przegląd literatury objął: wstępne elementy kooperacji pomiędzy władzami miasta i firmami ICT oraz perspektywę firm ICT co do kooperacji z władzami miasta w realizacji Smart City. Wnioski zostały sformułowane w postaci ośmiu rekomendacji dla miast i ich kooperacji z firmami ICT dla realizacji koncepcji Smart City. Miasta powinny przygotowywać raporty na temat bieżącego stanu w różnych aspektach ICT oraz skutków społecznych. Miasta powinny zastosować całościową metodę planowania obejmującą planowanie: aktywności skierowanych na zwiększenie atrakcyjności miasta dla dużych firm ICT, specjalnych wydarzeń tworzących wizerunek miasta ICT, zaangażowania lokalnych firm ICT, restrukturyzacji urzędu miasta, określenia prawnych i organizacyjnych ram przyszłej kooperacji z firmami ICT, propozycji wspólnych celów strategicznych, metod budowania zaufania oraz określenia zasad komunikacji. Granice badawcze jednego artykułu o charakterze raczej wstępnym ograniczyły zakres badań stąd też poza tym zakresem pozostała m.in.: rola firm produkcyjnych. W kolejnych opracowaniach powinny być rozwinięte następujące wątki: tworzenie całościowego modelu planowania kooperacji pomiędzy władzami miasta i firmami ICT w realizacji koncepcji Smart City, kolejne fazy po planowaniu oraz rola firm produkcyjnych w całym procesie.

Sustainable development is a theoretical concept, but the possibility of implementing it depends on skills and practical solutions. One practical solution is interdisciplinary planning. The basic criterion for the success of interdisciplinary planning and improvements in its quality and efficiency is continuous expansion of knowledge related to its role, the methods, tasks and responsibilities involved and experience gained. This can be considered as a necessary step in the further evolution of interdisciplinary planning. Taking these aspects into account, it could be claimed that interdisciplinary has become a principal condition for the existence of good planning. The aim of this article is to indicate the need for new resilience planning techniques relevant to the implementation of sustainable development, which include, among other things, scenario planning. According to the authors, this concept requires a resilient approach to developing future strategies for more dynamic activities in regions attracting a high number of tourists. In the empirical part, a case study is presented. Based on an analysis of the Development Strategy for Tourism in the Wielkopolska Region until 2020, missing elements are identified from the point of view of sustainable development. Despite references to sustainable development, neither resilience planning nor scenario planning were used.

The aim of the article is to answer two research questions concerning the influence of organizational factors and shape of project portfolio on the content and scope, as well as on the stakeholders engagement in project planning. The research strategy included a questionnairebased method. The respondents were representatives of the chosen companies located in Poland, from varied types of industries. The key research finding is that most frequently addressed areas of project planning are those of the iron-triangle of project constraints. There is still lack of understanding for communication, risk and quality planning in projects, which is consonant with recent studies of maturity in project management areas. There are significant differences between industries in terms of areas of project planning. Power engineering seems to be more mature in terms of more frequent practices of planning the project schedule, resources and risk. The research showed a number of significant correlations between components of project planning and both organizational and project portfolio factors, which justifies the statement that those factors can be seen as determinants of project planning practices.

The research problem raised in the paper concerns materials management of mining enterprises. It is an important area of activity in these enterprises, mainly due to the fact that the cost of materials consumption is, after the personnel cost, the second position in the cost structure in terms of value. In order to conduct the mining works planned in an efficient way, it is necessary to provide materials supply as well as to prepare them and transfer to production. It can only be achieved in the way of appropriate planning, which includes the division into product range and time periods. The way of planning should be adjusted to the specific conditions and the character of consumption, as well as link those with an operational production plan. Although a great number of publications on planning methods can be found, not many of them refer to the specificity of mining production processes, especially material requirements planning. The objective of this paper is to present the theoretical assumptions of the material requirements planning process and the practical aspects of this process in the operating activity of mining enterprises. The paper is of theoretical and cognitive study character. The research was based on a systematic review method - systematic literature review, supplemented with the analysis of internal documents and programs used in materials management of mining enterprises.

The correct arrangement of area use function in built-up and urbanized areas is of a crucial meaning as for the satisfaction of economical and functional needs of a city. The process of creating functional structure is not incidental, it is a consistently implemented concept included in the planning documents. The use of limited resources is conditioned by the needs linked to the proper management, based on optimal adjustment of area to determined functions. Maintaining spatial order is a result of interdependent and correlated actions of many entities. Some of these actions are regulated in law, while other arise from indirect actions of entities operating in a given area, among others, of real estate market professionals. Selected problems of the optimal shaping of built-in and urbanized areas (in particularly of cities) were presented in the study. Those processes of the real estate system and their influence on the optimal use of areas in which a significant role may be played by real estate professionals: real estate appraisers, real estate agents and real estate managers were presented.

W świetle trwającego obecnie globalnego kryzysu ekonomicznego myślenie strategiczne zostało przywołane jako jeden z najistotniejszych czynników, którego zaniedbania doprowadziły do dzisiejszej sytuacji w światowej gospodarce. W niniejszym opracowaniu przypomniane zostały cele istnienia przedsiębiorstwa energetycznego (z podaniem ich hierarchii), omówiona została istota strategii, a także podstawowe narzędzie służące realizacji strategii jakim jest planowanie. W artykule scharakteryzowane zostały również poszczególne etapy przygotowania, a następnie realizacji strategii w przedsiębiorstwie energetycznym.
The paper presents theoretical issues associated with strategicmanagement with specific reference to developing strategy: formulation process, completion and practical use in long-term development of energy companies. Due to broad issues related to this topic, only the key-elements were presented in the paper. In the context of current global scale economical crisis strategic thinking has been pointed out as one of themost important reasons for the present status quo. Gross negligence in this area have brought to today's very difficult situation in the world economy. This paper focuses on the most important goals of the energy company existence with its hierarchy, idea of strategy thinking and also the planning process as the main tool of implementing the strategy. This article includes presentation and characterization of all stages of preparation, implementation, controlling and finally improving the strategy in an energy company.

Producing companies are confronted with a growing number of product ramp-ups, since product life cycles are decreasing and product diversity is increasing. Production Planning and Control (PPC) of ramp-up products is particularly challenging, as there is a significant lack of reliable experienced data. The information deficit is exceptionally high for the first step of PPC process, namely Production Program Planning (PPP). The paper in hand proposes an innovative approach of cybernetic PPP that enables companies with numerous ramp-ups to design reliable and fast PPP processes that can react highly adaptable on unpredictable environmental disturbances. The Viable System Model (VSM) is used as frame of reference for the design of PPP processes in line with principles from management cybernetics.

Long-term financial planning is becoming a necessity in the face of constant government deficit of local government. However, system solutions requiring the government to draw up various planning documents do not always produce the expected result. Perhaps the same definition of indicators, the corresponding limits allowable debt (in modified form in relation to the previous limits of debt) would have been sufficient to local government to draw more attention to effectiveness public spending, rather than decreasing the efficiency of their actions.

The article highlights some socio-economic aspects of land use planning. Effective space management requires co-ordinated programmes, the limits allowing the social space to self-regulate and the carefully calculated volume of input (not only in the economic terms) into maintaining the desired quality of this space. Disturbed balance between the space self-regulation and the disproportionate input usually results in excessive burden laid on one of these elements. Therefore, adequate proportions between the two of them should be of central importance for land use planners. To this end, it is extremely important to develop a proper land use policy, a part of which are local development plans. They create the space and its functions and, conversely, it is the space and its quality that determine the provisions of land use plans. The latter make entities behave on the market in a specific way, thus shaping, directly or indirectly, the local property prices. A local development plan, or its absence, often hinders the growth of not only the local real estate market, but also the local development in general. Effective planning, especially in terms of economic and social consequences, determines the contents of the information resource that is necessary for making right land use decisions. The deficit of micro-scale analyses leads to a situation when local plans are created on the basis of data aggregated for much larger areas (such as cities or their districts) thus making the predicted effects of land use planning burdened with error. Another equally important issue is an ex post analysis of the land use planning effects. It is also necessary to develop a coherent concept of the spatial order of the area beyond the administrative borders. Unfortunately, the areas covered by land use planning are constantly shrinking in size, which is resulting in the disturbed continuity of the spatial order and in the uncontrolled urban sprawl.Spatial development policies and land use plans should be preceded by the strategic analyses of their impact on the natural environment, of the mutual influence of the plan provisions on the neighbouring administrative units, of the economic effects of using local land and buildings (not limited to the financial consequences of a zoning fee) and, first and foremost, of the social relevance of the functions proposed for the area in question.

Artykuł przedstawia wyniki pracy naukowo-badawczej, w której podjęta została próba określenia zgodności elementów ujętych w wybranych wojewódzkich planach zarządzania kryzysowe go z obowiązującymi przepisami, czyli ustawą z 26 kwietnia 2007 r. o zarządzaniu kryzysowym (Dz. U nr 89, poz. 590 z późn. zm.). Omówiono krótko planowanie jako proces określania celów i sposobów realizacji, a tak że przedstawiono planowanie występujące w zarządzaniu kryzysowym rozumiane jako całokształt przedsięwzięć organizacyjnych, mających na celu przygotowanie administracji publicznej do zarządzania kryzysowe go. W dalszej części artykułu opisano elementy planu zarządzania kryzysowego i wyniki analizy treści pięciu wojewódzkich planów zarządzania kryzysowego zgromadzone w okresie badawczym od kwietnia do września 2011 r. Zaakcentowano problem niekompatybilności planów.
In the action crisis management of 26 April 2007 set out the tasks and principles of the state institutions responsible for carrying out tasks in the field of crisis management. One of the priority tasks is pre pa ring a cri sis management plan at the national, provincial, district and community level. The analysis led to conclusion that not all of the provincial disaster management plans has required elements or components under the law. For example: • the current structure of the plan in 40% of the analyzed plans is not maintained, • main plan in its components is a de script ion of the risks and the risk assessment event of this critical infrastructure however the risk assessment is different in each case, • not all provincial crisis management plans includes risk and hazard maps, • all of analyzed plans has a safety net specification of forces and resources together with their startup mode occur red in 20% of plans, • co-operation between the forces in the event of an emergency situation in 20% of cases was not completely defined. None of the provincial plans do not include all the attachments, the most common was the lack of a list of critical infra structure. Another conclusion is, unfortunately, that the compatibility of regional plans is not entirely preserved. Every region has its characteristic pattern. Unification of all emergency management plans would be appropriately choice so that the per sons involved in the planning process could speak the same language.

Environmental awareness among the masses compelled many companies to adopt sustainable practices in their business operations. Remanufacturing is a well-tested and successful business model practiced in many European countries. But in many African and Asian countries, it is still nascent, including India. This research study tries to identify the critical factors in the “Operational Management” area for the viability of remanufacturing business in India. For this purpose, a questionnaire was developed based on the important factors identified from the extensive literature review. An online questionnaire survey was conducted among Indian white goods appliance manufacturing companies and their suppliers. The responses were analyzed statistically and ranked based on their criticality in initiating remanufacturing business in India. The findings may help the Indian government and manufacturing firms to frame proper strategies related to the operational management issues of remanufacturing business in India.

Among the constitutional sources of the law of the commonly binding law, the legislature has also included acts of local law. One of them is Local Spatial Management Plan, which is the most important Act of spatial and management planning. The article, by analyzing selected legal aspects of spatial planning with their current interpretation used in administrative courts, pointed out the legal consequences of enacting Local Spatial Management Plan.
Pośród konstytucyjnych źródeł prawa powszechnie obowiązującego ustawodawca umieścił również akty prawa miejscowego. Jednym z nich jest miejscowy plan zagospodarowania przestrzennego. Jest on najważniejszym aktem planowania i zagospodarowania przestrzennego. W artykule, poprzez analizę wybranych aspektów prawnych planowania przestrzennego z obowiązującą jego wykładnią stosowaną w sądach administracyjnych, wskazano na skutki prawne, jakie niesie za sobą uchwalenie miejscowego planu zagospodarowania przestrzennego.

Opis:

In the study, the author focused on the analysis of the legal aspects of an urban development contract and legal consequences of its conclusion. The urban development contract is one of the spatial planning and management tools applied to carry out effective urban regeneration of the most deprived urban areas. It is an agreement concluded between two parties under the civil law provisions and was introduced to the Polish legal framework as a voluntary and negotiable instrument. When an investor enters into the urban development contract with a municipality, he does not only undertake to execute building projects at his own cost and expense but also transfer, free of charge, the ownership of the additional infrastructure such as technical and social facilities or residential units to the municipality within the scope indicated in the local urban regeneration plan. Investors may also be obligated to construct premises other than residential units and transfer their ownership to the municipality. Such supplementary infrastructure may be used for cultural, social, educational or sports activities performed by entities operating in the area under regeneration whose main objective is not to make profit. The urban development contract must be concluded as a notarial deed under pain of its invalidity. The conclusion of the urban development contract is a prerequisite for the obtaining a building permit for the main construction project or its part.
W niniejszym opracowaniu autor skupił się na analizie charakteru prawnego i konsekwencjach prawnych zawarcia umowy urbanistycznej. Umowa urbanistyczna jest jednym z instrumentów planowania i zagospodarowania przestrzennego w procesie rewitalizacji obszarów zdegradowanych. Należy do cywilnoprawnych, dwustronnych i niewładczych prawnych form działania administracji. Zawierając z gminą umowę urbanistyczną, inwestor zobowiązuje się do budowy na swój koszt i do nieodpłatnego przekazania na rzecz gminy inwestycji uzupełniających w postaci infrastruktury technicznej, społecznej lub lokali mieszkalnych – w zakresie wskazanym w miejscowym planie rewitalizacji. W ramach inwestycji uzupełniających możliwe jest również zobowiązanie inwestora do realizacji i do nieodpłatnego przekazania na rzecz gminy lokali innych niż mieszkalne, przeznaczonych na potrzeby działalności kulturalnej, społecznej, edukacyjnej lub sportowej, wykonywanej przez podmioty prowadzące działalność na obszarze rewitalizacji, których głównym celem nie jest osiągnięcie zysku. Umowa urbanistyczna jest zawierana pod rygorem nieważności w formie aktu notarialnego. Zawarcie umowy urbanistycznej stanowi warunek uzyskania pozwolenia na budowę dla inwestycji głównej lub jej części.

Today, route planning requires freight forwarders to make a conscious effort to identify unloading points such that the transport process is both cost- and time-efficient. At the same time, operational parameters that help to determine the validity of the chosen route must also be considered. This article aims to present the key metrics and ways of attaining them to provide a reliable determination of a transport company’s performance. Based on a selected transport company, the authors collected data on the transport routes implemented in 2020. Interpretation and analysis of the extracted information of the concerned sections were carried out and followed by alternatives. We present in this article the results of research concerning the exploitation parameters of the vehicle set. The evaluation of a given route section was indicated using selected indicators adapted to the specificity of the enterprise. The results are aimed at locating the components that have a destructive impact on the entire process. The proposed solutions serve to introduce factors that will pave way for improving the services provided. An in-depth analysis of all sections and key parameters was performed. Because of the conducted studies, abnormal parameters were identified, efficient sections were distinguished and new routes were developed in the case of previous routes that were not highly efficient and which had a possible alternative corridor. The obtained results of the research can comprise, for logistics managers, vital elements in the transport process, to which attention should be given in the course of overseeing these processes.

The new public management account requires an opening balance sheet which needs to depict all assets and capital. This is also true for heritage assets in public museums. However, there exists neither in Germany nor generally an ac-cepted international valuation approach, while at the same time there is a cut for public budget. As a result, the communes must decide on which area of responsi-bility to allocate financial resources and in what amount. With regard to museums, it means to define the tasks according to the strategic target planning, and to consequently derive the portfolio of the museum. The following article aims at designing a model for the challenge described. This is based on a trans-disciplinary approach and builds upon an extensive literature study, qualitative expert interviews and an evaluation in three existing museums. The focus is on the question of how art and cultural objects can be valued for accounting purposes. It is important to value the assets not only according to economic criteria but, due to the special task of museums, to also assess assets after their social benefits.

In this article the authors present the methodology adopted and the results obtained in the first stage of the research encompassing focus group interviews (FGI) about the needs of public transport users in a selected city (Poznan). The elicitation and assessment of the requirements were carried out for three groups of people with disabilities using public transport in the city of Poznań: blind and partially sighted people, deaf and hearing-impaired people, as well as people with locomotor dysfunctions. A study carried out on the basis of a scenario especially designed for the FGI purpose has made it possible to identify barriers for people with disabilities and, consequently, to formulate their pre-trip, on-trip and post-trip requirements when it comes to urban public transport services. The results will be used to construct a questionnaire to be used further on in the project.

Z uwagi na istotę oddziaływania konfliktów w organizacji w niniejszym opracowaniu przedstawiono podstawowe strategie i metody oraz skutki zarządzania konfliktem w organizacji. Wskazano jednostkowy, grupowy i międzyorganizacyjny model występowania konfliktu. Odniesiono się również do wagi kontekstu i czynników osobowościowych w kształtowaniu sytuacji niepożądanych w organizacji. Jednocześnie wskazano obszary pozadysfunkcyjnego oddziaływania konfliktów, podkreślając ich mobilizujący i wzmacniający więzi charakter, uzależniony od poziomu występowania ogólnie rozumianych rozbieżności interesów na poziomie człowieka, grupy i organizacji.
The content of the article refers to the sources and manifestations of the conflict in the organization, which is treated as an indispensable element of human interpersonal relations, at whose bottom there is always a divergence of interests of the entities concerned. Due to the essence of conflicts in the organization, the study presents the basic strategies and methods as well as the effects of conflict management in the organization. The individual, group and inter-organizational conflict incidence model was indicated. It also refers to the importance of context and personality factors in shaping adverse events in the organization. At the same time, the areas of non-problematic conflict influence were pointed out, indicating their mobilizing and strengthening character relationship, depending on the level of occurrence of broadly understood differences of interests at the level of man, group and organization.

Opis:

Small and medium-sized enterprises (SMEs) are facing barriers to grow due to the lack of structured procedures for upgrading and allocating the limited resources. To overcome these drawbacks and to improve business capabilities, a structured framework to conduct a comprehensive diagnostic and upgrading study is presented in this paper. The proposed framework involves four phases. First, the external and internal strategic factors, which can affect the enterprises’ performance are evaluated using strategic planning and assessment tools. Second, key upgrade performance indicators are developed and evaluated using multi-attribute rating techniques to guide, evaluate, and track progress of upgrading process. Third, a set of upgrade strategies are generated and evaluated using resource allocation model. Finally, a periodic re-evaluation plan is introduced to monitor the implementation progress. The developed framework for performance evaluation and upgrading is suitable to be used as a structured know-how procedure in manufacturing enterprises and can support entrepreneurs in their strategic decisions. To validate the proposed framework, a data set was collected from a local housecore company. As a result, one package of the efficient frontier strategies that represents the best use of resources was proposed for implementation.

Since the end of 1989 defence policy of the Czechoslovakia and after its dissolution in 1993 defence policy of the Czech Republic has been permanently adapted to the challenges of the new political reality and evolving strategic environment. Political reality reflected the revolutionary shift in political system aiming at the development of modern democratic state. Challenges coming out from the strategic environment could be characterised by its growing dynamics, complexity, unpredictability and uncertainty. This article highlights some of the remarkable achievements in this two and half decade lasting transitional endeavours and underscores some of the most important lessons learned related to defence policy formulation, defence strategy implementation, defence planning, defence resource management and acquisition.
