In this article, the method of designating the tasks in the municipal services companies was described. Presented method consists of three phase: the preparatory phase, the optimization phase and the generated tasks phase. Each phase was characterized. In this paper, the mathematical model of this problem was presented. The function of criterion and the condition on designating the tasks were defined. The minimum route described in the optimization phase was designated by the genetic algorithm. In this paper, the stages of constructing of the genetic algorithm were presented. A structure of the data processed by the algorithm, a function of adaptation, a selection of chromosomes, a crossover, a mutation and an inversion were characterized. A structure of the data was presented as string of natural numbers. In selection process, the roulette method was used and in the crossover, process the operator PMX was presented. The method was verified in programming language C #. The process of verification was divided into two stages. In the first stage, the best parameters of the genetics algorithm were designated. In the second stage, the algorithm was started with these parameters and the result was compared with the random search algorithm. The random search algorithm generates 2000 routes and the best result is compared with the genetic algorithm. The influence of the inversion, the mutation and the crossover on quality of the results was examined.

Artykuł dotyczy kwestii jakości usług publicznych. Poza aspektem teoretycznym dotyczącym jakości usług, zaprezentowano również wyniki badania oceny jakości usług realizowanych przez gminę Zbrosławice. Badanie objęło 3 rodzaje usług: dostawę wody, odbiór odpadów oraz budownictwo komunalne. Wyniki umożliwiły sformułowanie wniosków dotyczących oceny tych usług oraz rekomendacji dla ich rozwoju i doskonalenia.

Opis:
The article raises the issue of presumption as the increasingly widespread pattern of consumer behaviour leading to independence or the significant reduction of the use of some types of services and products on the market principles. It indicated the pro-ecological conditions of this group of consumer behaviours and their importance for the practical realisation of the concept of sustainable development. It reviewed the existing approaches concerning presumption and sustainable development. Taking into account the current state of knowledge, the concept of the prosument product was proposed, which can be treated as the involvement of citizens in the potential spheres of prosument actions to achieve sustainable development and providing the tangible and intangible benefits to people involved in its creation. It has also paid attention to the key areas of prosumption which impact the natural environment, also the potential courses of action were indicated, which should be taken by the state policy makers and the non-governmental organisations for the development of prosumer activity.
Artykuł porusza zagadnienie prosumpcji jako coraz powszechniejszego wzorca zachowań konsumenckich prowadzących do uniezależnienia się lub znacznego ograniczenia korzystania z niektórych rodzajów usług i produktów na zasadach rynkowych. Wskazano uwarunkowania proekologiczne tej grupy zachowań konsumpcyjnych oraz ich znaczenie dla praktycznego zrealizowania koncepcji zrównoważoneo rozwoju. Dokonano przeglądu dotychczasowych podejść dotyczących prosumpcji i zrównoważonego rozwoju. Uwzględniając obecny stan wiedzy zaproponowano koncepcję produktu prosumenckiego, który można traktować jako zaangażowanie się obywateli w potencjalne sfery działań prosumenckich służących osiągnięciu zrównoważonego rozwoju oraz dających korzyści materialne i pozamatierialne osobom zaangażowanym w jego powstawanie. W artykule zwrócono także uwagę na kluczowe dziedziny prosumpcji mające wpływ na stan środowiska naturalnego oraz wskazano potencjalne kierunki działań, które powinni podjąć decydenci państwowi oraz organizacje pozarządowe dla rozwoju aktywności prosumenckiej.

The paper aims to present the results of surveys of students' opinions on the quality of municipal services available in Krakow and its changes during the Covid-19 pandemic. The analysis covered most basic municipal services, in particular water, heat, and public transport. Opinions on the public services were collected through surveys carried out twice, in 2019 and 2021, on a representative group of students of several major Cracow universities. The analysis revealed that, despite the chal-lenges associated with the Covid-19 pandemic, the municipal services' general quality has not deterio-rated.
Celem artykułu jest prezentacja wyników badania opinii studentów na temat jakości usług publicznych świadczonych w Krakowie przed oraz w trakcie epidemii Covid-19. Zakres analizowanych usług publicznych obejmuje dostawę wody pitnej, odbiór ścieków, ogrzewanie oraz komunikację publiczną. Percepcja jakości tych usług została oceniona z wykorzystaniem badania ankietowego, przeprowadzonego w dwóch turach – w roku 2019 oraz w roku 2021, na reprezentatywnej próbie studentów największych uczelni krakowskich. Analiza wykazała, że pomimo wyzwań związanych z epidemią Covid-19, zasadnicza ocena usług publicznych nie pogorszyła się.

In this article the main optimization problems in the municipal services companies were presented. These problems concern the issue of vehicle routing. Gminy w granicach obowiązującego prawa mogą dokonać wyboru prawnej formy samodzielnego realizowania zadań własnych w zakresie zbiorowego zaopatrzenia w wodę i zbiorowego odprowadzania ścieków (poprzez urząd gminy, gminną jednostkę budżetową, samorządowy zakład budżetowy, spółkę komunalną), jak i prawnej formy współdziałania (poprzez związek międzygminny lub zawarte porozumienie międzygminne). Wybór formy organizacyjno-prawnej i sposobu realizacji działalności komunalnej wiąże się z określonymi skutkami prawnopodatkowymi. Na tym tle pojawia się pytanie: czy forma organizacyjno-prawna, za pomocą której gmina wykonuje usługi komunalne w zakresie dostaw wody i odbioru ścieków, determinuje wysokość deklarowanego z tytułu tej działalności podatku od towarów i usług w zharmonizowanym systemie VAT? Celem artykułu jest również udzielenie odpowiedzi na pytanie badawcze: który wariant działalności komunalnej, dotyczącej zbiorowego zaopatrzenia w wodę i zbiorowego odprowadzania ścieków, pozwala gminom na realizację zasady neutralności i potrącalności VAT oraz w jakim zakresie? Punktem wyjścia do realizacji tak postawionego celu będzie analiza formalno-dogmatyczna unijnego i krajowego prawa podatkowego, uzupełniona elementami metody prawnoporównawczej oraz historycznoprawnej, poglądami doktryny, judykatury, a także orzecznictwem interpretacyjnym organów podatkowych.
Municipalities, within the boundaries of the binding law, may choose the legal form for the independent performance of their own tasks in the field of collective water supply and collective sewage disposal (through a municipal office, municipal budget unit, municipal budget establishment, municipal company), as well as the legal form of cooperation (through an inter-municipal union or concluded inter-municipal agreement). The choice of the organizational and legal form, and the manner of performance of municipal activities, is connected with specific legal and tax consequences. Against this background, the question arises: does the organizational and legal form by which the municipality provides the municipal services of water supply and sewage collection determine the amount of VAT declared on those activities under the harmonized VAT system? The aim of the article is also to answer another research question: which variant of municipal activity in the field of collective water supply and collective sewage disposal allows municipalities to implement the principle of VAT neutrality and deductibility, and to what extent? The starting point for the achievement of the objective set out above is a formal-dogmatic analysis of the EU and domestic tax law, supplemented with elements of comparative legal and historical law methods, the views of the doctrine and the judicature, as well as the interpretative judicial decisions of tax authorities.

The subject of this work is to identify and juxtapose solutions implemented in transport provided by water trams for the following cities: Gdansk, Bydgoszcz and Krakow. As a result of the conducted analysis of transport factors, the degree of conformity of project objectives to the actual role of the water tram has been determined. It was found that the Krakow Water Tram (also known as Cracow Water Tram) is characterized by the greatest degree of conformity with project objectives. The solutions adopted in the project can be used to develop organizational and functional standards for this type of transport in Poland, since the lack of system solutions and little experience in implementation of water trams resulted in different organizational and technical approaches in their functioning.

Introduction/background: Local governments try to influence the growth of investment attractiveness of municipalities and districts. They may take direct (e.g. a system of concessions and incentives) or indirect (e.g. extension of infrastructure) activities for this purpose. Research has shown that as far as the employees of institutions supporting entrepreneurs and even the officials themselves are concerned, decisions on the location of business activity are influenced primarily by the infrastructure of localities, availability of labour force, labour costs, and land development. By contrast, the level of municipal services or the favourableness of local authorities plays a much less important role. Aim of the paper: The purpose of the article is to specify the elements generating foreign entrepreneur interest in the offer of conducting business activity in a designated location in a given commune or poviat. Materials and methods: The presented advantages of the region have become the starting point for a research conducted among the employees supporting and coordinating investment processes in the Katowice Special Economic Zone and the city with district rights in the Silesian Voivodeship. Results and conclusions: In the successful efforts of municipalities and districts to attract both foreign direct investments and the execution of projects by domestic business, it seems crucial to formulate a coherent offer. Moreover, further promotional activities must be based on an optimally communicated location, included in spatial development plans, free from legal burdens, social problems and free from hidden flaws such as historical pollution.

The theoretical purpose of the study is to discuss both the category of transaction costs and models for the coordination of local public services, with a particular emphasis put on municipal services. The application purpose is to indicate the possibility of using postulates of the transaction costs economics to make decisions related to the economic make or buy dilemma in the area of choice between the market, hierarchy and hybrid. The article analyses the selected literature in the field of new institutional economics and public finance. Literature studies and the analysis of the results of academic research conducted in the United States and selected European countries have shown that the assumptions of the transaction costs economics can be the basis for making efficient decisions regarding the selection of models for the coordination of local public services.
Celem teoretycznym opracowania jest omówienie zarówno kategorii kosztów transakcyjnych, jak i modeli koordynacji lokalnych usług  publicznych, ze szczególnym uwzględnieniem usług komunalnych. Natomiast celem aplikacyjnym jest wskazanie możliwości wykorzystania postulatów ekonomii kosztów transakcyjnych przy podejmowaniu decyzji wiążących się z dylematem ekonomicznym „zrób lub kup” (make or buy) w obszarze wyboru rynku, hierarchii lub hybrydy. W artykule dokonano analizy wybranych publikacji z zakresu nowej ekonomii instytucjonalnej i finansów publicznych. Analiza literatury oraz wyników badań naukowych przeprowadzonych w Stanach Zjednoczonych, a także w wybranych krajach Europy wykazała, że założenia ekonomii kosztów transakcyjnych mogą stanowić podstawę do podejmowania racjonalnych decyzji w zakresie wyboru modeli koordynacji lokalnych usług publicznych.

Warunki pracy kierowców mają bezpośredni wpływ na bezpieczeństwo realizowanych zadań. Szczególnie zauważalne jest to na terenach zurbanizowanych na których występuje zwiększone natężenie ruchu oraz pewne ograniczenia wynikające ze stanu infrastruktury. Wśród czynników wywołujących zmiany zachowań kierowców są czynniki antropotechniczne wynikające z działań ludzi usytuowanych w pojeździe oraz jego otoczeniu, zewnętrzne wynikające z oddziaływania warunków atmosferycznych jak również stanu infrastruktury i robocze wynikające z funkcjonowania środka transportu. W pracy podjęto próbę identyfikacji i oceny wpływu czynników zewnętrznych i antropotechnicznych na bezpieczeństwo realizowanego procesu transportowego.
The working conditions of drivers have a direct impact on the safety of the tasks being performed. It is particularly noticeable in urban areas with increased traffic and certain limitations resulting from the condition of the infrastructure. Among the factors causing changes in drivers' behavior are the anthropotechnical factors resulting from the actions of people in the vehicle and its surroundings, external ones resulting from the impact of weather conditions as well as the condition of the infrastructure and work resulting from the operation of the means of transport. The paper attempts to identify and assess the impact of external and antropotechnical factors on the security of the transport process.

The author of the article makes the research hypothesis that the local governments should join the restructuration programs of the municipal companies with more engagement because there are too less changes which would allow more efficient, cheaper and more competitive their management. Privatization is one of the restructuration methods recommended by the local governments which already have executed it. These are the actions which many local governments needlessly refrain and postpone them in time being afraid of sizes and scale of the changes in a company after their implementation. The local communities lose on such proceeding as they are forced to use expensive low-quality services. The purpose of the article is evaluation whether the change of the organisational and legal form from the budget unit to the limited liability company is effective. There will be used analysis of literature studies and source data concerning the Municipal Sports and Recreation Centre limited liability company in Radom to solve the created research problem. Results of the conducted research were included in the summary in points from 1 to 9, which prove that the assumed research?s goal in the article?s introduction has been achieved.

Municipal self-government as a territorial administrative unit responds in the provision of social services, mainly to the needs and possibilities of its inhabitants. However, it must perceive indicators that correspond to the individual needs and possibilities of the citizen, his opportunities to participate and his willingness to participate in their implementation.

Subject and purpose of work: This article aims to identify the spatial diversity of Polish municipal services companies operating pursuant to the Commercial Companies Code. Materials and methods: The data from the database Structural changes of national economy entities in the REGON register was used. To evaluate the spatial diversity in the occurrence of municipal services companies, this article employed an indicator of the number of municipal capital companies per commune. Results: Although there is a clear spatial diversity among municipal services companies, their number in Poland increased significantly during the period 2005-2015. The majority of these companies operate in the most industrialised and urbanised regions. Conclusions: The form of a capital company in the municipal economy sector is the most suitable for a large scale of conducted operations. A small scale of operations, characteristic mainly of rural communes, predisposes them for applying the form of a budgetary establishment.
Przedmiot i cel pracy: Celem artykułu jest identyfikacja przestrzennego zróżnicowania przedsiębiorstw gospodarki komunalnej w Polsce działających na podstawie Kodeksu Spółek Handlowych. Materiały i metody: Wykorzystano dane pochodzące z bazy Zmiany strukturalne podmiotów gospodarki narodowej w rejestrze REGON. Do oceny przestrzennego zróżnicowania występowania przedsiębiorstw komunalnych wykorzystano wskaźnik liczebności komunalnych spółek kapitałowych na gminę. Wyniki: Liczba spółek komunalnych w Polsce w okresie 2005-2015 znacząco wzrosła, aczkolwiek wyraźne jest ich zróżnicowanie przestrzenne. Najwięcej takich przedsiębiorstw działa w najbardziej uprzemysłowionych i zurbanizowanych regionach. Wnioski: Forma spółki kapitałowej w gospodarce komunalnej jest najbardziej odpowiednia przy dużych rozmiarach prowadzonej działalności. Niewielka skala prowadzonej działalności charakterystyczna głównie dla gmin wiejskich predestynuje je do wykorzystania formy zakładu budżetowego.

Objectives: To seek for the optimum economic model for public utility services in the sector of municipal waste management; to present the results of studies regarding the efficiency of companies in the sector of management of municipal waste and the systems that such companies function within. Research Design & Methods: Multi-criterion rankings with the use of synthetic variable, the structure of which has been based on zeroed unitarisation (method of zeroed unitarisation – MZU). Owing to general financial data, technical and operational data, as well as output data, it was possible to determine rankings of effectiveness for companies in the system of municipal waste management and communes. What is more, a correlation diagram was created – the dependency between the aggregated effectiveness of companies and the aggregated effectiveness of waste management in communes. Findings: Communes which entrust municipal companies with management of an integrated system for municipal waste management or/and its individual chains feature more properties of operating, economic, and financial effectiveness within the scope of management of municipal waste. Implications / Recommendations: It is demonstrated that communes which entrust municipal companies with management of an integrated system for municipal waste management – or/and its individual chains – feature more properties of operating, economic, and financial effectiveness within the scope of the management of municipal waste. Contribution / Value Added: Further extended research into the organisation and management of the municipal waste management system. Article classification: The article presents an original and innovative analysis of the municipal waste management sector with the use of the developed research method of aggregation and unit efficiency ranking. The purpose is to continue the extended research on the organisation and management of the municipal waste management system.

Wypalenie zawodowe występuje powszechnie w każdej organizacji. Powszechne myślenie o wypaleniu zawodowym skoncentrowane jest na pracowniku i jego słabości w zakresie znoszenia trudności psychologicznych. Tymczasem syndrom wypalenia jest mocno związany ze stresogennym miejscem pracy i doświadczaniem przez pracownika chronicznego obciążenia emocjonalnego. Najczęściej występującymi skutkami organizacyjnymi wypalenia zawodowego są: konflikty w miejscu pracy, zaniedbywanie obowiązków, obniżenie wydajności i efektywności zawodowej, negatywne nastawienie do obywatela, współpracowników, pracodawcy oraz samej pracy, niewykorzystywanie wszystkich posiadanych kompetencji czy także częstsze nieobecności spowodowane stanem zdrowia. Dotychczasowe badania w zakresie wypalenia zawodowego prowadzone były w różnych służbach ale nie obejmowały pracowników straży miejskich. Mając na uwadze powyższe, celem niniejszego artykułu jest identyfikacja poziomu wypalenia zawodowego wśród strażników miejskich. Aby osiągnąć założony cel, w 2022 roku przeprowadzone zostanie badanie z wykorzystaniem kwestionariusza ankiety wśród 40 pracowników.

Opis:
The organization of municipal services, including the choice of the way they are provided, is the responsibility of municipalities. This article presents the organization and the provision of municipal services in five small towns: Brzeziny, Głowno, Konstantynów Łódzki, Łęczyca and Rawa Mazowiecka. The data show that water supply, sewerage, purification, maintenance of greenery and municipal waste management are standard services, although differences occur in both the levels of the dissemination of services and in the density of the transmission networks.
Organizacja usług komunalnych należy do zadań własnych gminy. W artykule przedstawiono zakres oraz sposób organizacji i świadczenia usług komunalnych, a także porównano taryfy opłat i cen oraz dochody i wydatki budżetowe, związane z sektorem usług komunalnych, w pięciu małych miastach województwa łódzkiego. Z danych wynika m.in., że usługi wodno-kanalizacyjne, oczyszczania miasta, utrzymania zieleni oraz odbiór i zagospodarowanie odpadów komunalnych są w tych miastach standardem, choć wyraźne różnice występują w gęstości sieci przesyłowych oraz w poziomach upowszechnienia usług.

Niniejszy artykuł opisuje zasady projektowania Portalu Głosowego wykorzystywanego w informacji telefonicznej komunikacji miejskiej oraz wpływ Zarządzania Informacją (ang. Information Architecture, IA) podczas jego budowy. IA jest najczęściej omawiane w kontekście projektowania stron internetowych i aplikacji graficznych, ale wiele z jego aspektów można zastosować do innych zadań projektowych. W artykule tym zanalizowano, jak można wykorzystać IA w procesie tworzenia systemu, w którym jedynym sposobem interakcji z użytkownikiem jest mowa. Głównym zadaniem tego systemu jest przekazywanie użytkownikom informacji o komunikacji miejskiej przez telefon. Cel ten osiągnięto poprzez użycie systemu dialogowego wykorzystującego technologię rozpoznawania i syntezy mowy. Procedurę IA zastosowano w kilku fazach projektowania dialogu, zwracając szczególną uwagę na różne ograniczenia tego nietypowego podejścia do interakcji z użytkownikiem. Głównym celem jest zaprojektowanie systemu dostarczającego żądanych informacji w szybki i wygodny sposób. Jest to trudne z kilku powodów: kosztu i ograniczeń czasowych, braku doświadczenia użytkowników w interakcji z podobnymi systemami, braku wglądu w ogólną strukturę systemu, co wymusza na użytkowniku wizualizację struktury we własnym umyśle, treściwej prezentacji znaczącej ilości informacji. Typowych rozwiązań takich problemów, obejmujących nawigację, przeglądanie i wyszukiwanie, nie można bezpośrednio zastosować w takim medium, ale wszystkie mają własne, interesujące odpowiedniki.

Gminy jako najmniejsze jednostki samorządu terytorialnego w Polsce są odpowiedzialne za działania z zakresu pomocy społecznej. Rosnąca liczba osób starszych może wpływać na poziom wydatków związanych z zapewnieniem im opieki i stanowić coraz większy problem dla samorządu lokalnego, zwłaszcza dla gmin o niższym poziomie rozwoju społeczno‑ekonomicznego. W ostatnich latach zaobserwowano stosunkowo wysoki wzrost kwoty świadczeń z tytułu usług opiekuńczych i specjalistycznych usług opiekuńczych. Rodzi się zatem pytanie: „Czy można zaobserwować istotną zależność między udziałem osób starszych w populacji a stopniem obciążenia finansowego gmin z tytułu świadczenia usług opiekuńczych?”. Celem artykułu jest wskazanie tych województw, w których gminy są najbardziej obciążone świadczeniem usług opiekuńczych i sprawdzenie, czy ma to związek z obserwowaną w nich sytuacją demograficzną. Dane poddane analizie statystycznej pochodziły z ogólnodostępnych źródeł: sprawozdań Ministerstwa Rodziny, Pracy i Polityki Społecznej oraz opracowań Głównego Urzędu Statystycznego. Określono aktualną sytuację poszczególnych województw w zakresie starzenia się społeczeństwa oraz obciążenia świadczeniami na usługi opiekuńcze. Tylko w przypadku połowy województw stwierdzono, że poziom (niski, średni lub wysoki) obciążenia przedmiotowymi świadczeniami odpowiada takiemu samemu poziomowi udziału osób starszych w populacji, co świadczyć może o związku kwoty świadczeń na usługi opiekuńcze z sytuacją demograficzną danego województwa.
Local governments as the smallest units of territorial self‑government in Poland are responsible for providing care services. The growing number of the elderly can influence the expenditures level connected with ensuring proper care for them, and it may constitute a growing problem for local government, especially for districts with a lower level of socio‑economic development. In recent years, a quite high increase in benefits amount due to care services and specialist care services has been observed. Therefore, a question arises whether a significant dependence can be observed between the share of the elderly in the population and the degree of local governments’ financial burden due to providing care services. The aim of this paper is to indicate voivodeships where local governments bear the biggest burden of providing care services and to verify whether it is connected with their demographic situation. The data which were subject to the static analysis conducted came from public sources: the report of the Ministry of Family, Labour and Social Policy of the Republic of Poland and elaborations of the Central Statistic Office. The situation of particular voivodeships has been defined in the scope of society ageing and burdening local government with care services. Only in the case of half of voivodeships it has been proven that the level (low, medium or high) of burden of the said services corresponds to the same level of the number of the elderly in their population, which can confirm that the amount of care services is connected with a demographic situation of a given voivodeship.

The main objective of this article is to determine the effectiveness of enterprises providing municipal services and a model approach for processes related to the provision of local public transport services in Poland. In particular, the identification included methods of organisation and implementation of public utility tasks as well as organisational and legal forms and forms of ownership in the case of local collective transport. An attempt has been made to determine the effectiveness of enterprises providing urban transport services in cities in Poland, assessing their operational, financial, technical and social effectiveness. The research design and methods used in this article are based on the assessment of the effectiveness of enterprises using taxonomic methods of grouping e ntities according to selected characteristics and efficiency measures. The use of the k-means method with the number of clusters determined on the basis of the hierarchical Ward method, in which the contribution of variables to the differentiation of clusters was determined on the basis of a one-way analysis of ANOVA variance, to obtain groups of companies with similar efficiency indicators. The findings, based on the conducted research, present the relationship between the economic efficiency of public transport companies and their organisational and legal form as well as the type of ownership. Recommendations from empirical studies indicate that public enterprises operating in the field of municipal services provide public utility services with a higher level of economic efficiency than other distinctive groups of carriers. The added value is that the research methods presented in this work can be successfully applied to other sectors of the economy and other countries in order to verify the effectiveness of individual organizational, legal and ownership forms of enterprises.

State can in different areas and with different intensity to engage in economic and social life. One such area, which certainly requires the activity of the state, and in many dimensions, is the area of municipal services. For the validity of these actions suggest a number of arguments to lead the particular importance and specific characteristics of these services. However, the identification conditions in favor of making and maintain¬ing by the state of activity in the area of municipal services is the only contribution to the discussion about the intensity of his involvement. The aim of this article is to attempt to determine the impact of the state in the area of municipal services. Thus, it is intended both to take inquiries on the existing the extent and strength of the state's involvement in this area as well, which seems nevertheless important, intentional is an indication of alternative proposals.

The Porto Metropolitan Area (Área Metropolitana do Porto, AMP) is a framework of cooperation between 17 municipalities and several districts. This metropolitan area has a specific, inter-municipal model of urban governance. In our research, we found that cooperation is significant mainly in sectors where the central legislature has essentially made this mandatory, by designing the AMP and defining its powers. In addition to AMP, only partial cooperation has been established in the field of waste management, and in the field of human public services and in the performance of public authority, there is essentially a set of autonomous organisational solutions. However, despite all this fragmentation, the above system ensures the satisfactory functioning of the metropolitan agglomeration. This also underlines the importance of transport management in urban areas, since this functioning system is based on an integrated and intermodal transport system
Obszar metropolitalny Porto (Área Metropolitana do Porto, AMP) składa się z 17 gmin i kilku okręgów. Przyjęto tu specyficzny, międzygminny model zarządzania. Na podstawie przeprowadzonych badań stwierdzono, że współpraca jest znacząca głównie w sektorach, którym centralny prawodawca zasadniczo nadał taki obowiązek, projektując AMP i określając jego uprawnienia. Oprócz AMP nawiązano jedynie częściową współpracę w zakresie gospodarki odpadami, a w zakresie usług publicznych i wykonywania władzy publicznej istnieje w zasadzie zestaw autonomicznych rozwiązań organizacyjnych. Pomimo całego tego rozdrobnienia system ten zapewnia odpowiednie funkcjonowanie aglomeracji metropolitalnej. Istotne jest również zarządzanie transportem na obszarach miejskich, ponieważ jest ono oparte na zintegrowanym i intermodalnym systemie transportowym.
