In today's world where intensive competition exists between enterprises, it is of great importance to work in cooperation with the right suppliers. Selection of the right suppliers is a significant factor in the success of enterprises. In the selection of the best supplier (s), the strengths and weaknesses of potential suppliers should be taken into consideration. Many qualitative and quantitative criteria are included in this selection process as well as the decision-maker. One of the issues that leaves the decision maker in a difficult position is selecting the most appropriate one from the alternatives available, as traditional methods may not produce a realistic solution in this process. However, multicriteria decision making methods facilitate the process of finding a solution and enable decision makers to reach the right decisions. In this study, the fuzzy TOPSIS method, which is one of the multi-criteria decision making methods, is used in this problem area to select the most appropriate supplier of garment 'X' operating in Turkey. It is detected through analyses conducted in line with the results obtained. The ranking of the three supplier firms determined by firm X are as follows in terms of closeness index values: supplier 1, supplier 3 and supplier 2.
Dla uzyskania powodzenia w prowadzeniu przedsiębiorstw bardzo ważna jest współpraca z odpowiednimi dostawcami. Decyduje o tym szereg kryteriów, które powinny być wzięte pod uwagę. Wybór oparty na tradycyjnych metodach analizy może być trudny i zawodny, dletego też zaproponowano nową multikryterialną metodę doboru opartą na analizie zbiorów rozmytych. Analizę porównawczą przeprowadzono porównując trzech zróżnicowanych dostawców.

Intelligent decision system (IDS) is a window-based software package that has been developed on the basis of the evidential reasoning (ER) approach, a recent development in handling hybrid multiple criteria decision analysis (MCDA) problems with uncertainties. In this paper, the evidential reasoning approach will be briefly described first, and its major differences from and the relationships with conventional MCDA methods will also be discussed. Then the main features, advantages and benefits of IDS will be demonstrated and explained using two application examples: supplier pre-qualification assessment and customer satisfaction survey analysis, which have been investigated as part of the research projects led by the authors and funded by the UK government and the EC. It is concluded in the paper that the ER approach can be used not only to deal with problems that traditional methods can solve, but also to model and analyse more complicated decision problems that traditional methods are incapable of handling.

Opis:
Production structure problem, also known as product mix problem (PMP) has been in the area of interest of many researchers. Among many different ways to solve this problem, theory of constraints (TOC) is one of the more frequently chosen ones. However this solution is not universal and in some cases does not generate an optimal solution. In this paper a multi-criteria integer model has been introduced to enhance the concept. Thanks to a thorough analysis of the problem, model can be used both in the companies that have identified the one and only constraint as well as companies that characterize with multi-constraint environment.

In the paper an approach to decision making in situations with non-pointlike characterisation and subjective evaluation of the actions is considered. The decision situation is represented mathematically as fuzzy multiobjective linear programming (fMOLP) model, where we apply the reduced fuzzy matrices instead of fuzzy classical numbers. The fMOLP model with reduced parameters is decomposable into the set of point-like models and the point-like models enable effective construction of an optimisation procedure - fBIP, see Wojewnik (2006ab), extending the bireference procedure by Michalowski and Szapiro (1992). The approach is applied to a fuzzy optimization problem in the area of telecommunication services.

Popularność tej metody spowodowana jest nie tylko jej skutecznością w rozwiązywaniu problemów, ale również przejrzystością i łatwością stosowania.
The article presents two multicriteria methods of making decisions, Analytic Hierarchy Process (AHP) and Analytic Network Process (ANP). Special attention was concentrated on analysis of practical uses of the AHP method in transportation questions. The method is very popular because of its effectiveness, transparency and ease of application.

Opis:
Proper maintenance schedule is required to improve avionics systems reliability and safety. A decision approach to maintenance strategy remains a longstanding challenge in avionics system. With regard to fault diagnosis and equipment maintenance of avionics system, in which the equipment fault information are complex and uncertainty, a multi criteria of decision making method for avionics system based on cognitive uncertainty information processing is proposed to be used in the maintenance strategy decision. Firstly, vague set with three-parameters is introduced to make up for the shortage of the original vague set in expressing fuzzy information, a linguistic variables describing the qualitative indexes into three parameter vague of interval number is proposed. At the same time, due to risk psychological factors of maintenance policymakers that cause cognitive uncertainty are introduced into the maintenance decision process, and a prospect value function of three parameters vague interval value is defined based on prospect theory and the formula for measuring the distance between vague interval value, and a non-linear model of equipment maintenance policies can be established. The implementing process of maintenance policy decision for avionics system based on cognitive uncertainty information processing is given in this paper, and a ranking of the maintenance alternatives is determined. Finally, A specific example of decision of maintenance strategies in avionics system with the application of the proposed method is given, showing that the reliability centered maintenance strategy is the most suitable for avionics system.
Doskonalenie niezawodności i bezpieczeństwa układów elektroniki lotniczej wymaga odpowiedniego harmonogramu działań obsługowych. Podejście decyzyjne do strategii utrzymania ruchu od dawna pozostaje wyzwaniem w systemach awioniki. W odniesieniu do diagnozy uszkodzeń i konserwacji urządzeń systemów elektroniki lotniczej, w których informacje o usterkach urządzeń są złożone i obarczone niepewnością, zaproponowano metodę wielokryterialnego podejmowania decyzji opartą na przetwarzaniu informacji związanych z niepewnością kognitywną, którą można stosować przy podejmowaniu decyzji dotyczących strategii utrzymania ruchu. Po pierwsze, wprowadzono nieostry zbiór trzech parametrów, które pozwalają na wyrażenie wartości liczbowej zaproponowanych zmiennych lingwistycznych opisujących wskaźniki jakościowe, jako wartości z przedziału nieostrego. Jednocześnie, do pojęcia procesu decyzyjnego dotyczącego utrzymania ruchu wprowadzono pojęcie ryzyka związanego z powodującymi niepewność poznawczą czynnikami psychologicznymi kierującymi osobami podejmującymi decyzje obsługowe. Zdefiniowano także funkcję oceny dla wartości z przedziału nieostrego trzech parametrów na podstawie teorii perspektywy i wzór do pomiaru odległości między wartościami z przedziału nieostrego, oraz ustalono nieliniowy tryb polityki konserwacji sprzętu. W artykule zaprezentowano proces implementacji decyzji w zakresie polityki konserwacji układów elektroniki lotniczej w oparciu o przetwarzanie informacji związanych z niepewnością kognitywną, stworzono też ranking dostępnych alternatyw w zakresie utrzymania ruchu. Na koniec, zaprezentowano konkretny przykład decyzji w zakresie strategii konserwacji układów elektroniki lotniczej z zastosowaniem proponowanej metody, pokazując, że strategia utrzymania ruchu oparta na niezawodności jest najbardziej odpowiednia dla układów awioniki.

The construction of a pipe organ is a heterogeneous problem. Each interior, for which the instrument is planned, has its individual architectural and acoustic characteristics. The design of the instrument must be matched to the interior and therefore it will be individual and usually unique. Each investor commissioning a pipe organ also has his/her individual taste, preferences, and budget. These most important factors make the construction of a pipe organ a sum of the various relationships and a result of the willingness to compromise between objective factors and preferences of people. This paper presents the issue as a multiobjective task, in which we consider various criteria, such as size, volume, palette of timbres, etc., and show how the various options are presented to the investor. Will the best designers' solution be accepted by the investor and his/her budget? We should handle the various criteria so as to satisfy the investor without compromising the quality of the instrument.

The freight transport combines the issue of supply services organization for various types of entities, including large shopping centres, stores of various industries, restaurants, work and leisure places, small-scale outlets, or municipal waste shipments. Due to the location of customers, transport services encounter many difficulties related to infrastructural constraints and increased traffic. This adversely affects the safety and obstructions in traffic and air pollution and thus is a disturbing factor for the lives of inhabitants. There is also a growing problem of the smog in large cities (in Poland, for example, Warsaw or Cracow). Traffic safety, minimization of congestion, and minimization of environmental pollution by transport activities are of particular importance in the development of freight traffic organization plans. In connection with the above, in recent years, the use of Environmentally Friendly Vehicles (EFV) in various spheres of human activity has been dynamically developing, and this concerns the cargo transport. Currently, vehicle manufacturers are providing an increasing number of delivery vehicles and trucks. On the other hand, entrepreneurs planning to implement pro-environmental solutions face a decision problem related to the efficiency of a transport system based on the use of EFV as well as the economic validity of implementing this type of innovation. In connection with the above, in this article, the problem of the impact of transport on the environment and the use of EFV in the freight transport was analysed. The main issues related to the functioning of the transport system and its negative impact on the environment has been presented. Environmental friendly vehicles and their parameters have been characterized. The main decision problems in organizing the transport system, also in the context of the use of EFV, have been identified and analysed. Finally, an example of a model for assessing the efficiency of a transport system with an emphasis on its impact on the environment was presented. The article was concluded with the summary of considerations and the proposal for further work.

This paper addresses an application of the specific methods of multi-criteria decision analysis to specify the appropriate supplier of an autonomous train in a certain production–distribution company. This company identifies three potential suppliers dealing with the development and purchase of autonomous train systems. In terms of the multi-criteria decision analysis, the WSA method, the Scoring method and the TOPSIS method were used to define a suitable compromise solution. To apply each method, individual suppliers were sorted depending on the appropriateness for the examined company based on relevance with all the identified criteria and their weights. The evaluation criteria include procurement cost, time of the whole autonomous train system project implementation, references from plants where such a technology has already been introduced, service department availability and battery charge time. Thereafter, the outcomes obtained using individual methods were compared to each other and the compromise supplier of the autonomous train system to be implemented in the selected company was determined.

The aim of the paper is to present the practical use of a combination involving two multicriteria methods: AHP (analytic hierarchy process) and TOPIS (The Technique for Order of Preference by Similarity to Ideal Solution), in order to expertly assess the level of sustainable development of counties in the West Pomeranian Province in 2010 and 2017. The article was divided into two main parts. The theoretical (methodological) part contains the characteristics of AHP and TOPSIS methods; in turn, the results of the analysis were presented in the empirical part. The main source of statistical data is the annual report published by Statistical Office in West Pomeranian Province, which contains the information on most important development areas (e.g. population, ecology, pollution, health, employment, macroeconomics, transport, tourism, agriculture, etc.). In other words, the purpose of the article is to build a synthetic measure of sustainable development, which will take into account socio-economic determinants for deliberately selected entities from a regional perspective. This approach will allow a detailed analysis of sustainable development according to the adopted criteria for 2010 and 2017, and may be the basis for further investigations in order to look for more complex dependencies among the factors which determine sustainable development of the studied phenomena and objects.

Planując trasy przejazdu pojazdów transportu publicznego czy zakupując środki transportu publicznego wielokrotnie zastanawiamy się, które rozwiązanie, który wariant będzie najlepszy dla wszystkich interesariuszy. Przy podjęciu ostatecznej decyzji pomocne jest zastosowanie metod wielokryterialnego wspomagania decyzji (WWD). Metody te coraz częściej stosowane są do rozwiązywania problemów transportu publicznego. W artykule przedstawiono ogólną ideę wielokryterialnego podejmowania decyzji, klasyfikację metod WWD, a następnie zastosowanie metod szeregowania wariantów w problemach transportu publicznego. Na podstawie tabelarycznego zestawienia metod i problemów w których zostały one zastosowane można zaobserwować, które z nich są najczęściej stosowane w tego typu zagadnieniach.
When we are planning the route of public transport vehicles or purchasing means of public transport many times we wonder which solution which option will be best for all stakeholders. During the final decision making, is helpful to use methods of multi-criteria decision making (MCDM). These methods are increasingly being used to solve problems of public transport. This article presents a general idea of multi-criteria decision-making methods of classification of MCDM, and then use methods of ordering variants in the problems of public transport. On the basis of the tabular statement of the methods and problems in which they were applied, you can see which ones are most often used in these types of issues.

Opis:
Artykuł poświęcony jest metodologii projektowania procesów i systemów wspomagania decyzji strategicznych, zwłaszcza dotyczących zagadnień technologii informatycznych. Przedstawiono propozycję wykorzystania w tym celu schematu tzw. roadmappingu technologicznego. Roadmapping wprowadzony został przez duże korporacje elektroniczne w USA w latach 70. ubiegłego wieku jako narzędzie planowania strategicznego wspomagającego decyzje inwestycyjne w zakresie badań i technologii. W artykule sformułowano typowe problemy decyzyjne, które mogą być rozwiązywane przy pomocy roadmappingu, w szczególności problem technologicznego planowania strategicznego w ujęciu umożliwiającym wykorzystanie prognoz technologicznych – wyniku badań foresightowych. W kontekście tych zastosowań pokazano ogólne zasady tworzenia diagramów roadmappingowych oraz procesu wspomagania decyzji strategicznych. W przedstawionym tu podejściu, roadmapping powiązany jest z detekcją i wyceną opcji rzeczywistych występujących w procesach wdrażania innowacji technologicznych, organizacyjnych i produktowych. W części końcowej zamieszczono przykład praktycznego wykorzystania roadmappingu do planowania rozwoju produkcji sprzętu komputerowego.
Technological roadmapping is a complex business intelligence and strategic planning process. Computer implementations of roadmapping can be regarded as tools supporting decision and policy making. This paper shows how the recent development of web technologies and a public availability of foresight results have allowed to provide access to high-level technological roadmapping for innovative SMEs. We outline an implementation of the roadmapping process that may serve as an on-line interactive strategic planning and decision support system applying information technology foresight results. It may be used to solving IT investment planning problems and new product development and market placement problems (NPD-MP) in innovative companies. A web-based analytic machine that supports roadmapping is able to generate optimal technological investment strategies, visualised as multicriteria shortest paths in hypergraphs that model roadmapping diagrams. The system uses the integrated capacity offered by ontologies and semantic networks is a complex collaborative process of knowledge acquisition from heterogeneous information sources, its managing, sharing and processing. An example of the roadmapping process applied to develop a new computer based on IT foresight results will also be presented.
