    Opis:
    The paper presents results of evaluation of geothermal projects submitted in 2016-2018 within the priority program entitled Geology and mining, part 1 - "Understanding the geological structure of the country and the management of mineral and groundwater resources” implemented from the financial resources of the National Fund for Environmental Protection and Water Management. The paper also describes the present-day stage of geothermal projects financed by the fund and the assumptions of a new priority program that is currently being implemented in order to develop geothermal heating in Poland.

    Bezzasadne wprowadzanie do ziemi osadów z białostockiej oczyszczalni ścieków było powodem śledztwa Prokuratora Rejonowego w Białymstoku, który zlecił Instytutowi Ochrony Środowiska – PIB opracowanie (na podstawie akt śledztwa) opinii „w sprawie składowania wbrew przepisom komunalnych osadów ściekowych w warunkach mogących zagrozić życiu lub zdrowiu człowieka lub spowodować istotne obniżenie jakości powierzchni ziemi lub zniszczenia w środowisku o znacznych rozmiarach t.j. o czyn z art. 183 §1 KK oraz o inne czyny”. Opinię opracował prof. dr hab. Jan Siuta, kierownik Zakładu Ochrony Ziemi IOŚ. Przesłano Ministrowi Środowiska zarys treści opinii wraz ze wskazaniami niezbędnych działań wynikających z art. 96.1 ustawy z dnia o odpadach z 14 grudnia 2012 r. (Dz. U. z 8 stycznia 2013 r., poz. 21). Niezależnie od powyższego przesłano Ministrowi Środowiska krytyczny komentarz do załącznika nr 1 rozporządzenia Ministra Środowiska z dnia 21 marca 2006 r. (Dz.U. Nr 49, poz. 356) Rodzaje odpadów oraz warunki ich odzysku w procesie R14. Komentarz dotyczy stosowania odpadów paleniskowych energetyki węglowej do tak zwanej okrywy rekultywacyjnej, które „przed wykorzystaniem należy wymieszać w proporcji 1:1 z odwodnionymi osadami ściekowymi i stosować w postaci warstwy o grubości maksymalnej 1 m w przypadku nasadzeń niskich lub 2 m w przypadku nasadzeń drzewiastych”. Nadmienia się, że w drugim przypadku można stosować do 10 000 ton osadów ściekowych na 1 ha. Departament Gospodarki Odpadami pisemnie odpowiedział na oba pisma skierowane do Ministra Środowiska, z których wynika przeświadczenie, że dotychczasowe uregulowania prawa nie wymagają zmiany, ponieważ są zgodne z art. 96.1 ustawy z dnia 14 grudnia 2012 r. o odpadach (Dz. U. z 2013 r., poz. 21 z późn. zm). W tej sytuacji zdecydowano opublikować (bez komentowania treści) pisma skierowane do Ministra Środowiska wraz z pismem Departamentu Gospodarki Odpadami.
    Unjustifiable introduction to the soil of sewage sludge from a Białystok wastewater treatment facility was subject to an investigation conducted by the District Public Prosecutor in Białystok, who charged the Institute of Environmental Protection – National Research Institute (IEP-NRI) with the task to produce (based on the investigation acts) an expert opinion “on unlicensed disposal of municipal wastewater sludge under conditions which can threaten human life or health or significantly depress the quality of land surface or cause large scale damage to the environment, i.e. the deed provided for under Article 183 §1 of the Penal Code as well as other deeds”. The opinion was elaborated by Professor Jan Siuta, a head of the Land Protection Department at the IEP-NRI. The outline of his opinion was sent to the Minister of the Environment together with guidelines for necessary activities to be taken following the provisions of Article 96 §1 of the Waste Law of December 14, 2012 (Official Journal of 8 January 2013, item 21). The opinion notwithstanding, the Minister of the Environment was sent a critical commentary on the Appendix 1 to the order of the Minister of the Environment as of March 21, 2006 (Official Journal No 49, item 356) on waste types and conditions for their recycling in the R14 process. The commentary focused on the application of “furnace waste from carbon fired power plants to produce the socalled reclamation coating; the waste needs to be mixed 1 : 1 with dehydrated sludge and applied as maximally 1 m thick layer in the case of shrub planting and 2 m thick layer in the case of tree planting”. It should be added that in the latter case it is admitted to use as much as up to 10 000 tonnes of wastewater sludge peroneha. The Department of Waste Management replied in writing to both notes directed to Ministry of the Environment; voicing the statement that the enforced regulations do not need to be amended since they remain in conformity with Article 96.1 of the Waste Law of December 14, 2012 (Official Journal of 2013, item 21, with later amendments). In these circumstances it was decided to publish both notes directed to the Minister of the Environment (without comments on the contents) along with the reply from the Department of Waste Management.

    The article presents the results of the evaluation of application for funding the geothermal projects submitted in the first call for proposals under the priority program “Accessing thermal waters in Poland”. The article also describes the current stage of geothermal projects financed from the fund in previous years and the key assumptions of the government regarding the development of knowledge about geothermal conditions in Poland.

    The Polish Energy Sector is one of the most difficult lines of business because among other things, of the existing legal provisions, and standards relating to pollutant emissions. In the coming years, in the Polish Energy Sector breakthrough changes related to develop the energy facilities and with respect to the environmental protection will have to be introduced. During the generation of electricity harmful residues are produced, which are counteracted by equipment designed for flue gas cleaning. The Energy Sector should be concentrating on searching for the implementation of innovations to achieve emission standards.
