In case of maritime communications, we observe a growing interest in deployment of multitask satellite-based solutions and development of new maritime-specific systems intended for improvements in safety of e-navigation. Analysis of different types of currently used maritime communication systems leads, however, to a conclusion that neither global and still very expensive satellite systems nor cheaper, but short-ranged transmission technologies can, on their own, fully meet the today’s expectations and quality requirements formulated for broadband maritime systems. This lack of reliable solutions, offering high throughput and ubiquitous availability of coverage to a wide audience at a relatively low price is one of the main barriers in a widespread implementation of e-navigation initiatives. This issue is addressed in the netBaltic project with the objective to design, deploy and validate in a real maritime environment a non-satellite wireless communication system enabling ship-to-ship and ship-to-shore information exchange via a multi-hop network composed of onshore base stations, maritime vessels and other transit elements such as buoys. In this paper, the idea of a heterogeneous wireless maritime system is presented. Details of the proposed netBaltic node architecture are described highlighting the solutions introduced in the project as a response to specific maritime communication requirements. Numerical results of communication area coverage are presented for four different scenarios utilizing different wireless transmission technologies. In particular, they indicate that when using appropriate wireless communication solutions, the number of vessels being able to connect to Internet is significantly increased as compared to traditional wireless systems (capable of one-hop communication) from 14% for short-range transmission technologies up to as high as 127% in case when relatively long-range transmission technologies are employed within the system.

In the process of ocean development, the technology for maritime communication system is a hot research field, of which information security is vital for the normal operation of the whole system, and that is also one of the difficulties in the research of maritime communication system. In this paper, a kind of maritime communication cryptographic SOC(system on chip) is introduced, and its compiler framework is put forward through analysis of working mode and problems faced by compiler front end. Then, a loop unrolling factor calculating algorithm based on queue theory, named UFBOQ (unrolling factor based on queue), is proposed to make parallel optimization in the compiler frontend with consideration of the instruction memory capacity limit. Finally, the scalar replacement method is used to optimize unrolled code to solve the memory access latency on the parallel computing efficiency, for continuous data storage characteristics of cryptographic algorithm. The UFBOQ algorithm and scalar replacement prove effective and appropriate, of which the effect achieves the linear speedup.

The article presents and evaluates the technical and operational possibilities of the maritime radio communications systems to be used especially for the exchange of information between the land users and ships. The basic functional requirements and regulations for Global Maritime Distress and Safety System (GMDSS) referring to the maritime radio information systems, resulting from the provisions of the International Convention for the Safety of Life at Sea (SOLAS) and Radio Regulations have been described. The article presents the role of information systems in the shipping and GMDSS as well. A current status of the maritime radio communication systems responsible for the exchange of information between the land users and ships has been presented. Operational and technical characteristics of the maritime radio systems used for the exchange of safety information and ships’ operating information have been described. The analysis of the systems responsible for broadcasting to the vessels the Maritime Safety Information (MSI) has been made. In this context, the operation, methods and ranges of broadcast of the Maritime Safety Information by the NAVTEX system and Inmarsat SafetyNet system have been discussed. The analysis of the systems responsible for the ships’ operating communications has been made too. The article also outlines the future of maritime radio information systems. In this context, two projects currently being implemented in the framework of the International Maritime Organization (IMO) by the Sub-Committee on Navigation, Communications, Search, and Rescue (NCSR) have been presented. The first of these projects under the name of e-Navigation refers to the use of the latest information and communication technologies in shipping. The second one concerns the modernization of the GMDSS. It is expected that as the outcome of these project works, among others, new maritime radio information systems presented here will be adopted.

Many devices and systems, including electronic ones, are used in the operation of sea-going vessels. Fast technological development in the field of electronics, radio communications and computer science inspires the more and more new proposals for the changes of these devices and systems. The rules and scope of sea-going vessels equipment, related to ensuring their safety, are strictly regulated by the International Maritime Organization (IMO). Considering the above, several countries have submitted to the IMO-Maritime Safety Committee (MSC) a proposal to prepare a vision of a broad strategy for incorporating new technologies in a structural manner, ensuring their compatibility with already existing different navigation and communication technologies and services. The overriding goal of this strategy would be to improve the efficiency, safety and reducing the cost of the entire system, providing global coverage and applicable to all types of sea-going vessels. In response to this proposal, the MSC decided to start work on the project "Preparation of e-navigation strategy". The article presents the general concepts and goals of the e-navigation project. Priority needs of e-navigation users were also discussed. The key elements of the project are presented too. The radio communication aspects of the e-navigation project were also considered. Finally, the enavigation Strategy Implementation Plan (SIP) and its progress were presented.

This paper presents the key assumptions and preliminary research on an integrated system called ESABALT, for enhancing maritime safety, which incorporates the latest technological advances in positioning, e-Navigation, Earth observation systems and multi-channel cooperative communications. The most novel part of the ESABALT concept, however, is a focus on user-driven crowdsourcing techniques for information gathering and integration. The system will consist of a situational awareness solution for real-time maritime traffic monitoring via utilizing various positioning technologies; an observation system of the marine environment relevant to transportation and accidents including assessing the sea ice, oil spread, waves, wind etc.; and a methodology for context-aware maritime communication with cooperative, multi-channel capabilities. The paper presents the intelligent, novel, user-driven solution and associated services developed in ESABALT for enhancing the maritime safety in the whole Baltic area.

The article presents the VHF communications system architecture for inland navigation within the area of operation of the RIS-PL Centre. The author has described the communication system modules used in the RIS on the Lower Oder stretch and presented the relevant equipment specification. The present condition of the system has been described, taking into consideration the location of its components, both in the field and in the environment, of key importance for VHF communication. The feasibility of implementation of GMDSS subsystems for integrated navigational data transmission in maritime and inland navigation at the RIS-PL Centre has been discussed.

The most important function of a maritime radio communication system called the Global Maritime Distress and Safety System (GMDSS) is the distress alerting function. Distress alerting is the rapid and successful reporting of a distress incident to a unit, which can provide or co-ordinate assistance. This would be a rescue co-ordination centre (RCC) or another ship in the vicinity. The article presents and evaluates the technical and operational possibilities of the maritime radio systems for a distress alerting. Especially the basic functional requirements and regulations for GMDSS referring to the maritime radio systems for distress alerting, resulting from the provisions of the International Convention for the Safety of Life at Sea (SOLAS) and Radio Regulations have been described. The article presents the role of the maritime radio systems for a distress alerting in the shipping and GMDSS as well. A current status and analysis of the systems responsible for distress alerting has been made. In this context, the operation, methods and ranges of transmitting and receiving the distress alerts by the INMARSAT system, COSPAS-SARSAT system and Digital Selective Calling (DSC) system have been described. The article also outlines the future of the maritime radio systems for a distress alerting. In this context, the two projects under the name of „E-navigation” and „The modernization of the GMDSS”, currently being implemented in the framework of the International Maritime Organization (IMO) by the Sub-Committee on Navigation, Communications and Search and Rescue (NCSR), have been presented as well.

The Controller Area Network (CAN) bus standard was developed in the 1980s and is in widespread use in automobile, vehicular, aviation, and other networks. The CAN bus was introduced in the maritime environment with the adoption of the National Marine Electronics Association (NMEA) 2000 standard in the late-1990s. Many papers have been written about the CAN bus protocols and security vulnerabilities but there is sparse literature about use of the CAN bus in the maritime environment. Part I of this paper is a technical overview, describing CAN bus standards and operation, with particular attention to its use with the NMEA 2000 maritime communications standard. Part II of this paper describes security vulnerabilities in terms of loss of confidentiality, integrity, or availability of information (such as eavesdropping, denial-of-service, and spoofing), and mitigations specific to the maritime environment.

The main objectives of the MarCom project (Maritime Communication, broadband at sea) are to investigate the main user needs and requirements to communication technologies within the maritime community. An important part of this is providing on board services to the crew, passengers and ship operations. In order to facilitate the MarCom project will propose a Generic Scalable Service Platform to handle the ‘nuts-and-bolts’ of communication. Development of this platform presents a series of challenges and considerations presented in this paper. In this paper we will indicate what challenges and possibilities this implicates for a solution for On Board LAN (Local Area Network), SOA (a WebService Oriented Architechture), and wireless communication.

The main objectives of the MarCom project (‘Maritime Communications - broadband at sea’) are to investigate the main user needs and communication technologies requirements to accommodate those needs within the maritime community. The project will carry out several pilots to demonstrate the usability of terrestrial wireless technologies in combination with, and in some areas instead of satellite communication (SatCom). The major benefit to the maritime users are expected to be reduced costs, increased bandwidth, Quality-of-Service (QoS) and improved communication security and versatility. The MarCom approach is characterized by combining thorough investigations of present and future user needs through nine scenarios/user cases along with identification of cost-effective communication platforms to match the application requirements being obtained. The MarCom investigations have revealed the bandwidth needs for a set of application groups, and identified the data integrity requirements for each group. Furthermore this paper is addressing the MarCom work with the IMO/IALA e-Navigation strategic initiative in establishing the bandwidth requirements to obtain the major objectives of the e-Navigation concept.

W artykule przedstawiono działania zespołu przeciwminowego na podejściu do portu Umm Qasr, które odbywały się w trakcie operacji Iraqi Freedom. Na podstawie wyznaczonych punktów decydujących i linii operacji dokonano analizy czynników otoczenia operacyjnego działań sił przeciwminowych oraz uwzględniono wpływ środowiska na ich przebieg. Ponadto zaprezentowano koncepcje rozbudowy zdolności ekspedycyjnych zespołów morskich w zakresie obrony przeciwminowej, które odnoszą się do doświadczeń zdobytych w trakcie oczyszczania z min wydzielonego toru wodnego.
The paper presents mine countermeasures vessels actions on the waterway to Umm Qasr which were conducted during Operation Iraqi Freedom. Determined decisive points and lines of operation are used to do analysis of operational factors. In addition article includes existing concepts of developing maritime forces capabilities in the area of mine warfare which refer to lessons learned during Persian Gulf conflict.

Digital selective calling (DSC) has a certain drawbacks, which have led to the fact that it is practically not used in address radio communications. Attempts to improve it only within the DSC system itself did not lead to any noticeable results due to neglecting of real user needs. The article proposes an approach to improve the user interface of DSC based on the integration of VHF MF/HF DSC equipment with the INS within the three main outputs of strategic direction of e-navigation development related to the integration of communication and navigation systems and, in particular, the S-mode. This approach allows us to significantly simplify the DSC user interface, based on the standardization of DSC integration for all three VHF MF/HF communication sub bands. For implementation such standardization an additional inclusion into the integration a satellite AIS system should be done. The feasibility of the proposal is supported by the existence of relevant IEC standards and IMO documents. The possibility of increasing the cyber security level of AIS messages in this interface is also considered.

The aim of the given paper is to present a set of the advantages and benefits expected by the application of the hypertext technologies in Maritime English teaching. Specification of minimum standard of competence for the officers on board the ships of 500 gross tonnage or more requires “adequate knowledge of English to enable the officer to use charts and other nautical publications, to understand meteorological information and messages concerning ship’s safety and operation, to communicate with other ships, coast stations and Vessel Traffic Service centres and to perform the officer’s duties with a multilingual crew, including the ability to use and understand the Standard Marine Communication Phrases” IMO Publishing (2011). Thus, a wide range of the results to be achieved during the process of Maritime Education and Training implementation related to the language competence development needs application of modern approaches actively used in different fields of skills - oriented education.

Needs and possibilities for ship’s crews at high seas to communicate with their home

Objectives Good communication between seafarers and their families at home is essential to compensate for the work-related strain experienced on board ships. This paper presents the needs and possibilities for communication with home in seafaring. Material and Methods In total, 323 seafarers were interviewed during their work assignments on board (the participation rate of 88.5%). The results were stratified by cultural background, family ties, rank groups and shipping routes. Results The average stay of the officers on board the current vessels lasted 4 months and that of the ratings 9 months (p < 0.001). About a third of the officers and a half of the ratings evaluated these lengths of stay as too long. In the study, only 50 participants (15.5%) mentioned that the Internet on board their previous vessel was available for private use. Only 40.6% of these crew members stated that they had used it on a daily basis. Particularly the seafarers assigned to worldwide destinations and crew members without children experienced the insufficient possibilities for telecommunication as work-related strain (OR 1.87, 95% CI: 1.15–3.04 respective OR 2.00, 95% CI: 1.03–3.88). The average amount of time spent on telecommunication amounted to more than 2.5 h/week (which equals approximately 20 min/day). The average cost of about USD 30/week for telecommunication was considered by 24.7% of the seafarers as “much too high.” Conclusions The fact that several crew members considered the time spans of their assignments as too long should lead to certain adjustments. In view of the importance of good options for shipboard telecommunication, this study makes an essential contribution to understanding the crews’ needs. Measures should be taken to improve communication by allowing an easier access to information and communication technology (ICT) (on board and ashore), by offering cheaper fees, and by providing Internet access in their cabins. This paper introduces software solutions for communication, equipment control, and management of oceangoing ships for enhanced Global Maritime Distress and Safety System (GMDSS) network and equipment. This software controls all maritime transmission systems and integrates communications software at level of server and workstations. Equipment control software is used to control and maintained locally or remotely transceivers, transmitters, receivers and other hardware. Special management software is included to process, analyze and exploit the various types of information generated by GMDSS networks and equipment. This papers are also includes the concept of software solutions on radio and satellite GMDSS ship terminals, on radio and satellite GMDSS coast terminals, and as well as in GMDSS Cospas-Sarsat ground terminals. In addition, the cybersecurity system in GMDSS security management is also described in this paper.

Morskie technologie informacyjne i komunikacyjne są zespołem wzajemnie powiązanych ze sobą dyscyplin nauk technologii, inżynierii oraz metod organizacji pracy kadry floty morskiej i rzecznej, zajmującej się zbieraniem, transformacją, przechowywaniem, transferem i wykorzystaniem informacji. Sieci komputerowe typu MANET powstają automatycznie oraz często bez systemu administracyjnego. Funkcje węzłów w tego typu sieciach mogą być realizowane zarówno przez routery, jak i hosty. Mogą one przesyłać pakiety danych do innych węzłów oraz wspomagać wykorzystanie aplikacji użytkownika. W artykule omówiono problemy, z jakimi sieci telekomunikacyjne muszą się zmierzyć w zakresie zwiększenia bezpieczeństwa w transporcie morskim oraz zaproponowano, w jaki sposób za pomocą konwergencji nauk matematycznych, informatycznych oraz technologii morskich można je rozwiązywać.

To ensure the safety of maritime transport the access to information must be provided through a commonly used services. However, an equally important task is to determine or agree on interpretation of incoming data and assessment of a current and predicted navigational situation and, in further step, intentions of the participants in the transport process. Thanks to the standardization of information format, automatic information exchange gets increasingly wider. Another step ahead is automatic interpretation of information and automation of negotiation processes - intelligent communication. Rapid development of IT and ICT technologies creates such opportunities. This article presents the results of research on a system of automatic communication and co-operation in maritime transport.

This research features an overview of the available PLB technologies, their advantages, shortcomings and areas of their optimum application. A test of the locator transmitter emitting both 406 MHz AIS and 121.5 MHz signals was performed with a focus on tracking the homing 121.5 MHz signal. The efficiency of the homing signal was examined by using two separate radio locating systems. One of them comprised multi-purpose and widely available components and programs, while the other was a specialised radio beacon system with dedicated components. In addition to the results, their analysis and evaluation of efficiency, the paper discusses the applicability of the available PLB technologies and provides guidelines for adequate selection of the PLB devices and position indicating radio equipment.

The Maritime Safety Committee (MSC) at its 81st session decided to include, in the work programmes of the NAV and COMSAR Sub-Committees, a high priority item on "Development of an e–navigation strategy”. E-navigation is meant to integrate existing and new electronic navigational tools (ship and shore based) into one comprehensive system that will contribute to enhanced navigational safety and security while reducing the workload of the mariner (navigator). This paper describes present IT created to support navigational and administrative activities related to vessel movement and cargo transhipment. Direction of development of existing systems is drafted with reference to E-Navigation concept. Information sets available for the vessel in Polish Sea Areas are grouped.

Opis:
Automatic communication between computer systems on board and ashore is a necessity. At this stage it is limited to simple exchange of information – the data transmitted in the messages. It is expected that it will take the more complex form soon, allowing the dialogue, the transmission of intentions and conducting negotiations. To make it possible, it is necessary to build suitable ontology, describing the processes of communication at sea. To apply this ontology in information systems it is necessary to present it in a proper representation. This paper presents a method of generating a representation in form of XML-Schema based on the ontology built with the use of Protégé program.
Automatyczna komunikacja między systemami informatycznymi na statku i na lądzie jest koniecznością. Na obecnym etapie ogranicza się ona do prostej wymiany informacji – danych przesyłanych w komunikatach. Należy spodziewać się, że w niedługim czasie przybierze postać bardziej złożoną, umożliwiającą prowadzenie dialogu, przekazywanie intencji i prowadzenie negocjacji. Aby było to możliwe, konieczne jest zbudowanie odpowiedniej ontologii, opisującej procesy komunikacji na morzu. W celu zastosowania ontologii w systemach informatycznych niezbędne jest przedstawienie jej w odpowiedniej reprezentacji. W artykule omówiono metodę generowania reprezentacji w postaci XML-Schema na podstawie ontologii zbudowanej z wykorzystaniem programu Protégé.

In this paper, a general framework for modelling stochastic service curves for communication networks is presented. It connects with each other two approaches to the traffic analysis and performance evaluation of communication systems, namely, the one which is called a deterministic network calculus with its stochastic counterpart. Thereby, it enables to treat any communication traffic in a consistent way. Further, as we show here, it enables also achieving new results. Derivation of the above model is presented in details in this paper. Finally, some hints are given how the method presented in this article could be applied in maritime telecommunications area.

The era of autonomous ships has already begun in maritime transport. The 30-year forecast for the development of marine technologies predicts many autonomous vessels at sea. This will necessitate radical implementation of new intelligent maritime navigation systems. One of the intelligent systems that has to be implemented is a collision avoidance system. The inference process is a key element of autonomous manoeuvres. These authors propose an inference process that enables exchange of information, intentions and expectations between autonomous vessels and gives them an opportunity to negotiate a safe manoeuvre satisfying all the parties concerned. The model of inference in the communication process has been presented. Methods and algorithms for information exchange and negotiation have been developed. These models were implemented and tested under various conditions. The results of case studies indicate that it is possible to effectively communicate and negotiate used the developed method. To demonstrate the effectiveness of the presented approach over 30 random simulations have been carried out. After successful laboratory tests, over 100 scenarios were executed in quasi-real conditions and fully operational conditions. Tests were carried out in the center of the Foundation for the Safety of Navigation and Environmental Protection on Lake Silm in Iława, Poland. In the framework of project AVAL (Autonomous Vessel with an Air Look) POIR.04.01.04-00-0025-16, 82 random scenarios involving four vessels were performed and 60 random scenarios with two vessels. In 2020 tests were carried out in real conditions on the ferries Wolin and m/f Gryf. The communication and negotiation system presented in the article has been designed and developed specially for maritime navigation purposes. The authors believe that the presented solution can be one of various solutions implemented in autonomous shipping in the near future.
