Opis:: As many programs of scientific and technical cooperation of various fields are being successfully implemented between Ukraine and the EU, the author has set the goal of intensifying relations between Ukraine and Chile in the field of green energy. The cooperation Ukraine has had with the EU serves as an example of future cooperation between Ukraine and Chile. The text explores Chile’s experience in the field of green energy and, through the comparative example of such cooperation between Ukraine and the EU countries, shows that such interaction is a worthwhile endeavor. Based on an analysis of research materials, one of the priority areas of scientific and technical cooperation is the use of non-traditional renewable energy technologies. In Ukraine, and the EU, as well as Chile, there are objective factors (natural, resources, socio-economic, environmentaltechnological) that concern their development. It is interesting to note Ukraine’s scientific experience and implementation of these technologies and the organizational and economic support of them as priorities in the context of national and regional policy. All aspects of international scientific and technical cooperation, including through the exchange of intellectual products, make it possible to increase the effectiveness of forms of state support, the innovation, production and business activities of Ukraine and the corresponding development of producers and consumers' motivation towards using non-conventional forms of renewable energy technology.

Opis:: Рассмотрено понятие инновационного развития региона и региональной инновационной системы, определены три составляющие региональной инновационной системы: инновационный потенциал, инновационный климат, инновационная восприимчивость. Кроме того, представлена методика оценки инновационного развития региона, проведена её апробация на примере Кемеровской области, на основе полученных результатов выделены проблемы инновационного развития региона, сформулированы рекомендации для повышения эффективности инновационного развития рассматриваемой области
The relevance of the research is predetermined by the need, during the evaluation of innovation development of the region, to comprehensively consider the conditions, capacities, performance of this development. System research of the innovative development of the region to improve its innovation system is prevented by the lack of method for evaluation the innovation development of the region. In the domestic literature, the innovation development is mainly analyzed at the level of enterprises. The aim of the research was to identify the problems of innovation development of the region (the case of Kemerovo Region, Russian Federation) by clarifying the structure of the regional innovation system and improving the methods of its assessment. We applied the following methods of scientific knowledge: analysis, generalization, analogy, classification, comparison. The paper considers the concept of the innovative development of the region and the notion of regional innovation system; the three components of the regional innovation system were identified: innovation potential, innovation climate, innovative susceptibility. We attach the method of evaluation of innovative development of the region, the results of its testing on the example of Kemerovo Region. Based on the received results, the problems of innovative development of the region were highlighted (inconsistency in the actions of the authorities, businesses and science, limited demand and proposals of innovation, lack of qualified staff) and recommendations for enhancing the efficiency of innovative development of Kemerovo Oblast were formulated: the need for the development and implementation of the foresight–project "Innovative development of Kemerovo Region” with working out a roadmap, development of the territory marketing and innovation marketing. It was proven that the developed method of evaluation of innovation development can be used not only for the quantitative analysis of innovation activities in the region, but also to identify existing problems in this activity, the solution of which will help increase the efficiency of the innovative development of the region. The practical significance of the work lies in the fact that the application of the formulated recommendations as a set of actions will help Kemerovo Region follow the way of innovative development and take up stable positions on the market for innovations. The scientific novelty of the research lies in clarifying the concept of regional innovation system, development of methodology for the evaluation of the innovative development of the region, which helps not only the quantitative analysis of innovation activity but qualitative analysis of existing problems of regional development in the region. The prospects of this research are in the application of the developed method in other regions of the Russian Federation to conduct a comparative analysis of their innovative development, and in the identification of common and individual patterns and trends.
Актуальність дослідження полягає в необхідності в ході оцінювання інноваційного розвитку регіону комплексно розглянути умови, можливості, показники цього розвитку. Системному дослідженню інноваційного розвитку регіону для удосконалення його інноваційної системи заважає відсутність методики оцінки інноваційного розвитку регіону. У вітчизняній літературі інноваційний розвиток переважно проаналізовано на рівні підприємств. Мета дослідження полягала у виявленні проблем інноваційного розвитку регіону (на прикладі Кемеровської області РФ) шляхом уточнення структури регіональної інноваційної системи та вдосконалення методики його оцінки. Застосовано прийоми наукового пізнання: аналіз, узагальнення, аналогія, класифікація, порівняння. Розглянуто поняття інноваційного розвитку регіону й уточнено поняття регіональної інноваційної системи, визначено три складники регіональної інноваційної системи: інноваційний потенціал, інноваційний клімат, інноваційна сприйнятливість. Наведено методику оцінки інноваційного розвитку регіону, результати її апробації на прикладі Кемеровської області. На основі отриманих результатів виділено проблеми інноваційного розвитку регіону (неузгодженість дій влади, бізнесу і науки, обмежені попит і пропозиція інновацій, відсутність кваліфікованих кадрів) і сформульовано рекомендації для підвищення ефективності інноваційного розвитку Кемеровської області: необхідність розробки і реалізації форсайт-проекту «Інноваційний розвиток Кемеровської області» із виробленням дорожньої карти, розвиток маркетингу територій і маркетингу інновацій. Доведено, що розроблену методику оцінки інноваційного розвитку можна застосовувати не лише для кількісного аналізу інноваційної діяльності в регіоні, але і виявлення існуючих проблем у цій діяльності, вирішення яких сприятиме підвищенню ефективності інноваційного розвитку регіону. Практична значущість роботи полягає в тому, що застосування сформульованих рекомендацій як комплексу дій допоможе Кемеровській області встати на шлях інноваційного розвитку і зайняти стійкі позиції на ринку інновацій. Наукова новизна дослідження полягає в уточненні поняття регіональної інноваційної системи, розробці методики оцінки інноваційного розвитку регіону, що сприяє не тільки кількісному аналізу інноваційної діяльності, а й якісному аналізу існуючих проблем регіонального розвитку регіону. Перспективи даного дослідження полягають у застосуванні розробленої методики в інших регіонах РФ для проведення порівняльного аналізу їх інноваційного розвитку, виявлення загальних і приватних закономірностей і тенденцій.
