Opis:
African countries in the 1960s began to recover their independence. These facts coincided with the good results in raw materials findings of the Polish geologists and geophysicists. Therefore, in the 1960s and 1970s, geologists of the Polish Geological Institute and other companies indicated their presence in the research works in several countries of the African continent. Nowadays, the EuroGeoSurveys (EGS) members with the support from the Organization of African Geological Surveys (OAGS) prepared a strategy for sustainable strengthening of African countries’geological administrations. The strategy focuses on natural resources governance, enforcing sustainable mineral resources exploitation as well as preventing and mitigating natural disasters by establishing long-term strategic cooperation relationships in these areas. EGS, on behalf of the European Commission’s DG Development and Cooperation (DEVCO) and with the support and additional supervision of DG ENTR, was requested to cooperate with the OAGS to develop, over a period of about twelve months, a feasibility study focusing on one key priority of the EU-Africa Strategy Action Plan 2011-13, which is to "foster fur ther co-operation between African and European geological surveys”. As the result of this cooperation the identification of the Africa’s challenges in geological knowledge and skills has been done, that emerged by analysis of targeted information derivedfrom questionnaires distributed via OAGS to their members.

In the 100-year history of the Polish Geological Society (PGS), international activity has been very important element of its activity. Shortly after the formation of PGS in 1921, CBGA (1922) and INQUA (1928) were formed as a result of the activities of PGS members. In the post-WWII period, international cooperation was undertaken by both the Main Board of PGS, as well as regional branches and specialist sections. During this period, foreign activity was limited mainly to the countries of the Eastern Block (Czechoslovakia, East Germany, Hungary, Yugoslavia) and Austria. Nevertheless, the Ore Deposit Genesis Section and Palaeontological Section joined international organizations (IAGOD and IPA). The revival of international contacts took place in the 1990s. Cooperation was established with societies from the Baltic Countries, Albania and Bulgaria. The Polish Geological Society has become a member of AEGS and EFG and is affiliated with the AAPG. In the first two decades of the 21st century, PGS organized several international conferences: 12th MAEGS (2001), Pan-European Correlation of the epicontinental Triassic 4th Meeting (2007), GEO-Pomerania (2007), ICHNIA (2008), SEDIMENT (2009), 31st IAS Meeting of Sedimentology (2015) and 16th CETEG Meeting (2018). An important element of international cooperation has always been the participation of geologists from neighbouring countriesin the annual scientific meetings of PTGeol and symposia of specialist sections taking place in border areas. In this respect, the best cooperation in several decades was with colleagues from the Czech Republic, Slovakia, Germany, and after 2000 also from Ukraine. PGS grants the status of an honorary member of the Society to distinguished persons from abroad. Even before World War II, Maurice Lugeon became the first honorary member of PGS in history. In 100-year history ofPGS, 47persons from Poland and abroad received it, also members of PGS received status of an honorary member from other Geological Societies.

Opis:
The oil and gas industry in Poland is burdened with relatively high investment risk. The main reason for this is the complex geology and relatively medium-sized resources that do not guarantee a return on an investment. The above factors have led to the necessity of sharing the risk to minimize the negative financial effect of the investment, which has resulted in the more and more frequent cooperation of several entities towards the realization of a specific project. The “shale revolution” has significantly contributed to the evolution of legal regulations in this area; i.e., the implementation of the act of June 9, 2011 – Geological and Mining Law (Journal of Laws of 2014, Item 1133). It introduces the concept of “cooperation agreement” for the purpose of the joint use of rights and execution of concession obligations in respect to the exploration and prospecting of hydrocarbon deposits as well as the extraction of hydrocarbons from deposits. In the article, the author intends to show that, contrary to the generally prevailing opinion, the new act of June 9, 2011 – Geological and Mining Law (Journal of Laws of 2011, No. 163, Item 981) was not only aimed at increasing state control over the activity in the field of exploration and production, but on the contrary – it was aimed at liberalizing the market and stimulating domestic and foreign entities to engage in exploration and production activities in Poland. The article presents a new and original approach in light of the interpretation of legal regulations based on which hydrocarbon exploration and production activities are carried out in Poland. The author uses the formal-dogmatic analysis method (otherwise known as the logical-linguistic analysis method) to clarify the archival, current, and abandoned legal acts pertaining to the macroeconomic environment. This method is well-known in law research.

Opis:
The article presents the cooperation of the Polish Geological Institute - National Research Institute with the local geological administration. The functioning of the geological administration in its present form was initiated by the state system reform by the Actof24July 1998. The self-governments established at that time received powers and responsibilities in the field of geology. In retrospect, it should be stated that the process of creating local government administration was unprepared in legal, organizational, personnel and financial terms. This resulted in the lack of effective protection and proper management of minerals. It also indicates the need to constantly improve the knowledge and professional competences of people who perform geological administration tasks in local governments. In 2007, PGI-NRI started direct cooperation with representatives of the geological administration. Initially, it was mainly based on consultation and advice. After conducting the survey, the exact problems and needs of geological administration were identified. The reasons for the situation were also identified, which results mainly from the employment status. In order to meet the need to strengthen local government geological administration, PGI-NRI launched the Local Government Geology website, which is a platform for providing information in the field of geology, mining, environmental protection, administration and legal regulations. Through consultations and reporting problems faced by geologists at work, the website is constantly adapted to the current needs of geological administration employees. With the growing interest, the cooperation developed. PGI-NRI also organizes training courses dedicated to employees of geological administration, aimed at improving knowledge and skills in the field of broadly understood geology, inviting experts from the PGI-NRI as well as from other institutions and offices with high competences to cooperate.

Opis:
Art. 6 contains over twenty definitions of key terms of the GMA; Art. 7 provides that the mining and geological activity must not violate the use of the land, determined first of all by the local development plans and the acts of law; according to Art. 8 decisions referring to the marine waters must be agreed with marine authorities and determines who the are; Art. 9 provides that, if the cooperating authority does not take a solution within the time provided by law, it shall be presumed that it does not object to the decision sought.
Ст. 6 содержит дефиниции более 20 ключевых понятий из области обсуждаемого закона; Ст. 7 предусматривает, что регулируемая им деятельность не может нарушать назначения недвижимости; В соответствий со ст. 8, решения касающиеся морских вод требуют согласования с органами морской администрации по указанной в ней ведомственности этих органов; Ст. 9 предусматривает, что если взаимодействующий орган в определённый срок не выразит свое мнение, предполагается отсутствие возражения.
