Opis:: The article is devoted to the social margin's role in the process of social change. The author aims at defining the concept of marginality and suggesting a typology of social marginality on the basis of social and cultural criteria. She distinguishes social marginality, cultural marginality and socio-cultural marginality. Additionally, she describes psychological marginality as a separate type. Social marginality is typical of people sharing larger society's values but performing only irregular functions in this society. Cultural marginality is characteristic of a group whose values are different than these of the larger society but which performs regular functions in this society. The author emphasizes the potential for incurring change that marginal groups possess: this potential could result in creative impulses or in destruction depending on the configuration of marginality and historical context. The following adaptive reactions of a marginal group could be distinguished: conformism, innovation, ritualization, retreatism or rebellion.

Opis:: The paper is based on the author’s monograph (Śleszyński, 2008). It presents the analysis of enterprise headquarters’ locations in eight largest Polish cities (Warsaw, Szczecin, The Tricity [Gdańsk–Gdynia–Sopot], Poznań, Łódź, Wrocław, Katowice and Krakow). The study primarily involved data from the Hoppenstedt Bonnier database for the year 2004, concerning 3810 entities whose overall revenue exceeded the minimum of 15.6 million PLN. The businesses were analysed in terms of their location with respect to the city centre, as well as the differentiation of revenues, line of business and ownership structure. The analyses helped in the formulation of the basic regularities of the location distribution. For instance, it was found that spatial concentration is most significant in the case of the largest enterprises, the public sector and more advanced businesses, particularly high-order services.The location of large company headquarters, as well as their mutual connections, performs one of the key roles (or even the most important one) in the development of Central Business Districts in Polish cities during transformation.

Opis:: Mobile technologies are one of the most important stimulants of changes within the fundamental areas of company operation. The changes are manifested, among other things, in such areas as internal and external communication, and in the organic functions of economic entities. This paper aims to identify the scope of such changes brought about by the introduction and use of mobile technologies. Based on questionnaire studies, this paper presents an analysis and evaluation of the current trends in the use of mobile technologies in the above areas. The findings are used to formulate a set of recommendations on the effective application of mobile technologies in the economic practice of Polish companies.

Opis:: Purpose – to develop the methodological provisions of the functional-parametric approach to diagnostics for operating the development through the centers of responsibility of an innovation-oriented industrial enterprise in the process of functioning. Design / Method / Approach. The functional-parametric approach, methods of systematization, concretization, abstract-logical, causality and causal-consequence. are used in the research. The monographs and scientific publications, Internet resources are the information basis of the research. Findings. The author substantiate the expediency of functional-parametric approach application to diagnostics for operating the development of innovation-oriented enterprise. The interpretation of concepts of operating the development and development mode are proposed. The structure of the tasks and consequences of operating the development by the functional centers of responsibility are formed. There are proposed the methodological provisions of the functional-parametric approach to diagnostics for operating the development in the process of functioning of the innovation-oriented enterprise through the centers of responsibility, which are based on the application of indicators of the implementation level of economic functions and obtaining economic returns on the dynamics of the results of the enterprise functioning, anticipate a functional dependence between the diagnosed parameters and include the diagnostic procedures complex. Theoretical implications. The interpretation of the concepts of research is revealed, the methodological provisions of the diagnostics in the operation of the development in the process of functioning of the innovation-oriented enterprise are proposed. Practical implications. The practical result of the application of proposed approach is combination of managerial and economic diagnostics, which allows operating the development of the enterprise through the centers of responsibility Originality / Value. The originality of the research is to develop and substantiate the methodological provisions of the functional-parametric approach to diagnostics for operating the development through the centers of responsibility (provision, reproduction, expansive and innovative reproduction), corresponding to the functioning of the innovation-oriented enterprise in the development mode. Future research. The direction for further research is the formation of the mechanism of operating the development of innovation-oriented enterprises in the functioning process. Цель работы – разработать методологические положения функционально-параметрического подхода к диагностике при оперировании развитием через центры ответственности в процессе функционирования инновационно ориентированного промышленного предприятия. Дизайн / Метод / Подход исследования. Использованы функционально-параметрический подход, методы систематизации, конкретизации, абстрактно-логический и причинно-следственный. Результаты исследования. Обосновано целесообразность применения функционально-параметрического подхода к диагностике при оперировании развитием инновационно ориентированного предприятия. Предложено трактовки понятий оперирования развитием и режим развития. Сформировано структуру задач и последствий оперирования развитием по функциональным центрам ответственности. Предложены методологические положения функционально-параметрического подхода к диагностике при оперировании развитием в процессе функционирования инновационно ориентированного предприятия через центры ответственности, которые базируются на применении показателей уровня выполнения экономических функций и получения экономической отдачи за динамикой результатов функционирования предприятия, предусматривают функциональную зависимость между диагностированными параметрами и включают комплекс диагностических процедур. Теоретическое значение исследования. Раскрыто трактовки понятий исследования, предложены методологические положения диагностики в оперировании развитием в процессе функционирования инновационно ориентированного предприятия. Практическое значение исследования. Практическим результатом применения предлагаемого подхода является сочетание управленческой и экономической диагностики, позволяющий оперировать развитием предприятия через центры ответственности. Оригинальность / Ценность / Научная новизна исследования. Новизна исследований заключается в разработке и обосновании методологических положений функционально-параметрического подхода к диагностике при оперировании развитием через центры ответственности (обеспечение, воспроизведение, расширенного и инновационного воспроизводства), соответствующие функционированию инновационно ориентированного предприятия в режиме развития. Перспективы дальнейших исследований. Формирование механизма оперирования развитием инновационно ориентированных предприятий в процессе функционирования. Тип статьи – теоретическая.
Мета роботи – розробити методологічні положення функціонально-параметричного підходу до діагностики в оперуванні розвитком через центри відповідальності в процесі функціонування інноваційно орієнтованого промислового підприємства. Дизайн/метод/підхід. В дослідженні використано функціонально-параметричний підхід, методи систематизації, конкретизації, абстрактно-логічний та причинно-наслідковий. Інформаційною основою дослідження стали монографічні праці та наукові публікації, Інтернет-ресурси. Результати дослідження. Обґрунтовано доцільність застосування функціонально-параметричного підходу до діагностики в оперуванні розвитком інноваційно орієнтованого підприємства. Запропоновано трактування понять оперування розвитком та режим розвитку. Сформовано структуру завдань та наслідків оперування розвитком за функціональними центрами відповідальності. Запропоновано методологічні положення діагностики в оперуванні розвитком в процесі функціонування інноваційно орієнтованого підприємства на основі функціонально-параметричного підходу, які ґрунтуються на застосуванні показників рівня виконання економічних функцій й отримання економічної віддачі за динамікою результатів функціонування підприємства, передбачають функціональну залежність між діагностованими параметрами та включають комплекс діагностичних процедур. Теоретичне значення дослідження. Розкрито трактування понять дослідження, запропоновано методологічні положення діагностики в оперуванні розвитком в процесі функціонування інноваційно орієнтованого підприємства. Практичне значення дослідження. Практичним результатом застосування пропонованого підходу є поєднання управлінської та економічної діагностики, що дозволяє оперувати розвитком підприємства через центри відповідальності. Оригінальність/цінність/наукова новизна дослідження. Новизна досліджень полягає в розробленні й обґрунтуванні методологічних положень функціонально-параметричного підходу до діагностики за оперування розвитком через центри відповідальності (забезпечення, відтворення, розширеного та інноваційного відтворення), відповідні функціонуванню інноваційно орієнтованого підприємства в режимі розвитку. Opis:: This research deals with the presence and potential of the manufacturing industry in the urban settlements of Łódzkie Voivodeship. Its cognitive goal is to recognise the present share of industry in the economic and functional base of those settlements that, as a result of the system transformation, underwent restructuring and deindustrialisation, and the shrinking of its economic base. The re-development of this base and functions, appropriate to the role of towns and cities in the settlement system, requires new paths and indicating them is the application objective of the research. The work is based on the theory of the economic base of settlements, using statistical and cartographic methods including ‘heat maps’ as well as ‘employment surplus’ and the Amemiya indicator. Studies have shown that both economic and industrial potential are concentrated in the urban settlements of the Łódź agglomeration but decrease especially towards the south and south-east, and that traditional sectors still dominate. Despite intensive deindustrialisation, industry still plays a significant role in the economic base and functions of most small and medium towns of the voivodeship, as well as parts of some large urban settlements. Further economic development, and the role in it of small and medium towns depends on their further industrialisation or re-industrialisation, while of large and medium urban centres – on knowledge-based services.

Opis:: Управленческая средовая система (УСС) является охватывающей и направляющей составляющей обеспечения экономической функциональности предприятия машиностроения, что обусловливает необходимость ее исследования. Отличие уровня инновационности инновационно ориентированных предприятий машиностроения, работающих в пределах IV и V технологических укладов (ТУ), требует обоснования рекомендуемых значений показателей динамики выполнения экономических функций УСС отдельно для каждой группы. Цель работы – обоснование рекомендуемых значений показателей динамики выполнения экономических функций УСС в сравнении предприятий машиностроения IV и V технологических укладов в разрезе ее компонентных сред и фаз внутриорганизационного инновационно ориентированного развития. Проведено сравнение диапазона рекомендованных (ориентировочных) значений показателей динамики по соответствующим показателям результативности выполнения экономических функций компонентными средами УСС предприятий машиностроения IV и V ТУ в разрезе выполнения динамических экономических функций: повышение способности комплексного содержание персонала, повышение его материальной мотивации и безопасности, увеличение прибыльности на основе повышения потенциала опыта персонала, развития инновационного потенциала через развитие интеллектуального; повышение обеспеченности надежными партнерами, увеличение экономии на издержках, повышение экономической обоснованности взаимодействия в экосистеме, развитие потребительского интереса к инновациям; повышение обеспеченности активными основными средствами для основной деятельности, восстановление технического и технологического состояния, активизации в увеличении объемов интеллектуальной собственности в активах, повышении активности инновационной деятельности. Новизна исследований заключается в выявлении различий диапазона значений показателей динамики по экономическим показателям результативности функционирования УСС для предприятий, работающих в пределах IV и V ТУ, и обосновании их факторов. Практический результат исследования – углубление анализа экономических показателей результативности выполнения экономических функций УСС с обоснованием их сравнение по предприятиям машиностроения, работающих в пределах IV и V ТУ. Направлением дальнейших исследований является обоснование достижения показателей динамики выполнения экономических функций для финансово-инвестиционной средовой системы предприятия машиностроения.
Управлінська середовищна система – охоплювальний і скеровувальний складник забезпечення економічної функціональності підприємства машинобудування, що обумовлює необхідність її дослідження. Відмінність рівня інноваційності інноваційно орієнтованих підприємств машинобудування, що працюють у межах IV і V технологічних укладів, потребує обґрунтування рекомендованих значень показників динаміки виконання економічних функцій управлінською середовищною системою окремо для кожної групи. Мета роботи – обґрунтування рекомендованих значень показників динаміки виконання економічних функцій управлінською середовищною системою у результаті порівняння підприємств машинобудування IV і V технологічних укладів у розрізі її компонентних середовищ і фаз внутрішньоорганізаційного інноваційно орієнтованого розвитку. Порівняно діапазон рекомендованих (орієнтовних) значень показників динаміки за відповідними показниками результативності виконання економічних функцій компонентними середовищами управлінської середовищної системи підприємств машинобудування IV і V технологічних укладів у розрізі виконання динамічних економічних функцій: підвищення спроможності комплексного утримання персоналу, підвищення матеріальної вмотивованості та безпеки для працівників, збільшення прибутковості за рахунок підвищення потенціалу досвіду працівників, розвитку інноваційного потенціалу шляхом розвитку інтелектуального; підвищення забезпеченості надійними партнерами, збільшення економії на витратах, підвищення економічної обґрунтованості взаємодії в екосистемі, розвиток споживчого інтересу до інновацій; підвищення забезпеченості активними основними засобами для основної діяльності, відновлення технічного та технологічного стану, активізації в збільшенні обсягів інтелектуальної власності в активах, підвищенні активності інноваційної діяльності. Новизна досліджень полягає у виявленні відмінностей діапазону значень показників динаміки за економічними показниками результативності функціонування управлінської середовищної системи для підприємств, що працюють у межах IV і V технологічних укладів, та обґрунтуванні їх чинників. Практичний результат дослідження – поглиблення аналізу економічних показників результативності виконання економічних функцій управлінською середовищною системою з обґрунтуванням їх порівняння за підприємствами машинобудування, що працюють у межах IV і V технологічних укладів. Напрям подальших досліджень – обґрунтування досягнення показників динаміки виконання економічних функцій для фінансово-інвестиційної середовищної системи підприємства машинобудування.
Management environment system is a comprehensive and coordinated component in the provision of economic functionality of a machine-building enterprise, which predetermines the need to examine it. A difference in the level of innovativeness of innovation-oriented enterprises in machine engineering that operate within the framework of technological stages IV and V requires a substantiation of recommended values of indicators of the dynamics of executing economic functions by management environment system for each group separately. The goal of present work is to substantiate the recommended values of indicators of the dynamics of executing economic functions by management environment system as a result of comparing machine building enterprises at technological stages IV and V in terms of its component environments and phases of innovation-oriented development within an organization. We compared a range of recommended (indicative) values of indicators of the dynamics by the relevant indicators of effectiveness of executing economic functions by the component environments of management environment system at the machine building enterprises of technological stages IV and V in terms of performing dynamic economic functions: enhancing capability in comprehensive staff retention, increasing financial motivation and safety for employees, growth in profitability by increasing the potential of employees’ experience, development of innovative potential by developing the intellectual one; increasing the provision with reliable partners, increasing savings on costs, increasing the economic substantiation of interaction in ecosystem, development of consumer interest towards innovation; increasing the supply of active main assets for core activity, renewal of technical and technological states, actively increasing the share of intellectual property in assets, increasing active innovation. The novelty of present research is in the identification of differences in the range of values for indicators of the dynamics by economic indicators of effectiveness in the functioning of management environment system for the enterprises that operate within the framework of technological stages IV and V, and the substantiation of their drivers. A practical result of the study is a deepened analysis of economic indicators of effectiveness in the execution of economic functions by management environment system with the substantiation of their comparison by the machine building enterprises that operate within the framework of technological stages IV and V. A direction for further research is the substantiation of achieving indicators of the dynamics of execution of economic functions for financial-investment environment system at a machine building enterprise.

Opis:: The article presents selected issues of the multiformity of tasks performed by the public administration based on the example of the administration of measures in the context of diversification of legal forms of activities in the public administration according to two criteria: functions performed by the administration of measures in the economy and the authoritative and non-authoritative forms of activities. The first part of the paper presents the legal forms of activities in the administration of measures according to the following functions: economic police, reglamentation, economic supervision, economic management, planning and support of the economy. Moreover, selected public tasks within the above functions are analyzed. The second part of the article provides an analysis of new tasks of the administration of measures in relation to the privatization of public tasks referring to the field of conformity assessment of products in terms of authoritative and nonauthoritative forms of activities, which are subject to evolution as a result of the economic development and the europeanisation of metrological regulations.

Opis:: The article aims at redefining the functions of economic administration in the social market economy formulated in the literature of reference as laid down in Art. 20 of the Constitution of the Republic of Poland, exemplified by the administration of measures. The paper gives a comprehensive account of a specific area of activity of the state in the economy, which is connected with technical and legal metrology. The sphere of legal and technical metrology is closely linked to the industry and, at the same time, it refers to a wide range of economic entities, it is a field in which the tasks are performed by the authorities of the administration of measures. The choice is not accidental, because this detached department of government administration is a glaring example of the changing role of administration in the economy, which originated under the influence of political and economic changes after 1989 and was then established in the Constitution of the Republic of Poland of 1997.
W artykule została podjęta próba redefinicji sformułowanych w literaturze przedmiotu funkcji administracji gospodarczej w warunkach społecznej gospodarki rynkowej ustanowionej w art. 20 Konstytucji RP, a przeprowadzono ją na przykładzie administracji miar. Rozważaniami został objęty specyficzny obszar aktywności państwa w gospodarce związany z metrologią prawną i techniczną. Sfera metrologii prawnej i technicznej jest ściśle związana z przemysłem, a jednocześnie odnosi się do szerokiego kręgu podmiotów gospodarczych. Jest dziedziną, w której zadania realizują organy administracji miar. Wybór jest nieprzypadkowy, ponieważ ów dział niezespolonej administracji rządowej stanowi jaskrawy przykład zmieniającej się roli administracji w gospodarce, zachodzącej pod wpływem zmian ustrojowych i gospodarczych po 1989 r., a następnie ugruntowanych w Konstytucji RP z 1997 r.

In economic valuation techniques, to estimate the value of forest ecosystem services, the attention is still focused mainly on their market values, i.e. the value of benefits measured in the economic calculation based, first of all, on the price of timber. The valuation of natural resources is currently supported by considerations of the global policy, in order to strengthen the argumentation justifying the need to incur expenditure related to the protection of biodiversity. There is increasing evidence that biodiversity contributes to forest ecosystem functioning and the provision of ecosystem services. Natural capital of forests can be consumed directly as food, wood and other raw materials or indirectly – by benefitting from purified water and air, safeguarded soils or protected climate. At the same time, forest ecosystems provide us with a range of intangible values – scientific, cultural, religious as well as encompass heritage to pass on to future generations. In the era of increasing pressure on the use of free public goods (natural resources), it is necessary to improve understanding of the role of forests in creating national natural capital, and in enhancing the quality of human life. All things considered, the so called non-market forest ecosystem services may have a much higher value than the profits from the production of timber and raw materials. Needless to say, non-market values of forest ecosystems are of great importance for the quality of human life, and the awareness of this should translate into social behavior in the use of natural resources. This paper reviews the methods to estimate the value of forest ecosystem services in view of recently acknowledged paradigm to move forward from economic production to sustainable human well-being.

Opis:: Miasto Jelenia Góra oraz leżące w powiecie jeleniogórskim Szklarska Poręba, Karpacz, Kowary i Piechowice ulokowane są w atrakcyjnej turystycznie, południowo-zachodniej części województwa dolnośląskiego. W artykule dokonana została analiza przekształceń w strukturach funkcjonalnych tych miast, ze szczególnym uwzględnieniem zmian zachodzących w zakresie pełnionych przez nie funkcji turystycznych. Przeprowadzone zostały badania nad wielkością, strukturą i zmianami zatrudnienia. Badanie wykonane zostało na gruncie teorii bazy ekonomicznej, przy wykorzystaniu dwóch mierników – wskaźnika nadwyżki pracowników (WNP) i współczynnika specjalizacji Florence’a (WSF). Badanie może być przydatne w planowaniu rozwoju i w zarządzaniu miastem.
Jelenia Góra city and the cities located in Jelenia Góra county Szklarska Poręba, Karpacz, Kowary and Piechowice are situated in an attractive, in terms of tourism, south-western part of Lower Silesia region. The article presents the analysis of transformations in functional structures of these cities, with particular emphasis on the changes occurring in the tourist functions they perform. The conducted research covered employment size, structure and changes. The research was carried out on the background of the theory of economic base using two indicators – surplus employee ratio (SER) and Florence’s coefficient of specialization (FCS). The study can be useful in development planning and in city management.

Opis:: The article addresses a problem of the extent to which manifest functions are fulfilled by Polish insolvency system. The questions it aims to answer are: What are the official goals of Polish insolvency system? What is the level of realization of these goals? How the indicators of their realization look like in comparison with other European economies? Is Polish insolvency system dysfunctional or eufunctional for Polish economy and society? Following data will be analysed: results of international surveys on insolvency regimes in Poland and all over the world, data issued by public control institutions and partial results of authors own research. Neoinstitutional perspective is engaged to analyse the data and the article accepts the perspective of economic sociology of law. The article aims to bring more attention to a social institution of crucial significance in a free-market economy and to a need of closer sociological insight into its problems.

Opis:: W latach 70. XX w. zauważono rosnący wpływ miast na międzynarodową działalność gospodarczą. Doprowadziło to do powstania koncepcji world city i global city. Celem artykułu jest przedstawienie potencjału obszarów metropolitalnych na podstawie liczby oraz ekonomicznej siły firm, umiejscowionych na liście Forbes Global 2000. Na podstawie danych wyników finansowych przedsiębiorstw wyznaczono środek grawitacji dla potencjału ośrodków miejskich w latach 2006 i 2012. Środek grawitacji opracowano na podstawie Międzynarodowego Wskaźnika Potencjału, który ukazuje pozycję miasta, względem standaryzowanej wartości poszczególnych firm. Szczególną uwagę poświecono strukturze sektorowej badanych przedsiębiorstw oraz zmianie w ujęciu ich wielkości i rozmieszeniu w analizowanych latach.
In the 70s of the 20th century the rising impact of cities on the international business was observed. It led to the creation of concepts of “world city” and “global city”. Global control functions of multinational corporations have the strongest impact on global economy. The article presents the potential of metropolitan areas on the basis of the number and the economic potential of companies located on the Forbes Global 2000. On the basis of the data referring to the financial results of companies, the centre of gravity for potential urban centres between 2006 and 2012 was appointed. The International Index of Potential was based on the data showing the potential of the city in relation to the standardized values of the individual companies according to sectors of their business. Particular attention was paid to the sectoral structure of the analyzed companies and their change in terms of their size and deployment of the years analyzed.

Opis:: The aim of the article is to draw attention to the systemic problem of mutual relations between constitution and its economic environment, in particular in the context of attempts to explain various interdependent economic and constitutional crisis phenomena. In this approach, theoretical and doctrinal aspects of the functions and guarantees of constitution as well as the economic constitution and constitutional economics are discussed herein, and the basic relations between them are analyzed. The main finding of the study is the conclusion that constitution and the practice of its application are directly legitimized by the efficiency of the economic system of the state. This efficiency influences the feasibility of the functions and guarantees of constitution to a significant extent, which consequently requires the use of instruments not only of legal but also of economic analysis of constitution in systemic practice.
Celem artykułu jest przybliżenie problematyki wzajemnych relacji pomiędzy konstytucją i jej otoczeniem ekonomicznym, w szczególności w kontekście prób wyjaśnienia różnych współzależnych kryzysowych zjawisk gospodarczych i konstytucyjnych. W tym ujęciu omówione zostały tutaj aspekty teoretyczno-doktrynalne dotyczące funkcji i gwarancji konstytucji oraz konstytucji gospodarczej i ekonomii konstytucyjnej, a także przeanalizowane zostały podstawowe relacje między nimi. Zasadniczym wnioskiem płynącym z opracowania jest wniosek o bezpośrednim legitymizowaniu konstytucji i praktyki jej stosowania przez efektywność systemu ekonomicznego państwa. Efektywność ta wpływa bowiem na realność funkcji i gwarancji konstytucji w istotnym zakresie, co w konsekwencji nakazuje sięganie po instrumenty nie tylko prawnej, ale także ekonomicznej analizy konstytucji w praktyce ustrojowej.

The aim of the article is to present the most important functions to perform managers managing cultural units in Poland, as well as to show their importance in the context of the development of the cultural sector.
