The purpose of the study was to present the theoretical basis for the sustainable development concept, derived from the idea of sustainable development - sustainable transport, and to present goals that are to be achieved by improving sustainable transport, with the potential to contribute to a specific target by means of instruments divided into categories: economic instruments, technological instruments, legislative instruments, organizational instruments, market instruments, educational instruments.

Opis:: The article includes the concept of the "underground transport of materials in Europe". Europe is a very densely populated area and there are more and more such areas where people find jobs and better living conditions meeting their needs. Densely populated area requires a large amount of materials, energy, food, water, etc., which must be transported to these areas on a daily basis. Conversely, all the waste and the products of the activities of these areas must be transferred to other places. This gives rise to high demands for transport, the quantity of the transported material and the transport speed. This also results in creating a large space for storage, transshipment, railway stations, airports, etc. The only way to solve this traffic problem of the future is, according to the authors, the underground transport of materials between the densely populated areas. The solution to this problem is outlined in almost the whole extent of the problem from the choice of transport routes to organizing their operation. The aim of this project is to transport goods and materials; in no case do we discuss transport of people.

Opis:: The article is a result of research work carried out under the project EMITRANSYS for shaping ecological transport system. The paper presents selected aspects of multi-variant distribution of traffic into transport network for defined scenarios of transport system development. Distribution of traffic on the network is made due to the global criterion function. Partial criteria for distribution of traffic are: external costs, marginal costs and average costs of the transport services expressed in monetary units and in emission units. An important aspect of the development of transport network is to include the external costs of transport activity to economical counting. The harmful components of exhaust gases, external costs for each mode of transport, list of selected external costs for each mode of transport [eurocents/vehicle-km], structure of communication between Warsaw - Gdansk, characteristics of connections in the communication network between Warsaw and Gdansk, distribution of passengers stream in relation Warsaw – Gdansk, the distribution of the passengers stream in relation Warsaw – Gdansk for the second scenario according to criterion of average and marginal costs are presented in the paper.

Article points to the difficulties that arise when creating indicators and suggests directions for further work on indicators.

Opis:: The main goal of this article is to verify the functioning in practice the policy of public transport development in selected cities in Poland, through the strategic documents such as Integrated Public Transport Development Plan. The author carried out comparative analysis of documents for the selected cities in Poland, referring them to the present functioning and organization of public transport in these cities. These documents should indicate ways to integrate the various modes of transport, define measures of efficiency of the realization of transport services and the organization and functioning of public transport in cities. Moreover, they should function as strategic assumptions for the individual cities. It is important, from the point of view of the author, to examine the basic assumptions as well as the measures of efficiency of transport functioning which are based on the above plans and consequently the answer to the question- Are Integrated Public Transport Development Plans real determinant of transport policy in Polish cities?

Opis:: 25 lat temu rozpoczął działalność Zarząd Komunikacji Miejskiej w Gdyni (ZKM). W ramach procesu zmian w obsłudze komunikacyjnej Gdyni i sąsiednich gmin utworzono jednostkę, której zadaniem jest organizowanie komunikacji miejskiej. Wyspecjalizowanego organizatora transportu miejskiego utworzono, dążąc do podniesienia jakości usług komunikacji miejskiej. W czasie 25 lat funkcjonowania ZKM udało się znacznie podnieść poziom jakości usług, dostosowując ofertę przewozową do popytu i preferencji komunikacyjnych mieszkańców, poznawanych dzięki systematycznym reprezentatywnym badaniom marketingowym. Transport trolejbusowy został unowocześniony dzięki trolejbusom posiadającym zasobnik energii. Przewozy w ramach sieci komunikacyjnej ZKM realizują przedsiębiorstwa stanowiące własność miasta Gdyni i konkurujące podmioty prywatne. Przed ZKM w Gdyni stoją wyzwania związane ze stale wzrastającymi oczekiwa¬niami mieszkańców w zakresie jakości usług oraz zmieniającymi się warunkami ich świadczenia w sytuacji silnego rozwoju motoryzacji i realizacji założeń polityki zrównoważonego rozwoju transportu miejskiego. W artykule zaprezentowano w kolejności zadania, obszar i zakres działania ZKM, transport autobusowy, midibusowy, mikrobusowy i trolejbusowy organizowany przez ZKM, operatorów kontraktowanych przez ZKM, nadzór i regulację ruchu w sieci transportowej ZKM, obsługę imprez masowych przez ZKM, badania marketingowe prowadzone przez ZKM, obsługę klienta przez ZKM, ocenę jakości usług ZKM oraz wyzwania stojące w przyszłości przed tą jednostką.
Twenty five years ago, the Municipal Transportation Board in Gdynia (ZKM) was launched. As part of the process of changes in the transport service of Gdynia and neighboring municipalities, a unit was created to organize public transport. A specialized urban transport organizer has been set up to improve the quality of public transport services. During the 25 years of operation of ZKM, the level of quality of service has been improved significantly, adjusting the transport offer to the demand and transportation preferences of inhabitants, learned through systematic representative marketing research. Trolleybus transport has been modernized, thanks to trolleybuses having an energy storage tank. Transport services within the network of ZKM are carried out by operators owned by the City of Gdynia and competing private entities. Before ZKM there are challenges related to the constantly increasing expectations of the inhabitants in terms of quality of service and the changing conditions of their service in the situation of strong development of motorization and implementation of the policy of sustainable urban transport development. The article presents the tasks and scope of activities of ZKM, bus, midibus, microbus and trolleybus transport organized by ZKM, operators contracted by ZKM, supervision and regulation of traffic in the transport network of ZKM, transport service of mass events by ZKM, marketing research conducted by ZKM, customer service by ZKM, quality evaluation of ZKM services and future challenges standing ahead of this unit.

W XXI wieku rozwój technologii sprzyja w znacznym stopniu szansom rozwojowym tego typu przedsiębiorstw. Zmiany w tym zakresie odbywają się praktycznie na naszych oczach. W artykule omówione zostały zarówno kwestie związane z rozwojem informatycznym, technologicznym jak i infrastrukturalnym.
In the article developmental prospects of transport enterprises which at present are functional on the market were discussed. The developmental chances associated with the situation of the Polish economy as well as the economy were presented to the European Union. A transport enterprise means the natural person, the legal person or the connection or the without group of people of the legal personality, irrespective of, whether he is acting for money, or state-owned unit, irrespective of, whether she has a legal personality, whether is also reporting to the body having a legal personality which for money or to own needs performs cartages. In the 21st century the development of the technology is supporting developmental chances of enterprises of this type to a considerable degree. Changes in this respect take place practically before our very eyes. In the article they were discussed both the issues associated with the computer, technological as well as infrastructure development.

Opis:: The polish regional strategies present a problem of transport development in the regions. Although plans for transport systems in most provinces are not treated as a priority, it can positively assess of their visibility. The strategies differ in the complexity of the approach to the transport system (defined as a set of subsystems).They contain incentives to concentrate on improving transport accessibility, although at the risk of neglecting the improvement of the competitiveness of transport and the sustainability of its development. A characteristic is also the focus of attention on the development of road and air infrastructure.

Opis:: The significance of transport results from the multilateral links it has with all forms of activity. Transportation is an activity that may influence the development of the whole economy. It may affect its stimulation or inhibit its growth. In Poland, due to the convenient location in the centre of Europe and at the intersection of major transportation routes, are created good condition for transit service and development of TSL companies. However, there is no coherent and well-functioning transport system, integrated with European and global, which inhibit the development of global trade. Polish transport SWOT analysis indicates its strength, which can be properly used and will increase the opportunities and will avoid risks of development.

Opis:: This article addresses the origins and evolution of international organizations dedicated to international rail transport. From the beginning of rail history, most of the railway networks in Europe were built by numerous private companies, which continuously competed and collaborated with each other within domestic transport as well as international transport. European railway companies made connections across borders based on personal and financial network relationships and established various types of agreements and unions to make international traffic possible. This coalition allowed them to jointly operate member networks, including running direct trains and establishing tariff agreements. Since international transport has grown in size and complexity, international railway organizations have continuously evolved. This study proceeds as follows: the first section outlines the beginnings and development of international rail transport organizations. With the expansion of the rail network in Europe, international cooperation in the field of railways occurred early in the 19th century. This mainly took the form of bilateral or multilateral agreements or even treaties among the States. Initially, these agreements affected the establishment of international organizations. The second section draws out international organizations between the First World War and the Second World War. In the interwar period, the existing organizations continued to expand their scope of activities and new organizations were founded. The third section examines the impact of the Cold War on international rail organizations. During the Cold War, many organizations were established in Western Europe, with active international railway cooperation. In Eastern Europe, a new international organization was established under the influence of the Soviet Union. The fourth section explains changes in international organizations after the Cold War. After the collapse of the Soviet Union, the existing organizations steadily adapted themselves to changes in the political, economic, social, cultural and technological environments. Because of these various changes, new international organizations also emerged.(original abstract)
