The article presents and evaluates the technical and operational possibilities of the maritime radio communications systems to be used especially for the exchange of information between the land users and ships. The basic functional requirements and regulations for Global Maritime Distress and Safety System (GMDSS) referring to the maritime radio information systems, resulting from the provisions of the International Convention for the Safety of Life at Sea (SOLAS) and Radio Regulations have been described. The article presents the role of information systems in the shipping and GMDSS as well. A current status of the maritime radio communication systems responsible for the exchange of information between the land users and ships has been presented. Operational and technical characteristics of the maritime radio systems used for the exchange of safety information and ships’ operating information have been described. The analysis of the systems responsible for broadcasting to the vessels the Maritime Safety Information (MSI) has been made. In this context, the operation, methods and ranges of broadcast of the Maritime Safety Information by the NAVTEX system and Inmarsat SafetyNet system have been discussed. The analysis of the systems responsible for the ships’ operating communications has been made too. The article also outlines the future of maritime radio information systems. In this context, two projects currently being implemented in the framework of the International Maritime Organization (IMO) by the Sub-Committee on Navigation, Communications, Search, and Rescue (NCSR) have been presented. The first of these projects under the name of e-Navigation refers to the use of the latest information and communication technologies in shipping. The second one concerns the modernization of the GMDSS. It is expected that as the outcome of these project works, among others, new maritime radio information systems presented here will be adopted.

The operation, application and basic properties of the Ship Security Alert System (SSAS) and Long Range Identification and Tracking system (LRIT) have been presented. In the subsequent part, the article outlines the future of maritime communications systems used to ensure the safety and security of ships. In this context, two projects currently being implemented in the framework of the International Maritime Organization (IMO) by the Sub-Committee on Navigation, Communications, Search, and Rescue (NCSR) have been presented. Koncepcja Web 2.0, której założeniem było zapewnienie indywidualnym użytkownikom możliwości samodzielnego tworzenia i projektowania serwisów sieciowych, może okazać się skutecznym rozwiązaniem problemów także dla małych firm, zarówno tych zajmujących się sprzedażą technologii informatyczno-komunikacyjnych ICT (od ang. Information and Communication Technologies) jak i zajmujących się produkcją, dostawą czy serwisowaniem urządzeń. W ramach pomocy technicznej i wsparcia po sprzedaży mogą to być: konserwacja w zakresie dostosowanym do stanu technicznego produktu, rozwiązywanie problemów eksploatacyjnych, rekonfiguracja urządzeń, itp. Obecnie wiele firm musi zapewniać wydajną realizację takich usług na całym świecie. Wymaga to więc od nich stosowania takich technologii ICT, które umożliwiają płynne przejście z aktualnie dostępnego zakresu obsługi (głównie na poziomie lokalnym) do usług świadczonych na rynku globalnym, a częściowo także w "świecie wirtualnym". Niniejsza praca przedstawia aktualne stadium rozwoju zastosowań technologii ICT do wsparcia współpracy pomiędzy dostawcami a klientami, ze szczególnym uwzględnieniem nowych narzędzi i potencjału tkwiącego w koncepcji Web 2.0 oraz próbę określenia celów możliwych do realizacji na tym etapie przez prace badawcze w dziedzinie ICT.
Web 2.0 principles promote service building and composition on individual level. Now it is expected that future developments would continue the move from the service composition at individual level of Web 2.0 to company and also small enterprises acting on the global market. It could be: ICT and service engineering vendor small and medium enterprises (SMEs), equipment manufacturer SMEs and user SMEs need to extend their products with different product & customer support services, such as: condition based maintenance, problem solving, equipment reconfiguration services etc., and to be able to cost–effectively provide these services to customers distributed worldwide. For this purpose users need Information and Communication Technologies (ICT) solutions, which will allow smooth transition from the current (mostly locally oriented) service provision, to provision of services at global market, partly in 'virtual world'. The paper presents current state of application for ICT based supplier-customer collaboration, with the special attention for the new tools and possibilities which are available within the Web 2.0 concept and approaches to define objectives actually possible to be fulfilled by ICT research.

Underwater channel data transmission is one of telecommunications most difficult problems. One way to optimise the transmission may be by adapting transmission techniques used in telecommunications modems. The articles presents two ITU-T standards: V.34 and G.992.1, known as ADSL. The possibilities and limitations of these techniques for underwater communication systems are discussed. The ADSI standard using the DMT modulation seems to be the best.

What has been presented in the paper is a research/testing tool used in the Air F orce Institute of Technology (Instytut Techniczny Wojsk Lotniczych - ITWL) to build, actuate, test, and optimise integrated communication systems as far as both a set of devices the system is composed of and the applied software are concerned. Particular attention has been paid to the so-called integration station (built under the Mi-8, Mi-17, Mi-24 upgrade project), i.e. the laboratory equipment to optimise and unify communication systems integrated on the basis of digital data buses (following the MIL-1553B standard, among other ones). Such equipment has allowed ITWL to integrate new communication devices/systems while upgrading the W-3PL helicopter. Some selected tasks performed with this equipment engagedhave been discussed. Also, problems arising while actuating and testing the developed software to integrate communication devices/systems (including digitally controlled radio stations of the RRC, HARRIS, and MR6000 types, communication control panels of the PSL-1 type and multi-function displays of the MW-l type) have been given consideration in the scope of the software functionality and reliability. Presented are also additional monitoring and measuring systems used to test this software, just to mention the M230 rugged laptop computer used to diagnose the system and prepare plans of the radio communication.

The evolution of the battlefield and rapidly changing information and knowledge that determine the course of contemporary conflicts - in particular the development of new military tactics and innovative technology - are the factors that affect the nature of modern warfare and inevitably challenge national and international security systems. Cyberspace is becoming inherently a new battlefield overstretching beyond military world. These changes directly impact the approach to development of security strategies and policies in many countries. Therefore, one of the highest concern of those responsible for homeland security should be the challenge of recognizing new threats and finding appropriate countermeasures. Lessons learned should be applied in the process of establishing modern Command and Control (C2) System of the Polish Armed Forces. The System should be resistant not only to symmetric and asymmetric actions, but additionally should be equipped with weapons and tools capable to disrupt the command, control and communication (C3) systems of the adversary. In the age of growing innovation technology and cyberspace when the potential of modern weapon systems is being gained insuppressibly (e.g. directed energy weapons), it would be challenging or even impossible to develop reliable, resistant system able to oppose all the actions of the enemy. Taking all the above into considerations, it seems reasonable to exploit the potential of the military field mail services as an alternative system for exchanging information and communicate the status of the subordinate forces, especially during an operation.

The higher and higher level of competitiveness of enterprises, the in- creasing expectations of customers or internalization of business are just a few examples of challenges that most of companies must face nowadays. None of these challenges may be faced, however, if the companies do not cope with logistics pro- blems. The increasing number of problems, among others related to the necessity of diversification of products, of provision of frequent, fast and small deliveries, of ensuring reliability and flexibility in operation, of transfer of goods almost all over the world, can no longer be solved with application of traditional methods. Con- dition of success in contemporary logistics is implementation of modern techno- logy. Companies without IT systems, without automatic identification of goods or electronic exchange of data have not chances for strong presence in today’s supply chains or other modern forms of business. In this paper characteristics of selected information and communication technologies (ICT) were presented with reference to the operation of contemporary logistics systems. The introduction presents the role and substance of the information resources in logistics. Technological solu- tions concerning transfer of information were grouped and characterized according to the following types: family of electronic connections, corporate networks and information highways. In each group of the solutions main faults and benefits were presented, from the perspective of possibilities of application in logistic.

Opis:
Results of analysis of drift influence on operation and efficiency of optimal analog adaptive communication systems with feedback and a new approach to drift compensation in these systems are presented in the paper. The proposed approach is based on application of the extended multidimensional adaptive algorithm that estimates simultaneously the value of a transmitted sample and the value of an unknown drift rate. The knowledge of the drift rate enables drift compensation and improves transmission efficiency of systems suffering problems related to drifts.

Prowadzenie operacji militarnych w myśl koncepcji sieciocentrycznych wymaga dostępu do informacji z różnych źródeł w celu osiągnięcia przewagi informacyjnej. Niezbędna jest do tego infrastruktura telekomunikacyjna zdolna do obsługi ruchu zgodnego z protokołem IP. W artykule przedstawiono podstawowe wymagania NNEC (NATO Network Enabled Capability) na infrastrukturę telekomunikacyjną. Przedstawiono podstawowe cechy systemów STORCZYK 2000 oraz ZWT JAŚMIN, skupiając się na możliwości i jakości transmisji IP. Następnie oceniono wyżej wymienione systemy pod kątem dojrzałości do wykorzystania w realizacji usług w środowisku sieciocentrycznym.
The process of running the military operations in thought of NEC concept requires to access to the information from different sources in aim of achievement of informative superiority. The well-organized communication infrastructure capable to service the IP traffic it's necessary in such environment. The paper presents the NEC basic requirements that are introduced on communication infrastructure. The basic features of Polish Military communication systems such as STORCZYK 2000 and JAŚMIN are presented as well. A special focus is put on the capabilities of transferring the IP services with a satisfactory level of QoS. The presented systems were also analyzed according to the possibility of using them in the NEC operations.

A communication between a host computer (an operator station) and a controller (a process station) is briefly characterized. Sequential multitask objects are described as well. The communication system potential fitness criterion is given. The article is suplemented with an example of time redundancy utilization.

The potential use of typical commercial communication systems with ultra high frequencies for the underground emergency/military situations will be investigated, as commercial systems have already a fully developed market that makes them cheap and reliable. The possible usage of broadband techniques like CDMA in the direct sequence will be studied because most commercial communication systems have already been designed to support multiple users, as the underground propagation has many possible applications. The performances of both modulation techniques are evaluated from the point of view of the quality of the signals, power spectral density and the effect that the propagation medium has on the transmitted signals such that the best modulation technique is determined. The 16QAM and QPSK modulations (two of the most popular modulation techniques in the terrestrial wireless system) are compared in a scenario where a number of underground sources share the same physical channel (and antenna) - the receiver is placed at the ground level so the generated signals must propagate through the dielectric layer in order to reach it. The transmitted power, electric and magnetic fields as well as occupied bandwidth are also calculated.

On the basis of the existing and unquestioned linguistic stance, a division of all the living creatures inhabiting the Earth into those which do not have language (i.e. prehuman and languageless) and those who have language (i.e. the genus Homo sapiens) is postulated. The paper briefly discusses a rich diversity of communication modes occurring in the domain of the prehuman communication systems, such as the auditory, visual, tactile, olfactory, electric, thermal, and seismic ones, with appropriate graphic illustrations. Furthermore, on the basis of the phenomenon of the observable shrinking of this diversity and the key position of the human species, it postulates the necessity of preserving this diversity in the context of biodiversity. This major postulate is in accord with the need to intensify attempts to preserve biodiversity as well as preserve the remaining diversity on the level of the prehuman communication systems as a major challenge of modern humanity. In this context, the human species is considered here as the species of the ‘overseers’ and ‘archivers’ of all the existing communication systems existing on the Earth as the carrier of the tree of life.

Modern Internet and web applications involve interactions among remote host computers connected by communication networks. Simulation modelling is an important technique to evaluate performance in the implementation of a web-distributed application over given networks formed by computer hosts connected by heterogeneous networks. In this paper we extend a previous work concerning the construction of a queue-based simulator of communication networks. We define a set of new queue-based object types which permit us to specify the behaviour of a web-distributed application whose software components run over different hosts in a given communication network. We apply this technique to show how to build a simulator to evaluate the performance of various software architectures for a web-distributed application run over a given computer network.

This paper addresses the problem of fixed channel assignment in cellular communication systems with nonuniform traffic distribution. The objective of the channel assignment is to minimise the average blocking probability. Methods for finding a good allocation can be based on first building a number of sets of cochannel cells or allocation patterns and then assigning them to channels. This usually implies that only a subset of the feasible region is attainable. The approach suggested in this paper uses the concept of packed pattern, since all patterns in an optimal solution will be of that kind. With a constructive method, the entire set of packed patterns is built and used in the optimisation process. The complexity (large-scale and nonlinearity) of the resulting problem suggested the use of general search procedures (local search, tabu search, simulated annealing, etc.), which have the further advantage of flexibility when dealing with extensions to the problem. A neighbouring structure was used, that facilitated the calculations while still allowing for the search in the entire solution space. A summary of extensive numerical experiments is presented. The outcome is an improvement over previous results.
