A psychology of human individual development is proposed which argues against its reduction to the description and control of human behavior or to cognitive psychology in the model of information and communication technology. Instead the author’s earlier conceptualization of the autonomy of human individual development is now elaborated further. The foundational premise to this end rests in Macnamara’s (1999) explication of Brentano’s (1874) notion of intentionality, i.e., referring to something as an object. It reveals the access of the mind to the ideal objects and to the kinds which provide for identity and individuation of the objects of human cognition (Macnamara and Reyes, 1994). It converges with the anti-irrationalism postulate which was put forward by Ajdukiewicz (1934). The reduction of the mind in psychology to something else proves unable to meet the anti-irrationalism postulate, regards perception and cognition to be of one piece, and it excludes intuition and ideals. In contrast to this, the notions of the spontaneous and self-sustainable perception and the self-determined mind open a way for psychology without the reduction of it to anything else. The same route has been taken earlier (Niemczyński, 2007) with a study of personality development from adolescence to the late ages.

The article attempts to answer the question: why standardization of early education can limit the development of children and disintegrate the learning process? The main topic is focused on the issue of standardization in early childhood education. The goals of education, core curriculum, expected developmental effects and learning outcomes are most often standardized. The standardization process has specific consequences that affect the quality of education and development opportunities for students. The effect of this approach, especially close to politicians, stakeholders, is limited variety of educational approaches, fragmentation, depersonalization of education and subordinating it to standards and set goals. All these activities should favor the control of results achieved. The destination is defined at the beginning of the education process. The achievement of “experts’” aims is the basis for assessments of the value of the teacher’s work and the effectiveness of educational institutions.

The present paper raises the issues of financial autonomy of Polish cities with regard to the aspect of social and economic development of provinces, in which they are located – the topic being of crucial importance both from the theoretical and practical point of view. The significance of the undertaken research follows mainly from the fact that self-reliance and autonomy of a city in the area of financial management are indispensable conditions for its functioning. What potentially leads cities to harmonious and sustainable development is the fact that they possess legal personality, complete their tasks on their own account, manage their property and have their own, independent of the state finances, financial system. In spite of the fact that the goal of a city is not to make maximum profits but to satisfy collective public needs, the most important aim of local self-government authorities while making financial decisions should be to manage their financial resources in a rational way but, at the same time, to keep in mind the priority of the public interest.

Many authors have long been involved in research concerning the development of teachers’ personal and professional competences. According to them, teacher professional development is stadial and should lead to the critical use of knowledge, development of their own ways of working, revising the patterns of professional role and, consequently, to independence from external pressure and the creation of a teacher’s “autonomous identity”. The goal of this paper, based on several empirical studies, is the identification of some systemic and mental obstacles hindering the development of teachers’ competence and autonomy. The requirements related to the professional promotion system allow us to develop only some of the teachers’ competences that are the basis for building their autonomy, e.g. teaching and development of the teacher’s workshop. In the construction of the professional promotion system, communication skills, skills to motivate students, supporting them in solving problems, building their authority in relations with students were neglected. At the school level, a lack of trust among teachers, a lack of culture of cooperation and shared responsibility, a conflict between teacher generations, lack of respect and openness to others can hinder or even prevent the development of the autonomy of young teachers.

Theoretical background: The impact of the COVID-19 pandemic has had far reaching effects on different strata of socio-economic life, including the financial well-being of residents and the financial situation of local government units. Generally, research papers either approach “local development” conceptually or quantify data regarding a certain locality: demographic structure, residents’ education, condition of the labour market, residents’ income and their technological literacy. This paper is an attempt to arrive at a larger picture and identify the interdependence between economic activity of residents and financial autonomy of the local government, and secondly, to pinpoint the impact the COVID-19 pandemic had on these categories.Purpose of the article: The purpose of the paper is to identify residents’ income sources and the dependence between them and the development potential of the municipality they live in. The paper examines residents’ revenue, income and income tax advance payments. The survey covers all municipalities in Poland according to their formal administrative status: urban, rural, urban-rural and cities with powiat rights. The research covers the period of 2015–2020, as per data availability.Research methods: The paper applied monograph methodology to review the literature on the subject, and comparative methodology to process quantitative data, which allowed the authors to calculate all deviations. Next, the economic phenomena were assessed, i.e. their nature (positive or negative) and frequency of occurrence were determined according to an assessment scale where the base is the starting point. The structure of the number of taxpayers, their revenues and incomes was compared by sources of income, in result of which hierarchy of income sources was created for each municipality. Following that, the main income sources were analysed and correlated with the municipality’s own (tax) revenue. To enable comparability of diagnostic variables, the zero unitarisation method was applied.Main findings: The findings reveal that the main sources of residents’ income include salaries, pensions and disability pensions, non-agricultural economic activity, wages and contractual income. Revenue streams generated from residents’ economic activity show a variance across municipalities. The results obtained confirm the dependence between residents’ economic activity and own revenue sources of local government units. Based on the findings, it can be concluded that the relationship between taxpayers’ income from particular sources and revenue autonomy of municipalities and cities with powiat rights varies by the type of municipality. Thus, the findings clearly demonstrate that residents’ economic activity is an endogenous resource that definitely affects municipal development. For local authorities, understanding economic realities of residents may be a game changer and an insight that will help them create environments conducive to socioeconomic growth.

The article discusses the creation by young people of a concept of their own lives during adolescence, which is treated as a sign of their subjectivity and autonomy. What was emphasised therein was the significant relationship between the creation of the own life concept by adolescents and their overall development during adolescence (development of thinking, personality, value system, future perspectives and social development). Deliberations were based on the theoretical concepts of Piaget (1970) and Niemczyński (1980, 1988), as well as in the empirical studies of Nuttin (1980), Nurmi (1991), Zaleski (1991), Trempała (1996, 2000), Liberska (2004), Katra (2008), and Czerwińska-Jasiewicz (1997, 2005, 2015). An extended author’s own model of the creation of an own life concept by adolescents was also presented (Czerwińska-Jasiewicz, 2015). This model indicates the main elements of the own life concept of adolescents (preferred lifestyle, goals and life plans as well as decisions concerning their future) and the main factors that have an impact on the creation of this concept by them (value system, social factors, factors related to general development, and individual characteristics). Conclusions formulated on the basis of the author’s own research were also presented (Czerwińska-Jasiewicz, 1997 2005, 2015). Further considerations constituted an attempt to substantiate the contention that the creation of the concept of their own lives by adolescents is a manifestation of their subjectivity and autonomy.

The aim of the article is to identify the determinants affecting own-source revenues in shrinking Polish cities in the context of local socio-economic development. The first section describes the research problem in Polish and foreign literature and focuses on explaining the relationship between own-source revenues and socio-economic development in a specific group of shrinking cities. The next section defines the research method and the scope of the research. The last part presents the results of the research which indicated that in the field of local socio-economic development the most important factors affecting own-source revenues of shrinking cities in Poland are factors related to entrepreneurship and the labour market. The whole article ends with a summary, which synthesises the results of the research and the presented literature, as well as identifies the areas that may pose a potential challenge for the authorities of shrinking cities in Poland in the context of increasing the share of own-source revenues in the total incomes of their budgets.

Przedmiotem rozważań niniejszego artykułu jest proces rozwijania kompetencji glottodydaktycznej nauczycieli. Przyjęto, w ślad za F. Gruczą, że ma on charakter ciągły i z tego powodu nikt nie jest w stanie opanować kompetencji glottodydaktycznej w pełnym i absolutnym zakresie. Oznacza to, że można jedynie mówić o bardziej lub mniej kompetentnym nauczycielu, natomiast nigdy o nauczycielu, który rozwinął rzeczoną kompetencję w stopniu całkowitym bądź w ogóle jej nie rozwinął. W kontekście rozważań nad procesem rozwijania kompetencji zwrócono jednak uwagę na fakt, że należy ona do dyspozycji wyuczanych, które nauczyciel może nabyć w toku edukacji czy procesu samodoskonalenia.
The article focuses on the process of developing foreign language teaching (FLT) competence. Following Grucza, as this process is considered to be continuous, nobody can completely and absolutely acquire FLT competence (F. Grucza 2000, p. 28). This means that we can only talk about more or less competent teachers, but not about teachers who have fully developed this competence or who have not developed it at all. Nevertheless, in exploring the process of FLT competence development, it is argued that this competence is one of learned dispositions and, as such, it can be acquired through education or self-improvement.

Over the years of working at school teachers gain experience that is necessary for their professional development. The teaching experience may appear of little value if teachers do not reflect upon it. Reflection is the key to success in teaching. The article presents the results of a questionnaire conducted with foreign language teachers from Gorzów Wielkopolski, Poland schools who were asked about their reflection. Many teachers (95%) reported that they reflected on their teaching and even made notes (50%). The research outcomes provide interesting facts about teachers’ reflections.

W artykule zwrócono szczególną uwagę na pożądany kierunek rozwoju autonomicznych wspólnot energetycznych, które mają szansę w nieodległej przyszłości skutecznie zapewniać miedzy innymi obszarową równowagę podażowo-popytową w zakresie energii elektrycznej.
The currently observed dynamic development of distributed energy in the country and in the world, progressing due to the departure from high-emission energy carriers in favor of creating an energy sector based largely on renewable sources, means that distributed energy may soon become a significant element improving the country’s energy security, influencing the level of energy prices and stimulating the development of selected regions of the country. In reaching this formula for the functioning of the energy sector after its transformation, it will be essential to increase the production of electricity from renewable energy sources (RES), intelligent integration of renewable energy sources and intense social involvement in the process of creating energy independence areas (clusters, energy cooperatives, etc.). The article pays special attention to the desired direction of development of autonomous energy communities, which have a chance in the near future to effectively ensure, among others, the area-related balance of supply and demand in the field of electricity, and not only.

This article presents the results of an assessment of the psychometric values of a tool intended to assess the developmental changes occurring in 2- to 3-year-old children spending most of the day in early childhood education and care institutions. An assessment of the developmental achievements of small children was an element of an empirically validated diagnostic concept of the conditions created for children in such institutions. The worksheet for observing the effects of development in the scope of autonomy in 2- to 3-year-old children was one of five tools used in longitudinal studies, with two measurements carried out in the period from December 2017 to July 2018. The studies were conducted using a quantitative strategy and included 131 children attending 10 groups in 4 establishments and 20 caregivers working full time in these groups. The article also discusses the theoretical underpinnings adopted to build the scale and provides its detailed characteristics. Data on the reliability of the scale has also been presented: the value of Cronbach’s alpha coefficient and the mean inter-item correlations in both measurements along with data on the agreement between two judges determined as Pearson’s correlation coefficient (r). The data collected demonstrates the high reliability of the scale in the two presented measurements, while data concerning validity confirms its psychometric value. Factor analysis became the basis for adjustments in the allocation of indicators to given subscales measuring manifestations of autonomy.

Adult education is the central question of andragogy. Its mission is to assist in understanding the problems of the growing number of adult learners in the perspective of lifelong learning. Currently, the key skill of an adult human is the ability to find a new reality and updating their competence. Studying of extramural students is an active participation in the lifelong learning, which is their conscious choice, leading to the realization of the objective. According to the Mezirow theory, ability to reject frames of reference and self-assigned meaning it is a feature transformative adult learning. Autonomy in theory transformative learning is an expression of responsible thinking, which is regarded as the central issue of adult learning.
Edukacja dorosłych stanowi centralne zagadnienie andragogiki. Jej zadaniem jest pomoc w zrozumieniu problemów rosnącej grupy dorosłych uczących się w perspektywie całożyciowego uczenia się. Obecnie kluczową umiejętnością dorosłego człowieka jest zdolność do odnalezienia się w nowej rzeczywistości oraz aktualizowanie swych kompetencji. Studiowanie studentów zaocznych jest aktywnym uczestnictwem w całożyciowym uczeniu się, które stanowi ich świadomy wybór, prowadzący do realizacji założonego celu. Zgodnie z teorią Mezirowa umiejętność odrzucenia ram odniesienia i samodzielnego nadawania znaczeń jest cechą transformatywnego uczenia się dorosłych. Autonomia w teorii transformatywnego uczenia się stanowi wyraz odpowiedzialnego myślenia, które traktowane jest jako centralne zagadnienie uczenia się dorosłych.

Opis:
This article explores the concept of teacher professionalism, focusing primarily on factors motivating teachers to pursue professional development within the framework of formal, organized teacher development programmes offered by educational institutions. Its major purpose is to contribute to a better understanding of motivational issues involved in teacher education, or teacher learning, as it is sometimes referred to. Its other purpose is to liven up a discussion concerning language teacher education as a life-long experience. The article consists of two parts: its theoretical sections focus on the notions of professionalism and a professional, together with the concepts of autonomy and reflection/reflective practice, which are crucial from the point of view of teacher development. Next, factors motivating teachers to continue their development both as professionals and as individuals are addressed. The second part presents and discusses results of a small-scale individual research project which yielded some interesting data pertaining to motivational issues involved in teacher learning.
