Occupational accidents on board criteria determining is a challenging procedure in shipping industry as the ideal safety ship management strategy depends on many factors involving in shipping transportation There are many legislations, agreements and practices to obtain series of security measures in order to ensure safety and security of seafarers. Causes of on-board occupational accidents need to be evaluated in a correct manner to regulate more functional practices and also to lower the on-board accident rates. However, causes of on-board accidents can be extremely complex. Therefore, scientific methods should be used to evaluate the causes and to determine the measures to be taken. The evaluation of the parameters is of great importance for the future of the maritime sector and in terms of development. In this study, factors have been identified that lead to seafarers? occupational accidents on board and we tried to present alternative solutions which can be applied on this issue. Severity of the reasons that led to the accidents and their relationships with each other are identified to be able to sort through the alternative solutions with a model using the fuzzy AHP (Analytic Hierarchy Process) method approach. Results of the study revealed that the most important criteria for the occupational accidents on board criteria selection are respectively; human factors, lack of management, ship-borne troubles, cargo troubles and environmental factors.

Opis:
Loss of the propulsion function by a ship is one of the most serious categories of hazardous events in sea transport. In specific external conditions it may lead to a loss of ship and environmental pollution. The consequences of propulsion loss by a ship are events classified by the International Maritime Organization as casualties or incidents. The probabilities of occurrence of the former events in a specific time unit constitute the propulsion risk of a ship. Determination of these probabilities is in practice confronted with difficulties connected with shortage of data. A method for estimating the risk caused by loss of a seagoing ship propulsion function is proposed. The estimation is fully based on the expert judgments. Expert is assumed to be well acquainted with the subject he is expected to formulate his judgment on. Expert should also be capable of formulating his judgment. This is connected with level of his education and the language used in the elicitation process, particularly as regards the parameters the expert is expected to estimate. This may be the language of numerical or linguistic values. Numerical values are better but are more difficult to articulate - also errors in judgments are more likely. To overcome this problem and to obtain a more accurate estimation, this study suggests using an analytic hierarchy process (AHP), which quantifies the subjective judgments and confirms the consistency of collected data. An example of the propulsion risk estimation of container carriers operating on the North Atlantic line allows to assess effectiveness of the method.

A new fuzzy measure is presented in this paper. Using the assumption that the decision maker is able to provide the pairwise additivity degree between attributes, our method uses Zimmerman’s approach to solve the fuzzy multiobjective problem: a simple problem for computing fuzzy density is derived. Having done that, we use this new fuzzy measure to implement an analytic hierarchy process (AHP) with dependent attributes using the Choquet integral. Our identification procedure for fuzzy density is much easier because it reduces the resolution complexity using a linear programming problem rather than the complicated power form used traditionally.

Opis:
Strategic planning and analysis often require that we make choices that are backed up with logical reasons. Such decision-making is difficult, as it involves many variables, both measurable and non-measurable. In some cases, a choice has to be made from among a dozen or several dozen variants, or more. It might be hard to determine which of these are the best and why. This paper describes SWOT-AHP-PSS, an innovative approach developed to support decision-making as part of strategic planning. What is innovative about the SWOT-AHP-PSS protocol is the original combination of commonly known and used methods. SWOT-AHP-PSS assesses the probability of success for each of the pre-defined scenarios, and helps identify the key factors behind PSS. It can be useful for both simple and very complex decision-making.
Planowanie i analiza strategiczna często wymagają dokonania wyborów opartych na logicznych podstawach. Takie podejmowanie decyzji strategicznych jest trudne, ponieważ obejmuje wiele zmiennych, zarówno mierzalnych, jak i niemierzalnych. Często należy dokonać wyboru jednego z wielu wariantów. Może być trudno określić, które z nich są najlepsze i dlaczego. W niniejszym artykule opisano autorską metodę SWOT-AHP-PSS, jako innowacyjne podejście opracowane w celu wspierania procesu decyzyjnego w ramach planowania strategicznego. Nowością w tej metodzie jest oryginalna kombinacja powszechnie znanych i używanych metod. SWOT-AHP-PSS ocenia prawdopodobieństwo sukcesu każdego z predefiniowanych scenariuszy i pomaga zidentyfikować kluczowe czynniki stojące za prawdopodobieństwem sukcesu strategicznego. Metoda ta może być przydatna zarówno do prostego, jak i bardzo złożonego procesu decyzyjnego.

The study characterized the AHP method as a tool to support decision-making. The next section discusses the methodological issues conditioning to carry out proper economic experiment. It has been shown that the method of AHP is used in experimental economics. Empirical studies can also be conducted on the basis of various types of computer simulations.

This paper presents a model, based on Analytic Hierarchy Process, to support a maintenance manager with a suitable tool for focusing on the most relevant choices which need to be prioritized. The paper provides an insight on how structural and infra-structural decision elements, traditionally conceived for assessing the manufacturing strategy of a company, could be adopted as criteria for configuring a maintenance system. A model based on Analytic Hierarchy Process has been developed and tested in two industrial case studies in order to demonstrate how it can guide a maintenance manager in keeping the strategic decisions coherently with the overall company’s manufacturing strategy. Main beneficiaries are mainly maintenance managers who have to tackle relevant strategic decisions in managing their maintenance systems. Given the increasing role of maintenance within the operations strategy of a company, the heterogeneity of actors involved, with the relevant risk of assuming conflicting decisions, it is of utmost importance to lever on adequate and shared decision support systems rather than relying on a mere empirical knowledge. The model proposed in this paper, based on the Analytic Hierarchy Process, fills this gap since it provides a structured support in the decision making process by comparing and prioritising the relevant strategic decisions pertaining to the configuration of a maintenance system.

In this study, a methodology was developed for transport plan selection of intercity trains in railway network using the method of Analytic Hierarchy Process (AHP). For studying the transport plan, the following indicators have been chosen: the transport satisfaction, average number of train stops, average distance travelled, average speed, reliability, availability of service with direct transport and transport capacity. The methodology includes determination of variant schemes of transportation; determination of the number of trains by criterion of minimum direct operating costs for transportation of each variant scheme using linear optimization model; application of AHP method to define the weights of criteria and ranking the variants schemes; and selection of an optimal transport plan according to the criterion of a minimum ratio of normalized direct operating costs to the AHP score. The methodology was experimented in Bulgarian railway network.

In this paper, we extend the analytic hierarchy process (AHP) method and the Atanassov’s intuitionistic fuzzy set (IFS) into the intuitionistic fuzzy analytic hierarchy process (IFAHP) with application in ship system risk estimation. In the safety engineering, risk estimation is in practice confronted with difficulties connected with shortage of data. In such cases, we have to rely on subjective estimations made by persons with practical knowledge in the field of interest, i.e. experts. However, in some realistic situations, the decision makers might be reluctant or unable to assign the crisp evaluation values to the comparison judgments due to his/her limited knowledge. In other words, there is a certain degree of hesitancy in human cognition and his judgment. Taking advantages of IFSs in dealing with ambiguity and uncertainty into account, the IFAHP can be used to handle with the subjective preferences of experts, who may have insufficient knowledge of the problem domain or uncertainty in assigning the evaluation values to the objects considered. This paper also develops a new knowledge-based ranking method to derive the priority vector of the hierarchy. An illustrative example of the propulsion risk estimation of container carriers operating on the North Atlantic line is given to show the applicability and effectiveness of the proposed method.

The AHP method(Analytic Hierarchy Process), as a part of the Multi-Criteria Decision-Making (MCDM) process, is one of the most used methods worldwide for dealing with the complexity of transport project evaluation. A level crossing (LC) is a place where road and rail cross. Therefore, LC is a place where there isa high risk of accidents.The aimof this study is to develop an AHP model for evaluating the alternatives for the reconstruction of LC in a congested urban environment through the weighting of various interdisciplinary criteria and sub-criteria. The AHP model considers six criteria:safety, traffic indicators of the functional efficiency, costs, social benefits, ecology, the time required for reconstruction of LC and their 15 sub-criteria. The model has been tested on LC Sokolska, located in the city of Zagreb, Croatia. Three possible alternatives were proposed to suit the location and the traffic conditions. The alternatives were evaluated according to the developed AHP model and the Expert Choice software package.Asensitivity analysis was performed to confirm the acceptability of the optimal solution.

This study presents an integration of fuzzy sets theory with analytic hierarchy process (AHP) to model landslide hazard. The approach involves developing expert knowledge from existing landslide datascts which arc used for standardizing digital terrain attributes, a pairwise comparison method for the elicitation of attribute weights, and their subsequent aggregation through weighted linear combination (WLC) and ordered weighted average fOWA) function to generate landslide hazard maps. The approach enhances tlic methodology for modeling landslide hazard in roaded and roadless areas through the derivation of probabilistic maps. The maps can be used as a decision support tool in forest management and planning. A case study from the Clearwater National Forest in central Idaho, USA, illustrates the application of the approach in a practical setting.

An occupational risk assessment is one of the main processes to assure a safe and healthy workplace. It was shown, that this process is particularly important in the cause of industrial enterprises, in which the number of accidents is the largest. In these enterprises, one of the most often practiced methods is the PN-N-18002 method. However, it was concluded this method has some limitations. They concern the way of assessing the risks in the traditional number scale, which is less precise than the fuzzy triangular number (using in FAHP). Therefore, the aim is to improve the process of assessment in industrial enterprises by integrated the PN-N-18002 method with the FAHP method (Fuzzy Analytic Hierarchy Process). The test of the proposed method was made for three machine operator positions used to aggregate extraction in one of the Podkarpacie enterprises. These positions were: loader operator (Ł-34), digger operator (CAT 323), dredge operator (300/250 KREBS 10/8). The concept of the method was to identify in a precise way what is the greatest extent danger to the operators of these workplaces. It was shown, that it is the work at height. It was concluded, that this method can be practice to risk assessment of other workplaces, among others from industrial enterprises. The originality is the integrated risk assessment method (PN-N-18002) with the fuzzy multicriteria decision method (FAHP) as part of achieving the precise results of risk assessment.

Countries’ defence industries are the leading indicator of their global power. The warehouse is the place where the materials are kept until the customer order arrives so that the companies are viable and can respond appropriately to internal/external customer demands. In this regard, warehouse location plays a vital role in the defence industry in terms of storage options with increased flexibility, a simplified supply chain with cost management and optimal positioning according to deployment locations. In this study, the decision on the location of warehouses for logistic support during the warranty period of military vehicles manufactured and supplied to the armed forces by a defence company was made. It is aimed to propose the best solution to a real-life problem with high complexity, containing many data and constraints. In this context, the criteria that are thought to be most relevant to this problem have been determined by taking expert opinions. Having determined the order of importance of the requirements by the analytical hierarchy process (AHP) with the Super Decisions V 2.10, their weights were included as a coefficient of the objective function in the goal programming (GP) model. As a result of solving the GP model using GAMS (general algebraic modelling system), it was decided to select the warehouses that provided the optimal results among the alternative warehouse locations in 9 different locations. Furthermore, to see the impact of changes in criterion weights, sensitivity analysis has also been included. The significance of this research lies within the integrated usage of AHP and GP in the defence industry when determining warehouse locations by the experts’ opinions. With this study, not only a solution strategy was developed, but also a basis for the warehouse location decision in the defence industry projects already signed or to be signed was given.

Emisja gazów cieplarnianych (w tym CO2), głównie w nawiązaniu do sektora energetycznoprzemysłowego, generuje negatywne zmiany w środowisku naturalnym. Dlatego, aby podejmować skuteczne działania mające na celu redukcję tych emisji, ważne jest właściwe ich analizowanie. W związku z tym celem artykułu było zaproponowanie wykorzystania techniki do analizy emisji zanieczyszczeń, która uwzględni jednocześnie wielkość oraz szkodliwość wytwarzanych emisji. Techniką tą był rozmyty analityczny proces hierarchiczny (FAHP, Fuzzy Analytic Hierarchy Process) oraz metoda TOPSIS (Technique for Order Preference by Similarity to an Ideal Solution). Proponowaną technikę przetestowano na aktualnych, dostępnych danych statystycznych z Głównego Urzędu Statystycznego, dotyczących emisji zanieczyszczeń powietrza w Polsce w roku 2018 według sekcji PKD. W ramach przetestowania techniki określono, który z zakładów szczególnie uciążliwych dla czystości powietrza według sekcji PKD ma największy wpływ na zanieczyszczenie powietrza, z jednoczesnym uwzględnieniem wielkości i szkodliwości wytwarzanych emisji. Mimo że uzyskane wyniki wynikają z subiektywnych ocen podmiotu stosującego technikę, wykazano, że technika ta umożliwia przeanalizowanie emisji zanieczyszczeń z jednoczesnym uwzględnieniem wielkości i szkodliwości emisji. Z kolei subiektywizm ocen po części zredukowano przez rozmytą skalę Saaty’ego. Stosując proponowaną technikę FAHP oraz metodę TOPSIS, wykazano, że możliwe jest dokonanie subiektywnej oceny szkodliwości emisji zanieczyszczeń oraz zintegrowanie ich z rzeczywistymi danymi, np. z danymi GUS. W związku z tym proponowana technika jest nowym podejściem do analizy emisji zanieczyszczeń, dlatego też jej zastosowanie może usprawnić proces decyzyjny w ramach ograniczania emisji, a tym dwutlenku węgla, którego redukcja, jak wskazano, jest aktualnym problemem na skalę globalną.
Greenhouse gas emissions (in it CO2), mainly with reference to the energy and industrial sector, generate negative changes in the natural environment. Therefore, to make effective actions in order to reduce this emission, it is important to analyze them properly. Therefore, the aim of the article was to propose using a technique to analyze the emissions of pollutants, included at the same time the size and harmfulness of emissions produced. This technique was a fuzzy analytic hierarchy process (FAHP, Fuzzy Analytic Hierarchy Process) and TOPSIS method (Technique for Order Preference by Similarity to an Ideal Solution). The proposed technique was tested on current, available statistic data from the Central Statistical Office, on emissions of air pollutants in Poland in the 2018 year, according to PKD section. As part of testing the technique, it was specified which of plants according to PKD section has the biggest influence in pollutant the air, with simultaneous consideration of the size and harmfulness of generated emissions. Although that obtained results arise from subjective assessments of the entity using the technique, it was shown that this technique allows analyzed the pollution emissions, by including at the same time the size and harmfulness of emission. In turn of the subjectivity of assessments partly was reduced by the fuzzy Saaty scale. Using the proposed FAHP technique and the TOPSIS method, it has been shown that it is possible to perform a subjective assessment of the harmfulness of pollutant emissions and to integrate them with actual data, e.g. with data from the Central Statistical Office. Therefore, the proposed technique is a new approach to analyse emissions pollutions, in it CO2, whose reduction, as indicated, is a current global problem.

The paper presents an overview of methods used in solving Multiple Attribute Decision Making (MADM) problems in the case of incomplete information about preferences among criteria, which are defined by explicit attributes of the problems. The paper presents the following methods: dominance, maxmin, maxmax, based on game theory, ELECTRE IV and parametric approach associated with Linear Partial Information and AHP. The presented methods focus on the problem of evaluation of investment projects in a hard coal mine.
