Opis:
Assessment of students’ achievements in higher education didactics and in maritime studies is considered as a problematic part of study process. Especially it is difficult to use assessment practically in order to improve students’ learning, for formative purposes. The role of formative assessment in the learning educational paradigm is essential. One of main attributes of formative assessment - self-evaluation of students - has been chosen as the object of the research. For the empirical research, a case of full-time studies of Marine Engineering was decided upon. An originally created questionnaire was used for the research. The characteristics of self-evaluation, such as its frequency, forms, and content were analysed with the aim of finding out their influence on the improvement of students’ learning and effectiveness of maritime studies.

MET institution’s mission is not only preparing young people for maritime career at sea, forming their professional competences, but also providing help in their career management. For this reason, it is important to know new seafarers’ generation needs and career ambitions, as well as expectations from employers’ point of view. Mutual understanding would help to find a balance between expectations of both and adequately manage changes. Results of research, conducted by surveying 4th year full-time students studying at the Lithuanian Maritime Academy and experts from shipping and crewing companies in Lithuania and Latvia regarding desirable contract conditions and seafarers’ personal and/or professional characteristics, important for successful career, are presented in the article.

Rapid changes in technologies and digitalization challenges caused by Industry 4.0 with the integration of the AI, machine learning algorithms, internet of things’ technologies, introduction of maritime autonomous surface ships and the development of digital shipping and logistics processes require proper education and training of specialists working in maritime industry to ensure safety and security of people, oceans, goods and environment. The shipping and logistic processes and operations, including the decision-making processes, on the global scale and on the scale of whole-organisation ecosystems become more dependent on the manipulation of data from different unstructured open sources and private data sets, increased amount of data stream from sensorial systems. The specialists working with automated systems need competences to use and interpret special data, engineering and analysis algorithms, and skills in using modelling tools of optimised solutions in shipping and logistics. Educational institutions have to be ready to present effective solutions to educate quickly adaptable specialists able to meet volatile labour market needs able to meet digitalization challenges. The case study of the Lithuanian Maritime Academy (LMA) presented in the paper is based on the use of an integrative approach and work integrated learning with the aim of enabling the educational environment to develop proper competencies of the specialists of shipping and logistics information systems.

Nowadays the equipment used on ships is becoming more and more sophisticated, safety of shipping depends heavily not only on trustworthiness of high-tech products, but also on mariners’ competence. It is necessary to find methods to enable seafarers to keep track with technical developments. Simulators as a tool combined with a properly developed course curriculum and qualified instructors provide an appropriate method not only for training, but also for measuring, assessing and evaluating individual mariner performance in order to test levels of competency and proficiency. According to Nieri (1995, p. 1/6), “The development of performance-based assessment tools would utilize the widely-recognized advantages of simulators and part-task trainers to generate a scenario in which the license candidate must demonstrate his knowledge of system relationships, knowledge of operational procedures, monitor systems and situations, respond to unexpected occurrences, identify and diagnose problems, and manage personnel, in a dynamic world“. This paper discusses the usage of new capabilities of the NTPRO 4000 full mission ship handling simulator in the assessment and evaluation processes at Lithuanian Maritime Academy.

Digitization of the maritime transport formed a paradoxical situation of an increased interest in informatics and data sciences among youth, whilst the level of interest of these programmes in the maritime education and training (MET) field remained relatively low. Based on theoretical modelling the solution to the problem is divided in two parts, one of which is related to adding data sciences to MET and the other refers to increasing intensity of digital advertising to solve the problem of low knowability index (KI) of MET. The research showed that KI is the output of effective digital marketing strategy. Thus, all parameters characterizing effectiveness could be divided into categories and by applying AHP methods the weight of each criteria could be assessed. Based on the weights and on the analytical measurements collected from monitoring tools the KI was calculated. Analysis of KI component and whole KI found out main ways of increasing MET popularity, which could be implemented through on increasing advertising intensity in the social networks the whole year and also by adding new content which are related within the digitization into MET study programmes’ modules.

Full Mission Bridge simulating became a valuable tool to assess the conditions for safe navigation during seaport development. The article presents an overview of the works carried out at the Lithuanian Maritime Academy. The specialists of the Academy together with the pilots of Klaipeda State Seaport performed a number of trainings and tests using Full Mission Bridge simulator, related to navigational safety assessment. Overviewed works concern a wide range of directions: development of the harbour navigation channel, introduction of two-way traffic of ships, ships sailing with tugboats, coordination with vessel traffic service, emergency response of the LNG vessel in case of various scenarios, extremely big ships accessibility studies, the boundary weather conditions assessment and so on.

Opis:
Training of seafarers is traditionally focusing merely on the ‘occupational’ aspect. Competent seafarers have always been defined as people who have good professional, navigational or engineering skills. However, practice shows that these skills alone are often not enough to solve complex situations at sea. This article attempts to look at life and work at sea as a multidimensional phenomenon. The personal reaction to the social field challenges is unique for every person because of his ideas, feelings, behaviour, needs, moral values and physical attributes. The aim of the presented article is to describe a theoretical research model, which reflects the interaction of young seafarers and a social space on board a ship, and to determine the adaptation and well-being support measures used by young seafarers on board.

The article includes a description of taxes paid by Jews to the state treasury / royal treasury, which contributed to the budget of cities. The analysis was divided into two parts. The first of them addresses taxes the distribution of which was handled by the Lithuanian Waad. These were: the Jewish poll tax, return taxes, housing tax and general poll tax. The analysis of the treasury materials and minutes of the Lithuanian Waad made it possible to state that the poll tax rate depended on the political situation of the state and the Jews were obliged to pay larger sums during wars. The comparison of the Jewish sources with the sources of the treasury of the Grand Duchy of Lithuania allowed for a detailed description of the return tax, which was imposed on Lithuanian Jews in the first half of the 16th century and continued to exist until the 18th century. It constituted a minor royal income but a significant burden for Lithuanian Jews. Tax sources also show that Jews paid their housing taxes and general poll taxes. The system of taxes paid by the Jews at the local level, through the local qahals, was not transparent. The amount and type of taxes collected from the Jews were determined by many local factors, among them the most important were the position of the burghers and the policy of the city owner. Depending on the centre, the system of collecting rents from Jews differed. In some centres the Jews were obliged to pay: the hiberna tax (winters bread), the czopowe tax (excise tax), the kapszczyzna tax (alcohol tax) and paleczkowe tax. In many cities, besides paying taxes, Jews were also obliged to participate in defensive military actions.

Opis:
Representatives of every minority want their rights to be respected in the state in which they live and of which they are citizens. The problems related to education for national minorities are among the most complicated and arguable. Political controversies and disputes in magazine columns do not always translate into good relations in the culturally diverse environment. The text is aimed to present the situation related to the conflict in one of the schools in Lithuania, which began (as a kind of prelude) at the end of 2021 and developed in 2022. Our assumption was to analyze the described situation from three perspectives presented in: the Polish press in the context of some actions taken by the government and their effects, as well as the way of describing them; an analogical presentation of the Lithuanian perspective and the stakeholders themselves (including the headmaster of the school where the described situation took place). For a better understanding of the context of the described analyses, the text begins with a brief description of the current legal status, the educational network and its scope.
Przedstawiciele każdej mniejszości chcą, by respektowane były ich prawa w państwie, w którym mieszkają i którego są obywatelami. Problemy związane ze szkolnictwem mniejszości narodowych należą do jednych z najbardziej skomplikowanych oraz dyskusyjnych. Kontrowersje polityczne i dysputy toczone na łamach czasopism nie zawsze przekładają się na dobre relacje w zróżnicowanym kulturowo środowisku. Celem przygotowanego tekstu jest przedstawienie sytuacji związanej z konfliktem wokół jednej ze szkół polskich w Litwie, którego początek miał miejsce w grudniu 2021 roku, a finał nastąpił w październiku roku 2022. Naszym założeniem było zanalizowanie opisanej sytuacji z trzech perspektyw, przedstawianych w polskiej prasie w kontekście podejmowanych przez stronę rządową działań i ich efektów oraz samego sposobu opisu, analogiczne przedstawienie perspektywy litewskiej oraz samych zainteresowanych (w tym dyrekcji szkoły, której dotyczyła prezentowana sytuacja). Dla lepszego zrozumienia kontekstu opisywanych analiz tekst rozpoczynamy od krótkiego opisu jego aktualnego stanu prawnego, sieci szkolnictwa i jej zasięgu.

Początki polskiego ruchu teatralnego w Wilnie związane są z zakonem jezuitów. Zapoczątkowany przez zakon ruch, rozwijał się na dworach. Za ojca polskiego teatru uważany był Wojciech Bogusławski, który stworzył w Wilnie pierwszy prawdziwy teatr. W takiej formie istniał on niespełna 100 lat, by następnie odrodzić się w 1905 r. za sprawą hrabiego Władysława Tyszkiewicza. Kolejne lata to wybudowanie teatru stałego oraz dalszy rozwój wileńskiej sceny, którego nie przerwały wydarzenia II wojny światowej i pierwsze lata powojenne, a jedynie go nieco osłabiły. Głównym tematem niniejszego opracowania jest powstanie i działalność dwóch polskich teatrów amatorskich w Wilnie. Pierwszym z nich było Polskie Studio Teatralne (wcześniej Polski Zespół Dramatyczny), założone na początku lat 60. XX wieku przez lekarkę Janinę Strużanowską. Natomiast drugim powstały w tym samym czasie Polski Zespół Teatralny przy Pałacu Kultury Kolejarzy w Wilnie, później znany jako Polski Teatr w Wilnie. Zespół założyła zawodowa aktorka Irena Rymowicz. Funkcjonowanie tych zespołów teatralnych miało szczególne znaczenie w czasach, kiedy Litwa znajdowała się pod rządami radzieckimi. Władza ta w znacznym stopniu ograniczała litewskim Polakom kontakty z Ojczyzną. W związku z tym Polacy spragnieni polskiego słowa chętnie przychodzili na wystawiane przez grupy przedstawienia. Ich popularność nie zmalała po przemianach ustrojowych w 1991 r., a wręcz przybrała na sile. Pojawiły się bowiem nowe możliwości rozwoju, które starano się wykorzystać. Z myślą o podtrzymywaniu rozwijającego się polskiego ruchu teatralnego, zaczęły się tworzyć teatrzyki szkolne. W latach 90. XX wieku działały one niemal w każdej polskiej szkole na terenie Wilna, ciesząc się zainteresowaniem uczniów. Za datę końcową przedstawianej tematyki przyjęto umownie rok 2004, kiedy to Polska i Litwa wraz z innymi państwami weszły do Unii Europejskiej. W tym samym czasie zmieniły się pewne prawa i standardy, wymagające dodatkowej analizy.
The beginnings of Polish theatre activity in Vilnius were connected with the Jesuit Order. Initiated by the order, the theatre activity developed in the estates of the nobility. Wojciech Bogusławski was credited with being the father of the Polish theatre as he established the first real theatre in Vilnus. It had existed in such a form for less than 100 years to be revived in 1905 by Władysław Tyszkiewicz. The following years saw the building a permanent theatre as well as the further developement of the Vilnus stage which was continued despite the World War II and the first years of post-war times which only weakened it a bit. The main topic of the article is the establishment and activity of two Polish amateur theatres in Vilnus. The first of them was the Polish Theatre Studio (the former Polish Dramatic Ensemble) set up at the beginnning of the 1960s by a physician, Janina Strużanowska. While the second one established at the same time was the Polish Theatrical Ensemble on the premises of the Railway Culture Palace, later known as the Polish Theatre in Vilnius. It was set up by a professional actress, Irena Rymowicz. The existance and work of the theatre ensembles was especially important in the times when Lithuania was under the Soviet rule. The authorities greatly limited contacts between Lithuanian Poles and the mother country. As a result the Poles longing for Polish language eagerly came to see the performances presented by the ensembles. Their popularity did not decrease after the political changes in 1991; on the contrary, it even grew. New opportunities for development. With a view to supporting the developing Polish theatre movement, school theatres started to appear. In the 1990s, they were in almost every Polish school in Vilnius being of great interest for the students. The final date of the presented subject matter was assumed to be 2004 when Poland and Lithuania together with other countries joined the European Union. Some laws and standards changed, and this requires further research.
