The paper presents the essence of the education for safety. There were analyzed both theoretical issues and curriculum of the education aimed at matters related to widely understood safety in the system of public education as well as system of education in the Ministry of the Interior and Administration. Analysis of the theoretical aspects as well as of the practice proves that education for safety is successful. The society is educated in the necessary scope and therefore protected from a broad range of threats. Officers of the uniformed services are also educated in the scope sufficient for a professional fulfillment of the statutory duties. Such broad scope of safety knowledge allows the society to feel relatively secure. Such a sense of security is also contributed by the fact that this education continues to evolve and that main determinants of it are history, culture, traditions, geographical location, needs and challenges – so in fact potential threats, which in turn affects the process of education, attitudes, as well as the awareness.

The author continues considerations aimed at justifying the establishment of navigation as a scientific discipline, which began in his article included in the collective work titled Admiralski farwater (Walczak, 2015b) (Admiral’s Fairway), and presents the subject and scope of navigation and sets forth other arguments supporting the idea. The author provides further arguments for the draft classification in which navigation would be an independent discipline of technical sciences, indicating the transdisciplinary nature of navigation within a framework of strict relationships with other domains of science in various fields of knowledge.

Opis:
Ecological (environmental) security can be defined as a permanent state of no threats to environmental balance. The security understood that way is analyzed in the context of national security. National security is more and more often being described as a system. This publication assumes that no state will be able to maintain its integrity unless it provides an appropriate level of ecological security perceived as systemic environmental protection. A secure state is the one taking care of the natural environment. This approach results from the systems philosophy, promoted in the publication, concerning the perception of ecological security as one of the areas (subsystems) of the global national security system (supersystem). A proper condition of the natural environment framed by state borderlines is reflected in other system-related domains shaping the global national security system. The issues mentioned in the publication are going to be juxtaposed with the concept of the national security of Poland; still, these remarks are going to be of general nature, going beyond the context of Poland.

Niniejszy artykuł podejmuje próbę opisania szeroko rozumianej edukacji na rzecz bezpieczeństwa, która przekłada się na życie codzienne każdego obywatela. Autorka pokrótce przedstawia historię omawianej tematyki, jej ideę, a także podstawę programową przedmiotu „Edukacja dla bezpieczeństwa”. Ponadto autorka opisuje program działający między innymi na rzecz edukacji dla bezpieczeństwa. Wskazuje również, jak ważna jest współpraca podmiotów społecznych z instytucjami państwowymi w minimalizowaniu zagrożeń lub też ich powstawaniu.
This paper attempts to describe broadly understood security education, which applies to every citizen’s life. The author briefly presents the history of the subject discussed, the idea behind it, as well as the core curriculum of the subject 'Education for security'. In addition, the author describes a program whose aims include the promotion of education for security. It also stresses the importance of cooperation between particular social entities and state institutions in order to minimise threats or their occurrence.

Cognitive engineering is considered nowadays as interesting multidisciplinary domain that focuses on improving the relations between humans and the systems that are supervised and operated. The industrial automation and control systems (IACS) in hazardous plants are increasingly computerized and perform various safety functions. These are designed and implemented according to the functional safety concept. The objective is to maintain high performance / productivity and reduce various risks related to identified hazards and threats. An approach is proposed to apply selected cognitive engineering methods for verifying the design of the functional safety technology implemented in given hazardous plant in context of defined safety functions, operator interfaces, communication means and procedures. The methodology developed might be applied for functional safety management in life cycle of industrial hazardous plants and oil port terminals.

Public safety and public order are a main welfare desirable by man and the entire community, in every epoch and every longitude, parallely has become the constant object of doctrinal inquiries. The specificity of each area of science and many other fields of science, their qualities and the desirable elements made the definition of these values, depending on the discipline of science, which adopted a different shape. Security and public order in the legal sciences are mostly expressed in the matter of substantive administrative law and subsequently also in constitutional law and substantive criminal law. The importance of this issue is evidenced by the creation of a new discipline – the Security Science, dedicated to this subject, by the resolution of the Central Commission for Degrees and Titles of 28th January 2011, which discusses the title issue in a multi-threaded and multifaceted manner. The specificity of security, its subjective perception and the state of reality, forces the concept to be analyzed also from the perspective of psychology, sociology and philosophy. On the other hand, for a deeper investigation of this phenomenon, the origin of its development and the formulation of future trends, it is important to examine this phenomenon by the historical instruments.

Formalnie nauki o bezpieczeństwie jako dyscyplina naukowa zostały zarejestrowane w Polsce w 2011 r. w nowo wyodrębnionym obszarze i nowo wyodrębnionej dziedzinie nauk społecznych, obok nauk o obronności, nauk o mediach, nauk o polityce, nauk o polityce publicznej, nauk o poznaniu i komunikacji społecznej, pedagogiki, psychologii, socjologii. Autorzy przeprowadzają krytyczną analizę i diagnozę stanu kształcenia dla bezpieczeństwa w Polsce w kontekście paradygmatów nauk o bezpieczeństwie i standardów Unii Europejskiej.
Formally, security science as a scientific discipline has been registered in Poland in 2011 in a newly separated area and a newly separated field of social sciences, next to defense sciences, media studies, political sciences, science on public policy, sciences on cognition and social communication, pedagogy, psychology, sociology. The authors in the article carry out a critical analysis and diagnosis of the state of education for security in Poland in the context of the paradigms of security sciences and European Union standards.

Th e content of this article constitute a description of the results of studies that relate the theoretical foundations of the science of defense and security sciences, fi rst of all being, genesis, scientifi c apparatus and identifi cation of these disciplines. Furthermore, the considerations were also the views of terminology related with the wider defense and security, it presents the origins of the science of defense and science of safety which were selected from former military sciences, as well as in the whole of the present problems characterized became an object of study of these disciplines and their identifi cation, nature, scope, formal separation in other sciences. Th e article includes content that relate to the explanations describing the identifi cation of security and defense. It presents the current importance of selected basic terms of system and related safety disciplines of science and the science of defense. Th e descriptions and explanations allow you to bring issues of their identity. Th e subject of the investigations presented in this article are primarily diff erences between the teachings of security and defense sciences. Referring to previous work in both areas by indicating their origin and the need to distinguish the subject of research. While both disciplines within the social sciences can use a common methodology, it distinguish their subject knowledge is regarded as a prerequisite for the functioning of these disciplines.
Treść niniejszego artykułu stanowi opis wyników badań, które dotyczą teoretycznych podstaw nauk o obronności i nauk o bezpieczeństwie, przede wszystkim istoty, genezy, aparatu naukowego oraz identyfi kacji tychże dyscyplin naukowych. Ponadto przedmiotem rozważań były poglądy terminologiczne związane z szeroko rozumianą obronnością i bezpieczeństwem, przedstawiona została geneza powstania nauk o obronności i nauk o bezpieczeństwie, które wyłoniono z byłych nauk wojskowych, a także w całokształcie rozpatrywanej problematyki scharakteryzowano przedmiot badań tychże dyscyplin naukowych, ich identyfi kację, istotę, zakres oraz formalne wyodrębnienie w systemie nauk. W artykule zawarto treści, które dotyczą wyjaśnień opisujących identyfi kację bezpieczeństwa i obronności. Przedstawiono w nim aktualne znaczenia wybranych, podstawowych terminów systemowych oraz związanych z dyscyplinami nauk o bezpieczeństwie i nauk o obronności. Przedstawione opisy i wyjaśnienia pozwalają przybliżyć kwestie ich tożsamości. Przedmiotem dociekań prezentowanych w niniejszym artykule są przede wszystkim różnice między naukami o bezpieczeństwie a naukami o obronności. Odnosząc się do dotychczasowych prac w obu dziedzinach, wskazano ich rodowód i konieczność rozróżnienia przedmiotu badań. O ile obie dyscypliny, mieszczące się w dziedzinie nauk społecznych posługiwać się mogą jednolitą metodologią, o tyle rozróżnienie ich przedmiotów poznania jest traktowane jako warunek konieczny funkcjonowania tych dyscyplin.

The development of each particular science is to some extent determined by ideas about its place in the system of scientific knowledge. In this Communication are formulated suggestions and problems related to security research in the process of formation and development of safety science. Attention is focused on the theoretical and methodological approaches and questions exploring the needs of scientific knowledge and its transfer to a security practice.

Chemistry experiments have been an issue of vivid discussion for more than fifty years now. Though there are many who hold a stand-offish position, there is a general notion chemistry experiments inherently belong to chemistry instruction. In this study, attention was given first to the frequency that Czech teachers at both lower and upper-secondary schools use experiments, demonstrations, laboratory work etc. A random, generalisable sample of 354 teachers filled in a questionnaire. The results showed experiments are used only seldom at lower-secondary schools and lyceums, more frequently at grammar schools, yet just “at least once a month”. Safety showed as one of the barriers. The teachers expressed general knowledge about a norm which covers the topic, however in their further responses they expressed a lack of awareness of the compounds their students are allowed to work with. These findings are a call for measures such as: developing a database of well-described procedures including safety regulation remarks or a simplified, easy to follow list of up-to-date regulations.

W rozdziale poruszono zagadnienia związane z zakresem obowiązku pracodawcy wynikającym z art. 207 § 2 Kodeksu pracy, czyli koniecznością wykorzystywania odpowiednich osiągnięć nauki i techniki w celu ochrony zdrowia i życia pracowników. Na podstawie analizy źródeł prawa, orzecznictwa oraz aktualnej literatury autorzy udzielają odpowiedzi na następujące pytania badawcze: 1) Jak definiować odpowiedni poziom wykorzystania osiągnięć nauki i techniki w praktyce bhp, kiedy aktywizuje się obowiązek pracodawcy do poszukiwania nowych rozwiązań minimalizujących zagrożenie? 2) Czy pracodawca ma obowiązek wykorzystać wszystkie dostępne środki profilaktyczne? Nadto wskazano przegląd wybranych rozwiązań współczesnej nauki i techniki, które mogą być implementowane w celu spełnienia omawianej dyrektywy, ze szczególnym uwzględnieniem rozwiązań obejmujących automatyzację i robotyzację procesów.
The chapter deals with issues related to the scope of the employer’s obligation resulting from Article 207 § 2 of the Labor Code, i.e. the need to use appropriate achievements of science and technology in order to protect the health and life of employees. Based on the analysis of the sources of law, jurisprudence and current literature, considerations were made that concern the practice of all enterprises and aim to answer the following questions: how to define the appropriate level of use of science and technology in OHS practice and when the employer's obligation to seek solutions to minimize the risk is activated. In addition, an overview of selected solutions of modern science and technology that can be adapted to improve the level of security in enterprises has been indicated, with particular emphasis on solutions related to the automation and robotization of processes, their impact on occupational health and safety, both in terms of benefits and risks resulting from their application.

Wyniki takich rozważań prowadzą do wskazywania jej zalet, a także ułomności. Pojawiają się również koncepcje usunięcia dostrzeganych niedoskonałości. Za istotny problem analizowanej klasyfikacji można uznać pominięcie inżynierii bezpieczeństwa jako dyscypliny naukowej. Uwzględniając ten problem, w niniejszym opracowaniu zaproponowano skorygowanie klasyfikacji nauki i wyłonienie inżynierii bezpieczeństwa jako dyscypliny naukowej w ramach dziedziny nauk technicznych.
The current classification of sciences is a subject of reflection from the moment of its acceptance, which is expressed in many studies and comments. The results of analysis indicate advantages and disadvantages and help to find a natural way to remove weaknesses. One of the problem of this classification that can be considered is omitting of security engineering. In relation to this issue the author suggests improving the classification of sciences by including safety engineering as a scientific discipline in the field of engineering science.
